Lancsek 4 Lower Macungie Township Newsletter Lower Macungie Township Newsletter Lower Macungie Historical Society The Lower Macungie Township Historical Society has moved into a space on the ground-floor level of the Township Building, although we aren’t open yet for regular visiting hours. Last year, to commemorate our 25th anniversary, we published a booklet that we will be giving away at the upcoming Community Day on May 5th. It contains short pieces about the history of the Township, some articles that have appeared in previous newsletters, and a few reminiscences written by some of our elders. We strive to offer a variety of events for people with varying interests. Next on our schedule is a program about trains in the Lehigh Valley, a slide show entitled “Trackside around the Lehigh River Valley.” With only one major railroad passing through now, today is vastly different from earlier times, when there were far more railroads in this area than you may realize. The first of them were constructed to move anthracite, the fuel of home and industry from the 1840s until the 1930s, from Pennsylvania’s anthracite coal regions to the big cities of the eastern seaboard. Much came through Lower Macungie on the old Reading line, while two major railroads (the Lehigh Valley RR and the Central RR of New Jersey) competed with each other with tracks on opposite sides of the Lehigh River. Lines such as the Catasauqua and Fogelsville, a very popular railroad topic here in Lower Macungie, abounded. The program will be at the Macungie Institute on Thursday, April 23rd, at 7 p.m. On Wednesday, May 20th, at 7 p.m. at the Macungie Institute, geologist Kent Littlefield will show slides and speak about zinc mining in the Friedensville area of Upper Saucon Township. If you have ever wondered about the strange topography in the area around the Penn State campus, the Promenade Shopping Center, and the lovely old church at Friedensville, you will have most of your questions answered at the meeting. This major industry has died out here, although zinc remains one of the most essential minerals worldwide and is used for thousands of applications. Ice cream and strawberries and old-fashioned family fun will be enjoyed at the Bortz Log House in Wescosville on June 6th from 2-4 p.m. We open the log house for tours only a few times a year, and all are invited to come see it that day. All these programs are free and open to the public. Garden Club member, Debby Koepcke and President, Art Persing (center) receiving the award The Lower Macungie Garden Club has put our Township on the map! President Art Persing and club members walked the red carpet at the 2015 Philadelphia Flower Show to receive a Garden of Distinction Award for our Butterfly Garden. Our club’s efforts were honored “for motivating people to improve the quality of life and create a sense of community through horticulture.” Learn more about the PA Horticultural Society’s judging criteria by visiting www.phsblog.org and scrolling down to the Oct. 27, 2014 entry. We’ll be happy to explain more about this international recognition on May 5th at our Community Day table. Besides providing free seeds and planting advice, our members will also participate in a special children’s activity highlighting the importance of bees. Plan to attend--your kids will love it! On May 16th we will hold our Spring Plant and Bake Sale at the Community Center. This Garden Club fund-raiser is a very popular way to kick off the growing season. Members sell plants dug from their gardens and baked goods fresh from their ovens. So bring your wallets, questions and appetites and come see us from 9:00 AM to 1:00 PM. The LMGC will host a Memorial Day service on May 25th at 9:00 AM, at the Wescosville WWII monument on Hamilton Boulevard. To honor our nine local servicemen, we will read their names and remember each man with a small flag. Some of our soldiers’ surviving peers will attend, to recount their stories of growing up, going to war, and coming home. This ceremony has grown in significance for everyone who has participated. Please join us in celebrating our freedom and honoring those of the Greatest Generation who made it possible. Aggressive and threatening phone calls by criminals impersonating IRS agents remain near the top of the annual list of tax scams for the 2015 filing season. These criminals/ scam artists threaten police arrest, deportation, license revocation and other things. The Pennsylvania State Police would like to remind the residents to guard against all sorts of criminal activity and phone scams that arise at any time but which may be more prevalent as tax time approaches. If someone calls unexpectedly claiming to be from the IRS with aggressive threats if you don’t pay immediately, it’s a criminal/ scam artist calling. The IRS internet website advises that first IRS contact with taxpayers is usually through the mail. The IRS recognizes that the PA residents/ taxpayers have rights, and the IRS agents do not conduct business in this manner. This activity is a persistent and pervasive problem for many PA residents. Scammers are able to alter caller ID numbers to make it look like the IRS is calling. They use fake names and bogus IRS badge numbers. They often leave “urgent” callback requests. They prey on the most vulnerable people, such as the elderly, newly arrived immigrants and those whose first language is not English. Scammers have been known to impersonate agents from IRS Criminal Investigation as well and the criminals often speak broken English. These criminals try to scare and shock you into providing personal financial information on the spot while you are off guard. ***Be aware that this is happening and don’t be taken in by the criminals and don’t engage these people over the phone.*** Protect Yourself These callers may demand money or may say you have a refund due and try to trick you into sharing private information. These con artists can sound convincing when they call. They may know a lot about you. An online search shows that the IRS has a website which reminds people that they can know pretty easily when a supposed IRS caller is a fake. Here are five things the scammers often do, but the IRS will not do. Any one of these five things is a tell-tale sign of a scam. The IRS will never: • Call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill. • Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe. • Require you to use a specific payment method for your taxes, such as a prepaid debit card. • Ask for credit or debit card numbers over the phone. • Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying. If you get a phone call from someone claiming to be from the IRS and asking for money, here’s what you should do: • If you know you owe taxes or think you might owe, call the IRS at 1-800-829-1040. The IRS workers can help you with a payment issue. • If you know you don’t owe taxes or have no reason to believe that you do, report the incident to the TIGTA at 1-800-3664484 or at www.tigta.gov. • If you’ve been targeted by this scam, also contact the Federal Trade Commission and use their “FTC Complaint Assistant” at www.FTC.gov. Remember, too, the IRS does not use email, text messages or any social media to discuss your personal tax issue involving bills or refunds. Additional information about tax scams is available online at http://www.irs.gov/uac/Newsroom/Phone-Scams and on IRS social media sites, including YouTube http://www.youtube. com/irsvideos and Tumblr http://internalrevenueservice.tumblr.com, where people can search “scam” to find all the scam-related posts. 7 8 Lower Macungie Township Newsletter Major Upgrades and Additions to Camp Olympic Park The township acquired the former Camp Olympic in 2008. Since then a master plan was developed with the intent to refurbish some of the existing structures, increase accessibility and provide more activities. Through a grant from Lehigh County’s Green Future Fund, Camp Olympic Park has seen major improvements to the bridges, pavilions, the restrooms and the main camp building (former barn). These improvements will allow for events and recreational programs. The iconic pavilions have been painted, received upgraded electrical service and paving. The restrooms (pictured right) were completely renovated and a small room added. All the bridges have been painted and repaired; the entrance to the west side of the park is being expanded; and the main camp building (pictured right) is getting accessible restrooms, structural repairs, painting and siding. Renovated Restrooms at Camp Olympic This summer, residents can look forward to the installation of a disc golf course and a play area developed around a nature or ecological theme. Also in the works for this year, is a bicycle pump track. A pump track is a small track with looping trail system of dirt berms and “rollers” (smooth dirt mounds for pumping) designed for bicycling without the rider pedaling. The name comes from the pumping motion used by the cyclist’s upper and lower body as they ride around the track. The purpose of a pump track is to use this pumping motion to maintain speed around the track without pedaling. Looking for Volunteer Hours??? Each year, the Lower Macungie Community Center hosts the Township’s Community Day in early May and the Craft Fair in November. These two events are attended by thousands of people and require a great deal of set up and clean up. Ok, all you canine enthusiasts, this is your chance to make a difference in the life of your furry best friends. Once upon a time, a citizen group came to a Park & Recreation Board meeting and asked for a dog park in Lower Macungie Township. However, all their enthusiasm and research had to be put on hold until a suitable location was found. Now it’s finally come to pass, the Comprehensive Plan is complete and a site has been chosen - Camp Olympic. (This will be on the upper level which, if you haven’t visited lately, is a place of many changes.) Now it’s time for dog park supporters to rally! It was because of residents, working with the P&R Board, that we’ve reached this point. And from day one, the intent was that citizens have a say in the dog park, not only verbally, but also financially (via endorsements and fundraising). Currently, the Township is looking for input regarding dog park design and operation. The P&R Board wants to help this group determine priorities, which starts with getting everyone together for idea sharing and support. No matter what your skills – or lack thereof – you will be able to help promote this project, as there’s a lot to do. One way is to email your interest to [email protected]. Another way is to attend the Park & Recreation meeting on April 29th and May 27th (7pm at the Township Building). Group members will be able to get re-acquainted, and new supporters can introduce themselves. And there will be an opportunity to hear from someone who already has a dog park. Also, LMT is currently in the process of applying for a Pennsylvania DCNR matching grant to help fund the dog park. Public involvement in assisting with matching funds will help to boost our chance of being awarded the money. An initial fundraiser is tentatively planned for May. In order to stay informed, please refer to www.lowermac.com for postings by the Park & Rec Board. “Why does watching a dog be a dog fill one with happiness?” - Jonathan Safran Foer For the protection of Lower Macungie Township residents, Codified Ordinance Chapter 13, Part 1, establishes rules and regulations for any persons soliciting and peddling items and services door-to-door throughout the Township: 1. The Township shall license all peddlers and solicitors. Each individual soliciting or peddling shall carry the license with them at all times. 2. The peddler or solicitor shall have photo identification, such as a driver’s license, with them at all times and shall provide it at the homeowner’s request. 3. If a property is posted NO PEDDLING OR SOLICITING the peddler or solicitor shall not enter the property. 4. The peddler or solicitor shall not enter any dwelling without the homeowner’s request. 5. The peddler or solicitor shall only engage in peddling Monday thru Saturday during daylight hours. 6. The peddler or solicitor shall not engage in any activity that creates a nuisance or disrupts traffic. Persons going door-to-door canvassing about religious or political subjects however, are exempt from these requirements. Public charities, local churches, scout troops, civic and service organizations, fire companies, athletic organizations and the like are also exempt. Please remember that these regulations only apply to individuals making verbal contact with residents. Individuals distributing flyers or brochures are not required to get a license from the Township. As a precaution, we recommend that you should not let anyone who is soliciting or peddling without a permit issued by LMT and a photo ID into your home. If you see anybody peddling or soliciting without a permit, PLEASE notify the Township’s Code Enforcement Officer (610966-4343) or the PA State Police (610-395-1438) immediately. 9 10 Lower Macungie Township Newsletter Animals: Leash & Waste Animal Waste - It’s unsightly, it smells, it breeds germs and many other hazardous health conditions. Please respect your neighbors and your Township and SCOOP that POOP! Removal of animal waste is required of the pet owner. Individuals who fail to clean up after their pets are in violation of Township Ordinances. Leash Law - Please remember that LMT has a leash law. Codified Ordinance §2-102 states that it is unlawful for any owner of any animal to allow that animal to run at large at any time. Tax Payment Notice Reminder: When hauling brush and branches, etc. to the Yard Waste Center, you must secure or tie these materials down. Branches, including logs, bounce or blow off the trailers and trucks and create road hazards within the Township. Accidents and near miss incidents have already occurred resulting from haulers not taking a few extra minutes to make sure their loads are properly covered with a tarp or tied down. PLEASE SLOW DOWN! Speeding throughout the Township and within neighborhoods has become a big concern of many. If you see habitual speeding in your neighborhood, please notify the PA State Police at 610-3951438. State Police reported there is a continued occurrence of vehicle break-ins in Lower Macungie. Most cases are between 7:00 p.m. and 7:00 a.m. Steps residents can take to prevent these break-ins are: New Payment Method for Township Property Tax Bills The Lower Macungie Township Real Estate Tax Collector, Pat Vassilaros, has announced a NEW bill payment method for Lower Macungie Township interim or annual real estate tax bills. Payments are now being accepted through the Paymentus Corporation using Visa, MasterCard, Discover and electronic check. Payments are accepted via phone 855-385-4842 or on the Township website, www.lowermac.com > Elected officials > Real Estate Tax Collector. For each payment, you will receive a confirmation number and/or an email confirmation for your records. The fees listed below will apply. NOTE: You can only pay your Lower Macungie property tax through Paymentus. You cannot pay your school tax, earned income tax or your sewer/trash bill on this system. If you have any questions regarding this new service, please contact Pat Vassilaros at 610-965-9271. Fees: Visa Debit Card $2.95 All other debit cards 2.39% of payment Electronic Check $0.75 Credit Cards 2.39% of payment • Lock vehicles and remove keys. • Remove items of value (laptops, GPS, purses, etc.) from vehicles overnight. • Remove the suction cup mounts from the window. Thieves feel the corresponding item is in the glove box. • Remain vigilant and report all suspicious activity to the PSP. Did you know that cable companies offer a discount to low income seniors? Be sure to check with your cable company to see if you may quality for a senior discount. WARNING! Be careful of fraudulent contractors that take advantage of homeowners after storm damage occurs. Keep in mind that contractors peddling door-to-door in LMT must first obtain a peddling permit. Additionally, state law requires most home improvement contractors to register with the Attorney General’s Office. Don’t be afraid to ask the contractor for their permit/license and references. The Mother’s Day Drop-By Storytime will be on Saturday, May 2, 2015 at 10:00 a.m.– there will be stories, songs, and a craft in honor of mom. There will be a special Drop-By Daddy & Me storytime on Saturday, June 20, 2015 at 10:00 a.m. – children and their special “grown-up guy” will hear stories and make a special craft together in honor of Father’s Day. No registration is required for either of these events. Spring may have just started, but we are already thinking about summer! This year’s Summer Reading Program’s theme is “Every Hero Has A Story.” We will be celebrating heroes of all types this summer with some great programs and prizes. To help you start your planning, here are a few details: Signups for all summer programs will start on Saturday, May 30, 2015 at 9:00 a.m. Come early – space in programs is limited, and there are usually parents waiting at the door! The Summer Reading Kickoff Program will be held on Monday, June 22, 2015 at 6:30 p.m. Join us as we kickoff our program with stories, activities, giveaways, and treats! Throughout the summer, Monday nights at 6:30 p.m. will be “family nights.” Tuesdays are programs for elementary school students, and Wednesdays are preschool drop-by storytimes, Tweens/Teens will have programs on Thursdays, including book discussions, movies, and creativity spaces. The 1st and 3rd Fridays continue our regular Babies & Ones storytimes. There will be some special programs offered on Saturdays as well! Don’t forget about our Reading Incentive Program as well! There is a program for kids of all ages: Read-to-Me, Read Alone, and Teens. Books read between May 30th and August 8th can be logged either online or on in-library print logs – and of course, help earn prizes! The Summer Reading Finale Pool Party event will be on Monday, August 3, 2015. Lehigh Valley Covered Bridges Past and Present May 13th 6:00-7:00pm Ever find yourself driving down a windy country road to magically discover a covered bridge? Or perhaps, you’ve planned a weekend road trip through secluded and outof-the-way places to visit some local covered bridges? To celebrate these local landmarks during “See Pennsylvania’s Covered Bridges Week,” the Lower Macungie Library will host an event on the history of local covered bridges, presented by Ray Finkelstein of the Theodore Burr Covered Bridge Society. It will be held in the library on Wednesday May 13th from 6-7pm. Please register in advance. Get in the Game at LML on May 30th—1:00-3:00pm Board game lovers take note! The Yard Waste Recycling Center, located at 5536 Indian Creek Road, has the mulch/humus you need for spring planting. Loading service is available every Saturday in April and May from 7:30AM until 11:30AM AND Thursdays ONLY IN APRIL from 1PM to 5PM, while supplies last. There is a $15.00 charge per loader scoop. This program is available to Township residents only. Please be prepared to show your ID with your Township address. For everyone’s safety, there will be no refuse drop off while compost is being loaded. Burned out street lights can be reported to PPL at (800) 342-5775. When calling, you must provide PPL with the exact address and/or location of the pole. If this is not available, they will ask for a pole number. Wastewater Education When you think of fats, oils and grease (FOGs) you may think of certain foods. What you don’t think about is what happens when you dispose of it and that disposal of it matters. FOGs do not dissolve in water and when put down the drain, it sticks to the sides of the sanitary sewer system. Blockages in the sanitary sewer can cause backups into homes and overflowing manholes. What you can do! Pour cooking oils into a can, such as an empty vegetable or coffee can, let it solidify or add absorbent material and then toss it in the trash. Wipe down greasy pots and pans with a dry paper towel and dispose of it in the garbage. Do not pour FOGs down the garbage disposal or sink drain. Do not use hot water to wash the grease down the drain. Wipe Out Wipes Many Americans are using “flushable” wipes as a convenient product. These products are found in varieties such as baby wipes, cleaning and dusting wipes, and all-purpose wipes. Many of these are advertised as “flushable”. These wipes do not disintegrate in water. They become lodged on roots and intrusions in the sewer line, and wrap themselves around pumps and motors at sewage lift stations. These wipes cause backups into homes and overflowing manholes. Please DO NOT FLUSH any type of disposable wipe. Often the parks’ trash and recycling containers are overburdened with household trash and items that can be recycled. Carry In – Carry Out programs established in many national, state and local parks have enhanced the beauty of recreation areas and reduced the costs for park cleanups. Although additional recycling containers will be installed in the larger Lower Macungie parks, a Carry In – Carry Out approach by visitors would be appreciated. When you visit, we request that you take your garbage and recyclables home with you. Why? Collection will include: limbs and branches tied and properly bundled to a maximum size of 48” x 18” x 18” (maximum weight of 50 pounds). Ties for the bundles shall be of biodegradable materials. No roots from trees or shrubbery will be accepted. Leaf waste can be placed in commercially designated open trash containers (sloped sides) no larger than 32-gallon capacity with a combined weight of less than 50 pounds. A maximum of four (4) bundles or containers per household will be collected. Bundles or containers incorporating plastic bags, stones, lumber, and/or grass clippings etc. will be rejected. There will be no return trips for bags/bundles that are rejected. Residents are encouraged to recycle all yard waste, either on their own, or through the Township’s programs. Home away from home: The parks belong to all of us...and just like home... we need to care for them and keep them clean. Less mess: Removal of the garbage and recycling containers eliminates the smells and mess they create. It also cuts down on insects, skunks, and other pests. Reduce, reuse, recycle: Pennsylvania state law requires us to recycle many materials we used to throw away. Better yet, we can make new choices of what to bring with us. The more reusable things we pack, the less garbage we’ll create. It’s good for us and for our environment. Cost savings: Money that otherwise would be used for garbage disposal can be directed to providing you a better park experience.
