P ORTAGE L AKE W ATER & S EWER
A UTHORITY T REATMENT P LANT

PROJECT COST:
$21 million
U.P. Engineers & Architects, Inc. provided master planning and engineering design
services for wastewater collection and treatment for the cities of Houghton and Hancock. The
Portage Lake Water & Sewer Authority (formed by the two cities) operates the system, while the
cities are responsible for collection systems. The $21 million project included a new wastewater
treatment facility, an interceptor sewer extension, and rehabilitation of collection sewers for I/I
reduction.
The project eliminated SSOs (sewer system overflows) that plagued the cities.

B ARAGA W ATER T REATMENT P LANT
BARAGA, MICHIGAN
COST: $3 million expansion
U.P. Engineers & Architects, Inc. designed Baraga’s water treatment plant, which was
built in the early 1970s. The plant has been upgraded in phases in recent years using various
funding sources.
The plant’s capacity had been 600 gallons per minute, but that was
increased to 1,200 gpm during the upgrade. Formerly a conventional water treatment
system, the plant was converted to a direct filtration system in 2004. To increase efficiency and
safety for plant operators, the plant was recently converted from a chlorine gas chlorination
system to sodium hypochlorite. Other improvements included installation of water quality
monitoring equipment and a computerized control system.

In December 1996, UPEA released a report commissioned by the National Park
Service on the condition of Isle Royale National Park’s water tank. The report noted the
14,000 gallon redwood tank, built in 1955, was structurally outdated and deteriorating to
the point where it was a danger to anyone working on it. UPEA was retained to design a new
tank. The 27,000-gallon tank is 60 feet in height. It is a glass-lined, bolted, stand pipe
located in an especially rugged portion of the island that is not easily accessible. Because
park officials did not want the natural environment disturbed beyond what was absolutely
necessary, this necessitated the use of a bolt-together tank, which could be assembled with
minimal heavy equipment. The tank is operational May through September and is drained
shortly before the park closes in late autumn.

UPEA designed this 120-foot-span steel truss bridge to replicate the historic bridge it
replaced. The new bridge features a concrete deck and an unpainted steel to match the
appearance of the original. In addition to the bridge replacement, UPEA designed replacement
and performed construction engineering services for 4.38 miles of pavement, shoulders, culverts,
and guardrail on the county road. This project was a coordinated effort between many state,
federal, and local agencies, including the U.S. Forest Service, U.S. Army Corps of Engineers,
Michigan DEQ, Michigan Department of Transportation, the county road commission, Nahma
Township, and other county officials.

The City of Houghton and the Michigan Department of Transportation completed a $4.6
million streetscape in 2009. UPEA assisted the city in obtaining financing for the project
including funds from an MDOT Enhancement Grant, USDA Rural Development loans, and a
MSHDA Vibrant Cities Grant. UPEA designed full utility replacements, period lighting, concrete
pavers, curbs and sidewalks. The project received state and national awards for developing
multifaceted funding sources, the overall success in maintaining traffic flow through the core
business district during construction, and the innovative approach taken by the city in minimizing
impacts on local businesses during the six-month-long construction project. The result is an
attractive downtown that the community values.

Village of L’Anse Streetscape
COST: $1.2 million (including $690,000 in grants from MDOT and MEDC/CDBG)
Prior to the 2006 streetscape project, visitors to downtown L’Anse often left the lakeside
community with a less than favorable impression. The concrete sidewalks and curbs were
crumbling badly. And the outdated1960s style fluorescent streetlights cast harsh light on the
community. In 2002, the village and the DDA hired UPEA to create a downtown renewal plan.
As a result of the plan, the village undertook a major streetscape project of the downtown’s
core. Citizens and visitors have been astounded at the results. Among the many improvements:
 A five-foot grassed terrace was created and shade trees were planted in them giving the
area a much friendlier appearance;
 Landscaped median installed on Broad Street to enhance the view of Lake Superior’s
Keweenaw Bay;
 New light poles and fixtures providing a contemporary ambience;
 Installed beautiful stone-textured planter boxes in some terraces;
 Installed decorative stamped concrete cross walks on the main intersection;
 Installed irrigation system for terraces and landscaped median;
 New storm sewer system;
 Milled and resurfaced roadway surface.

Scott Holman and his wife, Martine, purchased Granite Island and its historic lighthouse in a
public auction in 1999. The 2 ½ -acre island is located on Lake Superior about 11 miles northwest
of Marquette and some five miles off shore. Holman retained U.P. Engineers & Architects, Inc. to do
an initial assessment of the structure, prepare preliminary designs for use as a residence, and
preparation of final construction documents for the renovation work. The renovation included new
wiring, plumbing, doors, gypsum board walls, hardwood floors, wood windows, insulation, and
roofing. Zinc plated roof shingles laid in a diamond pattern were selected to replicate the original
asbestos shingles which were badly deteriorated. The light station is listed on the National Register of
Historic Places which required all renovation work to be approved by the Michigan State Historic
Preservation Office. UPEA also assisted the owner in obtaining zoning for the island, which had not
been zoned.

U.P. Engineers & Architects assisted the Sault Ste. Marie Housing Commission with
construction of a new office addition as well as improvements to its individual units. Among the
projects have been floor covering replacements, new kitchen cabinets, and other interior and
exterior improvements.

E MERGENCY S ERVICES B UILDING

A new 5,500 sq. ft. facility for the Township’s volunteer fire and ambulance departments was
completed in early 2010 in the village of Paradise, Michigan. The building includes four vehicle
bays plus a fifth bay for vehicle washing and maintenance. Other features include offices, a meeting/training room, maintenance shop, toilet rooms, a hazardous material decontamination room
and secure storage rooms for oxygen and medical supplies. Storage mezzanines are located above
the office areas.
Because this area is a heavy snow region, the vehicle bay doors were placed on the south
wall with the building roof pitched slightly to the north to eliminate the problem of roof snow discharging in front of the emergency vehicle doors.
The project was funded with a grant and loan through the US Department of Agriculture/
Rural Development Agency.

S AINTS P ETER AND P AUL
L UTHERAN C HURCH

This congregation has been in existence for 150 years. By 2004, the 400-member
congregation had outgrown their facility. They purchased property in Houghton near the Michigan
Tech campus and enlisted venerated architect, John Haro, FAIA, to prepare a conceptual designs.
Mr. Haro recommended U.P. Engineers & Architects, Inc. to finalize the design and prepare
construction documents for the new 23,000 s.f. Worship and Education Facility.
The project includes sanctuary seating for 350 people, designed to accommodate musical
groups and interactive media; a social hall with a commercial kitchen; a large narthex providing
greeting space and comfortable seating; six Sunday School classrooms with acoustical dividers to
allow the flexibility to combine two classrooms into one; administrative offices; a Heritage Chapel,
with seating for 40 providing an intimate setting for small weddings or funerals (many historical
fixtures were transported from the former church to the new chapel, including the altar furnishings
and stained glass windows).
Construction was completed in 2009. UPEA assisted the congregation with contractor
selection and negotiations to reduce project costs. Full construction administration services
included progress meetings, quality inspections, payment approvals, and project close-out.

MDOT T RANSPORTATION S ERVICE C ENTER

UPEA designed a 7,000-square-foot Transportation Service Center (TSC) office for the Michigan
Department of Transportation. The building, which is eligible to become LEED-Certified if the state
desires, features lighting turned on and off with the assistance of occupancy sensors; in-floor heating
zones, and air-handling units on timers that operate during regular business hours (but can easily be
operated manually). The building also features screened windows that provide natural ventilation, and
Solotube light wells that provide natural light for the work areas and rest rooms in the center of the
building.

UPEA was retained to upgrade the existing structure including a new drive-thru and
ATM/night deposit facility, new lobby and teller line, and relocate walk-up teller location to
consolidate banking operations on the first floor. Work also included paving of the parking lot
with proper drainage and coordination with the village while paving the alley behind the bank.

K EWEENAW M OUNTAIN L ODGE
E XPANSION AND R ENOVATION

PROJECT FUNDING: EDA grant, 1.75 million; Rural Development loan, $1.4 million
Originally constructed as a WPA project during the great depression, the Keweenaw
Mountain Lodge has been owned and operated by Keweenaw County since the 1930s. This
historic resort has only operated during summer and autumn with the primary focus being
golfing. UPEA was retained to assist the county in creating a facility that can operate yeararound. UPEA also assisted the county apply for with grant funding from the Economic
Development Administration as well as a loan from Rural Development. The improvements
have created a premier tourist destination with the ability to serve small conferences, local
gatherings, and receptions.

SAWYER INTERNATIONAL AIRPORT, MARQUETTE COUNTY, MICHIGAN

Delphi Automotive, a manufacturer of automotive
components, retained U.P. Engineers & Architects to
design a state-of-the-art vehicle garage as part of their
winter test facility at the former K.I. Sawyer Air Force Base.
Design, bidding, and construction administration services
were provided for this new 7,500 sq. ft. facility. The
garage, which is connected to a refurbished office building
via enclosed walkways, includes vehicle hoists, a vehicle
exhaust ventilation system, a wash bay, and 10 vehicle
work stations. A pre-engineered metal building was
chosen because of cost efficiency and availability. Interior
specialties included high quality lighting and a lightcolored epoxy floor coating for reflectivity and ease of
maintenance. The facility is used to prepare vehicles for
winter-conditions testing on outdoor tracks.

C OPPER H ARBOR M OORING F ACILITY

gift shop, and sitting area. Below is the new pier with power pedestals, pump out, and a fuel station.

State of Michigan officials retained U.P. Engineers & Architects, Inc. to conduct a preliminary
engineering study to determine what improvements were necessary to bring the Copper Harbor Marina up
to health and safety codes, and up to the level of service expected by today’s boaters. The marina is
owned and operated by the Michigan Department of Natural Resources.
The study, which recommended a two-phase construction project, was completed in 1998 and
accepted by the state. UPEA was then retained to design a new facility and provide construction
administration. Design was completed in 2001. Construction was completed in 2002.
The project, which resulted in an ADA compliant facility, also included the repair of aging existing
mooring facilities, the addition of 180 feet of pier perpendicular to the existing pier, electrical upgrade of
the entire facility, water and sewer systems, and renovation and new construction of parking lots. The
dredging of 4,000 cubic yards of bottom material resulted in a minimum water depth of 10 feet; it had
been just four feet in many locations.

R ESEARCH C ENTER
HANCOCK, MICHIGAN
The Keweenaw Research Center (KRC) is a new office and laboratory building owned by
Michigan Tech. The owner selected the team of U.P. Engineers & Architects and Harley Ellis Devereaux
to work with the director and staff of KRC to design the new building. HED provided leadership in the
schematic design phase resulting in a modern structure expressive of the separate functions within
(administration, engineering, and research). UPEA developed the concept into a functional, constructible
building that will meet Michigan Tech’s budget. Design features include exposed structure, geo-thermal
HVAC system, and natural daylight and views for all offices.

A DVANCED T ECHNOLOGY

The Advanced Technology Development Complex located on Michigan Tech’s campus
is one of three buildings that comprise the local SmartZone. The 26,000-square-foot building
houses offices, conference facilities, and high-bay workshops. The building also features a fullchassis dynameter for testing of protype vehicles developed by MTU Enterprise students and
faculty. The facility offers tenants other services such as compressed air for pneumatic tools,
natural gas, three-phase power and data along with industrial air-handling systems that ensure
indoor air quality. UPEA also provided site planning services to locate four additional buildings
on or adjacent to the ATDC site.

UPEA was retained by Finlandia University and by
the Hancock SmartZone to design the conversion,
in three phases, of the former Portage Hospital for
two new uses: an international business-education
center as well as a business incubator.
Phase One included interior renovations for
Finlandia including new floor, ceiling, and wall
coverings, and mechanical and electrical systems.
Total cost of Phase One was $3.2 million.

Phase Two consisted of the renovation of the 4th
floor of the facility—including a dedicated heating
and ventilation system. The floor is occupied by the
Hancock SmartZone, which is a high technology
and biotech business incubator.
Phase 3, to be completed in the future, will consist
of the renovation of floors 5 through 9. Heating
and mechanical systems will be stand-alone, just
as they are with the first two phases.

UPEA worked with Michigan Tech, MTEC SmartZone, the Western U.P. Planning and
Development Region, and the U.S. Economic Development Administration to design a conversion of
the former UPPCO Headquarters to office space for the university and business incubator space for
the SmartZone.
Services included energy analysis, structural engineering, architectural design, space
planning, electrical engineering, mechanical engineering, interior design, and LEED strategies.
State of the art communication and data systems were designed and installed throughout the
building.
One unique aspect of the project included making mechanical improvements to the
building’s geo-thermal closed-loop heat-pump system which consists of 42 wells drilled into solid
rock. The system, which heats and air conditions the building, was made 30 percent more efficient
during the upgrade. Other energy saving measures include window replacement, additional wall and
roof insulation, smart lighting controls, high efficiency lamps, and water conservation.
The building is currently undergoing the process to become LEED-Silver certified.

Yalmer Mattila Contracting to design an historical renovation and assist the owner in obtaining
state/historic tax-credit funding for the Scott Hotel building in Hancock. The five-story structure
was converted into three retail spaces on the first floor and 28 apartments on the upper four
floors.
UPEA assisted with the applications to the State Historic Preservation Office in Lansing
and the National Park Service in Washington, D.C., for the historic design and tax credit
approvals as well as the Michigan State Housing Development Authority.

UPEA completed a comprehensive Baseline Environmental
Assessment (BEA) for a large commercial parcel in the Iron Mountain
business district. This assessment was requested by the buyer because
the site had been occupied by an electric utility company. UPEA
sampled soil and water in a series of test holes completed with UPEA’s
drill rig. Soil contamination from the utility’s former operations was
discovered. The buyer was able to obtain liability protection through
the BEA process and proceed with the purchase of the property as
scheduled.

U.P. Engineers & Architects, Inc., has completed multiple large tract forestland or rural
property Phase I Environmental Site Assessments (ESAs). The ESAs have been completed under
the ASTM E 2247 (all revisions), Standard Practice for Environmental Site Assessments” Phase I
Environmental Site Assessment Process for Forestland or Rural Property. The sizes of the tracts
have varied but included 800 acres, 5,900 acres, 68,000 acres, 190,000 acres, and as large
as 860,000 acres. These projects included property in Michigan, Wisconsin, Minnesota, and a
multi-state project which included tracts in Michigan, Ohio, Tennessee, Kentucky and Missouri.
More than 1 million acres of large tract Phase I ESAs have been completed by UPEA in the
Upper Peninsula of Michigan. Property uses have been mainly forest products, however
historic uses included mining, tailings piles, dumps, radio transmitter stations, farming,
homesteads, utility corridors, and many others. Intended uses have included continued
forestland, conservation property, and recreation land including a large tract located within city

“INFILTRATION
USING BIO-SWALES AND WETLANDS CAN PROVIDE A
SUSTAINABLE MEANS TO CONTROL STORM WATER RUNOFF”
A preliminary plan for a new County Industrial park
utilized preserving and constructing wetlands and bioswales to manage stormwater run-off and to improve
low functioning wetlands on the development site.
The project also included expanding a nearby highfunctioning wetland as part of the mitigation and
permitting process.
Due to unique site conditions, an infiltrative
storm water system was designed for the
reconstruction of a historic boulevard in
Gwinn Michigan. The system is designed to
infiltrate 100% of a one hundred year storm
event. This keeps storm water out of the
nearby Escanaba River system, reducing
impact on biological systems as well as
reducing construction cost.

half mile universally accessible trail, overlook, toilets and parking area. Where topography was
an issue, elevated boardwalks were constructed to allow handicapped access to one of the
overlook platforms. The project insures that the vision of the original property owner are met
and the view is preserved for future generations.
Thomas Rock Scenic Overlook is the result of a collaborative effort between the Township,
Township residents, Bay Cliff Health Camp, and UPEA.

Munising Township, with funding from the Michigan Natural
Resources Trust Fund, constructed nearly 2,500 feet of elevated
boardwalk, floating boardwalk and fishing piers at Robert
McQuisten Park. The project provides barrier-free access to an
urban wetland and brook trout fishery. UPEA also assisted
Munising Township with acquisition of additional MNRTF
funding for construction of additional boardwalk and habitat
improvements. The project will ultimately provide more than a
half mile of barrier-free access to this beautiful setting.

CANADIAN NATIONAL
UPEA was retained by Canadian National to assist it with more than a dozen bridges
and waterway structures in need of replacement. UPEA surveyors provided detailed maps of
existing structures as well as the waterways that the structures crossed. The data were used by
UPEA’s engineers to develop hydrological models of waterway flows, which allowed UPEA
engineers to design replacements that had a margin of safety for these critical transportation
infrastructure points. The survey data also played an important role in the permitting process
that each structure underwent through the U.S. Army Corps of Engineers and state regulatory
agencies. Mapping services were provided for structures in Michigan, Wisconsin, Minnesota,
Iowa, and Ontario, Canada.

UPEA utilizes the latest GPS technology to conduct surveys
GPS equipment allowed UPEA employees to conduct this
Iowa survey for a railroad company cost efficiently. Actual
cost billed to the client came in approximately 15 percent
below the budget.
U.P. Engineers & Architects, Inc. has completed Global Positioning System (GPS) mapping

and optimizing the supporting structure at Great Lakes Pulp
and Fibre plant in Menominee, Michigan – cost of project
$250 million.
Project structural engineer responsible for redesigning a
300,000 sq. ft., $3 million warehouse building in Mequon,
WI into a manufacturing facility for the Menasha
Corporation.
Structural project engineer responsible for the modification
of support equipment in and around six operating paper
machines at the Procter and Gamble’s Fox River and East
River plants in Green Bay, WI – project costs exceeding $10

existing concrete structure at Anheuser-Busch malt plant in

alternatives, the recommended alternative, environmental
review of recommended alternatives, including energy
efficiency review of various equipment, and evaluation of
user rates. Most PERs were formatted to follow Rural
Development or MDEQ State Revolving Fund (SRF) formats
