CARIBBEAN CAPABILITY STATEMENT HISTORY Over Two Centuries of Experience The origins of Rider Levett Bucknall trace back over two centuries to 1785 when Henry Cooper, the son of a master carpenter, founded a firm of Quantity Surveyors in Reading, England. Henry Cooper and Sons opened its second office in London in 1799. Throughout the nineteenth century the firm carried out a number of engineering projects under the direction of Isambard Kingdom Brunel, the famous Victorian Civil Engineer. In 1895 Henry Cooper's grandsons sold the London practice to John Rider Hunt. A partnership agreement was signed between the London practice and the original practice in Reading and after John Rider Hunt's death in 1910, the London firm was renamed Rider Hunt and Partners. The firm later opened offices in provincial centres throughout England, and in 1948 Rider Hunt and partners first overseas office was opened in Melbourne, Australia by Harry Wexler. Bucknall Austin first opened in the United Kingdom in 1947 and has since successfully grown to over 400 people with offices throughout the UK. Levett & Bailey was established as a local firm of chartered quantity surveyors in Hong Kong in 1962. From a modest beginning, the practice has grown with the economic expansion of Hong Kong to become one of the largest in the world, with branch offices throughout China. In 1992 Rider Hunt joined forces with Construction Services Limited (CSL), a firm specialising in construction cost estimating, to form Rider Hunt Levett & Bailey. CSL was founded by Jack Matthews in Hawaii in 1968 and operated throughout the Pacific in such places as Guam, Diego Garcia, Kwajalein, and the Philippines. 3 In 2003, after delivering projects across the Caribbean for over 30 years, Bould Consulting and Tower Consultants joined forces with UKbased Bucknall Austin and established offices in the Cayman Islands and Barbados. On June 25, 2007, Rider Hunt / Levett & Bailey and Bucknall Austin joined to become the Rider Levett Bucknall Global Practice providing more than 2000 people in over 80 offices and offering a comprehensive range of construction consulting services in every continent. In July of 2008, Bucknall Austin's Cayman Islands and Barbados offices rebranded as Rider Levett Bucknall, working in harmony with other highly mobile international resources, now totalling 3,000 staff in 117 offices globally, to provide additional project support throughout the Caribbean region. These include reducing debt levels, boosting public and private sector investment and expanding exports. Low potential growth remains a key challenge for the region. Total GDP growth for the Caribbean in 2012 is anticipated to have been around 1.5%, but this varies considerably between islands: Haiti (6%) and Dominican Republic (4.5%) are two of the highest growth economies, while Jamaica and St Kitts & Nevis are expected to have shown slight falls in GDP. For 2013, dependent on the outcome of various initiatives, Caribbean growth could reach 3%. In September 2012, the IMF pointed out that ambitious reforms were needed for growth to return in the Caribbean. Although the region is gradually recovering after a deep recession, concerns were expressed over low potential growth, high debt ratios and the fact that “tourism and services-dependent economies remain adversely affected by the tepid recovery in advanced economies”. The Economic Commission for Latin America and the Caribbean (ECLAC) stated in December 2012 that Caribbean countries will “remain fiscally fragile, and will require reforms accompanied by external support to ensure sustainable fiscal consolidation trajectories”. Having grown by almost 4% in 2011, the Caribbean tourism industry is continuing the recovery process which began in 2010 and a growth rate of around 5% in tourist arrivals is anticipated for 2012. The larger 9 destinations, including Cuba, the Dominican Republic, Puerto Rico and the U.S. Virgin Islands, continued the historical trend of leading growth in the region. This subgroup, which accounts for more than half of all arrivals to the region on an annual basis, grew by 4.2% in 2011. Others, including Bermuda, Barbados, Grenada and Montserrat saw significant declines in tourist numbers in 2012. There has been continued growth of the cruise industry internationally and huge investments in cruise ships through to 2014 reflect the commitment and optimism of the industry. The active Caribbean hotel pipeline (under construction or planned) is around 50 hotels, covering 8,500 rooms; of these, around one third of the rooms are in the luxury category. This pipeline represents a 3% increase in the total room supply. Led by the Dominican Republic’s active programme, other notable developments include the Bahamas and Puerto Rico. Other countries reporting a significant growth in rooms include Haiti, Anguilla, St. Kitts/Nevis, Dominica and Aruba. Investment in infrastructure – including major airport expansion – is common across the Caribbean, as the islands seek to increase their appeal to the critical international tourist market. With a generally lethargic construction industry in the Caribbean, there appears to have been very little change in construction prices during 2012. Our approach is one which focuses on the business needs of the customer and aims to deliver a quantity surveying and cost management service which enables our customers to make informed decisions in relation to their property assets. Our range of services is enhanced by our sector expertise and appropriate experienced staff that will provide positive advice at the various stages of the project cycle. Feasibility Studies | Our internal benchmark information enables us to provide a speedy response at early stages of a project to assess if the project requirements can be achieved and to offer alternative solutions if appropriate. Cost Modelling | This can be used as a dynamic tool to review alternative design options and explore “what if” scenarios to identify the most cost effective options within the parameters of the brief. Cost Planning | Our cost plan will be a detailed elemental budget which will form the key cost management control document and will be prepared in conjunction with the whole project team to ensure ownership of the budget. All future changes will be managed against the approved cost plan. Value Engineering | We will work with the project team, and where required, facilitate workshops in order to undertake a structured review at key project stages to ascertain that the project is meeting the functional requirements of the brief and is providing whole life value. 13 Risk Analysis and Risk Management | We will advise the project team on strategies for identifying and minimising specific risks together with appropriate levels of cost and a methodology for managing risks within the identified levels. Specialist Mechanical and Electrical Cost Advice | Our specialist cost managers are able to provide cost advice in relation to services installations and where appropriate are able to challenge designs based upon their detailed understanding of technical knowledge and design criteria relating to installations. Procurement Advice | Based upon the customer's principal objectives in relation to cost certainty, quality of design, workmanship and schedule we will undertake a review of these objectives and provide recommendations in relation to the optimum procurement method to best achieve these objectives. Contractor/Supplier Selection | Evaluating the most suitable contractors and suppliers for a project based upon scope, content, complexity, procurement and the need for specialist knowledge and innovative thinking. Bid and Contract Preparation and Evaluation | Preparation of bid and contract documents which provide details of the project requirements and clearly identify responsibility for risks. Pre and Post Contract Cost Control | A key element of our role is to manage the costs within the approved budget through continual cost checking of design development, value engineering, alternative cost studies, and postcontract cost control including the change order processing. CARIBBEAN CAPABILITY STATEMENT CORE SERVICES PROJECT MANAGEMENT At Rider Levett Bucknall, Project Management is a multi-faceted core service. Clients commission Rider Levett Bucknall to develop, roll-out and manage programmes; lead project teams; and to staff client project teams. Project Managers combine cost consultancy knowledge, project management ability and communications skills to manage construction and development projects from inception to completion. They understand the balance needed to meet budget and milestones within timeframes without compromising quality. Rider Levett Bucknall manages projects from the outset, setting out a control framework for the entire construction process. Using advanced computer systems and clear reporting procedures, projects are delivered to precise requirements. The provision and structure of this service varies across Rider Levett Bucknall's operating regions, often depending on the individual client's needs and building requirements, but the quality of the service remains the same. This funding is often provided by organisations specialising in the provision of such financial support but who may not be familiar with the intricacies of the construction sector and the processes involved in successful project delivery. Rider Levett Bucknall has developed a specific suite of services for such organisations to enable them to operate in the construction sector with the knowledge and comfort that their interests are being monitored and protected. We consider that successful service provision requires two things; understanding the critical success factors for those funding construction projects and providing a range of services relevant to the achievement of the critical success factors. Key Issues From the funding body’s point of view a project is normally successful if: • The initial scheme proposal is viable and provides the funding body with a defined and acceptable return. • The borrower has the ability to undertake and deliver the project. • Unforeseen events do not arise or, in the event that they do, a rapid response is implemented to mitigate or remove their impact and maintain the original intent. Each of the above critical success factors needs to be individually assessed at the outset and kept under close scrutiny throughout the project life to ensure that the funding body’s objectives are achieved. Rider Levett Bucknall’s suite of services is designed to interrogate the information available at every stage of the project and to measure and assess whether the project is achieving the goals set by the funding body. In addition Rider Levett Bucknall has the skills and experience to provide positive advice to the funding body and, if appropriate, to the borrower, to enhance the viability of the initial proposals or, if deviations from the proposed scheme occur after commencement, to assist in bringing the project back within the funding criteria. We set out below the detailed approach we adopt and how the goals of the funding body are addressed. 16 CARIBBEAN CAPABILITY STATEMENT CORE SERVICES PROJECT MONITORING Scope of Project Monitoring Services The services provided can be separated into two distinct stages. The first of these stages is that undertaken as part of the funding body’s vetting of the project and decision to provide funds. The second stage runs from the affirmative decision to proceed, until the successful conclusion of the funding arrangement. Stage 1 - Initial Project Review/Audit When Rider Levett Bucknall is involved in the very early stages of the project we recommend that we undertake an initial project viability audit. The purpose of this exercise is to assess project viability on a number of different fronts including; In addition, if, during the audit, we feel that there are issues that could enhance the scheme viability, these are set out as recommendations in a separate section of our report. Examples of items that may influence the project include; • The impact and availability of grant funding, tax credits, capital allowances, etc. • Market demand and need • Design/specification enhancements that add value. • Reasonableness of the development costs (in relation to demand) • Immigration and Import Restrictions • Applicability of the proposed procurement route and contract strategy • Ability of the borrower and/or its professional advisors to undertake the work • Analysis of the form and content of the programme • Analysis of the cashflow and its relationship to the terms of the funding arrangements • Statutory requirements/consents 17 The audit takes the form of a review of the project information available and a meeting with the potential borrower. Following this a report is prepared setting out the findings, including a risk analysis of any highlighted deficiencies and a series of recommendations of how the risks can be removed and/or managed. • Access Constraints • Political Risk • Industry Capacity The resulting report provides the funding body with a professional view on the viability of the project and the ability of the borrower to deliver it. Subject to our client’s availability it is our philosophy to always present our report in person and to fully explain and explore all aspects of the findings and recommendations. CARIBBEAN CAPABILITY STATEMENT CORE SERVICES PROJECT MONITORING Stage 2 – Post Funding Decision Monitoring Following the decision to fund the project/development Rider Levett Bucknall will develop a series of scheme specific key performance indicators that measure and record performance against agreed goals. We then undertake regular monitoring of the indicators and the progress of the project, highlighting any deviations that are likely to affect the funding body’s objectives, and recommend solutions. Whilst the project specific performance indicators will be developed to reflect the individual nature of each project, there are common features/indicators that we will monitor including: • Main and sub-contractor procurement and selection procedures • Creation and formalisation of all contract documents including warranties • Insurances • Statutory consents/approvals • General project personnel competencies and turnover • General macro market conditions and their impact on the project • Progress and programme adherence • Projected outturn costs and cashflow requirements • Quality 18 Each of the above items may be broken down into a series of subitems depending on the complexity of the project. For example projects may have several concurrent phases each with its own programme, cashflow, drawdown, etc. In such situations the monitoring may be undertaken at several levels that are then reflected in the structure of reports. The collection of data is undertaken by a number of methods including attending site meetings, undertaking independent site visits and inspections, reviewing reports and programmes and directly interfacing with project personnel where necessary. The findings of our monitoring role are summarised in regular reports (normally monthly) together with any recommendations for further detailed reviews or actions in the face of deviations. Again it is our philosophy to present these reports in person and to discuss the recommendations in detail. The report provides the funding body with an ‘at a glance’ status report on the project highlighting deviations at the earliest time. The report provides the funding body with the comfort that the project remains within the funding criteria or early warning of deviations, backed by sound recommendations for rectification or mitigation measures. The information gathered is also used in the verification of interim applications for payment and the drawdown of agreed funds. CARIBBEAN CAPABILITY STATEMENT CORE SERVICES ADVISORY SERVICES Advisory Services emerged during the 1990s in response to client needs for a more sophisticated approach to the questions of the conception, delivery, operation and disposal of an asset throughout the property lifecycle, in other words total asset management. Rider Levett Bucknall's Advisory Services delivers independent assessment and analysis services to property, construction and facilities sector clients across seven streams: Asset Advisory • Life cycle cost planning Today, Rider Levett Bucknall's expertise and experience across the property cycle enables the company to make a real difference to a client's corporate performance. • Cost-benefit analysis In recent years, Advisory Services have provided strategic services to leading organisations. In the Caribbean, our projects include Alternate Energy Resources, and Trust Property Administration in the Cayman Islands, Asset Rationalization in Trinidad and Tobago, and Cruise Ship Docking in St Maarten to name a few. RLB has also completed projects around the world including multiplebillion dollar military privatisation housing projects across the US, the facilities management outsourcing of Qantas' 80 buildings in New South Wales (NSW) in Australia. As Phase One of a 5-star hotel complex in the upscale Miramar area of Havana, Bellavista Resorts SA planned to develop a 238-suite hotel on a build procurement basis. Further phases were set to include office, retail and apartment spaces, a central park and underground parking for 530 cars. During peer review of the contractors cost estimates, Rider Levett Bucknall assessed their costs to be above market value, which saved the client approximately US$1.5 million. In addition, Rider Levett Bucknall advised on a number of contractual issues which resulted in additional cost savings for the developer. We focused the project administration and guided the flow of information to ensure project deadlines were met from design through to completion. 26 Miles Weekes, ProBuild CARIBBEAN CAPABILITY STATEMENT CASE STUDY ST LUCIA NATIONAL HOSPITAL Castries, St Lucia Project Client Benefits The Ministry of Health of the Government of St Lucia is constructing a new hospital on a 15acre 'green field' site on the outskirts of Castries, the island’s capital. The 150,000 square foot hospital complex comprises nine buildings, of which five are in a contiguous crescent with the other four in attached 'fingers'. Independent to the main structures are the support facilities buildings such as generator house, refuse storage, clarifier building and diesel and propane storage. Rider Levett Bucknall provided the Italy-based contractor valuable advice on establishing protocols to deal with the engagement of labour and subcontractors, hurricane preparedness and matters unique to the Eastern Caribbean. Rider Levett Bucknall acted as INSO's representative during interactions with St Lucia authorities, including the Ministry of Health, Ministry of Finance, Customs and Immigration departments and the Development Control Authority as well as with the UK-based Project Engineer. 27 CARIBBEAN CAPABILITY STATEMENT CASE STUDY ST MAARTEN PORT EXPANSION St Maarten Project Client Benefits A US$64 million expansion of the port of St Maarten was undertaken by St Maarten Harbour Holding Company in order to implement improvements to existing harbour facilities. These improvements both accommodate a new generation of cruise ships of a size - and with a passenger capacity - greatly in excess of the existing cruise ship traffic and also enlarge and improve the container and bulk cargo capability of the commercial dock. Completed in 2009, it is the largest cruise port facility in the north-east Caribbean. As a result of Rider Levett Bucknall's negotiation on the contractor's behalf claims were awarded in the amount of US$6.5 million (more than 10% of the original contract value). Hurricane Omar hit St Maarten on October 12, 2008, causing US$8 million of damage to the project. BNPA requested assistance from Rider Levett Bucknall to provide a site quantity surveyor to negotiate the complicated insurance settlements, which was successfully concluded. Our Role Rider Levett Bucknall provided project management and quantity surveying services to the general contracting joint venture, Ballast Nedam and Per Aarsleff (BNPA). Rider Levett Bucknall was appointed as consultants by LImegrove Park Limited and Property Consultancy Services Inc. on the US$80m Lifestyle Centre. Our role was initially to provide strategic contractual advice to the management team in order to mitigate or avoid potential disputes with the Contractor and RLB were able to provide this service utilising their in house expertise from the UK, US and within the Caribbean. The role subsequently developed into providing Project Management and Quantity Surveying services for the completion of the development and more recently encompassing Project Management and Quantity Surveying services on a new building within the complex providing office and high end retail space. The project requires extensive analysis and surveying of the existing facility and interaction with CDB and their stakeholders to develop a plan that will take the best of the existing and propose a future development programme to take the administration of the Caribbean Development Bank into the future. We have appointed a team of international consultants with particular expertise in masterplanning who are supported by a Barbados team to assist with local policy and procedures. Overview The Caribbean Development Bank (CDB) aims to be the leading catalyst for development resources in the Region, working in a collaborative manner with development partners towards the systematic reduction of poverty in their countries through social and economic development. 31 CARIBBEAN CAPABILITY STATEMENT CASE STUDY BALLAST NEDAM INFRA SURINAME South America The Project Our Role Ballast Nedam Infra Suriname are undertaking over US $30 million of civil engineering work for a state oil company in Suriname, South America, in relation to an overall refinery expansion plan with the aim of decreasing country dependence on imported oil products. After a competitive tendering process lasting almost a year, the works awarded in late 2011 involve the construction of below ground concrete foundations including steel piling, above ground concrete structures for pipe racks and other oil refinery plant and equipment, all to be completed over an eighteen month period. The works are extremely complex due to the interaction with multiple contractors, and the reliance on imported building materials. RLB have been appointed to undertake contract administration through the duration of the project, together with additional specialist services as required, drawing from their regional knowledge and experience. Belize is located in Central America, bordered by Mexico to the north, and the Caribbean Sea to the east, and Guatemala to the south and west. As one of the fastest-growing tourist destinations in the Caribbean region, Belize has an insufficient capacity of quality hotel bedrooms. The majority of the hotel supply in Belize is comprised of independent hotels of lower categories and hotels which tend to have a small number of rooms. Located on a 9,500 acre site in Corozal which covers more than 4 miles of prime ocean front, the first phase on a 100 acre parcel of land will include a full-service, beach resort hotel and residences. The 80-room luxury 5 star resort will be managed by an international management company. It is anticipated that Phase 1 will create 300 new jobs for the citizens of Belize and will facilitate over US$20 million in direct infrastructure investment in Belize, which will not be required to be funded by the government of Belize and will instead generate tax credits for the Balam Group. The ultimate vision of the developer, Dr. Hartmut W. Porsch, is the creation of a sustainable, carbon neutral community that will blend into the natural landscape of Belize, making wise use of its natural resources.
