He wondered how the city can justify such an expenditure. Executive-committee vice-president De Cotis pointed out to him that the expenditure in question wasn’t only $23.5 million, but “a major investment” of $38.8 million to improve public transit in Laval. Name change debate Among the many items on the long agenda of business being considered by the councillors was one calling for them to approve changing the name of the building on Pie-X Blvd. to the Pierre Creamer Arena. Born in Chomedey, Pierre Creamer was head coach of the Pittsburgh Penguins during the 1987–88 NHL season. He is the brother-in-law of former NHL star Mike Bossy. While no one seemed to object to changing the name, or the name that was chosen as the replacement for that matter, some eyebrows were raised about the fact that the decision was made without outward consultation and away from public scrutiny by the urban planning committee. “There’s something that’s not working in the transmission of information,” said Fabreville councillor Michel Trottier. “Nobody is in disagreement with this,” he added, suggesting that more documentation on the decisions of the CCU should be made available with the city council agenda. “It would be interesting to have more transparency from the CCU,” he said. Questions local input Executive-committee vice-president David De Cotis pointed out that the recommendation originated not with the CCU, but from a city department which in turn passed it onto the executive-committee whose detailed decisions are all available to the public. Despite a petition backing the name change, Trottier protested STL expenses questioned Laval city council held its last public meeting on June 7. what he claimed was a lack of local input in the decision. During a segment of the meeting devoted to councillors special issues, Chomedey councillor Aglaia Revelakis pointed out that a senior citizen from her district seated in the audience had recently set a shining example of someone excelling at physical fitness while contributing to a good cause. During the Laval Firemen’s Festival, David Applebaum completed more than 20 kilometres during the event’s marathon and exceeded a personal record. “It’s great to see a person of that age who is so actively involved in sports,” Revelakis told the Laval News. I think we should all participate next year and take part in the marathon also, either walking or running. Thus you will be receiving THE LAVAL NEWS with the delivery of your PUBLI-SAC ON WEDNESDAY, STARTING JUNE 22, 2016. 3 Opinion & Editorial Health-care spending increases point to unsustainable future Provincial governments need to start re-examining how their health-care dollars are spent or implementing meaningful health-care reform now Health care is the single largest budget item for every provincial government in Canada. Increases in spending on health care can therefore have a significant impact on resources available for other government programs (such as education and social services), the tax system, and the government’s fiscal balance and debt. Based on the historical trends observed over the last 15 years or so, in addition to expectations regarding inflation and a growing (and ageing) population, healthcare spending is projected to consume an increasing portion of both program spending and the economy. A new study by the Fraser Institute estimates that, across Canada, health-care spending by provincial governments will grow from consuming 40.6 per cent of total program spending (in 2015) to 47.6 per cent (in 2030). By comparison, health care represented 34.4 per cent of program spending in 1998. Trudeau government’s next challenge: taking Australia’s refugees? The debate that has been raging since last year over the issue of what to do with the hundreds of thousands of refugees fleeing Syria and the Middle East is taking on overtones reminiscent of the buck passing that was characteristic of the world’s attitude towards Jewish refugees fleeing Europe before World War II and the Holocaust that followed. Refugee crises, which send large waves of people into new global regions, test not only our capacity for tolerance. History tells us they’re also a testing ground for hateful political ideas and ideologies. Political leaders, who see growing public impatience over rising numbers of new immigrants, will sometimes seize on opportunities to promote intolerance, while offering to close our borders to people fleeing tyranny and crushing economic hardship. Australia, which is currently undergoing some political turmoil of its own over the acceptance of refugees, is apparently on the verge of making a formal request to send a large number of its asylum seekers to Canada, a country which has already accepted and resettled more than 25,000 such people. Australia is in the midst of a federal election campaign in which the refugee question has become a central issue. With right-wing anti-refugee sentiment growing in Europe, and with voters in the United States poised to decide whether they too want to go that route by voting hardline and protectionist presidential candidate Donald Trump into office, the global refugee defence movement has turned to Canadian Prime Minister Justin Trudeau as the upholder of like-minded values. In Australia, where measures to deal with refugee-acceptance predate the Syrian crisis by more than 15 years, Australian Prime Minister Malcolm Turnbull remains unmoved by widespread reports of the treatment of more than 1,000 asylum seekers who have been detained for years in camps on islands thousands of kilometres off the Australian coast where the living conditions were described by Amnesty International as “tantamount to torture.” After an Iranian man and a Somali woman set themselves on fire in protest in an Australian detention camp recently, Turnbull is reported to have said that Australians “cannot be mistyeyed about this.” He persisted with the hardline, which has since been adopted by all other mainstream Australian political parties. When Marine Le Pen, leader of France’s far-right anti-immigration National Front party paid a visit to Quebec in March, it was clear in her remarks that she was trying to stir up global approval for the National Front’s intolerance – much in the way that the Fascists and Nazis of a bygone era tried to forge a global common front. What was also clear was that she was telling the Trudeau government, on its own territory and in clear defiance of accepted diplomacy, what it should be doing. During her visit, Le Pen said Canada is on the wrong path with its immigration policy. She described the federal Liberal government’s decisions on immigration, particularly its welcoming of Syrian refugees, as “erroneous.” She also said that Canada’s political leaders have shown little regard for the consequences of their decisions, and that these could include accelerating the demands of religious minorities, such as providing space for prayer, or the establishment of religious courts. “A multicultural society is a society in conflict,” the French politician said. As we consider strategy for the current refugee crisis, let us not forget how most of the world reacted in the late 1930s to the waves of Jewish immigration which became inevitable because of discriminatory, racist and anti-Semitic policies in most of Europe. Nazi Germany profited from the actions of nations – including Canada – that refused Jewish refugees. They ended up agreeing inadvertently with Fascist ideology. Canada is a country which has grown strong on its policies which generally are welcoming and encouraging towards immigrants. The position is based on an overall view that generosity tends to breed loyalty in those we take in. Should the Trudeau government waver in this commitment to continue upholding the principles which define our immigration policy, it would be a betrayal of the spirit of openness which is a fundamental component of the Canadian identity. – Martin C. Barry – While every province is expected to see health-care spending consume a larger portion of their budget in the future, five provinces (P.E.I., Nova Scotia, New Brunswick, Ontario and British Columbia) will see health spending grow close to or exceed 50 per cent of total program spending. Only Quebec and Saskatchewan are expected to keep health-care spending under 40 per cent of total program spending. Notably, health-care spending by Canada’s provincial governments (in total) is also projected to consume a larger portion of country’s economy - growing from 7.3 per cent of GDP in 2015 to 10.7 per cent in 2030. In particular, the Atlantic Provinces and Manitoba may see health-care spending consume more than 15 per cent of their provincial economies in the future. Given the expected increases in the ratio of health-care spending to both total program spending and GDP, it’s clear we are facing a fiscally unsustainable future. If governments continue along this path, there will have to be either reductions in spending on other programs, or higher taxation, higher deficits and debt, or some combination of these three. Of course, the examples of other countries with universal health-care systems prove that increased spending is not a necessary prerequisite for a better health-care system. In fact, many countries spend similarly (or less) than Canada does (including public and private spending), and yet have more medical resources, shorter wait times, and similar (or better) outcomes. However, unlike Canada, these countries generally incentivize hospitals based on activity, require patients to share the costs of treatment, and involve the private sector (either as a partner, or an alternative) - all while ensuring the promise of universally accessible care. While Canadians and their elected policymakers will have to ultimately decide which of these policies to experiment with and implement, it’s clear that the current model will become increasingly unsustainable from an economic standpoint. Many of our families come to get their social services, their health services, to network, to learn a sport. So this money and this announcement today is so important to help our leaders in education make their way down the path towards continued success.” In an interview, Maccarone noted that some of the money going to Our Lady of Peace Elementary will be used to improve the student library which currently is within an unenclosed alcove area of the school. “It’ll lovely when they finally have a library that has a wall so the kids can actually have a quiet place to come and not have to worry about disturbing the other classes,” she said, while adding that the work is set to take place in the summer of 2017. According to Maccarone, the work that will take place at the schools involves renovating washrooms, changing windows, upgrading exterior walls and improving, plumbing, drainage, heating and electrical systems. “All these things maybe don’t sound so sexy, but you know what they are so incredibly important,” she said. “All of these elements are really going to help our schools to become the stimulating learning environment that they need to be, not just to make our schools safe but to make our schools places that our teachers and staff want to come to and where our students and our parents feel proud as well to say that this is our school. They will not require contractors/ citizens to obtain permits for minor structure projects and renovations. Starting in June 2016 for buildings of one to three dwellings some projects whose value is less than $ 5,000 will not require a permit or approval from the Urban Planning Department. This change simplifies procedures for the execution of minor works. As a result it is expected that this change will free up man power to process requests quicker thus improving the approval times for permits of jobs in excess of $ 5,000 or more. As there are technical criteria and exceptions to every general policy citizens/contractors are encouraged to check with the City of Laval before beginning any projects to check whether or not they need to obtain a permit. Grant of $ 150,000 to fete the 30th anniversary of the Laval Symphony Orchestra To promote the celebration of the 30th anniversary of the Laval Symphony Orchestra Marc Demers Mayor (LSO) and its special programming this year the Executive Committee have granted a subsidy of $ 150,000 for this year’s operational budget. The added financial support will allow the LSO to expand this season’s repertoire. In addition to its customary programming and performances the orchestra will now also schedule some lectures before performances, open rehearsals to the public and plan events in the classroom. Special accommodation will be offered at centers for seniors and the Laval Symphony Orchestra will offer three free performances in parks and or on the river banks of Laval this summer. The city has been a major partner of the Orchestra as close to 95% of Laval citizens have benefited in some way from their productions. Program of Laval’s outdoor pools of 2016 tabled The Executive Committee had approved the program for its outdoor pools, authorizing the organization of various aquatic activities this summer in the 20 municipal pools and 8 wading water parks. The program also tabled the management needs and budgets required for human resources required to operate the pools and registration activities. Traditionally municipal pool openings coincide with the onset of the school summer break in time for the St. Jean Baptiste weekend. Laval residents can refer to the exact programming schedule of their regional outdoor pools and wading pools at the local municipal sport and leisure offices, (Bureau Municipale de Loisirs et sports- BMLs). Support for persons 65 and older The administration will continue its subvention program for residents of Laval aged 65 and older (formerly the water tax rebate). Residents who meet the eligibility requirements of Regulation L-12221 can apply for a subsidy of $100 per household occupied by at least one person aged 65 whether tenant or owner or $200 if at least one person aged 65 and over receives the guaranteed income supplement paid by the Government of Canada’s old age security act. In order to make the City of Laval increasingly inclusive, members of the executive committee relaxed the regulation to grant a subsidy to support people aged 65 and over. To qualify for the grant, citizens must be aged 65 or over and resident in the territory of the City as of May 1st 2016. They can be renters or homeowners of a located in Laval that they use as a primary residence. They must complete the grant application form provided for this purpose and provide all required documents. Pre-filled forms were mailed May 17th 2016 to people who have received the grant in 2015. For people making a first application, a downloadable version of the form is available on the city website. Residents who were eligible and did not receive a pre-application form and first time applicants can call 450 978-5700. While on the subject of support for Laval’s elderly, seniors are reminded that public transport provided by the local transport agency (STL) is free for Laval seniors aged 65 and over as of May 1st 2014. Laval’s senior residents can ride on the Laval bus network for free as long as they procure an OPUS card which can be purchased for the price of $15 in cash. This pass is available at the two AMT metropolitan ticket offices located in Laval (Cartier and Montmorency Terminus). You must provide a valid Identification card (with proof of age) and a proof of residency (copy of property tax bill, rental lease or hydro bill is generally acceptable). Benefactors of this aide are reminded that this free pass is not valid in train and metro stations in Laval. The OPUS card that must be purchased is valid for a period of 7 years. City, STL, AMT provide update on changes ((TLN) The City of Laval in conjunction with the Société de Transport de Laval (STL) and the Agence métropolitaine de transport (AMT) held an information session last week to explain measures being taken to facilitate traffic this summer while major roadwork projects are taking place in Laval. The city is spending $15.3 million in addition to $23.5 million from the government of Quebec for the realization of eight projects to improve public transit in Laval. BARRY CISSS de Laval’s top executive, Caroline Barbir, says an English services access plan for the Laval area that was put into place before the merger that created the CISSS last April will continue to be implemented during the coming year in preparation for a new access committee that will create the next plan. Pledges to continue Addressing a meeting of the Agape - NPI Special Partners held at Laval’s Cité de la Santé hospital on June 2, the president and executive-director gave her assurances that the CISSS would pursue the goals set out in the initial plan. An English-speaking public health care management professional since 1981, Barbir said she became active in the francophone system in 2003. “I believe that health care needs to be accessible to everybody who needs to be able to receive services and for me the issue of language is important,” she said at the beginning of the meeting which was attended by up to two dozen persons representing organizations in and around Laval with a vested interest in public health and social services. Although CISSS de Laval is considered to be a francophone institution, she noted that the Jewish Rehabilitation Hospital has a bilingual status, but the latter is now formally merged with CISSS de Laval. So what we’re going to be working right now is continuing the access plan that we have, implementing it over the next year, and then once the new committee is in place, then we’ll build the next one. BARRY In its latest annual report, the Laval/ Laurentian chapter of one of Quebec’s largest lobby groups for retired and pre-retired people criticizes the provincial Liberal government’s austerity plan and says Quebec should be doing more to level the field between rich and poor rather than contributing to social inequalities. Critical of government Members of the local chapter of the Association Québécoise de défense des droits des personnes retraitées et préretraitées met at Laval’s Place des aînés on Curé Labelle Blvd. in Chomedey on May 31. In the annual report tabled by AQDR chapter president Pierre Lynch, he wrote that AQDR Laval-Laurentides believes firmly “that the Quebec government has the means to do otherwise, it’s a question of choice. “We urge them to adopt progressive measures that favour a better sharing of the wealth and which contribute to creating a more just Quebec, more egalitarian and more solidary, rather than increasing the social inequalities,” he continued. According to Lynch, AQDR LavalLaurentides has joined with other like-minded organizations to participate in several demonstrations, most notably one that took place last May 1 with 500 people, which he said was the largest of its kind held in Laval to date for that purpose. Commenting on the Liberal austerity program during the meeting, Lynch noted that the AQDR’s efforts haven’t generated much reaction so far from certain provincial ministers. “I think they’re holding onto their money to get themselves re-elected in two years,” he said. Remember on election day “I hope you’re all going to have memorized at some point the fact that when they’re trying to be re-elected, it will be important to remember what they cut from community organizations. BARRY The City of Laval’s newest municipal party, the Parti Laval, held its first official fundraiser at a Centropolis bar and grill on May 30, attracting up to 150 backers and curious potential supporters. Brought together by Fabre city councillor Michel Trottier, who was elected as an independent three years ago but who briefly joined the official opposition Action Laval, the Parti Laval now has four city councillors under its umbrella: Alain Lecompte (l’Orée-des-Bois), Jean Coupal (Souvenir-Labelle), Pierre Anthian (Laval-des-Rapides) and Trottier. Disaffected former MLers See themselves as true opposition “We think of ourselves as the leading force of opposition in Laval because we have three times more elected members than the opposition party that is considered official,” Anthian told the Laval News. According to Anthian, the Parti Laval fundraiser took in $15,000 from tickets that sold at $100 each. He said the party won’t be coming out with a platform of positions until next year. “For the time being we’re laying the foundations and creating a team,” he said. “We are presenting ourselves as the real opposition to the Demers administration that we hope to replace in 2017.” In an interview, Trottier described the Parti Laval’s ambitions in a manner making the fledgling party seem ironically like the governing Mouvement Lavallois when it was just beginning. “We want to bring back pride to Laval,” he said, echoing a sentiment the ML and its leader, Mayor Marc Demers, have repeated time and again since replacing the disgraced Parti PRO des Lavallois and former mayor Gilles Vaillancourt. “This pride expresses itself in a way so that people can work in Laval, live in Laval, relax and have fun in Laval, and so that ON SELECT 2016 MODELS* Except for Trottier, the three other councillors are disaffected former members of the Mouvement Lavallois who left the mayor’s party over the past year, citing dissatisfaction over issues such as their non-appointment to city council commissions or claiming a lack of transparency at city hall. While Action Laval was founded, is still led by former mayoral candidate Jean-Claude-Gobé and receives a six-digit subsidy each year for research expenses as the official opposition, it currently has just one elected member sitting in city council: Councillor Aglaia Revelakis who represents Chomedey. As well, Action Laval hasn’t held a major gathering of its members since the election in 2013, although its leader declared to the Laval News as recently as just a few months ago that he intends to run for mayor again in the November 2017 elections. Thus some, especially within the Parti Laval, have come to regard the Parti Laval as more representative of an opposition at Laval city hall. they can say they want to stay here because they’re proud,” said Trottier. Focus on Laval’s districts In another similarity to the ML in the years prior to its being elected, the Parti Laval, according to Trottier, wants to increase focus on the outlying areas in Laval’s districts and the services provided there, rather than concentrating too tightly on the downtown core and the big projects like Place Bell. “What I feel is that the citizens of Laval want quality services and facilities near where they live so that they can live without having to drive by car 20 kilometres to get to Place Bell,” he said, while adding that the Parti Laval wants to go far beyond anything the ML previously proposed for improving services and facilities in the districts of Laval. While it was evident soon after Trottier took office in 2013 as city councillor for Fabreville that he was one of the most dynamic and outspoken members of city council, it’s not an absolute certainty at this point that he will be the Parti Laval’s mayoral candidate. In another similarity to the ML, the Parti Laval is incorporating a strong sense of democracy into its governing principles, and in that sense Trottier is now regarded only as the interim-leader until a permanent one is chosen by the members. I had my doubts about our future since the day I met him, but my love is so deep I always convince myself there’s no one else for me. My family and friends, however, tell me otherwise. Our relationship has had ups and downs with trust and slight physical abuse issues when alcohol is involved. He recently went on a vacation with my family. On the last night we got into an argument and the argument carried into the next day. We were outside my parents’ house and he yelled at me, swearing and all. My sister came out and screamed at him, “Do not talk to my sister like that.” He told her to shut the you-know-what up. My sister is not fond of him and did not want him on our vacation. Both their aggression came out at once, however that does not excuse his actions. He continued to disrespect my sister and me in front of my entire family. My whole family says he is not husband material. Deep down I tell myself I should end it because it’s not the first time I’ve felt this way. But I’m struggling with this decision because my love and bond with him is so strong. I’ve created a strong relationship with his two children, another reason my family doesn’t approve. Many medical services The new facility on the southern service road of Autoroute 440 near Autoroute 13 will offer a number of professional health services under its roof when built. Notably it will have a family medicine clinic, a sports medicine centre, a surgical clinic for minor operations, an occupational therapy clinic, an orthotics/prosthetics clinic and a diagnostic radiology clinic. As well, there will also be services for audiology, physiology and a pharmacy. The ground-breaking took place with Dr. Pierre Ranger, an orthopedics surgeon and director of the Centre de médecine sportive de Laval, as well as with numerous other partners in the project. All under one roof “This important project aims to improve accessibility and quality of care for patients by bringing together under one roof a variety of services and professionals in health,” said Ronald Laramée, developer and president for planning of Plani Pro Inc. The centre will have three storeys with more than 300 parking spaces. Opening is foreseen for February 2017. The family medicine clinic will be opening a month later in March. Around 50 health professionals are expected to occupy the building. The alleged head of the operation, Patrick Dinucci, 31, was arrested in Italy and will be extradited to Montreal. Last month, 23 people in Montreal, Laval and Longueuil were arrested in connection with the Grandparent Scam, and authorities revealed that five of those people were the leaders of the scam that defrauded more than 500 seniors across the country. About 350 of those victims were in Montreal, about 30 in Laval and Longueuil each, 80 elsewhere in Quebec, and others scattered across the country. June 1 – A senior police officer from Terrebonne is facing fraud charges after allegedly misappropriating condo fees to the tune of nearly a quarter of a million dollars from the condo complex where he lived. Lt. Daniel Fortier was arrested last week by the Laval police after the alleged fraud was exposed by Fortier’s neighbours. The officer is accused of defrauding his neighbours from the condo fees he was in charge of administrating between 2011 and 2013. As the chairman of the board of the condo complex, Fortier administered the condo fees from all 323 condos in the building at 2555 Havre des Iles, where the majority of residents are seniors. When concerned residents began digging into the condo fee finances, they discovered blatant misuse of hundreds of thousands of dollars and a list of outrageous expenses including restaurant dinners, football tickets, gifts and parties that had no relation to Fortier’s duties as administrator.
