Jeffrey Kusler introduced the new members—Heather Frarey from The Record Lounge, Mike Krueger, General Manager at Crunchy’s, and David Olson, President of CRMC. Walsh arrived at 8:08 a.m. 2) Public Comment None. 3) Approval of Minutes A) February 4, 2014 Walsh moved to approve the minutes of February 4, 2014 as written; Baladi seconded the motion. Vote: All yeas, motion carried unanimously. 4) Approval of Agenda Walsh moved to approve the Agenda as written; Olson seconded the motion. Vote: All yeas, motion carried unanimously. City of East Lansing Downtown Management Board Minutes – 3/4/2014 – Page 1 of 4 5) Financial Reports A) January 2014 Financial Report Pope reviewed the Treasurer’s Report. The Board accepted the January 2014 Financial Report. B) Draft FY2015 Budget Pope said this budget is preliminary and will go to the Marketing and Business Relations Committees for review. C) Co-op Advertising Pope prepared an overview showing how much the DMB has spent on co-op advertising over the last five years. She indicated businesses can use co-op funds for radio, television or print ads. 6) New Business A) CRC Sponsorship for Taste of East Lansing Pope said last year the DMB gave $200 since it was only the second year that the CRC put on the event. Krueger said last year it was very well attended. Baladi moved to give $500 to the CRC for the Taste of East Lansing Event; Walsh seconded the motion. Vote: All yeas. Motion carried unanimously. B) Wayfinding Sign Pope said the Marketing Committee had discussed the idea of putting a wayfinding sign at the southwest corner of Abbot and Saginaw to direct people coming from the west to the downtown. The Library and the Parks, Recreation and Arts Department also wanted the sign to direct people to the library and the sports complexes to the north, and they have committed funds to pay towards the wayfinding sign, which costs a total of $1,893. Staff recommends the DMB allocate $631 towards the sign. Walsh moved to allocate $631 for the wayfinding sign at the corner of Abbot and Saginaw; Baladi seconded the motion. Vote: All yeas. Motion carried unanimously. Pope said she will be attending the City Council meeting that evening for approval of the wayfinding budget. She indicated the sign should be going up in a couple of months. 7) Old Business A) Parking Information Insert Kusler said the DMB is preparing this insert to go into the parking envelopes for tickets issued by PACE to give people a better idea of where to park. There is also a larger informational brochure. He said handicapped accessible parking will be added to these inserts. Krueger remarked that the meters behind Crunchy’s offer 15 minutes for a quarter. Pope will check with Parking on the rates and revise the insert. There was also a suggestion to make the map a little larger. She informed the new members that the Marketing Committee received proposals for a phone app which ranged from $4,000 to $12,000. The Communications Department in the meantime had issued RFPs to update the City’s website. She indicated most of the proposals include a phone app, and if the DMB can work with the City’s website, it would free up approximately $13,000 from their marketing budget. She will see if Alan McCarrick, the Information Systems Administrator, can speak at the April meeting regarding the proposals. Kusler said it would be nice to have as an add-on virtual tours of the downtown and parking areas. Pope reviewed the activities of the Marketing and Business Relations Committees for the new members. She also described the strategic planning process and said she will be setting up meetings in the spring for the Board to work on goals and objectives for the next five years. B) Business Relations i. Synopsis of February 20, 2014 meeting ii. February Shopping Event Baladi said the Committee decided to have a mid-winter sales event again next year before Valentine’s Day. She indicated this year they will not have a fashion show for Girls Day Out, but there will be a lot of different activities in the downtown for this event, which will be held on either October 11 or 18. Baladi indicated the Spring Meet and Greet will be on May 12 or 19. She said they also discussed The Great Pumpkin Walk, which attracts more people every year. C) Downtown Maintenance Committee Pope said staff will be scheduling the spring walk-through for April. She reported cameras will be installed in the dumpster enclosure in the 300 block. The DDA and Parking Department are each contributing $2,000 towards this. D) Parking Update Kusler indicated they will be meeting in March. 9) Reports from Chair and Board Members A) Economic Sustainability Steering Committee Kusler said the Committee is looking at ways to make East Lansing more vibrant in the downtown and in other areas in the City. He said there are maps on the Comprehensive Plan website explaining the updates (Conceptual Image Boards). He mentioned the committee will not be meeting in March. B) Urban Form Steering Committee No report. City of East Lansing Downtown Management Board Minutes – 3/4/2014 – Page 3 of 4 C) Housing Steering Committee Olson said they meet next on March 5. He indicated there is a movement to preserve the Bailey Neighborhood and buffer them from student housing. They are also looking at possibly developing the alley and Albert Avenue corridors in the downtown. 10) DDA Liaison Report Pope indicated the DDA approved cameras for the 300 block refuse room and money for additional wayfinding signs. She said the application and plans for the Park District came in. 11) Staff Reports A) Strategic Planning Sessions Pope said staff will be looking at dates in April, May and June for these sessions. Baladi left at 9:07 a.m. B) Be a Tourist in Your Own Town Pope indicated this year “Be a Tourist in Your Own Town” will be held on May 31. They will be receiving more information about this from the GLCVB. 12) Written Communications A) Jonna’s 2 Go Pope said we sent a thank you letter to Jonna’s for catering the last Meet & Greet event. 13) Adjourn There being no further business, Walsh moved to adjourn the meeting at 9:08 a.m.; Krueger seconded the motion. The 2013 festival was no exception! This year’s event unveiled a number of new and exciting initiatives. Now entering its 18th year, the Summer Solstice Jazz Festival continues to build on its reputation of hosting world-class jazz performers; having fun, creative activities for families; and providing opportunities for young performers to learn and grow. This year’s festival received fantastic media coverage. WKAR broadcasted live on Friday, June 21 and City Pulse published two glowing reviews. Saturday’s entire lineup was taped for a YouTube broadcast and the event was covered in many other local media outlets. The new MSU Education Stage featured swing dance lessons and performances by high school jazz groups. The SSJF also encouraged environmental responsibility by adding free bicycle valet parking provided by the Mid-Michigan Environmental Action Council. For the MSU Education Stage’s inaugural year, we welcomed students from around the region: Jazz Association of Mid-Michigan scholarship recipient Noah Frankforter, the Saginaw Area Youth Jazz Ensemble, the Ann Arbor Pioneer High School Jazz Combo and the East Lansing High School Jazz Combo. The Summer Solstice Jazz Festival Advisory Board would like to thank you in advance for your commitment to the festival. The first festival was scheduled at “The Rock” on MSU’s campus but was moved to Erickson Hall due to inclement weather. Influenced by summer solstice celebrations in Europe, the festival went all night— starting at 9 p.m. and lasting until dawn. 1998 After a few years on MSU’s campus, the Summer Solstice Jazz Festival was moved to downtown East Lansing. The heart of the city became the festival’s new home to attract more people into the business district. The festival grew in size and popularity in downtown East Lansing. Attendance at the event skyrocketed, growing from 800 to 8,000 over the years. 2007 The City of East Lansing created a partnership with the Wharton Center for Performing Arts and the MSU College of Music to plan, market and produce the Summer Solstice Jazz Festival. 2012 The festival was reorganized to include an advisory board. The board’s role is to raise funds to produce the event, volunteer at the festival and support overall festival production. 2013 With the assistance of Michigan State University, the festival strengthened its commitment to music education with the addition of the MSU Education Stage. This new performance area gave young, up-and-coming jazz musicians an opportunity to perform on stage at a major festival. The MSU Education Stage was located in the park at the corner of Abbot Road and Albert Avenue. On Friday night, the State Swing Society gave free swing dance lessons. Saturday’s lineup included Jazz Association of Mid-Michigan (JAMM) scholarship recipient Noah Frankforter, the Saginaw Area Youth Jazz Ensemble, the Ann Arbor Pioneer High School Jazz Combo and the East Lansing High School Jazz Combo. "...an educationally inspired lineup as well as community bands, small combos and Latin-tinged big bands." — DownBeat Magazine JAZZ KIDS Families loved the festival’s expanded hands-on, interactive Children's Area! In 2013, the Jazz Kids tent was coordinated by Wharton Center Inner Circle volunteers. Additional activities were provided by the East Lansing Public Library and the Eli and Edythe Broad Art Museum. The newly expanded family area offered a number of jazz-inspired activities for kids of all ages. Kids made Mardi Gras beaded necklaces and jazz festival dance ribbons. WILX-TV Mindy Wise from WILX Channel 10 TV made a presentation to the Committee. She indicated she has had a lot of experience working with co-op advertising and with DDA’s and Old Town. She offered five different MomsEveryday interviews at no cost. These interviews would also run on the MomsEverday.com website with links to our website, Facebook, or other social media. Their total proposal was $5,040. b. WVIC/WLMI Radio Alex Hencken gave a proposal for the above two stations, which includes baby boomers and younger listeners. He said because there will be a lot of political commercials starting in the fall, he could offer 10-second stand-alone Weather or News Sponsorships. He said if the DMB approves his proposal, he could also offer downtown businesses the same rates. His proposal totaled $2,500. He said for an additional $1,000 he could offer a one-hour remote, or $2,000 for a two-hour remote, which would include the talent fee, for an event such as Girls Day Out. c. Townsquare Media Lansing (formerly Cumulus Radio) Lisa Truong presented a proposal which includes two of their radio stations—WFMK-FM and WJIM-FM. Her presentation also incorporated social media. These would include 15 second voiceovers at $20 per commercial and also offer online streaming for a total of $2,435. Truong said local businesses could contribute up to five gift cards of $20 for each event as on-air giveaways. The Committee discussed the proposals. Pope will get a quote from Townsquare for the cost of a one-hour or two-hour remote. She indicated Channel 6 said they would submit a proposal, but she has not heard from them. She said she had some problems with Channel 6’s responsiveness in the past. Chilenko suggested asking downtown businesses what media outlets they use the most to advertise with and what they listen to. Pope indicated they will hear two or three more proposals at the Downtown Marketing Committee meeting on March 19. He also offered $300 and $500 campaigns. Chilenko asked for details and which stations would be used for which events. Ferrera said he would provide that. He said the general rotators run from 5 a.m. to midnight, and the Committee may switch networks if they like. b. Fox 47 Dana Kromer, Sales Manager filling in for Joe Antonelli, outlined a $5,000 campaign, dividing the ads per event between 5-second ads, 15-second ads and sponsorship billboards, and as a bonus offered Facebook inclusion and Twitter events. She also offered the opportunity to purchase Morning Blend interview segments for $295 apiece, with the opportunity to distribute the segments electronically. She said we could replace some of the 5-second ads with 15-second ads. c. Channel 6 Pope said we received a proposal from Channel 6 which came in after the deadline. The committee decided not to consider their proposal. The Committee recommended spending $14,000 as follows: $2,500 with Townsquare Radio $6,500 with Fox 47 $5,000 with Comcast This would leave $1,000 in the generic year-round advertising budget. Pope said we would want Comcast to come back with their proposals for each event before making a commitment. 2. Be a Tourist in Your Own Town Pope said she met with Julie Pingston from GLCVB to put together a scavenger hunt which downtown businesses can participate in during this event. Keeney expressed concern that with the Farmers Market opening, there will be much more traffic and speeding in the Valley Court area. Pope will discuss this with Ami van Antwerp and possibly get the City Engineer involved. The committee also requested proposals for radio advertisement from WLMI and Townsquare Media Lansing. The 12 month generic advertising budget for FY14/15 is $15,000. Each of the proposals was presented to the Marketing Committee by the Account Reps. This is the third year the Committee has chosen to purchase the advertising in one package. By purchasing the advertising in 12 month increments, we also receive perks such as website advertising, twitter, and facebook exposure. After reviewing all of the information, the Committee is recommending the Board approve the proposals from FOX 47 in the amount of $6,500, Comcast in the amount of $5,000, and Townsquare Media in the amount of $2,500. This would leave a remaining $1,000 in the year around advertising budget available to use for additional advertising as the Board chooses. The Committee looks forward to discussing this with the Boardmembers at the next DMB meeting. Spring Meet & Greet, May 19 5 – 7 p.m. The Committee discussed the Spring Meet and Greet and what information would be available for the businesses. Pope noted the draft update of the Urban Design Guidelines will be available at the meeting. Fall Girls Day Out Event, Oct. 11 or Oct. 18 The Committee recommended holding this event on October 18. BATYOT Pope reported there will be a scavenger hunt from 11 to 5 p.m. She is working with the GLCVB on the event. Letters will be mailed to businesses asking them to participate. There will be approximately eight items that will need to be located. Miscellaneous The committee discussed the MSU/U of M game that will take place on October 25. The committee asked staff to schedule a meeting with the different City departments that are involved with the downtown to schedule a meeting in order to prepare for the game. The May 22 Business Relations Committee will be canceled due to schedule conflicts.
