On behalf of the Asian Chess Federation I welcome all participating teams to the Asian Nations Cup.
This biannual meet shall decide the Asian champion for the World Team Championships for Men and
Women. The chess community looks forward to an epic battle between the two chess powers of China
and India who face strong challenge from other rising federations.
It has also become a tradition to have the Rapid and Blitz team championships as part of the Asian
Nations Cup. This is an added incentive for many teams to win more trophies and medals.
I congratulate the Organizing Committee for the excellent organization and thank the sponsors for their support.
I express appreciation to the national federations who have sent their delegations and wish all of you
continued success.

Curriculum Vitae
Sheikh Sultan bin Khalifah Al-Nahyan was first elected in 2006 as President of the Asian Chess Federation
and he was re-elected unanimously at the FIDE Congress in 2010 and reelected overwhelmingly in 2014.
He is also President of the Al-Ain Culture and Chess Club in the United Arab Emirates, where he has
established the ‘Chess in Schools’ program.
Sheikh Sultan is a member of the Ruling Family in Abu Dhabi. He is an England graduate with a dual
major in Computer Engineering and Business Management with ample knowledge of several languages.
An avid sportsman since his youth, Sheikh Sultan took up chess with a passion.
Sheikh Sultan has hosted three FIDE Presidential Board meetings in Al-Ain and has organized major FIDE
and Asian events in the same town, such as the 2007 Asian Youth Championships, the 2009 Asian Club
Cup, the 2012 World Cities Championship, 2013 World Youth Championship and 2015 Asian Continental
Championship. As President of the Asian Chess Federation, Sheikh Sultan oversees 52 national federations
in as many countries in Asia and Oceania. He has visited many of the member countries in Asia and met
with Heads of State and Ministers in order to promote the sport around the region.
As part of his vision, Sheikh Sultan has spread the organization of Asian championships among
more countries in Asia and has inspired member federations to hold Asian championships such as the
Continental Open and Women’s Championship, Zonal Championships in seven zones, Asian Team
Championships, Asian Juniors and Girls Championship, Asian Amateurs, Asian Seniors, Asian Cities, Asian
Schools Championships and introduced new events such as the Asian Youth Team Championship.
Sheikh Sultan has represented the Asian Chess Federation in the Olympic Council of Asia for the Asian
Games and the Asian Indoor and Martial Arts Games.

The United Arab Emirates Chess Federation United was established in October 1976 with the object
of the spreading and development of chess as mental and cultural sport across the United Arab Emirates
territory. As in 2016 we are celebrating the 40 years anniversary of the UAE CF, I can promise some extraordinary events in close cooperation with FIDE and ACF.

The UAE Chess Federation, on behalf of the Asian Chess Federation and FIDE, invites your Federation to
participate in the 2016 Asian Nations Cup (Chess Team Championship) to be held in Abu Dhabi, UAE
from March 27th to April 8th, 2016.
Regulations
1. Participation
1.1 All chess federations of Zones 3.1 to 3.7 shall have the right to participate in the Asian Nations Cup.
1.2 Team Composition: Each federation shall have the right to be represented by a men’s team of four
players and one reserve and by a women’s team of four players and one reserve.
1.3 The Captain may be a player or a reserve.
1.4 The Chief of Delegation represents the federation and takes full responsibility for the conduct of
members of its delegation.
1.5 Composition of Delegation: The delegation will be consisted of a total of 10 persons, as follows:
Men’s Team (4 players plus 1 reserve) = 5 (including captain)
Women’s Team (4 players plus 1 reserve) = 5 (including captain)
1.6 Eligibility: The players must be a member of their Federation per detailed eligibility rules in FIDE
Handbook Reg. B.04.

3. Organization
3.1 Confirmation of Entry - January 27th, 2016. Each federation by accepting the invitation will send
its confirmation to the organizing federation with copies to the Asian Chess Federation President and
Zone President concerned. The entry fee of US$300 as stipulated in the Asian Chess Federation Financial
Regulations shall be paid to the Organizing Committee.
3.2 Passport Copies for Visas should be sent by email by the deadline of February 20th, 2016.
3.3 Submission of team lists: One month before the scheduled start of the Team Championships, i.e. 27th
February 2016, each participating federation shall send to the organizing federation the overall team lists
of 5 men (4 players and 1 reserve) for the men’s competition and 5 women (4 players and 1 reserve) for
the women’s competition.
4. Expenses
4.1 The travelling expenses of the teams are to be paid by their federations.
4.2 The organizing federation is responsible for the living expenses of the participating teams (assuming a
maximum 10 persons per delegation) during the days of arrival, play and departure.
4.3 The UAE Chess Federation shall be entitled to send a second men’s team and a second women’s team
(B’ teams).
5.1 The Championships will be played according to the Swiss System of 7 or 9 Rounds, depending on the
number of the participating teams: for 16 or less 7 rounds and for more 9 rounds Swiss system on the
model of the Olympiads, with one section for the men’s teams and one section for the women’s teams,
considered as separate competitions, or Round Robin with ten or fewer teams. The teams of the host
country may receive only one Cup. The second (B’) teams of the host country may receive individual
board medals.
5.2 Every match in the open competition shall be played over four boards and each match in the women’s
competition shall be played over four boards.
5.3 Following the Olympiad schedule, the team captain shall present to the arbiter the specific lists, in
board order, of the 4 men for the open competition and of the 4 women in the women’s competition
who are to play in each round.
5.4 If any specific team list is not presented on time, the team in question must play the round using the
top four players in the case of the men’s team, and the top four players in the case of the women’s team.
5.5 The order of the players, as indicated by the overall team list, cannot be altered, hence reserves may
play on the bottom boards only.
5.6 If the board order in which a team plays differs from the board order of its overall list, the team’s
score for the round shall be reduced by one game point for every deviation from the correct sequence.
(Example: for playing 1-2-4-3, (considering only the men’s team), two points are forfeited; the score shall
not, however, be reduced below zero). The use of any player who does not figure in the overall list will
cause the round to be forfeited 4-0.
5.7 Rapid Chess: The tournament shall be conducted in a 5-round Swiss as qualification to choose 4 teams
to play in knock out Semi Final and Final. Time control is 15 minutes per player with increment of 10
seconds per move from move 1.
5.8 Blitz Chess: The tournament shall be conducted in a 5-round Swiss as qualification to choose 4 teams
to play in knockout Semi Final and Final. Time control is 3 minutes per player with increment of 2 seconds
per move from move 1.
6. Time Control: The time control is 90 minutes for the first 40 moves followed by 30 minutes for
the rest of the game with an addition of 30 seconds per move starting from move one. The games
shall be played with DGT clocks.
7. Chief Arbiter
7.1 The Asian Chess Federation President, after consultation with the UAE Chess Federation, shall
nominate the Chief Arbiter and other Arbiters.
7.2 The Chief Arbiter may, in consultation with the Asian Chess Federation, and with the approval of the
Asian Chess Federation President, issue additional written regulations to inform the exact playing hours
and take care of other details not covered by these regulations.
4.4 The UAE Chess Federation shall hold a third team in reserve in each tournament to enter the
competition in case of an odd number of teams to avoid a bye.
4.5 Registration fees: Each person will pay US$100 to the UAE Chess Federation.

8. Appeals Committee
9.3 The title of ‘Asian Men’s (or Women’s) Team Champion 2016’ is bestowed on the winning team.
8.1 Before the beginning of the tournament an Appeals Committee shall be selected.
9.4 Each winning team shall receive a trophy from the organizers.
8.2 The Asian Chess Federation President, after consultation with UAE Chess Federation, shall nominate the
Chairman. The Committee shall be composed of five members and two reserves elected at the technical
meeting. The persons chosen for the Appeals Committee shall represent seven different federations.
9.5 Each member of the winning team (players, reserves and captain) shall receive a gold medal. The
members of the second and third placed teams shall each receive a silver and bronze medal, respectively.
8.3 No member of the committee shall have the right to vote on questions concerning his own federation.
However, every member is entitled to participate in the discussions.
9.6 Individual Chess Medals for Board Prizes: Players assigned to the same board number in their respective
team lists shall be in competition for individual board prizes namely: gold, silver and bronze medals. For
the purposes of this award, the players’ performance rating shall be compared. If the performance rating is
equal, the tie shall be broken in the following order:
8.4 Protests, including protests against decisions of the Chief Arbiter or his assistants, must be submitted
in writing to the Chairman of the Appeals Committee within one hour after completion of the playing
session.

8.5 A protest shall be submitted with an accompanying fee of $100 or its equivalent in local currency.
If the protest is upheld, the protest fee will be returned; otherwise it shall be forfeited to the organizing
federation.
9. Scoring System & Tie-Breaks
9.1 The scores determining the finishing order are calculated as follows: Each team’s place in the order of
classification will be decided by the number of match points it has scored. Winner will get 2 points, a draw
will give each team 1 point, and a loss is scored as 0 points.
9.2 If any teams finish with equal match points, the tie shall be resolved as follows:

c. Average rating of opponents, higher is better.
d. The greater number of wins.
Only players who have played a minimum of 7 games shall be eligible for board prizes.
10. Qualification for the World (Women’s) Chess Team Championship: The winning
teams will represent the continent of Asia in the 2017 World (Women’s) Team Championship.
11. Payments: All payments (Board & Lodging & Fees) should be made in AED (Emirati Dirham) and
shall be transferred to the Bank Account of the UAE Chess Federation. The foreign bank commissions
must be paid by the sender. The Bank Account information is:

b. If a tie again results, the scores obtained by the tying teams against each other will decide, i.e. Direct
Encounter.

12. Board & Lodging: The participants will be accommodated in 4-star Hotel Novotel Abu Dhabi
Al Bustan, Abu Dhabi, United Arab Emirates (http://www.novotel.com/gb/hotel-6533-novotel-abuhabi-al-bustan/index.shtml). Free wireless is provided. The accommodation cost should be paid as
above, in AED currency. All prices include accommodation with breakfast, lunch and dinner per day,
starting on March 27th (lunch) till April 8th (breakfast), 2016. Single Room is on 350 AED & Double
Room (two persons) on 450 AED.
d.4 Win on Board 4 = 1 point
d.5 In case of drawn games these points are shared. If the board-count results in no victory for either side
then the board points of Board 4 are cancelled and so on upwards until the tie is broken.

e. If a tie still results between teams in contention for medals, these teams shall play one blitz match (with 3
mins + 2 sec increment) against each other. In the case of two teams, colors on top board will be reversed
from previous encounter; in case of tie apply (d) above. In case of tie, one player from each team shall play
a sudden death match.

United Arab Emirates
The United Arab Emirates, sometimes simply called the Emirates or the UAE, is a country located in the
southeast end of the Arabian Peninsula on the Arabic Gulf, bordering Oman to the east and Saudi Arabia
to the south, as well as sharing sea borders with Qatar and Iran. In 2013, the UAE’s total population was 9.2
million, of which 1.4 million are Emirati citizens and 7.8 million are expatriates.
Established in December 1971, the country is a federation of seven emirates. The constituent emirates
are Abu Dhabi (which serves as the capital), Ajman, Dubai, Fujairah, Ras al-Khaimah, Sharjah, and Umm
al-Quwain. Each emirate is governed by an absolute monarch who jointly forms the Federal Supreme
Council. One of the monarchs is selected as the President of the United Arab Emirates. Islam is the official
religion of the UAE, and Arabic is the official language, although English is widely used.
The UAE’s oil reserves are the seventh-largest in the world, while its natural gas reserves are the world’s
seventeenth-largest. The late Sheikh Zayed, ruler of Abu Dhabi and the first President of the UAE, oversaw
the development of the Emirates and steered oil revenues into healthcare, education and infrastructure.
The UAE’s economy is the most diversified in the Gulf Cooperation Council, with its most populous city
of Dubai emerging into a center for international trade and transport. Nevertheless, the country remains
extremely reliant on its export of petroleum and natural gas.
Abu Dhabi
Abu Dhabi is the capital and the second most populous city in the United Arab Emirates (the most
populous being Dubai), and also capital of Abu Dhabi emirate, the largest of the UAE’s seven member
emirates. Abu Dhabi lies on a T-shaped island jutting into the Arabic Gulf from the central western coast.
The city proper had a population of more than 2.45 million in 2014.
Abu Dhabi houses federal government offices, is the seat of the United Arab Emirates Government,
home to the Abu Dhabi Emiri Family and the President of the UAE, who is from this family. Abu Dhabi’s
rapid development and urbanisation, coupled with the relatively high average income of its population, has
transformed the city into a large and advanced metropolis. Today the city is the country’s center of political
and industrial activities, and a major cultural and commercial centre, due to its position as the capital.
Abu Dhabi accounts for about two-thirds of the roughly $400-billion United Arab Emirates economy.
Abu Dhabi is the fourth most expensive city for expatriate employees in the region, and in 2014 was
the 68th most expensive big city in the world. Fortune magazine and CNN stated in 2007 that Abu Dhabi
is the richest city in the world, having been between $800 billion to approximately $875 billion USD. The
Sovereign Wealth Fund Institute puts the figure at US$773 billion.
