State and local governments can also access E & E through the emergency provisions in the contract. To obtain E & E’s services, a potential client must go through a contracting office, just as they would for issuing a task order under any other contract. Federal agencies can use the GSA AdvantageTM system and e-Buy program to solicit and obtain services from the ES Schedule holder. E & E routinely receives solicitation notices from the GSA e-buy and responds with quotes in a timely manner. The streamlined ordering process is just a few simple steps. • For task orders less than or equal to $2,500, simply develop a SOW, choose a GSA pre-qualified contractor, and have your contracting officer issue the task order directly with E & E. • For task orders greater than $2,500, but less than $1 million, again the first step is to develop the SOW. Next, the agency must prepare a Request for Quotation (RFQ) with the contracts office that will be managing the procurement and submit it to E & E and at least two other qualified contractors (three in total). After receipt of responses, select the firm offering the “best value” for your agency. • If the RFQ task order is greater than $1 million, the same steps apply, except you must submit to E & E and three other qualified GSA contractors. Note that E & E has accepted modifications to its contract that allows state and local government entities to procure services through the schedule for disaster response and recovery activities. In addition, state and local government entities can use the schedule for obtaining services in support of project funded through the American Recovery and Reinvestment Act (ARRA). SIN 899-1/SIN 899-1 RC: Environmental Planning Services and Documentation GSA has consolidated SIN 899-1 to now include the former SIN 899-2, SIN 899-4, and SIN 899-6 E & E provides services to assist federal agencies with planning for both built and natural environments, including the preparation of Real Property Master Plan (RPMP), EAs, EISs, ECOPs, FONSIs, and EBSs (Phase I and II); NRCRs (e.g., endangered species, wetlands, watersheds, archaeological, historic, and other natural and cultural resources management plans, studies, and consultations); ILUMP, INRMPS, AICUZ, and Airspace/Range studies; GIS mapping support; economic and risk analyses; public meetings/public hearings support; and expert witness/testimony. Waste Management Services E & E conducts analyses of options under consideration for Waste Management Services and Software; and performs data collection, data development, analyses of comments, regulatory and economic analyses, feasibility analyses, hazard assessments, exposure assessments, and risk analyses. We also develop waste characterization studies and recommendations for management strategy, including identification of recycling alternatives. Newer programs include preparation of climate action plans and comprehensive energy plans. E & E conducted stormwater/wastewater monitoring at Andrews AFB to support permit compliance. In partnership with the Greater New York Hospital Association (GNYHA) and NYSERDA, E & E developed, implemented, and marketed an energy conservation program for hospitals and healthcare facilities. Our work involved development of an Energy Management Guidebook for Health Care Facilities to help facilities assess, monitor, and improve their energy performance. Environmental Compliance Services Environmental Advisory Services E & E promotes and assists Federal Agencies with environmental compliance, conducting environmental compliance audits; compliance management planning; pollution prevention surveys, plans, and opportunity assessments; air, water, and waste permitting support; air emissions studies/inventories; water/wastewater studies; Spill Prevention, Control and Countermeasure (SPCC) plans; and stormwater management plans. E & E provides remote telephonic, facsimile, or Internet environmental advisory services that may include telephone assistance with hazardous materials spills, poisons, hazardous material classification and MSDS support, industrial hygiene support, waste management support, compliance issues support, and other related services via environmental hotlines and/or other media. As an example, we operated the GSA PBS NEPA hotline over a fouryear period. EISs & EAs under NEPA— This includes activities such as data identification, data collection, data development, and data interpretation; sampling and analysis; preparation of human health risk and environmental impact evaluations and reports; preparation of expert testimony; and preparation of material for and attendance at public meetings and public hearings. This may include planning and conducting national assessments for environmental control such as total maximum daily load (TMDLs), NPDES programs, emissions inventories, and toxic materials studies. Endangered Species, Wetlands, Watersheds, and other Natural Resource Management Plans, Studies and Consultations— These activities include review of any existing reports and management plans; coordinate with U.S. Fish & Wildlife Service, BLM, and other federal agencies; perform surveys; and use the results of data collection to prepare reports or maps. Global Environmental Specialists www.ene.com Contract No.: GS-10F-0160J 9 Description Of Services Archaeological, Historic and other Cultural Resources Management Plans, Studies and Consultations— E & E conducts resource surveys/studies; evaluates resource data; prepares appropriate nominations/ reports; prepares agency management plans; and coordinates with the State Historical Preservation Offices and Advisory Council for Historic Preservations. Environmental Compliance Audits— E & E conducts federal agency-specific audit programs such as ECAMP, ECAS, Health and Safety and OSHA compliance activities (e.g., industrial hygiene surveys), and specialty programs to define specific programs. We evaluate findings and prepare necessary documentation/reports, including out-brief at the specific agency installation or program office. We assist agencies in developing the EPCRA reports and help in the administration of the EPCRA programs. Compliance Management Planning— E & E supported South Florida Regional Planning Council (SFRPC) in its development of a comprehensive land use plan to guide urban and regional population growth while sustaining the natural resources in south Miami-Dade County for the next 50 years. Our innovative approach was focused on selecting reuse opportunities while minimizing future impacts on one of the last remaining areas of productive agricultural lands bordering the Everglades in South Florida. Economic, Technical, and Risk Analyses in Support of Environmental Needs— E & E develops management plans that cover policy; planning; implementation and operation; checking and corrective action; and management review. These plans include Oil Spill Response Plans; Chemical Risk Management Plans; SPCC Plans, contingency plans in all phases of domestic preparedness recovery of operations, following an accident or disaster. Pollution Prevention (P2) Surveys— E & E conducts pollution prevention surveys; develops pollution prevention plans, establishes inventories for hazardous materials; evaluates the economic and technical feasibility of process changes and recycling alternatives; and creates databases to track progress in achieving pollution prevention goals. This work also includes technical/administrative services for developing, implementing, and auditing Hazardous Materials Pharmacies. E & E conducts analyses of options under consideration for environmental actions; and performs activities such as data collection, data development, analyses of comments, regulatory and economic analyses, feasibility analyses, hazard assessments, exposure assessments, and risk analyses. SIN 899-3/899-3 RC: Environmental/Occupational Training Services E & E team conducted contaminated sediment sampling on Buffalo River. Assessments and Investigations under CERCLA— Activities performed by E & E under this SIN include PA/SIs CRPs, RI/FSs, FFSs, RDs, NFRAPP DDs, RAB support, MAPs, RODs, EE/CAs, and AR/ ARIs. We will perform GIS services, human health and ecological risk assessments/analyses, remedial technologies assessments, treatability/pilot studies, LTM/modeling for natural attenuation alternatives, site characterizations studies, hydrogeological investigations/modeling, consulting support to Federal Agencies for facility compliance requirements, and project closeout. Assessments and Investigations under RCRA— We perform SAs, RFAs, CMSs, CAPs, closure plans, human health and ecological risk assessments/ analyses, development of emergency response plans, treatability studies, hydrogeological investigations/ modeling, and GIS services. We provide specialized training tailored to meet client-specific requirements. This includes customized courses to meet specific needs; computer-based interactive courses; and specialized client training in association with tasks and subtasks performed under SINs 899-1, 2, 4, 6, 7 and/or 8. For example, E & E routinely provides turnkey environmental data management system training, specialized Methamphetamine Laboratory Response training, and customized NBC/CT and WMD preparedness/ responder training. Global Environmental Specialists www.ene.com Contract No.: GS-10F-0160J 11 Description Of Services SIN 899-7/899-7 RC: Geographic Information System (GIS) Services E & E provides operational services, advice, or guidance in support of agencies environmental programs utilizing GIS. Our services include mapping and cartography, natural resources planning, migration pathway analysis, pollution analysis, site selection, and emergency preparedness planning. We perform: • Data Development [facility features, geologic logs and maps, wetland boundaries, historic project data, CADD files, digital orthophotographs; planimetric features, and topographic data]; • Data Analysis [perform queries, generate maps, 3D/4D interactive graphics, video and desktop visualization packages]; and • Data Interpretation/Output [tables/reports, geographic logs, cross-sections, wetlands, land use and natural resource maps, and contour maps, etc.]. As part of the habitat restoration of Eighteenmile Creek, one of the 43 Great Lakes Areas of Concern (AOCs), E & E developed a detailed GIS map and database/data dictionary for the sampling efforts and analytical results. We efficiently processed large volumes of data and posted results for the end users to evaluate data in real time. The standardized format allowed project teams members from multiple agencies to simultaneously access information and run data models. Your company and team will allow us to expand the type and quality of services we can provide our customers which is good for everyone involved.” —Eric Irwin, USACE Fort Worth District (November 2007) SIN 899-8/899-8 RC: Remediation Services E & E provides all necessary services to conduct investigations, remedial actions, long-term monitoring, and long-term operations associated with environmental restoration activities under CERCLA, RCRA, and/or other environmental regulations. Such services include containment, removal, treatment (on-site and off-site), transportation, and disposal of contaminated waste. Associated services include remedial design, cleanup/construction oversight, peer review, information management support, public outreach support, GIS support services, ancillary data gap evaluation, and homeland protection response. The Department of Labor has ruled that asbestos removal and/or paint removal are construction services subject to the Davis-Bacon-Act and cannot be performed under the scope of this SIN or any other SIN within the ES Schedule program. The entire spectrum of contaminants may be involved, including hazardous, toxic, petroleumbased, radioactive, biological agents, chemical agents, and explosive constituents or any combination thereof. These contaminants may occur in various environments, including soils, sediments, sludges, liquids, air, water, debris, structures, and various containers. A wide variety of potential remediation activities are included under this SIN. Examples ecology and environment, inc. 12 Global Environmental Specialists Contract No.: GS-10F-0160J www.ene.com include: slurry walls, subsurface barriers, landfill closures, soil/sludge stabilization/solidification, water/ groundwater treatment, dewatering, bioremediation, thermal treatment, demolition, debris removal, and use of innovative technologies. Overall services include performance of CERCLA Removal Actions, RCRA Interim Measures, RCRA Closures, Brownfields support, and Emergency Response and Management services (ER&M services). ER&M services can include appropriate actions to prevent the release of, contain, and/or remove contaminants associated with nuclear, biological, or chemical/counter-terrorism (NBC/CT) and/or weapons of mass destruction (WMD) incidents and threats; rapid response to chemical fires; oil spills; chemical releases/spills; floods; and natural disasters. E & E is providing project management and preparing remedial designs for the EPA-required dredging action of PCB contamination on the historic Hudson River. As part of this project, we designed the Hudson River Environmental Data Warehouse (EDW) Web-based mapping tool, which allows users to access historical information, laboratory results, and other spatial data from one interface. Included under this SIN are all operation and maintenance (O&M) activities, both short- and longterm, associated with various types of hazardous waste facilities. These can include groundwater/ surface water treatment facilities; leachate facilities; soil vapor extraction; dual phase vapor extraction; low temperature thermal desorption; soil stabilization; and radiological, biological, and chemical decontamination and treatment. ecology and environment, inc.
