Addressing media persons here after distributing relief materials to flood-affected people at Mylapore, he said, “I take this opportunity to thank Tamilnadu Chief Minister J Jayalalithaa, DMK president M Karunanidhi and leaders of various political parties in the State who have been voicing to lift the ban on jallikattu and ensure that it is conducted in Tamilnadu’. The BJP for the last one and half years has been taking up the issue. We have been taking all efforts towards the cause, he said. ‘During the recent Parliament session, we raised the issue with Union Minister for Environment and Forests Prakash Javdekar. The Minister has assured that necessary steps would be taken in this regard. Police said, when the vehicle was near Arapakkam village, Ramesh lost control of the wheels causing the vehicle to over-turn. Thahilatha (12) died on the spot, while another girl, Pushparaj (17), who suffered serious injuries, was rushed to Chengalpattu Government Hospital. Ramesh escaped unhurt, but others identified as Reshma (45), Rekha (26), Mani (25) and Suresh (34) were taken to a Government Hospital in Kanchipuram. A case has been registered. For, a study shows the southern city adds around 700 vehicles daily to its already suffocated roads. In an interaction with News Today, Centre for Science and Environment (CSE), Deputy Lab Head, Ramakant Sahu, talks about how rains impact air pollution, the link between air pollution and acid rain, health impact of hazardous pollutants and more. Floods that happened in Chennai were a result of climate change. Air pollution does not result in increase or decrease of rainfall. There is no report that links the amount of rainfall with air pollution. What about acid rain? Air pollution may or may not result in acid rain. The pollutants suspended in the air do not always get mixed with water droplets. Do you think Chennai and other cities should follow on the footsteps of Delhi to curb air pollution? Karunanidhi told reporters here that ‘our desire is that, when we sew up the alliance, Vijayakanth too should be part of it. We do not know what is in his mind.’ Asked if this could be construed as an invite, he said, ‘What I have said now is an invitation (to him).’ Vijayakanth, Leader of the Opposition in the Tamilnadu Assembly, is now the most sought after by other Opposition parties as State Assembly election is slated to be held in May next year. Earlier in the day, PWF leaders Vaiko (MDMK), G Ramakrishnan (CPI-M), R Mutharasan (CPI) and Thirumavalavan (VCK) called on Vijayakanth at his office. Govt sanctions four more family courts NT Bureau Chennai, Dec 24: Considering a proposal sent by the Madras High Court, Tamilnadu Government has sanctioned four more family courts considering increase in family dispute cases. The government had sanctioned a total of Rs 3.15 crore for setting up of the family courts here. Already four family courts are functioning here, a government press release said. Each court would be presided over by an officer in the cadre of District Judge with a supporting staff of 15. In Chennai, Family Courts are functioning at Annex Building of City Civil Court Complex, High Court Campus. Cases under the Hindu Marriage Act relating to Divorce, Restitution of Conjugal Rights and Permanent Alimony etc. are tried exclusively by Family Courts. The functions of Family Courts include granting divorce as per law, ordering interim maintenance, litigation expenses, custody of children and visiting rights. Airport Authority of India had to shut the airport for five days from 1 December due to severe rains and floods that left the facility unusable. ‘Due to unprecedented rain and inundation, the Chennai Airport was closed and fl ight operations suspended. The assets damaged due to the fl oods have been assessed,’ Airport Director Deepak Shastri said. ‘The estimated damage to communication, navigation and surveillance facilities and other damages works out to Rs 31.06 crore,’ he said. Further in terms of business, the Airport also incurred loss of approximately Rs 35.50 crore, both traffic and non-traffic revenues, he said. What a harried Lok Sabha Speaker, Sumitra Mahajan, said on the penultimate day of the winter session about the Congress Party echoed the feelings of a vast majority of the people. Her remark that the Congress was interested in its own ‘vested interest’ and not national interest came when the BJD member, Jay Panda, was being constantly interrupted by the Congress members while he was speaking about terrorism and national security. When Panda’s pleas to the disrupting members to keep quiet went unheeded even though, as he emphasised, he was addressing a problem of common national interest, the Chair was constrained to remark that the disrupters had ‘vested’ rather than national interest as their objective. The oft-made counter that the BJP too had resorted to disruptions in the previous Parliament is not exactly true since the then Opposition had collectively resorted to that tactics only to protest the humongous corruption scams of the UPA. On the other hand, all through the winter session the main Opposition party privileged personal agenda over national interest without focusing on any one particular wrongdoing of the government. It seemed to shop around for ever new excuses to stall Parliament. Otherwise, the long-delayed GST Bill would have got the nod. Despite the government virtually conceding the three conditions set forth by the Congress for passing the GST Bill, the latter still did not allow the Rajya Sabha to function for it to be able to pass the revolutionary tax reform. The earlier plan to implement GST from the next financial year, beginning April 1, therefore, stands scuppered. It should be reiterated here that most Opposition groups were keen to approve the GST Bill in this session itself. However, one man’s stubbornness on creating every possible obstruction in the path of governance denied the country the switch to the revolutionary tax. On one excuse or the other, the two Houses of Parliament were not allowed to function. The Lok Sabha, where the ruling party commands a clear majority, functioned amidst constant din by the Congress members and managed to pass a number of Bills. In the Rajya Sabha, where the ruling party is in woeful minority, hardly any work could be accomplished. The misconduct of the socalled Elders exasperated the Chairman and the Vice-Chairman so much that they openly pleaded for powers to discipline the errant members. In the Rajya Sabha the power to punish members vests with the majority, and not with the Chair. Since the majority caused the disruption, the Chair felt entirely helpless. Hopefully, the government would not allow the lack of purposefulness of Parliament to stall good governance. Artificial Neural Network (ANN) is a type of information processing system based on mimicking the principles of biological brains, and has been broadly applied in application domains such as pattern recognition, automatic control, signal processing, decision support system and artificial intelligence. Spiking Neural Network (SNN) is a biologically-inspired ANN that performs information processing based on discrete-time spikes. It is more biologically realistic than classic ANNs, and can potentially achieve much better performance-power ratio. Researchers from Zhejiang University and Hangzhou Dianzi University in China successfully developed the Darwin Neural Processing Unit (NPU), a neuromorphic hardware co-processor based on Spiking Neural Networks, fabricated by standard CMOS (complementary metal-oxide semiconductor) technology. With the rapid development of the Internet-of-Things and intelligent hardware systems, a variety of intelligent devices are pervasive in today’s society, providing many services and convenience to people’s lives, but they also raise challenges of running complex intelligent algorithms on small devices. The research group led by De Ma from Hangzhou Dianzi university and Xiaolei Zhu from Zhejiang university has developed a co-processor named as Darwin. The Darwin NPU aims to provide hardware acceleration of intelligent algorithms, with target application domain of resource-constrained, low-power small embedded devices. It has been fabricated by 180nm standard CMOS process, supporting a maximum of 2048 neurons, more than 4 million synapses and 15 different possible synaptic delays. It is highly configurable, supporting reconfiguration of SNN topology and many parameters of neurons and synapses. Some passengers will still be required to undergo AIT screening as warranted by security considerations in order to safeguard transportation security,’ TSA said in a series of tweets yesterday. The largest private sector lender will soon introduce the facility to book rail tickets on its mobile banking application and prepaid digital wallet, it said in a statement. Users will have to first register on the website of Indian Railway Catering and Tourism Corporation (IRCTC), where it primarily sells rail tickets, and then do a one-time registration on the bank’s website to avail of the facility. The statement also said the facility is not limited to ICICI customers as any other bank’s customer can also use the facility. The payments for the purchases can be made using the online banking facility, debit or credit card of any bank. In the past, IRCTC has tied up with websites, primarily those catering to the travel segment, to sell tickets and this is the first time any bank is offering the tickets for sale on its website, it said. La Galerie D’Expression in Hotel Ambassador Pallava, Egmore is hosting artist D Selvakumar’s works till 30 December. He has painted a series of portraits on famous personalities. With fine brush strokes and sharp features, the artist has managed to bring out every detail of his subject in reality. There is also a series on landscapes dominated with different shades of green, from the darkest to the lightest. Here again Selvakumar has played well with light and shadow and has managed to bring a clear distinction of it in his canvas. An imaginary line runs across his paintings depicting this. Robert Frost’s poem The road not taken, seems to have created some impact on the painter. Most of his art work on nature is all about forest and has literally two roads in the scene. With green being a dominating shade in his paintings, Selvakumar has also managed to give water a reflection of this cool colour.
