If you recall, our theme for the year was “Team RAB – The Voice of Building.” The plan was to continue our leadership role in making Rochester a great place to build, and tackling the issues that might impede this growth. I believe we were successful. It wasn’t a home run, but definitely a stand-up triple. I am also happy to announce that our organization is financially strong and growing in membership. We are currently at 474 members…up 17 members from the start of the year. Our retention rate is at 94 percent. We are getting closer to the 500 membership mark, which would be reason to celebrate. I am confident that under Christy Buchan’s leadership in 2016 we can hit that mark! Attendance was 4,700 (11% increase over last year), in total there were 322 booths representing 193 companies. • Comparing permits pulled to 2014 numbers as of November: Commercial had 322 permits up 5.2%, Residential had 245 permits down 12.8% and Remodeling had 803 permits down 1.2%. • Builder Day at the Capitol – Issues we tackled include - Sprinkler Mandate, Prohibitions Code Delay and Technical Code Administration Changes, Homeownership Initiative – Warranty and Liability and Workforce Housing Initiatives • Another successful year of Lumberyard Meetings. In cooperation with the Rochester Building and Safety department, RAB members are assisting to update residential builders on the multitude of code changes this year. These meetings help keep failed inspections from happening and jobs moving forward. • Continue to advocate for the Development Coordinator Position. The creation of the Development Permitting Advisory Committee (DPAC) is a step in the right direction. S 11 Winter Preparations for Construction Sites Only time will tell if the much discussed “El Nino” will bring us a milder than average winter in the Upper Midwest. The one thing that is for certain that winter is coming, El Nino or not - don’t get caught in the cold with an unprotected site! Multiple months of winter presents a challenge for managing the various types of precipitation that fall. Early planning and preparations before the snow flies will prevent unwanted erosion and sediment loss during snowmelts and spring rains. Furthermore, proper ESC practices will prevent enforcement actions. Here is a checklist to complete before the snow flies: • Ensure that all grades on site have the correct slope, positive drainage, are free of obstructions, and that ESC blankets are installed with the specified seeding. • Keep your site debris and litter free by emptying dumpsters and removing or containing all construction debris and litter. • Temporary stabilization should be completed before continuous frozen conditions occur. Frozen soils can occur as early as the middle of November. Also consider putting your hard surfaces on a low-salt • Review and update your Storm Water Pollution diet this winter. The City of Rochester position is needed to make sure development, growth and construction are not impeded as DMC hits the next phase. • In March we had an article in the Rochester magazine from RAB regarding the current state of construction within the community. • 2nd annual Studs Struts and Stilettos was another hit in April. Proceeds from this event benefit Habitat for Humanity. The evening consisted of a Cambria pre and post party, red carpet cocktail reception and the stunning runway show with 18 fabulous entries. • Public Affairs Director Matt Limoges leaving for new opportunities in May. Matt did an excellent job of advocating on behalf of our organization. Taylor Ridderbusch was hired in June and has picked up where Matt left off. Taylor is a quick study and is starting to build on Matt’s successes. • In June, an RAB Editorial was published in the Rochester Post-Bulletin, encouraging parents and counselors to steer students toward vocational careers. • Permitting survey of our developer, contractor and consultant members. Results were revealed in October and shared with City staff. • Winning the 2014 award for Best Workforce Development Plan Implemented. RAB was chosen for our media campaign explaining the viability and vitality of careers in the construction industry. • Both the RAB Golf outing in June and Builders Exchange Outing in August were a success. • Members and non-members continue to bring Rochester building issues to us for assistance. We are looked to as a leader. • In July, RAB submitted a letter to the editor supporting the Rochester City Councils approval of Chateau circle (Walgreens), comparing the high level of concerns for this project to the 1998 Hy-Vee South project which ended up being widely celebrated by the neighborhood. • In August, RAB spoke at Planning and Zoning regarding development signs, number of neighborhood meetings, and adding additional public meetings to the project review process. Defeated additional neighborhood www.RochesterAreaBuilders.com and public meetings but the City Council approved the development signs. • The Sporting Clay Shoot was a success again this year, with 100 shooters participating. The event was supported by 23 different sponsors. • Permitting survey of our developer, contractor and consultant members. Results were revealed in October and shared with City staff. • The annual Fall Showcase of Homes and Remodelers Tour had 47 entries in four different cities, making this the highest number of entries since 2008. • Skilled labor shortages continue to be a major issue. In September RAB presented at a Rochester School Board meeting about construction careers. RAB produced a video shown at the meeting stating the benefits of careers in construction. Additionally, RAB continues to advocate for construction mentorship in area schools. • Early stages of discussions with the City of Stewartville and four other Southeast Minnesota community EDAs on programs to promote development in those communities. • In October, we received a reprieve when the Minnesota Court of Appeals struck down a requirement that fire sprinklers be installed in larger homes. In its ruling, the appeals court said the 4,500-square-foot threshold for requiring sprinklers was “arbitrary and not supported by substantial evidence in the record.” The three-judge panel also said the department failed to take into the cost of complying with the new rule for small businesses and cities. Appeals forthcoming. • DMC continues to develop. and our staff, board and membership continue to be engaged. • Our organization continues to have a good working relationship with City staff, City council and local state legislators on the issues that impact our membership. • Just recently, the City Owner Contract Task Force recommendations were released. Task Force was made up of our membership and city staff. The process improvement recommendations for roads built in city developments will be discussed at a future Rochester City Council meeting. As you can see by the list it was a busy and productive year at RAB. Thank you for your continued commitment to the organization. Again, it was an honor and privilege to serve the organization in 2015. I predict bigger and better things for our organization in 2016! Part of the decline is due to people finding work who were previously unemployed, however part of the decline is from people dropping out of the labor force. To this end, there are 92 million Americans who are currently not part of the labor force. But that number includes, among others, retirees, students, and stay-at-home parents, groups that by necessity don’t work and are thus not part of the labor force. That said, realistically how many Americans are not in the labor force, and more importantly, is the problem getting worse? First, the population of the US is roughly 319 million. Of that number, about 65 million are under 16 and are excluded from employment data for obvious reasons. That leaves roughly 255 million Americans who are over 16. However, that number includes 43 million Americans over 66, the age at which full Social Security benefits are available. Excluding such persons, even though some are employed, leaves 212 million people between 16 and 66. Of the 21 million between ages 16 and 20, 54% are in school, and one-third are in the labor force, meaning they are working or actively looking for work. And of the 23 million persons between 21 and 25, 73% are in the labor force and 13% are in school. Thus, between the ages of 16 and 25, 6 million people neither work nor attend school. For these ages, this is the number of persons who are really not part of the labor force. Of the 105 million persons between the ages of 26 and 50, 82% work, 8% care for a family member, which is not surprising given the number of school-age children and aging parents, 2% attend school, while 6% are either on disability or would like employment but are not seeking it out. Of the 62 million persons between 51 and 66, two-thirds work, 16% are retired and 12% are disabled, with the remaining 6% split between those wanting but not looking for a job and those caring for a family member. Thus, between the ages of 26 and 66, there are 20 million persons not working, not caring for a family member, not in school, and not retired, the number effectively not in the labor force. So compared to decades ago are things better or worse? It depends. Compared to 1999, when labor force participation rates were at their all-time high, several things are apparent. First, back then Baby Boomers were in their prime working years, today they are in their 50s and 60s and rapidly retiring. Second, the percentage of full-time students has risen for every age category. Third, the percentage that are disabled and fourth, the percentage wanting a job but not looking for one have both risen across all age categories. It’s these last two categories that are of concern. In conclusion, the “real” number of Americans not in the labor force is at most 26 million, not the 92 million number that is widely cited, because many of those individuals are in school, caring for a family member, or as increasingly is the case, have retired.
