economy is booming,
unemployment
is down and the
demand for trained
professionals is high;
now is the time to
position yourself
by training for a new career or
completing the degree you have
always wanted.
Northeast Iowa Community
College (NICC) is your local, higher
education “home base” where you
can earn a college degree that is
affordable and flexible, or complete
a certification program to advance
in a professional career – all while
taking advantage of financial
resources available to pay for your
education.
Many NICC students benefit from
financial assistance. From 20122013, 95 percent of Pell-eligible
students (2,166 students) received a
Pell grant and the average amount
of Pell aid alone was $3,299.
Scholarships are also available
to lessen the costs of education
and can have a dramatic impact
on student success. The NICC
Foundation awarded a total
of $176,988 in scholarships
to 346 students from
2012-2013.

spring 2015, I plan to transfer
to the University of Dubuque to
major in accounting and business
administration.”
In addition, the College’s Business
and Community Solutions
division also offers several Career
Pathway Certificates in advanced
manufacturing (see pgs. 6-7) that
ladder into degree programs at
NICC or lead directly to highpaying local employment.
For the second year, NICC froze
tuition and fees at the same level
students paid in 2011-2012 to
make earning a college degree
affordable for everyone, including
high school students, who comprise
approximately one-third of the
NICC student population each year.

Degree After Five: The Perfect Fit
As a professional
sales and product
consultant for
Unison Solutions
in Dubuque, Tony
Schilling is one
busy guy.
During the
year, he travels
occasionally
to represent Unison at trade shows and
networking events for clients across the United
States. Schilling’s travel schedule would make
a traditional degree program at Northeast Iowa
Community College (NICC) nearly impossible to
complete, which is why Degree After Five makes
perfect sense.

it’s affordable and flexible. I can take a fiveweek course and take a month off because of
my travel schedule. The shorter courses let
students see the light at the end of the tunnel,
and I definitely like the accelerated approach,”
Schilling explained.
Schilling, who is also a 2004 graduate of the
CAD Specialist program at NICC, has completed
approximately one-half of the credits he needs
to finish an Associate of Arts degree through
Degree After Five.
“I completed a history course for my humanities
requirements in September, I’m taking October
off and then will start again from November to
December. The hybrid classes are great because
you still have dialogue with other students and
the instructor online, and you can work ahead,
too,” he said.
Adult learners bring enthusiasm to their college
experience, whether online or on campus. “We
are coming back to college because we want
to, so we put in the extra effort. I don’t mind
lectures. Three hours seems like it flies right by,”
Schilling said.

Preparation: Keep necessary documentation available.
Do you have copies of your DD-214 (Discharge Paperwork)?
Do you have your medical records to support a claim?
Do you need a certificate of eligibility?
Location: Keep all paperwork and documentation in a designated
folder so you have it in one location when needed for reference.
Also, ensure it is neat and organized.
Contacts: Know who to call with a question. Take notes of any
questions you may have, as well as who you spoke to, and the date
and time and how to reach them again.
Follow-through: Many times just submitting the claim is not
enough. You need to follow through and make sure that your
paperwork went to the the correct person. Set up a secure account

Needs of Advanced Manufacturing
M

Career Pathway
Certificate (CPC)
programs are helping
hundreds of community
members make this
decision more logical,
sensible and simpler.
From 2012 to 2014,
more than 220 students
completed CPC
programs in
Computer
Numerical Control (CNC) Operator,
Mechatronics Specialist and Welding (Basic
and GMAW). After graduation, they progressed
into better jobs with family-sustaining wages or
enrolled in similar credit programs at NICC.

These CPC advanced manufacturing programs,
as well as new Certified Production Technician
and Mechatronics options, are designed to meet
local employers’ needs while supporting students
to successfully complete. Students who want to
enroll may qualify to earn a CPC at no cost if
they meet all eligibility requirements.
Build your skills in Manchester
Judi Tieman, who lives in southeastern
Minnesota, took advantage of the career
opportunity last spring. She enrolled in the
Welding CPC program at the College’s Cresco
Center to strengthen her résumé, which has
benefited greatly with the addition of welding
skills.
“I was in apprenticeships that promised welding
training, but that never happened. Or, I would
look for other colleges who had a welding
program, yet it was offered once a year and
I missed the chance to enroll – it was too hit
or miss,” Tieman explained. “With the NICC
Welding Career Pathway Certificate program at
the Cresco Center, the timing was perfect.”
Tieman graduated from the program on
June 24 and is confident the training will
advance her career and education in the
field.
“I was just so excited to get into the
program. Whatever trade I’m in, the
welding certificate enhances my skills –
it’s an extremely valuable credential to be
able to show to employers,” she said. “The
new welding option at NICC is impressive
and so are the people at the College who set

The Manchester Regional Education Partnership
(MREP) center, which opened as a partnership
between NICC, the City of Manchester and
Upper Iowa University, is your local resource for
workforce training, job skills classes and adult
literacy programming.
Whether you need training in manufacturing,
want to become a Certified Nurse Aid (CNA),
take computer courses or something for fun,
MREP offers a variety of classes close to home.
In its first year of operation in 2013, MREP
enrolled 276 Business and Community Solutions
students in 325 continuing education courses
in everything from healthcare, to trades and

industry, to personal interest. During the 20132014 school year, students from West Delaware,
Edgewood-Colesburg and Maquoketa Valley
high schools earned a combined 2,361.5 NICC
credits and saved their families an estimated
$1,321,968!
Dozens of Delaware County students also
enrolled in Adult Education and Literacy
programs, including English Speakers of Other
Languages (ESOL) and high school equivalency
diploma (HSED) classes.
If you who have not earned a high school
diploma, the HSED provides the basic credential
needed for nearly every advertised job opening.
The HSED opens doors to further your education
and is required to enroll in an NICC degree or
Career Pathway Certificate program. MREP
offers these services locally and affordably,
and several grants for Manchester community
members may cover HSED materials and
testing fees.
MREP works with area businesses, including
healthcare providers, to meet their hiring
needs. Nursing homes and healthcare providers
depend upon CNAs to provide important care for
patients in our area, and employment openings
for qualified CNAs are plentiful right now.
Coursework through MREP can pave the way
for your new healthcare career.

their educational goals through MREP, and the
center works with local businesses to identify

Alumni Profile: MIRANDA REINHARDT
Career Pathway Certificate option offers
advancement for student
Miranda Reinhardt is grateful she bought a copy
of the Manchester Press newspaper one day in
November 2013, and she didn’t need to be an
avid reader to get the message.
“There was an ad for a welding certificate
program through Northeast Iowa Community
College right on the front page,” Reinhardt
recalled. “I immediately called Deb Kintzle
(director) at the Manchester Center to find
out more about the program – and it was free
training.”
A resident of rural Greeley, Reinhardt was
clocking in 60 hours of blistering work in
a factory environment at the time with no
opportunities for advancement, and her phone
call created life-changing opportunities within
months.
Last March, Reinhardt graduated from the
Career Pathway Certificate (CPC) program in
Welding after completing a combined 160 hours
in classroom study and hands-on work in a lab
at West Delaware High School. Reinhardt’s
training qualified her for full-time robotic
welding work at Paladin in Delhi.
“Working at Paladin is great. I’ve never worked
with so many wonderful people. When I started
the training with NICC, I had never touched
a welding torch in my entire life. Now this is
what I do every day,” she laughed. “The NICC
program gets you ready for the job search, too,
and Deb Kintzle is great – she helped me build
my résumé.”

Career Learning Link Creates
Opportunities for High School Students
W
hen you were
in high school,
did you already
know the best
career choice
for you based on
your interests,
abilities and
talents? If you did, you may be one
of the fortunate ones; most working
adults in their 20s have already
changed careers at least twice!
The best career path for high school
students might be right in their
neighborhood, but without the right
connections, students may never
know about these opportunities.
That’s how a new initiative at
Northeast Iowa Community College
(NICC), the Northeast Iowa Career
Learning Link, serves as the
connecting piece.
The Northeast Iowa Career
Learning Link provides students
with career exploration activities
such as business tours, job
shadowing, and internships
through two grant-funded
programs. These two grants, Youth
CareerConnect (YCC) and the
Regional Work-Based Intermediary
Network, allow Career Learning
Link to focus its efforts on building
knowledge of career opportunities
for our area’s high school students.
Each of the programs under the
Career Learning Link takes a
slightly different approach, yet the
objectives are the same – to spark
and support young students’ career
interests while in high school.
The $2.7 million four-year YCC
grant from the U.S. Department of
Labor Employment and Training
Administration is a partnership
between NICC, 23 regional high
schools, business and industry,
East Central Intergovernmental
Association and Upper
Explorerland Regional Planning
Commission, the grant’s fiscal
agent and lead workforce partner.
This grant encourages high school
juniors to study a career pathway
in a high demand career area –
healthcare, information technology,
advanced manufacturing, business/
finance, and STEM (science,
technology, engineering, math). In
addition to taking college-credit
courses in these pathways during
their junior and senior years of high
school, participating students work
with a career coach on long-term
education and career planning,
take a Pre-employment Strategies
college-credit course, go on at least
one job shadow experience, attend
a parent/student orientation and
consider the optional elements of an
internship and/or career mentor.
The second program offered
through the Northeast Iowa Career
Learning Link, the Regional WorkBased Intermediary Network, is
legislative funding managed by
the Iowa Department of Education.
Each of Iowa’s 15 community
colleges received a portion of the
$1.45 million in grant funding
to develop 15 networks for their
respective districts.
The main purpose of the
intermediary funding is to create
a connector for schools and
businesses within each community
college region in Iowa.
As part of the grant’s mission,
The Career Learning Link strives
to connect businesses and high
schools by offering relevant, workbased learning activities for
students and educators. Focus
areas specified in the funding
include STEM occupations,
infrastructure and commercial/
residential construction, advanced
manufacturing, bioscience and
information technology industries;
however, students and teachers
may request experiences in any
career area of interest. Career
Learning Link Intermediary
Programming include business/
industry tours classroom speakers,
job shadows and professional
development for educators. A
student internship program is also
under development.

Join the STEM Conversation.
W
hen the conversation turns
to math or science, the first
reaction many high school
students may have is to
drop what they’re doing
immediately and run in the
opposite direction!
Regardless, teachers
and educators all over northeast Iowa are
asking students to listen to the ongoing talk
about Science, Technology, Engineering and
Mathematics (STEM) courses and earn college
degrees in these fields. Why? Because these are
the skills and knowledge our employers need,
and this is where the money is!
“There is a real need for people to enter STEM
careers because the supply of qualified workers
in the field is falling. We need to develop kids’
skills in these areas,” says David Christ, a 2012

2012 NASA Aerospace Scholar.
According to Iowa Workforce Development
data, job vacancies are rising in the STEM
employment sector, especially in agricultural
science and healthcare. State leaders, industry,
educators and NICC are working together to
meet these employment needs through Project
Lead the Way (PLTW) partnerships with area
high schools and STEM-based coursework at
the Regional Academy for Math and Science
(RAMS)/Oelwein Center.
The PLTW curriculum offers students the
opportunity to apply what they are learning in

STEM courses and to use their knowledge and
skills to solve real world problems. PLTW is
dynamic; in this 21st century teaching model,
students are taught to work in teams on openended problems that require critical thinking
skills. Nine school districts and more than 560
students currently participate in PLTW with
NICC.

South Winneshiek, West Delaware and Western

At the RAMS/Oelwein Center, students not
only gain the educational edge in math and
science to enrich Iowa’s workforce competency,
but their skills may eventually turn the
tide in research and development, invention
and entrepreneurship, and contributions in
emerging fields such as bioscience. High school
students who enroll in STEM coursework in the
customized and advanced RAMS environment
will emerge as better prepared college students
and professionals.
The RAMS/Oelwein Center’s goals are
ambitious: to increase the number of middle
school students interested in STEM careers by
exposure and promotion of hands-on learning; to
enroll more girls and women in STEM programs;
and to introduce students to high-pay, highdemand careers in healthcare and advanced
manufacturing through relevant STEM-related
learning activities.
