Rwanda and ICT
• The ICT Policy Process began in 1998.
Through its Vision 2020, the Government of
Rwanda wants to transform Rwanda into an
information-rich knowledge based society and
economy with a middle income status within
20 years
• The ICT 2020 policy sets out the orientation
of the government's ICT policy and strategies
within context of the GOR’s broad socioeconomic development objectives

• Rwanda need ICT to achieve its national
objectives, including quality education, an
ideal health system and job creation - "the
kind of jobs that utilise the application of
knowledge to create a competitive
advantage".
Role of information in
Development
• There is quite enough evidence of telecommunications
contribution to socio-economic development; studies
have shown that access to information through
telecommunications can facilitate many development
activities in agriculture, commerce, tourism, shipping,
education, health care and social services.
• Telecentre would also act as a means of providing
access to tools to create, access, and share information.
• generally, the ability to access and share information can
contribute to the development process by improving:
- efficiency
- effectiveness of any given nation
Why does Rwandatel get
involved in Telecentre.
• It is clear that information and communication
technology carries with it enormous potential for
transforming people’s lives, connecting them to
markets, improving their access to government
services and better enabling them to express
their voice in decisions that affect their lives. It is
also clear that this potential is as yet unrealized
and unless comprehensive action is taken, the
potential of this technology will not benefit the
majority of the people. For this effort to spread, it
is obvious that the Telecom sector plays an
important role.
About Rwandatel
• Faced with the world big challenge, which
is compounded by poverty, Rwandatel like
many developing countries telecoms are
grappling with the challenges of the day to
bring their people to benefit from the
immense benefits ICT has to offer.
• Rwandatel has gone a step further to
bridge the ICT gap existing between the
rural poor and the urban dwellers
What is a telecentre
• The term “Telecentre” has been used to
refer to a variety of means of providing
access to information and communication
technologies, these ranging from cyber
cafes to facilities located in public
buildings such as libraries and post
offices.

access information, learn how to use
internet , acquire knowledge, reach
their distant relatives, business
partners, using cost effective and
convenient services.

Mission of Telecentre
• The telecentre project main objective is to
transform Rwanda into an ICT literate nation and
to promote the use of ICT within Rwanda, it is
also endeavors to become a preferred mode of
elimanation of poverty by raising productivity,
employment and resources that people would
depend on.
• It is also a way of improving the access to
information, enhance education standards and
to foster human resources development of
Rwandans.

What’s the Purpose of
Rwandatel Telecentre
• Under our universal access obligation, we aim to ensure
access for local communities to 'information highways'
that accelerate socio-economic development of our
country.
• The Telecentre aims at providing access to the
information, telecommunications and technologies
services to the public.
• We also aim at creating a culture of ICT in Rwanda.
• It is another way to educate the public on how to use ICT
facilities.

authorities and communities through
modern information provision and to
demonstrate concern for the social and
economic development of our country.
• To support online education, telemedicine,
and would also act as a model centre for
encouraging similar local initiatives in the

Objective of the telecentre
• Create a culture of ICT.
• Facilitating the climate for investments,
• Job creation, and sustainable growth, and investing in
poor people to facilitate their participation in
development.

Provide the villager connectivity and access to a new world

Construction of Telecentre
• We already have 8 pilot telecentre in
Kigali.
• More will be built soon,
• We envisage to start construction of 55 in
Provinces.
• Next step will be all sectors.

The size of rural telecentre will be bigger than the pilot
project, and will be built with local material.

• In order to increase full coverage and awareness, we will
together with other international institutions initiate training
to schools, government authorities, NGO staff, and
members of the public.
• Telecentre will continuously train members of the public on
the following:
• Usage of product and services (email/Internet, send fax).
• Advantages of ICT products and services.
• Management technical equipment such as computer, Fax.
• Handling Technical problems when need arises.
Marketing Strategies
• One of the most cost effective and valuable
sources of information which will be useful for
both marketing the telecentre and evaluating its
performance will be through keeping records of
the daily activities.
• Rwandatel together with government authority
will initiate penetration and usage of telecentre
countrywide.
• The telecentre activities will generate income
that would make it more sustainable to the
market
Pricing Strategy
• Rural Telecentre will have to offer the
lowest cost structure in the country; this
cost structure will be the pricing leader.
• A cost effective tariff will be issued to rural
telecentre.
• Offering the per- second billing strategy
will be easy way to improve penetration
Promotion Strategy
• The telecentre program will coordinate the marketing, advertising
and promotion strategy, which will heavily be on Radio, Television
and print advertising.
• Leaflet, posters will be distributed as well.
• The first major publicity campaign will be organization of the Road
show at the telecentre; Leaflets will be prepared and distributed in
the town and administrative offices, considerable coverage will be
given in the press, radio and TV.
• We believe that this event will attract many people and generate
considerable attraction and interest.
• The public will also encourage and easy penetration to help in
spreading the word.
• People will be aware of the centre purely by traveling past it and by
word of mouth. This site will easily be recognizable as an ICT shop.
