Although the former boroughs
of Toronto have each started to
develop their own city-centres,
none has been as successful as the
development of North York. It was
the vision of Mel Lastman, and his
25 years as mayor made North York
into a city and not just a suburb.
Urban planners argue that every
true city requires four things to be

facilities; corporate head offices;
