President's Message
Dear Members and Friends,
The third quarter of this year has been
at full speed with our annual SCAL
Construction Safety, Health and Security
Campaign kick-starting the month of July.
It was the first time SCAL collaborated
with the Employment and Employability
Institute (e2i). On behalf of SCAL,
I would like to extend our thanks once
again for e2i’s contribution to the event
as co-organiser and hope to find more
opportunities of collaboration.
Our efforts to address safety issues
extended to the organisation of the
CEO Dialogue session with Senior
Parliamentary Secretary, Mr Hawazi Daipi
who spent an afternoon with senior
management representatives from SCAL
member companies discussing on the
Government and industry can work handin-hand to improve the current workplace
safety and health (WSH) situation. I hope
to remind members that despite the
challenges we face, one accident is too
many. I understand that many of us are
pressed for time with the lack of contract
extension and manpower shortage.
However, one accident is always too
many and we must still carry appropriate
risk assessment and management
systems to avoid safety lapses.
Just recently, the Workplace Health
and Safety Council released the WSH
statistics report for the first half of 2014.
I believe most of you would have come
across this news and I strongly urge all of
us not to accommodate unsafe practices
for the welfare of our colleagues,
employees, and friends.
On a happier note, the newly established
Corporate Social Responsibility
(CSR) Committee has been building
its momentum in undertaking more
events for SCAL. The committee put
up exceptional teamwork when helping
to coordinate the annual Charity Golf
Tournament with the National Kidney
Foundation (NKF) and the renovation
project at the Singapore Association
for the Visually Handicapped with BCA.
I am proud that this year, thanks to
our concerted effort with NKF, SCAL
members have given their unwavering
support to purchase all flights available
and sponsor the many items for various
purposes. I would also like to especially
thank our Minister for Manpower, Mr
Tan Chuan-Jin for donating his collection
of beautiful photographs depicted in a
coffee table book entitled “The World
We Live In”. His invaluable contribution,
not only on industry matters, but also
on social causes such as our charity
tournament, has helped raise additional
funding bringing the total donation sum
to NKF to $203,500.
The committee also worked closely
with BCA to help revamp the facilities
at SAVH to improve accessibility of the
compound. It has been heart-warming to
see many contractors willingly volunteer
their resources, time, and effort to give
back to those less fortunate.
SCAL spares no effort in keeping
members abreast of the latest
developments within the industry. Over
the years, we have received positive
feedback from members that our
conferences and seminars are useful.
Hence, we were encouraged to see
an overwhelming response of 300
participants to our Contracts & Practices
Conference on 20 August 2014 held at
Orchard Hotel.
We are proud to announce that SCAL is
the first industry association among the
Construction Industry Joint Committee
(CIJC) members to conduct the Human
Resource (HR) Pledge in response to the
Memorandum of Understanding (MoU)
signed in May between BCA and CIJC
members. The MoU is to encourage
CIJC members to inspire their members
to commit to good HR practices within
their firms to make the built environment
sector more attractive to local talent and
retain the existing workforce. A total of
19 senior management representatives
took the pledge on stage to commit to
adopting of good HR practices.
At the same time, we conferred the
Honourary Life Membership to Mr
Desmond Hill, Past President of SCAL
from 2005 to 2009 for his invaluable
contributions to SCAL for the past 21
years.
SCAL has been actively working with
other industry associations to call upon
various stakeholders of the construction
industry and other related sectors. We
ended the quarter with the second
Crane Carnival in collaboration with the
Singapore Crane Association. Through
such industry events, we hope to develop
the construction industry cohesively with
other sectors involved in the complex
value chain of building and construction.
As the third quarter comes to the close,
I would like to encourage all members
to remain vigilant in the last quarter
as we continue to overcome industry
challenges.

Dinner. It was the night of the year
where we were graced by Minister for
National Development, Mr Khaw Boon
Wan, who witnessed a pivotal event in
SCAL’s history.

Singapore Armed Forces Day Combined Rededication
Ceremony 2014

The Singapore Armed Forces (SAF) Day Combined Rededication
Ceremony takes the opportunity to recognize men and women
who have served Singapore through their national service and
to acknowledge the support employers have given to Total
Defence.
The Guest-of-Honour was Minister for Manpower, Mr Tan
Chuan-Jin, who also served SAF for 24 years before retiring and
becoming a Minister. The ceremony was organized by Langdon
and Seah. It was also an occasion for men and women to
reaffirm their loyalty and commitment to Singapore by reciting
the SAF Pledge.
“We, Members of the Singapore Armed Forces, do solemnly
and sincerely pledge that: We will always bear true faith and
allegiance to the President and the Republic of Singapore;
We will always support and defend the Constitution; We will
preserve and protect the honour and independence of our
country with our lives.”

On behalf of SCAL, a partner of the built environment sector,
SCAL President, Dr Ho Nyok Yong, received a token of
appreciation.
The ceremony was coupled with an interesting exhibition of the
SAF Medical Corps which included four stations for employers
and employees to learn and refresh their knowledge in a
myriad of medic activities such as basic first aid, to life-saving
techniques in a combat situation.
Every 1 July, the tradition of SAF Day will continue as
Singapore commemorates her path to independence through
hardship and dedication of those who serve the nation and
remember the fallen along the way.
SCAL would like to encourage members to continue to give
their unwavering support to our Singaporean men and women
who have served our nation in defence and safety.

A wonderful turnout of over 300 participants!
The SCAL Construction Safety, Health
and Security Campaign (SCAL Safety
Campaign) is held each year to
campaign for safer and healthier working
environments within the construction
industry.
This year, SCAL had the privilege of
collaborating with the Employment and
Employability Institute (e2i) on 3 July
2014 to help job seekers find the right
opportunities within the construction
and related industries and, at the same
time, extend e2i’s funding schemes
to construction firms to help improve
productivity and subsidised training costs.
The assistance schemes are subjected to
e2i’s criteria and discretion.
On this note, SCAL would like to
acknowledge e2i’s contribution as
co-organiser to our Safety Campaign
2014 and will remain open to further
collaboration in the future.
The Guest-of-Honour for the SCAL Safety
Campaign 2014 was Mr Hawazi Daipi,
Senior Parliamentary Secretary (SPS) for
Education and Manpower. In his opening
address, he noted the sombre start of
2014 with 17 fatalities in the first half of
2014 in the construction sector alone. He
reiterated that accidents can be prevented

if safety procedures are strictly followed
and preventive measures put in place by
all stakeholders. He further warned that
the Government “will not hesitate to take
tougher action to safeguard the safety and
wellbeing of our construction workers if the
situation does not improve. Irresponsible
stakeholders who cut corners and put
workers and others unnecessarily at risk,
will face tougher enforcement action.”
SCAL President, Dr Ho Nyok Yong, also
observed an upward trend of workplace
fatal injuries within the sector as
contractors grapple with issues such as
manpower shortages, tight completion
schedules, and rising operation costs.
However, he reassured that the
construction industry is doing their best
to rectify the situation. In the recent
National Workplace Safety and Health
Campaign 2014, it was announced that
Design for Safety will be made compulsory
this year and a Government interagency
taskforce will be set up to look into the
implementation.
He said “SCAL welcomes this move and
supports this notion of setting an example
from the top-down. This will help to
streamline work practices and set easierto-follow guidelines for the contractors to

mitigate risks involved.” SCAL and Redas
have wasted no time and volunteered to sit
on this taskforce on top of taking time on
our own to address the issue of high fatality
rate within the construction industry.
On this note, SCAL would like to encourage
members to join the bandwagon heading
towards setting a higher standard of safety.

Our Building Information Modelling-enabled
(BIM) classes at our SCAL Academy is
ready for higher intake this year as DfS
looks to be implemented this year.

Golf Charity Tournament 2014 at Jurong Country

The SCAL Annual Golf Charity was a
huge success this year with our inaugural
collaboration with The National Kidney
Foundation (NKF). This year, the arrangement
of the proceeds was to the benefit of
members and the charity organization.
All proceeds went directly to NKF which
allowed participating flights to enjoy
tax rebates of 2.5%. Additional funds
were raised through the charity sale of
Manpower Minister, Mr Tan Chuan-Jin’s
newly published book of photographs
entitled “The World We Live In”. Minister
Tan was also the Guest-of-Honour of the
SCAL Charity Golf Tournament 2014.
SCAL raised a total of $203,500.00 through
the sale of flights and books for NKF. This
sum was further matched by the Government
under the Care & Share Movement and
raised the total donations to $407,000.00.

Despite the rainy start to the day, the
game surged on with high spirits with
many players enjoying themselves on the
green. In appreciation of all sponsors and
donors, dinner was provided after the
game.
That night’s entertainment was
cheerfully provided by SCAL President,
Dr Ho Nyok Yong, who played the
harmonica to the tunes of a Chinese
folk song which was met with a rousing
applause.
The SCAL Golf Committee and the CSR
Committee worked together on this year’s
golfing event and both committees’
chairman gave a short address of
appreciation to the participants. At
dinner, Minister Tan personally signed
and presented copies of his book to
companies that bought the publication
together with the flights.
A lucky draw was also conducted that
night with everyone leaving with a gift
and many other door gifts thanks to our
generous sponsors.
The coffee-table book is a beautiful
compilation of photographs captured by
the Minister during his travels. SCAL and
NKF are very thankful for the Minister’s
contribution to our golfing event this year.

SCAL CEO Lunch Dialogue On Safety

Senior management representatives from various construction companies attended the dialogue session together
with other SCAL, Ministry of Manpower, and Workplace Safety and Healthy Council representatives
SCAL and the Ministry of Manpower
(MOM) co-chaired the SCAL CEO
Lunch Dialogue on Safety with Senior
Parliamentary Secretary for Education
and Manpower, Mr Hawazi Daipi,
on 13 August 2014, at SAFRA Jurong.
Many senior management representatives
from the construction industry were
invited to attend the session as well.
The SCAL CEO Lunch programme aims
to bridge the communication between
SCAL members and the Government by
providing a social and open platform.
Members are able to air their opinions
and raise their concerns with the relevant
Government agencies and ministries and
vice versa. This constructive session
was open to the senior management
of 23 leading construction firms,
together with SCAL Council Members,
and representatives from the MOM,
and Workplace Safety and Health
Council (WSHC).
The session was also organised to
address the dire workplace safety and
health (WSH) situation in the industry and
to make an appeal to those present to
take firm action and raise WSH standards
at sites and in projects.
In his opening remarks, Mr Hawazi
Daipi, highlighted the deteriorating WSH

situation in the construction industry and
added that MOM would be enhancing its
enforcement measures to deter unsafe
worksite practices. However, this will be
done in consultation of stakeholders and
MOM will be collaborating with the relevant
stakeholders in the construction industry to
improve the current situation.

During the dialogue, a few key issues
were raised such as the following:
1. Shortening of Project Timelines
affecting construction WSH
performance
Members commented that a key
reason for the worsening construction
WSH performance could be due to
progressive shortening of construction
project timelines.
2.Tightening of Manpower
It was noted that with the tightening
of MYE, some workers have to cut short
their stay in Singapore which results
in a shortage of experienced workers.
However, retaining experienced workers
would address the issue and allow for
work to progress productively.
It was also highlighted the need for
an effective enforcement regime to
penalise sub-contractors’ workers who
frequently disregard safety regulations.

3.Training for WSH professionals

of ensuring competencies of WSH
Officers. They commented that WSH
Officers have to understand the
requirements of new WSH regulations
being rolled out and accurately
communicate to their respective
organisation.
In closing, SCAL President, Dr Ho Nyok
Yong said that the dialogue had been
fruitful and SCAL would hold more of
such sessions.

Amid the challenges of the construction
industry, SCAL members have not
forgotten the less fortunate in our
society and collaborated with the
Building & Construction Authority (BCA)
for the third time for a Corporate Social
Responsibility (CSR) project.
BCA adopted the Singapore Association
for the Visually Handicapped (SAVH) as
their charity organization for the past
three years and has called upon SCAL’s
partnership to help redevelop SAVH’s
compound.

SCAL Contracts & Practices Conference 2014 – Understanding
and Managing Construction Contracts Successfully

SCAL and SCAL Academy once again put
together the annual Contracts & Practices
Conference (C&P) 2014 for the third
consecutive time. The full-day conference
has been growing in popularity and
received over-whelming response with a
total of 300 participants at Orchard Hotel.
SCAL President, Dr Ho Nyok Yong,
delivered the welcome address where
he warned contractors to remain vigilant
when tendering for projects amid high
construction demand forecasted in
the range of $31 to $38 billion by the
Building & Construction Authority (BCA).
The construction industry continues to
face challenges carried forward from
previous years of manpower shortage,
increase in foreign worker levies for lowerskilled workers, and rising operation and
compliance costs.
Dr Ho cited the example of the delayed
completion of the Ng Teng Fong General
Hospital, singled out by Prime Minister
Lee Hsien Loong during his National Day
Rally Speech.
As such, to help members understand
their contractual liability and entitlement,
the C&P Conference is a good
opportunity to find out more as we invite
legal practitioners from various firms to
update our industry on cases that are
relevant to the challenges we face today.
The seminar not only provided a
comprehensive understanding of the
provision of various Forms of Contracts,
it also covered topics such as recent
legal developments concerning time in
projects, Security of Payment Legislation
as well as liability for defects postcompletion.
The speakers were from legal firms such
as Chan Neo LLP, Wong Partnership LLP,
Rajah & Tann LLP, and Pinsent Masons
MPillay LLP. There was also a bonus
presentation on understanding BCA’s
requirement on Coretrade, Buildability and
Constructability at the conference. The
general feedback from C&P Conference
2014 was generally positive and SCAL
would like to encourage members to
participate in next year’s seminar. For

account of uptrend factors when bidding for
contracts and make allowances for changes
that may affect projects at a later stage.”

SCAL 9th Safety Site Visit to Alexandra Central Project

Safety Site Visits begin with a short briefing on
the project and explanation of the safety practices
implemented to help mitigate risks

The latest Safety Site Visit to Alexandra
Central was during the week Singapore
experienced some hazy weather
conditions. The site situated next
to IKEA Alexandra, is a 19-storey
mixed development of hospitality and
commercial purposes. The hotel occupies
13 levels, with a total of 450 rooms
perched stop a six-storied podium for
shoppers and food-lovers.
The developer is CEL Development Pte
Ltd and the contractor is Keong Hong
Construction Pte Ltd worked together on this
project valued at $108 million. Director of
Keong Hong Construction, Mr Er Ang Hooa,
gave a brief introduction to the project
scope while Mr Joey Chen, Environment
Health and Safety Officer presented on the
implemented safety practices.
As the project is in a built-up area,
sandwiched between IKEA and a residential
estate, crane safety was considered
very carefully in order not to affect any
neighbouring establishments. Two tower
cranes were deployed on-site with a
competent lifting team comprising a lifting
supervisor, a rigger and signalman, and
crane operator who has five years of
experience of crane operations.
Some of the best safety practices include:
1. Proper platforms and barricades for
high level formwork erection
2. The use of aluminum scaffoldings
which are light and not subjected to
rust
3. Designated storage area for lifting
gears and wall ties for the higher level
formwork
4. To facilitate 2-way communication,
a suggestion box was placed at the
guardhouse
5. In view of the returning hazy
weather conditions, N95 masks
were distributed to the workers and
proper briefing was given to teach the
accurate usage of N95 masks.
Only BizSAFE 3 certified contractors
and suppliers are considered for any
contract tendering and awards are given
to best sub-contractor while penalties are
dished out tor subcontractors with poorer
safety records.
To encourage a working culture that be
pivoted on safety, staff performance
appraisals include a safety and health
checklist and regular in-house safety
audits are organized. Keong Hong

the third floor and the roof-top where they
could understand the earlier briefed safety

77th SCAL Annual Dinner 2014

The 77th SCAL Annual Dinner was a momentous event marking
change in the way the built environment sector moves forward
cohesively and marking a milestone in SCAL’s history. This year,
SCAL had the privilege of having Mr Khaw Boon Wan, Minister of
National Development, as the event’s Guest-of-Honour (GOH) and
it was with this opportunity the construction industry demonstrated
its commitment to encourage good human resource (HR) practices
to retain skilled local talent and attract more into its community to
make the built environment a workplace of choice.
The built environment sector has experienced strong growth with
construction demand at historically high records of $25 to $35
billion for the next two years. To support the needs of a growing
nation, a steady pipeline of talents is needed to join and remain
within the built environment sector. As such, SCAL, together with
the rest of the Construction Joint Committee (CIJC) members,
signed a Memorandum of Understanding with the Building and
Construction Authority (BCA) in May 2014 as part of a 5-year
Roadmap to drive transformations in the sector to offer conducive
work environments, better HR practices, and meaningful careers to
enhance the attraction of local talents.

The events at the 77th Annual Dinner
have anchored SCAL’s position further

and a consultative industry association

the Government. SCAL President, Dr Ho,
echoed this message to members through
his opening speech. He noted that with the
help of the Singapore Business Federation,
the six wishes SCAL proposed for Budget
2014 were considered seriously, and three
were granted. The wishes are:
1. A new route for skilled workers to pay lower
levies without taking the Core-trade test
2. Extension of the maximum Period of
Employment for skilled workers from 18
to 22 years
3. Mandating upstream to design easierto-build structures that encourages
productivity

Through Budget 2014, SCAL is slowly
gaining recognition by Government
ministries and agencies as we continue to
collaborate to various issues while voicing
the concerns of the industry. Dr Ho also
warned in his speech that despite strong
construction demand at a forecast of $31
to $38 billion, members must remain
vigilant in tendering for projects as the
industry continues to face challenges
brought forward from previous years.
He said “The shortage of manpower both in
terms of labour and management personal
will expect to push up operations costs
further. (As such,) SCAL will endeavour to
champion for members and continue to be
the voice of the construction industry while
maintaining good working relationships
with the Government.”

The SCAL Annual Dinner is also an

the past year and to commemorate the
valuable contributions of members who
have served the Association in their utmost
capacity. As such, on behalf of SCAL, Mr
Dominic Choy, SCAL Secretary-General,
conferred the Lifetime Honourary Award to
Mr Desmond Hill for 21 years of dedication
and service towards the Association and
the industry. Mr Hill is still serving as SCAL
Council Member and SCAL hopes to see
Mr Hill steadfastly serving the Council in
the many years to come.

In our annual efforts to reach out to the needy and underprivileged, SCAL worked closely to the National Kidney Foundation
(NKF) to raise a total of $203,500 through our Annual Charity Golf
Tournament. This amount was matched dollar-for-dollar under the
Government’s Care & Share Movement which brought the total
amount to $407,000. It was a tremendous effort from both SCAL
and NKF which benefitted not only the needy kidney patients but
also SCAL members who participated in the golfing tournament as
all proceeds went to NKF directly which allowed companies 2.5
times in tax rebate.
Listening to constructive feedback over the years, SCAL is always
seeking to improve the programme for our Annual Dinner. The
SCAL Annual Dinner is also a night where members can relax and
be entertained by a slew of local acts. The programme included
mind-blowing acts from Ferris Yao, a mind reader, and Pamela
Oei, local stand-up comedian who dressed up as a Samsui
woman agonising her position as the pioneer batch of female
construction workers.

Citation for Mr. Desmond Hill
A summary of the citation read by Mr Dominic Choy, Sec-General at SCAL Annual Dinner on 2 September 2014
Conferring Mr Desmond Hill the Honorary Lifetime Award with Mr Dominic Choy, SCAL Secretary-General, delivering the citation, and SCAL President, Dr Ho, presenting a

Mr Desmond Hill has served the association in various capacities
over the past 24 years. He first obtained his Civil Engineering
Degree in 1982 from the National University of Singapore and is
a Fellow of Institution of Engineers Singapore and a Fellow of the
Society of Project Managers.
In 1993, he was elected to the Council of the Singapore
Contractors Association Ltd and has contributed as Secretary
General from 1999 to 2005 and President from 2005 to 2009.
To-date, he continues to serve as a Council Member.
During his tenure as President of SCAL, he was actively involved
in the reconstruction effort by the Singapore Government to build
a new jetty in Meulaboh after the devastating Tsunami that hit
Indonesia. SCAL undertook the project management services of
the jetty construction.
He has also been actively involved in several discussions with
relevant Government Ministries and Authorities to explore ways to
resolve various construction issues. Some of these discussions
have come into fruition such as the issuance of the “Practice
Note on Cost Sharing Framework”.
In 2008, during his tenure as President of SCAL, SCAL proudly
opened the SCAL Recreation Centre, the first dedicated
development to offer recreational facilities to approximately the
35,000 foreign migrant workers staying in the area.
Mr Hill has also served on many external councils & committees,
which include the Professional Engineers Board Investigation
Panel, Singapore Business Federation, Singapore Mediation

Centre, SPRING Singapore Building and Construction Standards
Committee, Eurocode Committee, MOM Workplace Safety &
Health Council Sub-Committee and ACCORD under the Ministry
of Defence.
He is one of the first batches of adjudicators who are trained and
equipped with in depth understanding of the adjudication regime
under the Building and Construction Industry Security of Payment
Act.
In the international arena, Mr Desmond Hill is the current
Rapporteur for the International Federation of Asian and Western
Pacific Contractors' Associations (IFAWPCA). And the Honorary
Treasurer for the ASEAN Constructors Federation (ACF).
In spite of his heavy involvement in the Construction Industry,
he still manages to find time for sports. He was the President
of the Singapore Squash Rackets Association (SSRA) for 8
years. Presently, he is an appointed member of the Singapore
Accreditation Council (SAC) as well as the National Crime
Prevention Council.
The Singapore Contractor’s Association Limited is indeed
privileged and fortunate to have Mr Desmond Hill’s past and
present contribution, commitment and leadership in SCAL. To
date, he continues to serve as an active Council member of
SCAL; among others, as Advisor to the Contracts & Practice
Committee and Member of the Workplace, Safety & Health
(WSH) Committee.

trucks fuelwatch Competition, for the second time this year on 23rd august 2014.
the competition challenged over 32 drivers to achieve the highest fuel savings
through optimised driving techniques.

The winners of the FH/FM and FMX
categories were Mr Eros Neo Jit Hong
and Mr Christopher Wu Ming Pu, who
achieved an average of 30% more fuel
savings than their defeated contenders.
They were amongst the 20 finalists who
had qualified through a theory test. The
finalists then drove the trucks along a
13km route to prove themselves as the
most fuel-efficient Volvo truck driver in
Singapore.
“The competition has made me realise
that there is so much more to learn about
fuel management, particularly learning
about the positive impact fuel saving
techniques can have on my company as
well as the environment,” said winner of
FMX category, Mr Christopher Wu from
KKL Enterprise Pte Ltd. “I am very
excited and wait in great anticipation
for the opportunity to interact with and
compete against drivers from around
the world.”
Neo and Wu will represent Singapore
and participate in the APAC and Global
Fuelwatch competitions to be held in
Goteborg, Sweden, headquarters of Volvo
Trucks, in September 2014.

2nd Crane Carnival 2014 Co-Organised by SCAL

Following its inaugural success, the second
Crane Carnival was held at ITE Central, Ang
Mo Kio, co-organized by the SCAL and the
Singapore Crane Association (SCA). The
event was supported by The Building and
Construction Authority, Workplace Safety
and Health Council, and the Ministry of
Manpower.
This year, the Crane Carnival 2014 was
part of a 3-day Singapore Crane Fair which
featured three consecutive events; Crane
Carnival, Crane Safety Symposium, and
International Crane and Transport Asia
Pacific Conference.

Carnival as the event aimed to meet
the following objectives:
1. Raise awareness on the developments
within the crane industry with regards
to the construction industry
2. Highlight the workplace safety and
health (WSH) aspect of the industry
3. Showcase the professionalism of the
crane workforce.
The event targeted job seekers as well
as existing workforce and their family
members. The carnival attracted over
1,200 participants and featured six
interesting activities to engage the
public and the industry workforce:
1. Recruitment drive
2. Outdoor crane exhibition
3. Skill stations with simulators
4.Workshops
5. Lifting Skills Competition
6. Indoor exhibition on safety equipment
and other related tools
determining the type of crane leased apart
from just specifying the tonnage.
SCAL President, Dr Ho Nyok Yong, gave
an opening speech and highlighted that
both the construction and crane industry
needed to communicate better to mitigate
risks involved. It is both the responsibility
of the contractor and crane supplier to
provide enough information and take the
initiative to find out more to supply the
adequate crane for the scope of work
required. He called upon both industries
to jointly develop a set of standard
required information that is necessary for
Mr Mohamed Abdul Akbar, Guest-ofHonour, and Chairman of the National
Crane Safety Taskforce, echoed the same
message that all stakeholders should be
involved in safety to ensure a safe and
healthy working environment.
“This can reduce miscommunication
among all stakeholders and mitigate risks
involved and recurring accidents.”
In the long run, with higher standard of
safety within construction-related sectors,
the image of the built environment sector
can be rebranded easier to retain local
talents and make the built environment
sector a workplace of choice.
He pointed out that crane-related
accidents are among the most common
causes of workplace fatalities and there
were three fatalities from the period of
January to June this year as compared to
zero the year before.
As such, the industry called out to the top
management of crane-related companies
to pledge upholding strong WSH
commitments within their companies and
send a strong message to their workers
that their safety, health, and well-being are
of paramount importance.

their companies and Mr Abdul Akbar, Dr Ho

SCAL is open to further collaborations
with industry-related events to build
greater awareness of the developments

Activities at SCAL Dormitory (Jalan Lekar)
April to September 2014
SCAL Dormitory, Jalan Lekar, is home to
some 2,400 foreign workers. From April
to September this year, the dormitory
has continued to organise activities and
events for residents to encourage a
healthy and balanced lifestyle.
Happiness Workshop
with Yoga
April to June 2014
Co-organised with the Art of Living
Foundation, a non-profit charitable
organisation, yoga workshops were
conducted to help release stress.
Residents were taught breathing
techniques as well as stretching different
parts of the body, and mind. Each session
had about 40 residents participating.
May Day Celebration
1 May 2014
In celebration of May Day, a variety
concert was held to provide entertainment
for residents. Some 600 residents
enjoyed dances performed to Tamil, Hindi,
and Bengali tunes. The emcees also
conducted several ice-breaker games to
engage the audience. With the positive
feedback, the dormitory will be looking
for more opportunities to organise such
entertainment programmes.
Volleyball Competition
13 May 2014
Following the commitment to increase
leisure and recreational activities for our
dormitory residents, a volleyball competition
was organised to encourage friendly
competition among residents and an active
lifestyle. The competition motivated 30odd residents to form teams and practise
daily in evening upon returning from work.
The open field was often filled practice
games and teams had a good mix of
different nationalities which forged stronger
friendships among dorm residents.
A total of four teams comprising seven
players competed against each other.
All teams went back with NTUC cash
vouchers to commend their good efforts
and sportsmanship.
Bhangra-robics Exercise
22 June 2014
With many foreign workers of Indian
nationality, SCAL organised a one-day
Bhangra-robics exercise session to help
workers stay active. Bhangra-robics
combines Northern Indian dance with
aerobics to put a fun twist on exercising.
Instructors were invited to teach residents
step-by-step and at the end of the session,
students were able to perform the entire
routine. Such sessions will be continually
organised once a month on a Sunday.
Crime Prevention Road Show &
Deepavali Celebrations
26 Sep 2014
The Crime Prevention Roadshow was
jointly organised by Choa Chu Kang
Neighbourhood Police Centre and SCAL
Dormitory (Jalan Lekar) in conjunction
with Deepavali Celebrations. An exhibition
by the Police, Ministry of Manpower, and
Singapore Civil Defence Force, was set
up to give away collaterals and conduct
quizzes on preventing crime.

Mr Kelvin Tay was among invited guests
to attend the celebratory roadshow.
Performances by Urumi Melam group
were the highlight of the event where
dancers performed ‘Light up of Lamp’ to
symbolize the removal of darkness and
bringing in power and brightness purifying
the dormitory.
The show also featured in-house talent
where a resident mimicked the voices
of several popular Indian actors and
singers which sent the crowd of residents
into roaring laughter. The string of
performances ended on with traditional
Indian dances which concluded the event
on a positive note. SCAL hopes to continue
organising such events to engage dorm
residents and make their stay in Singapore
as memorable as possible.

The BCA-SCAL Green & Gracious Builders’
Scheme (GGBS) Training Session was
held on 3 July 2014. The site visit was
at Beauty World Station and Tunnels for
DTL2 (McConnell Dowell South East Asia
Pte Ltd’s site). There were 30 participants
from 18 companies.

Dr Ho Nyok Yong attended the HDB PEAK
Forum 2014 on 11 September 2014. As
part of the Forum, besides seminars and
site visits, there was also an exhibition
on Punggol Northshore, Bidadari and
Tampines North. Models of the upcoming
projects were on display, illustrating new
urban design, sustainability and greening
concepts. HDB also shared some of
the SMART initiatives that HDB will be
piloting in Punggol Northshore. The
winners of HDB’s annual Design Awards
and Construction Awards were also put on
exhibition.

Inter-Dormitory Soccer Challenge 2014 at the
SCAL Recreation Centre
28 September 2014
Dubbed “the beautiful game”, soccer has had an international
appeal with avid fans around the world. It was no surprise that
when SCAL organised the Inter-dormitories Soccer Challenge,
six teams were quickly formed and many responded with
enthusiasm. This year, SCAL organised the soccer challenge on
the grass pitch instead of the hard court with 9 a-sides.
Each team had 12 players and all were fully decked out in
their jerseys and gears. The competition remained friendly and
players displayed camaraderie. But the game was most exciting
with many moments of brilliant play of outwitting and clever
scoring. More than 150 participants turned up to cheer and
support their teams.
Hougang dormitory team emerged as Champion and the Soon
Lee dormitory team as runner-up. Both teams received prize

money of $200 and $100 respectively and were also awarded
with trophies and medals. Ms Evelyn Chung, General Manager,
SCAL Resources Pte Ltd, gave away the prizes.
