Rio Grande City Crime Stoppers Holds
School Uniform Softball Benefit Tournament
On Saturday, July 23, the Rio Grande City Police
Department, and the RGC Crime stoppers teamed
up to host a School Uniform Softball Benefit
Tournament at the Basilio Villarreal Municipal Park.
Proceeds from the Tournament will go towards
the purchase of school uniforms for Starr County
students.
“We would like to recognize all the teams that
participated in our event,” said Anna Ramirez, events
coordinator for the RGC Crime Stoppers. “The fact
that you all took time off from your busy schedule to
help the kids from our community speaks for itself.
We would also like to thank our sponsors JF Utility
Trenching, Sign Works, Starr County Town Crier
and the RGV Guide [magazine].
We would also like to thank the RGC Parks and
Recreation Dept. for setting up the field, the Boys
and Girls club for running the concession stand,
Mayor Joel Villarreal for joining us and getting the
game started, and all the vendors who showed up to
support the cause.”

Rio Grande City CISD Seeks to Make
Renovations to Grulla Elementary
The
Rio
Grande
City
CISD Board of Trustees and
Administration are diligently
working towards providing
Grulla Elementary some much
needed repairs and renovations
with funds acquired from a
recent lawsuit. The district was
awarded 2 million dollars from
the company that built the school
due to some of the construction
done incorrectly. A few of the
issues that will be addressed are
associated with the foundation,
sidewalks, and bus loading/
unloading areas.
“It is of the utmost importance
for us to address these issues in
order to provide our students a safe
and secure environment,” said
Daniel J. Garcia, Board President.
“We are working towards
addressing the issues associated
with Grulla Elementary in order
to provide them a campus that
is conducive to learning and
students can continue to succeed
academically.”
Rio Grande City CISD hired
CLH Engineering to accurately
assess all the problems the
campus may have and will
present a report to the district by
the end of the week. Once the
report has been issued the district
will take appropriate steps to hire
a company that will address all
issues associated with the campus.
“The district is extremely
confident with the assessment
that CLH Engineering will
provide us since they are
specialized structural engineers,”
said Jorge Recio, Interim Chief
Financial Officer. “There are
many engineering companies
out there but very few structural
engineers.”
Rio Grande City CISD will be
able to provide our parents and

provided the district a detailed
list of the issues. In addition,
the district recently received
playground equipment in which

Starr County Sheriff Rene “Orta” Fuentes made a surprise visit to Roque Guerra, Jr. Elementary and

pediatrician in Spearman, a town
on the northern edge of the Texas
panhandle. “Bicycles are a great
tool for exercise, transportation,
relieving stress, and for just
having fun. But as with all sports
and activities, risks are involved.”
Each year in the United States,
bicycle-related injuries send
nearly 500,000 people to the
emergency department, according
to the Centers for Disease Control
and Prevention. Injuries range
from minor scrapes and bruises
to severe head injuries and death.
Head injury is the most common
cause of death and serious
disability from bike crashes.
“I have treated a lot of minor
bicycle-related injuries, and a
few more serious ones,” said Dr.
Hastings, “and have experienced
my share of injuries in 20 years
of riding and racing bikes. If it
weren’t for my helmet, a few
could have been more severe.”
National statistics support this
notion. Helmets have been shown
to prevent nearly 85 percent of
brain injuries, and can even help
reduce injuries to the forehead
and midface in crashes. To do
their job, however, helmets must
fit well and be worn low on the
forehead just above the brow.
Dr. Hastings promotes helmet
use and safety to young patients
in his practice. “I commonly
tell my patients we can fix an
injured arm or leg a lot easier than
an injured brain,” he said. Dr.
Hastings also reminds his patients
a head injury can occur even at
slow speeds because the ground
(especially paved surfaces) can
be unforgiving. And with hands
on the bike, breaking a fall can be
difficult.
In addition to urging bike
safety in his practice, Dr. Hastings
recently fit helmets at a local
TMA Hard Hats for Little Heads
event and supports the program’s
motto, “Get Moving. Stay Safe.
Wear a Helmet.” The bike helmet
giveaway program encourages
helmet use when participating in
sports on wheels: biking, inline
skating, skateboarding, and riding
a scooter.
TMA urges children and adults
to wear the appropriate helmet for
the appropriate sport, and ensure it
is properly fitted and structurally
sound. This TMA video describes
how a helmet should fit for
maximum protection. Wearing a
helmet that is too big, too small,
old, or unbuckled will not fully
protect a head. Also, helmets
wear out and should be replaced
every few years, or when a child
outgrows a helmet.
In addition to wearing a
properly fitted helmet and other
safety gear, Dr. Hastings says
cyclists can decrease the risk
of injury by keeping their bike

We would like to commend
the First Responders from La

Roma Fire Departments for their
work in saving a horse that fell
in a Cesspool in a residence on
Hernandez Rd.
The horse was grazing on grass
in the area when the pool caved
in. Thanks to the swift response
from the Fire Fighters who
quickly made a raft to rescue the
horse and bring it to safety.

10th Starr County Role Models Get Inspired Conference
On June 22, 2016, the Starr
County Campus Psychology Club
hosted its 10th Starr County Role
Models Get Inspired Conference
at the STC Starr County Campus
Auditorium.
The five panelists featured
were: Victor Canales (Starr
County Attorney), Mary Lou Cruz
(Roma ISD Federal Programs
Director & City of Roma
Councilwoman), Dr. Antonio
Falcon (Family Medicine Doctor
in RGC & Texas 2015 Family
Physician of the Year), Cynthia
Garcia Fuentes (Starr County
Public
Relations/Marketing
Director), and Dr. Victor Saenz
(University of Texas at Austin
Associate Professor). The role
model panelists shared their
achievements and also some
obstacles they have overcome.
In addition, they offered
college advice to the students,
talked about the importance of
family support and using college
resources, and elaborated on their
future professional goals—all
with the intention of inspiring
those who attended.
The event was open to STC
students, faculty, staff, and the
community at large- free of
charge. Over 100 people were
in attendance, including local
elected officials and community
leaders. Mr. Alex Sarabia
welcomed the audience, served
as moderator of the conference,
and introduced Dr. Arturo
Montiel (STC Starr County
Campus Administrator)
for
opening remarks. At the end,
there was a Q&A session from
the audience, where students
asked the panelists questions. The
panelists received a certificate of
appreciation for participating.

Texas on Alert for Local Zika, Urges Precautions
With local Zika cases detected Brazil for the Summer Olympics, Zika transmission by mosquito
in Florida and increased travel to Texas is on high alert for local bites and is urging everyone to
strictly follow precautions.
“It’s the perfect mix – local
transmission in Florida, travel to
Brazil, and we’re at the height
of mosquito season in Texas,”
said Dr. John Hellerstedt, Texas
Department of State Health
Services commissioner. “Local
transmission here is likely at
some point. The good news is
that Texas is ready.”
The Texas response plan is
in effect. Texas has reported 93
cases of Zika virus disease – all
related to travel abroad to areas
with active Zika transmission.
No local transmission through
mosquito bite has been detected
yet in Texas. State efforts have
been underway since January to
delay and minimize the impact of
Zika on Texas.

“If Texas has local transmission,
we’ll quickly announce it and
describe the area of potential risk

DSHS is spending more than $6
million in state and federal funds
on disease surveillance, expanded
lab testing capabilities, public
education and awareness, Zika
prevention kits and other efforts
to build a strong infrastructure to
help protect Texans from Zika.
Texas Medicaid announced today
it will cover the cost of mosquito
repellent for eligible women who
are between the ages of 10 and 45
or pregnant.
DSHS has identified and
exercised eight state public
health Zika Response Teams
that are ready to deploy if local
transmission is detected in Texas.
These scalable regional teams
will be able to assist local entities
with
investigating
possible
cases, evaluating environments
for mosquito activity, providing
door-to-door education and other
response efforts.
Last week, state health officials
briefed Gov. Greg Abbott on the
state’s response and preparations.
Next week the Governor’s Task
Force on Infectious Disease
Preparedness and Response will
meet again in Austin to discuss
Zika and other issues.
“We’re doing everything we
can, and people have the power
to protect themselves,” Dr.
Hellerstedt said. “Insect repellent
and information are our best
defense.”

To avoid infecting local
mosquitoes, people who travel
to areas with active Zika
transmission should apply insect
repellent every time they go
outside for at least three weeks
after they return to Texas – and
longer if they develop an illness
that could be Zika.

also has the capability to test
mosquito specimens for Zika as
warranted for identified high-risk
areas, though the best indicator
of Zika prevalence is human case
detection.
Zika poses a serious threat to
unborn children, and protecting
pregnant women is a central
concern. Texas has reported
42 individuals into the CDC’s
Zika Pregnancy Registry. That
number includes three pregnant

The Texas Department of Public
Safety (DPS) is calling on Texans to
remain vigilant regarding potential
crime and terrorist activity in their
communities, and to report
suspicious behaviors to the
department’s iWATCH website at
www.iwatchtx.org. The iWATCH
program was created as a partnership
between communities and law
enforcement, and utilizes citizensourced tips related to criminal
activity.
“Amid today’s ever-present
threat of terrorism and crime, we
are reminded that members of the
public can be law enforcement’s
greatest resource. When law
enforcement and communities
work together to combat crime,
we are inherently more successful.
DPS urges individuals to always

6, 7 and 8 at Ringgold Middle
School.
1. Shirt (for boys and girls):

19 (a Friday night) at the Laredo
Energy Arena. The event honors
the South Texas Outreach
Foundation for its contribution
to the South Texas Food Bank
mission of feeding the hungry.
The event also features a
concert by 1970s, 80s and 90s
group Grand Funk Railroad The
American Band.

Grand Funk concert. “Make it a
road trip to Laredo and support
one of the most significant nonprofits around with the crucial
mission of feeding the hungry,”
a food bank spokesman said.
Concert tickets are reasonably
priced at $10, $15 and $25. They
are available at the LEA boxoffice
or via ticketmaster.
The South Texas Food Bank
(STFB), opened in 1989 under
the auspices of H-E-B as the
Laredo Webb-County Food Bank
distributing supplemental food to
the unemployed, under-employed
and those living on fixed incomes
especially the elderly. The STFB,
member of Feeding Texas and
the national organization Feeding
America, serves an eight-county
area from Del Rio (Val Verde
County) to Rio Grande City (Starr
County), helping an average of
28,000 families, 7,000 elderly
and 500 adopt a family. Also,
served are an average of 1,500
children that includes 2,500
meals Monday through Friday in
the Kids Café program at 19 sites
– 15 in Laredo-Webb County.
Sixty percent of the annual
STFB budget comes from
government sources and the other
40 percent from grants, private
donations
and
fundraisers.
Villarreal
highlighted
the
importance of fundraisers like
Empty Bowls. He noted, “For
the past 26 years, the South Texas
Food Bank has been providing
food assistance to the needy.
The STFB is blessed to receive
grants, corporate donations and
individual gifts. Our ability to
provide assistance also depends
largely on the kindness of goodhearted patrons. As a non-profit
organization and fundraising

I hike the
trails here
at Rancho
Lomitas,
a
most
familiar
sight is of
branches
from spiny
cacti and
thorny shrubs piled up to two feet
high in the middle of a clump of
prickly pear cactus. The branches
are frequently from tasajillo
(Christmas cactus) and allthorn,
both of which are well armed
with prominent spines or thorns.
Each of these fortresses
belongs to a family of woodrats.
The species most often seen
here is the southern plains
woodrat, Neotoma micropus.
The fortress may include some
underground tunnels but the
pile of sharp spines and thorns
protects the rats very effectively
from predators like coyotes.
However, I’ve observed snakes
crawling into entrance holes.
On one notable occasion I
watched a bull snake crawl into a
woodrat nest and saw a couple of
woodrats scamper out of an exit
on the other side. The fortress
isn’t entirely protective.
Radiating from each of the
rat fortresses are well traveled
paths, used as they forage
for food each night. I enjoy
tracking and these paths contain
excellent impressions of woodrat
footprints.
The southern plains woodrats
are identified by the blue-gray
color of their soft fur without any
trace of brown. Also by the white
fur of the throat, belly and feet as
well as by the fact that the tail,
while not bushy, has short hairs
on it. The ears are relatively large
and rounded. As rats go, these
are really attractive animals. I’m
not sure, but they might make
interesting pets.

They grow to about 14 inches
in length and are nocturnal which
means that they’re seldom seen.
I walk my dog late every evening
and it’s not unusual to hear and
get a flashlight peek at a rat
dining on prickly pear pads.
Woodrats have an all vegetable
diet which consists of cactus
pads, cactus fruits (tunas) seeds
and some leaves. They get all
the water they need from the
juices in the cactus pads they eat.
Javelinas can do the same thing.
Unfortunately for me, raising
lots of potted plants, and for the
ranch owner who maintains a
large native plant nursery, the
woodrats can cause considerable
damage as they consume the
leaves and small branches
of plants in our collections.
I’ve occasionally resorted to
live trapping the rats and then
transporting them to uninhabited
locations some distance away.
The population here doesn’t seem
much diminished however, even
though they’re preyed upon by
the usual predators, owls, hawks,
coyotes, snakes, and badgers.
Woodrats mate once a year
and give birth to litters of 2 to 4
young which are able to leave the
nest in about a month.
Found
throughout
the
southwestern two-thirds of Texas,
these animals are a ecological
balance in our area.
