45 YEARS OF HISTORY
2011 marks Washington Youth Soccer’s 45th Anniversary.
Our organization was formed in 1966 when a handful of soccer
enthusiasts realized there was an interest in youth soccer and
brought them together under “Washington State Junior Soccer
Association.” At the time of founding, our organization consisted of 20 boys’ teams with 300 players. Today we have grown to
41 Member Associations bringing the game of soccer to over
124,000 kids in our state!

Along the way, Washington Youth Soccer has had many proud moments,
including 1974 when girls youth soccer was approved nationally, due in part
to the support from Washington Youth Soccer and then Western Region IV
Youth Soccer Director and Washington Youth Soccer President, Karl Grosch.
With the leadership of volunteers such as Bev Reed and Karl Grosch, the
girls soccer program had been flourishing in Washington since 1972 and
provided support for the national approval. Other highlights in our soccer
community have involved seeing our athletes compete in the Olympic, National and International level, founding and growing our State Tournament
competitions, developing long term player development guidelines and
seeing our beloved Seattle Sounders expand as an MLS team. Through the
years, our soccer community has become a rich heritage that instills pride
and passion in players, coaches, parents, volunteers and fans alike.
The dedication and work of our founding volunteers materialized an organization that has reached hundreds of thousands of kids over the course
of our history – shaping them to become leaders on and off the field. The
developmental work of Washington Youth Soccer has produced alumni who
have gone on to play in the national and international arenas including
Michelle Akers, Chance Fry, Chris Henderson, Michelle French, Kasey Keller,
Tom Dutra, Cindy Gordon, and Hope Solo, to name a few.
In 2010/2011, we renamed our Commissioners’ Cup tournament to the
Founders Cup in honor of the tireless volunteers who founded and grew our
organization. We also instituted the Karl Grosh perpetual trophy, which will
be awarded each year to the Girls Under 14 Champions in recognition of the
work Karl did to bring both boys and girls soccer to our state.
It is with great excitement that we embark on our 46th year in soccer, with
our strong history and the solid groundwork our founding volunteers laid
for us, we will continue to improve and expand soccer opportunities in
Washington State.
To all of our volunteers, past and present, we thank you! Without your
work, we would not be able to bring the beautiful game to the children
of Washington.

GERALD LARSON
1934-2011
Gerald Larson, who served as Washington
Youth Soccer President from 1986-1991,
was a cherished soccer community member who brought invaluable changes and
progress to our organization during his
time of service.
Gerald, described as a quiet leader, was
involved in all aspects of soccer from serving as District 3 Commissioner to coaching
and refereeing. During his tenure as Washington Youth Soccer President he oversaw
much progress for soccer in our state.
He brought the Girl’s US Youth National
Championships to Washington in 1985
and 1986, added staff and computers to
the State office and was a part of starting
Washington East ODP (Olympic Development Program). Through all of this progress, his driving force was always “what
would help the players and volunteers.”
In 1990, Gerald was honored as a Washington Youth Soccer Life Member, and in
2004, he became an esteemed inductee
in the Hall of Fame. Gerald left Washington Youth Soccer with a strong legacy and
his dedication, service and passion for the
game of soccer will not be forgotten.

COMMUNICATIONS UPDATE
As Washington Youth Soccer created new programs and initiatives with the goal of building increased support for member
Associations and Clubs, the Communications and Marketing team provided support to help share these stories.
STRENGTHENING CURRENT INITIATIVES
Over the course of the year, Washington Youth Soccer continued to grow current initiatives such as our social media presence and our weekly
“week in review” emails to administrators. In late 2011, we worked to redesign the layout of PlayOn!, our monthly e-newsletter, to increase
readability and open rates. Five months after the redesign project, we have increased open rates by an average 15.89% and have surpassed
the industry average for open rates.
CREATING NEW WAYS TO SHARE OUR STORY
In the 2010/2011 seasonal year, we launched both internal and external initiatives to provide clearer, simpler messaging and better overall
service. New programs were implemented, such as a new website project, new technology systems and staff in-services to increase education
on communication and nonprofit best practices.
Continuing the goal of leveraging technology to improve our current processes and increase efficiency, Washington Youth Soccer has implemented new technology initiatives to improve programs including an online system for coaching education and a new phone provider and system for the office. Signing a contract with Comcast as our new internet and phone provider in late 2010 brought faster internet, direct phone
numbers for staff and extra phone lines to the state office, all for a savings in cost. The new system gives staff faster work tools, which means
more members are served in a shorter amount of time.
In March 2011, we signed a contract with AmericanEagle.com, a family owned website design, developing and hosting company, to build our
new website. AmericanEagle.com is a US Youth Soccer partner and will be an important part of creating a new and easier to use web presence for our organization.
A NEW MARKETING AND COMMUNICATIONS SYSTEM
As our organization reshaped and grew, the Communications and Marketing team itself went through a rebuilding initiative to have a stronger
focus on supporting the goal of being a reachable, transparent organization.
In July 2010, Washington Youth Soccer created the position of webmaster/graphic designer, bringing in a full-time staff person to manage the
website and produce design projects. This position enables our organization to produce publications, graphics for web and print, html email
blasts, and much more, internally. Housing these projects in-house created better opportunities for each Washington Youth Soccer program to
share their message with the membership.
In early 2011, the Washington Youth Soccer office went through a reorganization – creating three distinct departments – the Technical Department, the Member Services and Outreach Department and the Marketing and Communications Department. The reorganization created
clearer paths for members to reach staff and to understand what each individual works on. The establishment of a Marketing and Communications Department will allow all of our messaging to become more cohesive and strategic as we head into the new year, and continue striving
towards the goal of reaching more kids with soccer opportunities.

Washington Youth Soccer launched the new Member Services and Outreach department in late
2010, beginning with the creation of the Organization and Member Services Director role. One
of the goals of the strategic plan created by the Board of Directors in 2008 was to provide better communication and education from WA Youth Soccer to the local Clubs and Associations.
The Organization and Member Services Director role provides a central contact point at WA
Youth Soccer for Clubs and Associations looking for support on governance and administrative
issues, as well as a conduit for new resources and membership communications.
The Member Services and Outreach department is now providing best practices for boards; attending local District, Association, and Club meetings; supporting the work of the Soccer Operations Committee, the committee
composed of District Commissioners and representatives from all levels of competition; and leading the way on
operating documents and bylaw review from the state to the local level.
In March 2011, the community outreach programs joined the department and the program managers are
continuing to improve the structure of all programs while increasing support and available resources for our
members.
SET PLAYS BLOG
The Member Services and Outreach Department launched a new blog in April 2011 – Set Plays: Best Practices
for Youth Soccer Administrators. Set Plays aims to provide information and discussion on the behind-the-scenes
topics that affect getting kids on the pitch: best practices, nonprofit board resources, training, policies and
processes. The blog also provides a centralized resource for blogs and nonprofit resources our staff finds online
and links them for easy use by the membership. Early feedback has been very positive and site visits have
reached over 100 views in a single day.
SOCCER IN SCHOOLS
The Soccer in Schools program entered its second school year in September 2010 and has continued to
generate interest across the membership. In-class visits and after school programs, as well as teacher education seminars, have been successful in creating interest from schools and school districts for local Clubs and
Associations to begin implementing programs in local schools.
Since Aug 2010 approximately 8,500 children in 17 cities statewide have taken part in an in-class or after
school program. From this foundation, we were able to create a partnership for the 2011-2012 academic year
with Seattle Public Schools and Seattle Youth Soccer. This partnership will allow WA Youth Soccer and our
Associations and Clubs to be a more present partner with the local Seattle schools and will help us educate
partners, administrators, teachers and kids on the importance of soccer and living a healthy lifestyle. We are
aiming to continue our presence in the schools across Washington while focusing more on teacher education
and connecting the local Youth Development Directors (YDD) to the local schools.

TOPSOCCER
ANTI-GANG INITIATIVE
Over the past year, WA Youth Soccer’s TOPSoccer programs have
continued to reach their local communities, with current participation increasing to 450 youth. Building on the work of the 2009-2010
season, jamboree events, coaching summits, and education opportunities for our volunteer staff have enriched the experience that our
players with disabilities and their buddies have had in the program.
The Anti-Gang Initiative aims to provide positive role models and
activity options to children in areas with high rates of gang membership in Washington State. In the summer of 2010, Washington Youth
Soccer partnered with West Seattle Soccer Club to run an antigang program in Highpoint, Washington. The program ran over the
course of 6 weeks from mid-July to mid-August, with a schedule that
included 1 hour of simple soccer games, skills and drills followed
by a 30 minute presentation from a guest speaker. Guest speakers included staff from South Seattle Community College and Safe
Futures; Seattle Sounders FC and Sounders Women players; and a
Seattle Police Department Detective, all of whom spoke about their
own life stories, the advice they had for youth to succeed and educational information on how to maintain proper nutrition and a healthy
lifestyle. The program grew grassroots buzz and excitement, which
contributed to the program more than tripling with 11 participating
youth in the first week and 67 total registrations by the 6th week.
Additionally, WA Youth Soccer was awarded a grant of $2,300 from
US Soccer Foundation for the Anti-Gang Initiative to continue in the
summer of 2011.
WA Youth Soccer staff has worked with TOPSoccer program administrators to move program registrations to Korrio, a change that
provides a user-friendly system and improved communications to
all members. We continue to look for community partnerships that
enable us to support this program as a low-cost opportunity and we
are building our relationship with school districts and adaptive PE
teachers to get the word out about this great program through the
public school system. As we move into the next season, our staff will
continue to refine our curriculum, improve program structure, and
increase access to resources for volunteers and players.
SOCCER ACROSS WASHINGTON
After the success of the Soccer Across WA program in its first three
years, WA Youth Soccer began to look at additional ways to increase
soccer opportunities in under-resourced areas around the state
while still supporting the more than 270 players in the program. One
of the program goals was to evolve from creating independent clubs
at a state level to becoming facilitators in discussions between existing Clubs/Associations and non-member leagues and clubs. The first
Soccer Across WA program, Tacoma United, began talks with South
Tacoma Soccer Club about merging into a single club for the 20112012 season with help from WA Youth Soccer. Wenatchee Valley
Youth Soccer Association has begun working with the Chelan Soccer
League to incorporate their summer league into the Association,
demonstrating the various ways that Soccer Across WA can work in
our Clubs and Associations.
PROJECT: FREESTYLE
This series of online tutorials introduces and inspires young players
to explore new forms of the game through freestyle soccer moves encouraging creative thinking and the idea of repetitive movement
to enhance a player’s balance, timing, rhythm, coordination and
bi-lateral movements. WA Youth Soccer has had over 2,000 views
of Project: Freestyle videos on our website and we have seen over
2,300 uploads and 21 subscribers on the WA Youth Soccer YouTube
channel since its launch. Over the course of the last year we have
featured freestyle soccer at events such as the NW Invitational,
Regional Training Center game nights and continued our monthly
posts online.

TECHNICAL DEPARTMENT
In the 2010/2011 seasonal year, the Technical Department focused on cultivating new and
refining current, programs to provide world-class opportunities for our membership. With the
ultimate goal of advancing the game in the state of Washington, we reinforced our Technical
Department as one of the most cutting edge programs in the nation through the continued advancement of coach and player development programs. A large focus of the year was resources
for the Recreational Coach and Player. We have created an in-depth curriculum and resources
to enhance the development of the recreational player. 2010 marked another significant year
of growth with coaching education at an all-time high, national recognition of our elite players,
and a continuous push to provide Age-Appropriate Training to advance the Long Term Player
Development in the state of Washington.

COACHING EDUCATION
The Coaching Education program had a monumental year in 2010. Highlighted by over 1,000 coach certifications, two National “C” license courses, and one National Youth license course, we continue to be a leading
education program in the nation. We proudly announce an increase of 44% in the amount of courses held
across the state, and a 45% in the amount of coaches participating in our courses from previous years. The
recent execution of our new online system for requesting courses, and increased highly-qualified staff has provided more opportunities for coaches in Washington.
The implementation of the new coaching education system launched in 2009 proved to be successful, represented by the outstanding number of coaches certified in Washington in 2010. Washington Youth Soccer introduced our new regional and statewide schedule of coaching education events, which significantly increased
opportunities for youth soccer coaches across Washington. The success was greatly due to our exceptional 7
Regional Development Officers, and over 50 highly qualified state staff instructors.
The new programming was designed to educate coaches on the Washington Youth Soccer Coaching Education Pathway, which utilizes specialized courses, coach development workshops and continuous professional
development opportunities. We continue to seek to provide a multitude of learning opportunities for our members including coaching development workshops which had legendary local and international expert soccer
clinicians including Seattle Sounders FC’s Sigi Schmid and Kasey Keller. We have also visited many Clubs and
Associations to put on developmental seminars.
Washington Youth Soccer President Doug Andreassen passionately headed a Washington Youth Soccer mission to provide coaching education opportunities for our diverse communities. With combined efforts from the
members of Soccer Across Washington, we organized our first National D License in Spanish in 2010, this was
complemented by the various E certificate courses we also held in Spanish.
Our constant campaigning throughout the 2010/2011 seasonal year to host a National US Soccer “A” and “B”
License Course in the state of Washington paid off in March 2011 with US Soccer’s announcement that the
courses would be held at the University of Puget Sound in Summer 2011.
Serving as soccer advocates for our community brought this opportunity for our qualified State coaches to have
easy access to this level of national certification for the first time in many years.
TECHNICAL DEPARTMENT
LAUNCH OF THE ELITE PLAYER DEVELOPMENT PROGRAM
The fall of 2010 saw the launch of our
new Elite Player Development (EPD)
program. EPD is an umbrella program
that combines all of our previous development curriculums and new development opportunities from our
soccer community.
In the past, Washington Youth Soccer’s elite player development
focused on a single program structure. Through the advancements
of our programming, our partnerships with US Soccer, Sounders FC,
and various universities, our multitude of programs, tournaments
and identification events, we were able to create this program to
provide the best possible development pathway for our elite players.
With the new EPD program, we strategically hand select the best
development opportunities to create a complete package that best
suites our players’ needs.
Each program that was historically part of elite player development
programming, including Olympic Development Program (ODP),
Regional Training Centers (RTCs), State Pool Training, etc. plays an
integral role in our EPD training program as each individual program
provides an important component in our players’ development.
Comprised of over 750 youth players, the EPD program will ensure
that the best avenues for the development of our Elite players here
in Washington are created to provide the correct matriculation &
education. We are constantly refining the EPD program in order to
maintain modern initiatives to best support our players.
FOCUS ON RECREATIONAL COACHING INITATIVES
Washington Youth Soccer continues to be an innovative leader in
coaching resources for our members. All of our initiatives are based
around the Long Term Player Development Plan, created to develop
better players by creating training environments where the coaches
and parents focus is on long term development and not on the short
term result of a game or a medal. This year, we have been able to
arm our parent and volunteer recreational coaches with easily accessible tools through new online coaching resources.
One goal of the EPD program was to make event fees more manageable for our membership. As part of this objective we released a new
payment structure, the creation of payment plans which broke fees
into manageable installments. Through this refined structure we saw
a 96% decrease in outstanding fees.
With the Long Term Player Development Plan in mind, we launched
online coaching modules for new coaches & parents. The online
modules are dedicated to promoting coaching education to the volunteer parent coach who wishes to continue to educate themselves
in the fundamentals of soccer development. By offering the program
online, we have been able to put coaching education at the fingertips
of parent and volunteer coaches across the state. With a combination of visual demonstration, printable exercises and one page
practice sessions, we now offer a comprehensive learning process
that makes it simpler for a coach to see, read and implement the
individual exercises and age appropriate development for U6, U8,
U10 & U12 coaches in their own time.
To provide an additional resource for this group, we have also created free online Age-Appropriate training sessions. The session plans
include a full 8-week video curriculum that the parent or recreational
coach can use for their team. In addition to the video training sessions, the Under 6 and Under 8 curriculums include downloadable
PDF training sessions coaches can even bring to the field with them!
With the success of these initial training sessions underway, Under
10 and Under 12 curriculums will be created in the 2011/2012
seasonal year.
The EPD program kicked off at the Region IV Championships in January, showcasing seven teams. In a push to incorporate social media
into our programming, the games were live-streamed on our website,
and live-tweeting took place on the sidelines. Three EPD teams
were finalists, and our Boys 1995 Elite Player Development team
was crowned Regional Champions. The team was a finalist in the US
Youth Soccer National ODP Championships.

REGIONAL CLUB CHARTER
As a governing body of soccer in our state, we share the responsibility with our member organizations for both developing and governing
the game. To further support this end, Washington Youth Soccer
introduced the Regional Club League (RCL) in June 2010 as the
largest state run league in the history of Washington Youth Soccer.
The Regional Club League includes the 21 most competitive Clubs
across the state, all of which prescribe to the Regional Club Charter
program.
The Regional Club Charter is a 3-pronged review of development,
business, and organization/administration components of the
Washington Youth Soccer Associations and Clubs in the Regional
Club League. The Charter is the key element of the RCL, serving to
ensure than all Clubs within the league adhere to best practices for
player development and business/administrative practices.
Each Association and Club in the RCL have demonstrated a commitment to creating a player pathway and to the development of players
and coaches through a number of criteria. By implementing standards at each Association and Club a more robust and sustainable
pathway will be created for player development.

STATE LEAGUE
2010-2011 marked a successful year for the State League as the Competition Analysis Program
(CAP) scores proved to be effective in placing teams in tight, competitive brackets. Creating
evenly matched brackets provides quality competition which enhances player development as
prescribed in the Long Term Player Development Plan. We look forward to continuing the trend
of competitive leagues and providing a reenergized State League for 2012.
SEASON HIGHLIGHTS
In the 2010-2011 Fall Season, the Boys Under 16 Division 1 bracket demonstrated excellent competition as
81% of the games were within 3 goals of the opposition and 71% of the teams were within 4 games of each
other in standings.
In the 2011 Spring Season, the Girls Under 16 Division 2 bracket also proved to be closely matched as 92% of
the games were within 3 goals of the opposition and 83% of the teams were within 4 games of each other in
standings.

REGIONAL CLUB LEAGUE
In its first season, the Regional Club League (RCL), consisting of teams from Under 10 - Under 17, totaled 489 Teams
in the Fall and 485 teams in the Spring. The Girls Under 17 Div 1 had 10 teams within 3 games of second place and the
Boys Under 17 Div 1 had as many ties (28) as wins or losses (29) in a strong display of balanced competition. Girls Under
13 Fall Div 2 illustrated the depth of competitive play with less than a goal differential separating the second place and
eighth place teams.
Following the Fall season, league sizes were reorganized by the Regional Club Subcommittee, the governing body of the RCL, into 8 team
brackets and a modified promotion/relegation for Fall and Spring was approved - after the Fall season, 2 teams will promote and 2 teams will
relegate from each Under 12 - Under 14 Division, with the 7th place upper division and 2nd place lower division team entered in a playoff;
after the Spring season, 1 team will promote and 1 team will relegate. For all single season ages (Boys High School and Girls High School) at
least 2 teams will promote and relegate from the brackets.

PORTLAND METRO LEAGUE
The Portland Metro League enjoyed a very successful inaugural season. Working closely with our partner across the state
line, Oregon Youth Soccer Association, the league had some great competition from both states.
Summer 2010 saw the launch of the Portland Metro League, a collaboration between WA Youth Soccer and Oregon Youth Soccer to provide
a competitive league for select teams, with reduced travel and more like vs. like competition. The only league in US Youth Soccer that is joint
operated by State Associations, the Portland Metro League was made possible by both state organization’s staff, board members, and club
leaders working quickly to put together a league operating committee and set the league up for a successful launch in September 2010.
The response from SW WA teams was immediate and immense – families now have another fun, local option for their players and the local
Clubs and Associations were able to work together on rules and league operations. This competitive league option supports proper long term
player development and works to provide Seamless Soccer in the Portland metro area for US Youth Soccer members from both states. The
Portland Metro League committee was even able to provide a short spring season for Girls Under 15-19 teams that qualified them for their
respective state’s State Cup. Both WA Youth Soccer and Oregon Youth Soccer are excited about building on this success as we head into the
Fall 2011 season.

The Founders Cup, formerly named the Commissioners’
Cup, had 314 teams. 2011 marked the inaugural year of
the perpetual Karl Grosch Trophy. The trophy was dedicated in honor of Karl’s contribution to not only Washington
Youth Soccer, but to US Youth Soccer as well. The Karl
Grosch Trophy was awarded to the Girls Under 14
Champions, Mercer Island FC Islanders.
The Recreational Cup, formerly named the President’s
Cup, had 442 teams competing across the state for the
honor of being named Washington Youth Soccer’s Recreational Cup Champions, 18 teams from Boys and Girls
Under 11 - Under 19 hold the title of State Champions.

US Youth Soccer Washington State Championships is the
highest level of competitive play within the state at the
Under 12 - Under 18 age groups. This Cup is structured
so that the best team in each age group from each state
advances to the US Youth Soccer Region IV (Far West
Regional) Championships and ultimately the US Youth
Soccer National Championships. The 2011 Far West Regionals are in Boise, Idaho and Washington Youth
Soccer is sending 15 teams to represent our state.
Challenge Cup is one of two developmental state level
tournaments that is open to all boys and girls teams, in
age groups Under 11 - Under 19. This tournament provides the opportunity for age groups Under 13 - Under 17
Division 1 to represent the state at the US Youth Soccer
President’s Cup tournament held in West Jordan, Utah
this year.

Washington Youth Soccer is comprised of 41 Member Associations across the state, organized into seven geographic districts. Each Washington Youth Soccer Association is then
made up of local clubs in their geographic regions. Together, our Associations and Clubs form
a network of soccer volunteers, administrators, coaches and staff that work in concert to
bring soccer opportunities to all children in Washington State.
Each member Association is a vital component in delivering Washington Youth Soccer resources, education and
development philosophies into our local communities. Every week, countless dedicated members in each of our
Associations work to make soccer possible for our players – it is their local programs combined that make up
