Busy ‘off season’
for political activities
When the gavel dropped signaling the end of the 2010 Indiana General Assembly,
it also meant it was time for the Indiana Apartment Association to get busy – on
two fronts this year.
During each election year, IAA conducts Apartment Voters Count voter
registration drive where
apartment communities are
encouraged to hold events to
get their residents registered
to vote. This year, our
members registered several
hundred residents during 74
planned events.
Many of the property
managers reported that they
actually registered fewer
people this year because
their residents said they
were already registered and
planned to vote in this year’s
election. However, they said
they had great turnout for
their events.

past five years of conducting

Enjoy Second Annual Retreat
The third annual SAL leadership conference was held September 23-24 for future leaders of the apartment
industry. The venue for this event was again the Wild Wind Buffalo Preserve in northern Indiana. Fourteen
women representing six management companies participated.
Upon arrival our IAA members were greeted with the sound of soothing Indian music and the smell of
burning sage which is believed to release negative energies from the body. They endured two intensive
days understanding how to become a better leader by working with horses.
The Wild Wind Buffalo Preserve is also home to 200 head of buffalo. The female buffalo is the leader in a buffalo
herd and was highly revered among the Indians. The owner of the Preserve took the students on a private excursion to sit with the
buffalo herd. They experienced first hand how a buffalo herd works, who is dominant, who is the follower and even witnessed the owner feeding
the male dominant buffalo out of his hand. Horses, however, were the real focus. Participants learned leadership skills by observing these lovely creatures
under the tutelage of instructor Sue Thomas.
After the two day leadership training, the attendees were asked to write how this training will affect them on a professional level and make them and their
company better. Following are some of their comments:
• It was a good experience for a person who does not like change. It would be difficult to explain this experience to someone else so I would
say “attend the training”!
• It was great & eye opening – not just the information from instructors but from group as well.
• It was an incredible opportunity for self-evaluation. I sincerely enjoyed it and learned a lot about myself and small things I could change
to make a big difference.
• It was a breath of fresh air and exhausting all at the same time. I took away a sense of pride, courage, and awareness. Most of all I feel
like myself or “whole” again.
• I know that I need to take care of myself to give the best to my company. It was laid back – I liked that! I didn’t have a definite vision, which
I know I need to focus on.
• I would describe the workshop as a good tool to learn more about yourself and being able to work through the fears & emotions. Lose the
“Should have & would have”. Create a vision and also remember to reward the try!

The Indiana Apartment Association is celebrating the fourth year of its
partnership with the Apartment Guide, Consumer Source, Inc. Our organization
entered into this beneficial agreement in early 2007, making them a partner and

Apartment Guide, Consumer Source, Inc. provides tremendous financial

have vacated their apartments. Of course, determining
when a bed bug infestation is eliminated in a vacant
apartment is hard work, and bed bug eggs in protected
sites will continue to hatch for weeks. In the absence
of a host, bed bugs do indeed tend to be inactive and

remain in hiding. An owner or a manager may not
discover an apartment has an infestation until after
the resident has left and maintenance prepares it for
the next resident. Other times, apartment residents
will terminate their lease after discovering they have
bed bugs. Bed bugs can persist at very low numbers
in vacated apartments for five or more months.
To be sure, there are steps apartment managers can
take to minimize the chances that new residents
encounter bed bugs. First, try and eliminate any
bed bug infestation before an apartment becomes
available. Also recommended is the addition of
language to the rental lease agreement that upon
notice of the lease termination, an inspection
of the unit will be conducted. In the event the
inspection uncovers proof of bed bugs, there may
be sufficient time to eliminate the problem before
the unit is vacated.
The National Apartment Association (NAA) has
launched the Bed Bug Resource Center, which
serves as a comprehensive online repository
featuring materials developed under the guidance
of the association’s Bed Bugs Working Group.
Numerous bed bug-related resources are available
to NAA members via this platform, including
educational brochures for property management
staff and residents and legislative information.

Construction of new homes and apartments rose
10.5 percent in August from a month earlier due
to gains mainly in apartment and condominium
construction, not the much larger single-family
homes sector. There was a 32 percent monthly
increase in the condominium and apartment
market, whereas single-family homes grew just
more than 4 percent. Builders are still struggling
against weakened demand as a result of high
unemployment and a glut of foreclosed homes
on the market.

A new Rent.com survey shows that more people
are renting apartments and homes nationwide,
a trend that has driven rental rates up in some
markets. The research notes that about 42 percent
of apartment owners polled are seeing lower
vacancy rates. John McClain, deputy director of
the Center for Regional Analysis at George Mason
University, comments, “Obviously, there have been
a lot of foreclosures, a couple million a year. Where
have those people gone to live? That could be part
of that rental market.” A year earlier, 69 percent
of respondents said they lowered their rents to fill
vacancies. In the latest poll, only 31 percent are
doing so. With more people renting, the days of rental
incentives may be coming to an end. Just 38 percent
of apartment owners are willing to make concessions
to fill vacancies, the Rent.com survey shows.
While many apartment communities have stopped
offering the deals they were a year ago, 36 percent
nationwide say they are offering one or more rentfree months. Four in 10, meanwhile, have reduced
security deposits. Finally, around 22 percent are still
offering unit upgrades at no extra charge. Those
polled by the Web site own approximately 1 million
rental apartments in more than 4,000 communities
throughout the country.
Reis Report Shows Apartment Market, Rents

Reis Inc. reports that the country’s apartment market
strengthened in the third quarter, with national
vacancies seeing one of the sharpest declines on
record. Robust demand enabled apartment owners
to modestly increase rents for the third consecutive
quarter -- a reversal from the freebies and discounts
desperate owners coughed up during the downturn to
retain and attract residents.
The U.S. apartment-vacancy rate stood at 7.2 percent
as of Sept. 30, down from the second quarter’s 7.8
percent. Researchers note that the summer months
are prime ones for apartments as students enter and
exit college. The college trend alone helped demand
top more than 84,000 units, the largest number of
units leased in a single quarter since Reis started
publishing such data 11 years ago. Since the first of
the year, almost 158,000 apartments have been filled.
Effective rent, meanwhile, has edged up 0.6 percent
to an average $980 per month. With a 2.2 percent
gain, New York led the way. Suburban Virginia and
Greenville, S.C., also witnessed rental gains topping
2 percent. Tulsa, meanwhile, ranks the last of 82
markets with average monthly rent of $540. Finally,
apartment rents continued to decline in some of the
markets hardest hit by the housing crash, including
Miami and Las Vegas.

Our contract with the Royalty Companies to re-roof 19 buildings, 24 carports
and the Clubhouse was about $900,000.00 when completed in a timely manner
in 2006. There was minimal disruption for our homeowners. Since that time
our roofs have held up extremely well given the amount of water that collects
on flat roofs. We interviewed several roofing manufacture’s representatives
and based on information provided by them we selected Duro-Last flat roofs,
GAF architectural shingles and Royalty to be the contractor for our buildings.
At this time, we are still very satisfied with the products, service, communication, and the appearance that the improvements have provided our community.

Fire Prevention and Protection for Property Management

Prevention
Count on one hand how many times you have had to put out a fire. How many fingers did you
get to? For most of us actually putting out a fire is not a usual occurrence and I am not talking
about campfires. To be OSHA compliant it is important to have training on fire prevention and
protection. Fires can happen when you least expect it and complacency and lack of training can
be extremely dangerous to you, your team and your company.
We all have had bumps and bruises, but compare those to any burns you have had. There are
very few dangers that are more traumatic to our body. Awareness can save us from any of that
pain. Some of the most common reasons why fires happen are arson, smoking materials and
wires from appliances and computer equipment. What policies and procedures do you have to
combat these threats?
Basic knowledge of fire extinguishers is a must. For example: What type of extinguisher do
use for combustibles like paper, wood and trash? What type of extinguisher do you need for
oil or a grease fire? This is where safety training in the multifamily industry can be lifesaving.
Protection
In order to combat complacency regular drills are necessary to keep us sharp. Many times
these are mandated by your property management company or if you are in a corporate office
the building owner may have these regularly scheduled. Just because we are out of school it
does not mean that these are not necessary. So embrace them and pump up your team to be
appreciative of them.
You also need to make sure that you know what to do in case there is a fire besides knowing
how to use the fire extinguisher. Do you have the appropriate numbers listed by the phone? Yes
even 911 should be written by your phone. You may think that this is a number that you would
never forget, but when fear is in the equation you never know what your mind will do. This is
a simple step that could save lives. Do you know where your emergency exits are and where a
backup exit is located? These questions and many others need to be addressed with your team
and become a regular part of your policies, procedures and training.
The old expression still rings true: An ounce of prevention is worth a pound of cure. Let’s keep

Tailgating Time Was A Hit!
It didn’t matter what your favorite sport or who you favorite team was, the
Tailgating Night held on October 15, 2010 at the Allen County Fairgrounds was
a huge success! Members enjoyed tailgating food, games and prizes! The AAFW
also held two cornhole tournaments during the night! The only thing that would
have been better was if we would have had a football game to attend after the
tailgating was over!
Members also helped the Fort Wayne Community at the AAFW Tailgating
Night. The Community Outreach Committee collected Tuna and Mac-N-Cheese
for the Community Harvest Food Bank. The Committee also held 50/50 Raffles
and sold tickets for a chance to win an entertainment package that included a
42” TV and Wii! A total of $784 was collected at the Tailgating Night and will
benefit SCAN (Stop Child Abuse & Neglect) and CANI (Community Action of
Northeastern Indiana).
