ZARZIS (1) Oil Spill Exercise based on a Tier 2 scenario, which conducted at ZARZIS terminal located on ZARZIS City on the coast of the Mediterranean Sea , South-Eastern Tunisia. The exercise held between 26th-28th May and conducted in three parts; The theoretical part (Presentations, Induction, Exercise familiarization) of the Exercise has been introduced to participants on the 26th 2015 in Eden Star hotel in ZARZIS City, The Practical part conducted at ZARZIS terminal on 27th of May.2015, Debriefing of exercise (lessons learned) held on 28th of May.2015. 1.2 Exercise Resources Exercise participants devoted manpower/Equipment to developing the exercise according to table 1.2. The exercise scenario was developed to incorporate these elements, whilst maintaining flexibility to develop and evolve in response. The following table shows the lessons and recommendations of the objective review. 1: NOTIFICATIONS REF A B C OBSERVATIONS RECOMMENDATION Oil Spill Contingency Plan was not available at the Incident Coordination Centre (ICC) OMMP. MARETAP Oil Spill Contingency Plan doesn’t include technical data such ( Notification chart trajectory Modeling, Waste management plan, Resource available in area….ect) Developing Oil Spill Contingency Plan for ZARZIS terminal Update MARETAP Oil Spill Contingency Plan Bilingual forms (Arabic and France) to be considered in future. Notification form was in Arabic. 2: OPERATIONS A Incident Action Plan (IAP) was not created. B There appeared to be a fragmented communication between sites and EOC. C D E F Task distribution at Incident Coordination Centre (ICC) was not coordinated to maximize the utilization of those present. Environmental Data (Wind, Current, Visibility, water depth, wave height, etc…) was not displayed in the Incident Coordination Centre (ICC) A template is recommended to reduce time. Developing Communication plan for emergency to clarify radio channel and means of communication between different company An Emergency Operation Procedure should be available includes roles and responsibility. Information Board should be available at the Incident Coordination Centre (ICC) A chart folio containing the port chart, and the surrounding area should be available at the port. Waste Management Plan not available in the Waste management plan should be available EOC. at the port 3: CONTAINMENT No Charts were available in the EOC. Communication and positioning marine units to be planned. A between Workboats and Zodiac were not functioning according to the exercise scenario. C Containment Boom accessories were missing. (Buoys and Anchors) The containment system is part of a package, each part should be checked before mobilization. D The Towing bridle was not buoyed (with the Elastic Boom). Response team should take training on deployment and should be regularly practiced. No Sorbent Boom was available on sites. Sorbent Kit, including sorbent booms should be readily available within the port. ( In accordance to legislation and industry best practice). E 4:Recovery OBSERVATIONS RECOMMENDATION A Minimax Skimmer submerging. The skimmer operationally checked prior to deployment. (Connect floats on Discharge an Hydraulic hose) Weir Skimmer lip was higher than water surface. C Discharge hose wasn’t fixed properly to the fast tank. 5: Safety A Site safety plan was not discussed at the safety brief. B Life Jackets were not used at the jetty, workboats. A site safety plan template should be available at each site with each team leader (Risk Assessment). Safety Signs to be used to illustrate the surroundings hazards. Use lashing to fix boom rack or any other equipment. C Elastic boom rack turned over Visitors area should be located, and to have a guide with each group. D Visitors were not properly guided.
