Project Manager LRT uijeongbu lrt - u line republic of south korea design review project communication project management works supervision operation schedule maintenance program The challenge Uijeongbu Light Rail Transit (LRT), also known as the “U-line”, serves the town of Uijeongbu (the “U” stands for the name of the town), which is located 20 km north of South Korea’s capital Seoul. U-Line is a driverless and grade-separated light railway, the second fully automated line in Seoul, after the Sin Bundang Line, and the third driverless line operated in South Korea. The area has boomed into a satellite community of Seoul. Since 1995, the population has increased rapidly by 38% ; by 2020, after another increase of 28%, it will reach 500,000 inhabitants. The LRT system aims to meet the transport needs of the growing population and reduce the travel time between the 2 parts of the town to 19 minutes (in comparison, the journey by bus and car travel takes 40 and 30 minutes respectively). The light railway system runs on rubber tyres, along an 11 kmlong U-shaped elevated structure and serves 15 stations from the eastern part of Uijeongbu (Tapseok) to the commercial and administrative centre of the town (Balgok). Hoeiryong is the connecting station with Seoul Subway Line 1 (Mass Rail Transit). Each of the 15 light automatic train set is composed of two carriages (Véhicules Automatique Léger or VAL) and can carry up to 236 passengers each, at a maximum speed of 80 km/h. Headway is 3.5 minutes at rush hours and 6 to 10 minutes off-peak. The system is operated 19.5 hours a day. The control and regulation of train movements are performed by an automatic operations control system. Stations are equipped with video cameras and data transmission to the control centre, to carry out permanent monitoring. The project was built on a turnkey basis through a Private Participation in Infrastructure (PPI) by a Korean consortium led by GS Engineering & Construction. A company named Uijeongbu Light Rail Ltd was specially created in 2005 for the purpose of leading the LRT project as concessionaire (Franchise Holder). Construction started in 2007. All the tracks were laid by mid2011 and signal installation was completed by the end of the same year. 6 years were necessary to design, build and commission the LRT. The total project cost was €390 million. www.systra.com A single Engineering, Procurement and Construction Contract was signed with the consortium of GS Engineering & Construction, other Korean companies and Siemens Transportation Systems. It covered all the aspects of the Uijeongbu LRT project including civil works and architecture, electrical and mechanical systems, automatic train control and depot equipment, rolling stock. Project management services were performed by a consortium of DONG-IL, Engineering Consultants Co. Ltd and BEAK LIM Architect Engineering Consultant, led by SYSTRA. SYSTRA’s role The construction of a light railway in Uijeongbu was initiated by the Town on a PPI basis in 2001. The concession contract was signed between the concessionaire and the conceding authority on 15 April 2006. SYSTRA was involved in the tender stage from 2000 and signed the contract for project management services in September 2006. For the first time in Korea, and with the full support of the concessionaire, SYSTRA’s project management included supervision services as defined by Korean law. This reinforced the role of project management for the benefit of the concessionaire in relation to the EPC contractor. Synergy between the two PM functions, project management & supervision, enabled the project management team to transmit instructions directly to the supervisors on site and the supervision team could report all information from the site directly to PM. An internal team process was created and resulted in more reliable and faster transmission of information. Clear and immediate instructions were given by and to both parties. To manage the works on site, supervisors were immediately informed about project priorities by the project management team. The supervisors were part of the production process and did not intervene solely when problems arose. On the Uijeongbu LRT, the synergy developed by the integrated team of project management and supervision enabled the optimisation of tasks and an efficient and coordinated management of the project.
