The free trade agreement with the Russian Federation makes Serbia particularly attractive to
foreign investors and manufacturers since Serbia is the only country outside the Commonwealth of
Independent States that enjoys customs - free trade with Russia. Goods produced in Serbia, or whose
prevailing value is added in Serbia (at least 50% of ex works price of goods) are considered of Serbian
origin and are subject to a 1% customs rate when entering the Russian market. The list of products
excludes passenger cars, but automotive parts, trucks, buses and agricultural tractors can be exported at
1% customs rate.
The free trade agreement between Serbia and Belarus stipulates mutual removal of customs
duties and other taxes for numerous products. Goods produced in Serbia, or whose prevailing value is
added in Serbia (at least 50% of ex works price of goods) are considered of Serbian origin and, if directly
distributed, are subject to a 1% customs rate when entering the Belorussian market. This free trade
regime does not apply to the following goods: passenger cars, tractors, buses and tires, although it does
apply to automotive parts.
The free trade agreement between Serbia and Kazakhstan took effect when Kazakhstan
entered into a Customs Union with the Russian Federation and Belarus. Therefore, the free trade regime
which Serbia has signed with Russia and Belarus has been expanded to include Kazakhstan.
The Interim Trade Agreementbetween Serbia and the European Union enables customsfree export of all products originating from Serbia which are completely produced in Serbia or use
materials originating from EU countries, Turkey, or countries in the EU accession process, provided that
such products have undergone sufficient processing in Serbia. Furthermore, according to General
Permission for Inward Processing, importing goods into Serbia with EU origin goes with 0% custom rates
and no VAT.
The free trade agreement between Serbia and EFTA countries (Norway, Liechtenstein,
Iceland and Switzerland) allows Serbian exporters to export products to these countries without
paying customs or other fees. Goods completely produced in Serbia, or which use materials originating
from the EFTA countries, EU countries, Turkey, the Faeroe Islands, or countries in Euro-Mediterranean
partnership (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia and Palestinian
Authority),are considered to be of Serbian origin, if they have only undergone minimal processing in
Serbia.

The CEFTA (Central European Free Trade Area) agreement includes the following countries:
Albania, Bosnia-Herzegovina, Croatia, FYR Macedonia, Moldova, Montenegro, Serbia and the United
Nations Interim Administration Mission in Kosovo. The Agreement stipulates accumulation of products
origin, meaning that products exported from Serbia are considered of Serbian origin if integrated
materials originate from any other CEFTA country, provided that such products have only undergone
minimal processing, i.e. if the value added outside of Serbia is less than the value of the materials used
in Serbia.
Serbia and Turkey have signed a bilateral economic free trade agreement based on a trade
liberalization model that allows Serbian exporters to sell their products customs-free to the sizeable
Turkish market. Goods completely produced in Serbia, or which use materials originating from EU
countries, or countries in the EU association process,are considered products of Serbian origin, provided
that such products have undergone minimal processing in Serbia. These products must be distributed
directly.

South East Serbia is one of the five statistical
regions of Serbia. The Region includes the
following districts: Danube, Braničevo, Bor,
Zaječar, Toplica, Nišava, Pirot, Jablanica and
Pčinja.
Division of Serbia into statistical regions was carried out in order to comply with EU countries that use
the NUTS standards. Statistical rergion Southern and Eastern Serbia has no authorities and
administrative chain of command.
The region which includes Nišava, Pirot, and Toplica administrative districts has a total number of 14
municipalities and the City of Niš with 766 settlements. The total area of the territory is 7,716 km2,
which makes 8.73% of the territory of the Republic of Serbia.
According to Census 2011, 589,486 people inhabit the territory of this Region, which makes 7.86% of the
population of the Republic of Serbia.
The region is situated on the crossroads of Balkan
and European roads, and has excellent national
and international accessibility, considering the
fact that Corridor X stretches along the entire

State grants are offered for Greenfield and Brownfield projects in all industries, except for primary
agriculture, the hospitality industry, retail, and the production of synthetic fibers and coal.
For standard-scale Greenfield and Brownfield projects in the manufacturing, export-related services
sector and tourism, non-refundable state funds are offered in the range between €4,000 and €10,000
per new job created within three years of the day of signing the contract on awarding funds.
For large investors, special financial packages are available:

If a project's value exceeds €200 million, with the minimum of 1,000 new jobs created within 10
years, the state may award up to 17% of the investment's total value.

Large investment projects - investments of over €100 million that create a minimum of 300 new
jobs within an agreed-upon timeframe of no longer than 10 years - can be subsidized for up to
17% of the project's value.

Large investment projects - investments of over €50 million and less than €100 million that
create a minimum of 300 new jobs within an agreed-upon timeframe of no longer than 10 years
- can be subsidized for up to 20% of the project's value.
Medium-sized projects - investments of over €30 million that create at least 150 new jobs within 10

The terms of financial incentive funding for investments of special importance are negotiated upon
directly with the highest level of government.
Applications for funding are submitted to the SIEPA after the announcement of a public call for the
awarding of non-refundable funds. Following the completion of project scoring, funds are awarded to

Labor costs

City of Niš is one of the most important industrial centres in Serbia, well-known for its industry of
electronics and mechanical engineering, and the textile and the tobacco industry. Statistics show that
the system of education is quite elaborate in our city: there are 50 000 pupils/students attending 32
primary and 21 secondary schools. There are 14 000 students at City of Niš University composed of 10
faculties.
Region and City of Niš represent the crossroad of two most important corridors in this part of Europe.
One of them, known as E75, connects central and western Europe with Greece and Macedonia,
whereas the other, highway E80, leads to the east toward Sofia and Istanbul. Highway E75 that leads
to Belgrade and Athens, lies only 2,5 km to the north, and can easily be accessed from both directions
of the regional freeway R214.

INTERNATIONAL AIRPORT CONSTANTINE THE GREAT
The second by size in Serbia, Constantine the Great Airport is an important facility connecting Nis with
the world. It was completelly renewed in 2003. Since then, it has operated international flights to
Montenegro, Switzerland, and Turkey. The current tendency is to reintroduce traffic to other European
locations, too.

OFFICE FOR LOCAL ECONOMIC DEVELOPMENT
Office for Local Economic Development was established within USAID MEGA Programme and the
financial and technical support was provided through LEDIB Programme by the Danish Ministry of
Foreign Affairs. OLED was established within the City of Niš Mayor’s Office, as an intermediary unit
between the business sector and the City Administration and the main instrument for attracting
investments. This Office is expected to become the main pillar for the City of Niš development and the
main generator of its transformation into a regional center of development for Southern Serbia.

In the past 10 years, approximately 3.000 students a year graduate from elementary schools,
approximately 4.000 from high schools and approximately 1.500 students graduate from The University
of Niš, which is the second biggest university in Serbia.1.502 professors and teachers are employed in 13
faculties which make part of The University of Niš, founded in 1965.
The University of Niš is a state-governed educational and research institution. At present, the University

are 22531 students at the basic professional, the basic academic and the integrated studies, 60 of them
are foreign students (mostly from Greece: 23, Montenegro: 7, Macedonia: 5, Jordan: 5, Germany 2, and
1 from each of the following countries: from Bulgaria, Slovenia, Turkey, USA, Australia).
1719 students attend master academic studies, 52 specialist professional studies, 10 specialist academic
studies and 1377 doctoral academic studies.
The teaching process at the University is covered by 1594 teaching staff members.
From the foundation until the academic 2012/2013 year, 58557 students have graduated, 1347 of them
are foreign students. 2528 postgraduates acquired their master’s degree and 1492 candidates defended
their doctoral dissertations.
The University of Niš was accredited as an independent public higher-education institution on January
31th, 2009. All its constituent Faculties were also duly accredited in line with the Law on Higher
Education.

In compliance with the Law on Higher Education of the Republic of Serbia, by the Decision of the
Commission of Accreditation and Quality Assurance of the Republic of Serbia, the faculties of the
University of Niš were accredited, as well.

Project was approved by EU Municipal Infrastructure Support Program (EU MISP) in March 2012
Policy context - The European Commission White Paper – “Roadmap to the Single European Transport
Area - ”Towards a competitive and resource efficient transport system issued in Brussels, 28.3.2011”,

Business Incubator Center - BIC has been set up in the frame of
the project ENTRANSE – Private Sector Development - financed

dissolved and colloidal silicon dioxide, iron and aluminum oxides and free carbonic acid. In addition to
the water, the gas Radon (used for inhalation) and sinter (used for mud pack therapy).
Under forest-covered Koritnik hill, rich in freshair, thermal waters and radon gas, Nish spa was used
by the Romans, two millennia ago.

Technology Park and Incubator Nis is an attempt of recovering a brownfield industrial area of former
Electronic Industry Nis.
According to these potentials, the strategic development envisages Technology Park and Incubator
TEHNIS Niš being developed in a form of a park and an incubator within the industrial zones and
technology parks of a national importance.

HISTORY OF EI
Holding Corporation Electronic Industry (EI) Nis in reconstruction - BROWNFIELD Since its establishment,
Electronic Industry has developed itself from a company of simple organization with limited production
capacity and a small number of workers to a large complex business system with a wide range of
products of high technological level and a large number of employees.
The company started working on 10.04.1948. when RR Zavodi (RR Institutions) were established in Nis
for the production of radios. In the following years, the company mastered the

Electronic Industry Nis had approximately 26,000 employees (about 18,500 only in Nis) and more than

signaling, telecommunications equipment, metal products, televisions and radios, washing machines,
semiconductors, meters and teleprinters, Military program, color cathode and electronic tubes, Program
of computer technology, - Maintenance, system protection and energy supply Program
After the year 2000, owing to the lack of privatization concept for the whole EI complex, individual
purchasing of companies by private enterprises commenced. Therefore, today there are about 100
private companies doing business in EI, engaged in production, trade and services, and employing
approximately 1,800 employees.
The government of the RS in 2006. made a decision regarding the introduction of restructuring
programs into the Holding Corporation (HC) and a privatization consultant was appointed.
The Concept of restructuring and privatization was designed for the HC and its subsidiaries in the form
of developing a Science and Technology Park (STP).

At the beginning of the 60s of the XX century, City of Niš, as one of the biggest centers in the Republic of

Faculty that comprised: the Department of Mechanical Engineering, the Department of Civil
Engineering, the Department of Architecture and the Department of Electronics
With its geographical position and size, developed industry and a wide network of infrastructure, Niš
was eligible to become a university and electronic center.From the moment when the first graduated
student defended his diploma paper till today, 5509 candidates obtained diplomas of the Faculty of
Electronic Engineering in Niš, 516 defended master theses, and 187 candidates defended doctor
theses.
An unavoidable cornerstone for the establishing of the Faculty of Electronic Engineering was laid by
Zavodi PP, later The Electronic Industry in Niš , that made Niš - well known CITY OF ELECTRONIC
INDUSTRY

Today the Faculty of Electronic Engineering in Niš represents a prestigious educational and scientific

FACULTY OF MECHANICAL ENGINEERING OF THE UNIVERSITY OF NIŠ
Faculty of Mechanical Engineering in Nis (FME) is an independent department of the University of Nis. It
was established at 1960. The faculty employs 50 research & teaching assistants, 10 research assistants, 8
assistant professors, 10 associate professors, 30 full professors and 42 administrative staff. Separate
organizational structure is formed for the purpose of the research and development, which is performed
in 6 accredited laboratories and 4 research departments, coordinated by the faculty institute office.

In the Department of Mechanical Engineering following centers are working: Center for Development
and design of machinery (CERP), Center for Quality and Standards, Center for Welding and Welded
Structures, Centre for transfer of new technologies (TTC), Training Center, Center for Applied
Mathematics, Center for Transportation and Logistics, Center for nonlinear dynamics and the active
construction. In addition to these centers of Mechanical Engineering in Nis, there are centers that
operate as a separate organizational unit of the Faculty, as follows: Regional Center for Energy
Efficiency, Innovation Centre for Information Technology, Center for engines and vehicles
ICIT –Innovation Centre for Information Technology
ICIT is focused on the development for the application of ICT in industry and support to SMEs in the
implementation of innovative research results. ICIT has conducted numerous projects, funded by the
Ministry of Science and Environmental Protection, as well as bilateral, for customers in the industry.
Innovation Centre for Information Technology was founded in 2002 with the assistance of the Ministry
of Science, Technology and Development, on the basis of the innovation centers. The center is
characterized by excellent results in many fields of research and implementation of ICT in collaboration
with global industry, government and public sector. ICIT has successfully developed more than 100 local
and international projects in recent years, primarily in the field of ICT education, innovative research
and development and capacity building. In addition to research full-time, in ICIT's development center
work a number of external consultants.
The range of skills and experience ICIT's staff has been successfully applied in practice for over 10 years,
particularly in the following areas:




Organization and implementation of training, international workshops and seminars;
Development of e-banking, e-government applications and content management, library
information systems and e-training for numerous local and European companies;
Consulting for business development and e-business processes and use different tools,
international cooperation and the inclusion of ICT projects in Serbia;
Design and implementation of flexible PLM, CAD / CAM solutions and providing high quality
services for international manufacturing companies;

CIT operates in almost built, modern research facility with 58 work stations at more than 1000 square
meters of space, with the most modern, powerful and reliable communication and energy

The academic studies at I degree studies (3 year academic studies) and II degree studies (2 year
postgraduate academic studies and 1 year specialized academic studies) are organized within the

FACULTY OF OCCUPATIONAL SAFETU
Faculty of Occupational Safety in Nis is an educational and scientific institution which organizes and
implements academic and professional study programmes at all study levels, innovation of knowledge,
and other forms of professional education and development. The Faculty conducts basic, applied and
developmental research pertinent to its accredited activities.

ICT is among the most vibrant and the fastest growing Serbian sectors
Information technology, along with education and development, in recent years, have been recognized
by the state as well as the City of Nis and the region, as an important aspect for the development of
society and the Serbian economy.
Modern IT production in Serbia and in the region, are:

 A total of 1,704 active enterprises, which created revenues higher than 1 million RSD,

The aim of the study program Computer Science and Informatics at the master academic
studies is education of students for acquiring academic title master engineer of electrical
engineering and computer science. Master engineers have the knowledge of the highest degree

master engineers are competent for the following tasks: independent or team work in the
computer and software industry at the development and maintenance of complex systems and
products, team work in development and research projects of developmental centers,

The region covers parts of central and southern Serbia. It spreads over
2.261 km2, which represents 2,55% of the territory of the RS.
Region covers parts of two administrative districts: Leskovac is

Gadzin Han and Doljevac belong to Nisava district. Nis is the
administrative center of the Nisava district.
The region's population is 442.543 inhabitants, or 6,21% of total

Land price
Land price vary a lot, and depend on a number of factors, like position, quality, condition etc. Common
price is 4.000-6.000 Euros per ha, but in a number of cases this price can be higher or lower. Meadows
and pastures are cheapest land, and commonly price of this land is low. Price of arable land is higher,
and can increase significantly if land plot is huge, located around river (possibility for irrigation) or in
vicinity of the village. In these cases land price can reach more than 10.000 Euros.
More common situation is renting of land. Common price for renting is 50-100 E/ha/year. Rented arable
land is expensive, while renters have to pay in cash for rented land.
The region has 135.771 ha of agricultural land, of which 86.481 ha (63.70% of total agricultural land) of
the highest quality, arable, land.

In the examined region there are around 9.748 ha of meadows and 24.227 ha of pastures. The pastures
and meadows are usually not cultivated lands

MAIN PLANT PRODUCTIONS
Crop production
Corn is sown on around 25.000 ha while similar land area is occupied by wheat (around 24.000 ha).
Estimated average annual production, (based on common years) is 100.000-120.000 t of corn and
80.000-90.000 t of wheat. Average yields per ha are low, and quite lower in comparison with Serbian
average.
Vegetable production
Official data shows that different vegetable crops sow on 11.553 hectares (8.51% of total agriculture
land).Potatoes, onions and peppers are planted on the largest area, but the greatest importance in the
region is given to the production of tomatoes, peppers and cucumbers.
Fruit production
Main market oriented fruit production in region are plum, sour cherry and berry production. Basic
figures about these productions in Serbia are given in following table.

Fruit production is of significant economic importance for this region
Fruit production has expansion in the region. There are more than 250 ha of new, young, orchards,
primarily sour cherries and plums. Few big cooling facilities established own sour cherry and plum
orchards in the region on large scale. Region also has new apple, pear and sweet cherry orchards. Just in
Nis there are around 30 ha of new sweet cherry orchards. Nis is also trying to restore grape production
by raising new vineyards.
Industrial and other plants
Official data show that industrial crop production is expressed only in Leskovac, where the industrial
plants sow on 930 hectares.
Production of medicinal and aromatic herbs is not developed in the region.

Mushroom production is also not developed in the region, Farmers, almost exclusively, sell collected
mushrooms to buyers which are collection places for further distribution toward cooling plants.
Collected mushrooms are export product.

Milk production
Most important livestock production is dairy production. Based on last relevant data from MAFWM,
from 2010, there are 15.786 milking cows in Jablanica district and 15.494 cows in Nisava district.
Estimated milk production in both districts is around 125.120 t of milk per year.
Meat production
Meat production sector is completely unorganized sector. The main suppliers of butchers and
slaughterhouses are small, subsistence, households with few livestock.
Beekeeping
In Jablanica and Nišavski district there are 58.107 registered bee colonies, while in examined region
there are around 40.000 bee colonies. Average honey production per hive is quite small and usually it is
around 15 kg/hive/year

Food processing capacities
Food industry in Serbia has a significant development in the last ten years, as can be seen by the share
of the food industry in the country's GDP.
Food industry represented in the region is: the tobacco industry, processing of fruits and vegetables,
production of milk and milk products. There is, but not developed, the production of flour and flour
products, and meat and meat products. Production of alcoholic beverages is present in few small wine
cellars and in Porecje company. In the region there are no processing facilities operating with processing
of industrial plants, water factories, juices production, sweeties etc.
The basic characteristics of the food industry in the region are:
 the presence of large capacities from socialistic period that are not in function
 much higher production capacities in relation to the availability of raw material
 low rate of utilization of existing capacities (most common 30-50%)
 old equipment and technological solutions etc.
Milk production
Region has two industrial dairy plants:

Niska mlekara – Production capacity – 120 t of milk per day
AD mlekara Leskovac, Leskovac – Production capacity - 50 t of milk per day
Region also has few smaller active handcraft dairies:

Slaughterhouses
There are several slaughterhouses in the region and most of them are located in Nis.

Registered slaughterhouses have capacities to slaughter 100 heifers or fattened bulls per day (more
than 30.000 heads per year).
Fruit and vegetable processing

According to informal data from the MAFWM, there are 181 registered coolers in Serbia for the
preservation of fruit and vegetables with a total capacity of 608.000 tons.
In addition there are more than 300 small freezing units (capacities 50-400 t).
There are 81 factories for warm processing and drying of fruit and vegetable with installed capacities of
565.000 tons. Around 20 plants produced juices and concentrates.
Nisavski and Jablanicki districts have around 20-25 processing companies
Other food processors
There are several companies in the region that are dealing with production of powder products. Biggest
and most important ones are:

Main products of these companies are soups, puddings and whipped creams, various spices and other
powder products in smaller packages. Some of these companies produce different teas.
The main goals of the Development Strategy of the City of Niš (20102020) are:

an urban regional centre with high environmental quality, communalservices and transport links
in accordance with advanced development policies andbest practices of the developed

FLAVIUS VALERIUS CONSTANTINUS, later great Roman
Emperor, the protector of Christianity, a great warrior and statesman, was
born in Niš
 Constantine the Great signed the Edict of Milan in 313 and made
Christianity equal to other religions in the Roman Empire
 The intention of the City authorities is to celebrate 1700 years since
the proclamation of Christianity as a religion in 2013, together with cities
Carnuntum (AU), Milano (ITA), Trier (GER), York (GBR), Izmit(TR),
Thesalonoki(GR) and revive the first Christian Emperor, Constantine the
Great, as the revival and begining of future long lasting cooperation,
