TWO JOIN WISCONSIN PHILATELIC HALL OF FAME
Two prominent Wisconsin philatelists joined the Wisconsin Philatelic Hall of Fame on April 30, 2016. The induction ceremony of
Cletus Delvaux and Benjamin J. Miller took place at the WISCOPEX ’16 Awards Banquet held at the Holiday Inn, Fond du Lac,
Wis.
Cletus Delvaux, of Gr een Bay, Wis., star ted collecting stamps at age 18 while working
as a department store shipping and receiving
clerk to help finance his college education.
The high-value stamps on some of the packages
he handled piqued his interest and he began to
save them. This evolved to ordering stamps
from magazine ads, purchasing a basic U.S.
album, and in 1979 becoming a member of the Green Bay Philatelic Society. He since has also become a member of the American Philatelic Society; American Topical Association; and the
Journalists, Authors, and Poets On Stamps ATA Study Group.
Clete has served as the Green Bay Philatelic Society’s
secretary for six terms and president for four terms. He has also
participated for many years in the club’s activities to promote
youth involvement in philately: Stamp Camp, BAYPEX youth
table, and annual Einstein Project in Green Bay.
Since Clete was an English teacher, his arm was twisted to
become the Green Bay Philatelic Society’s first newsletter editor.
He produced that first issue back in 1980 on an old Smith Corona
typewriter and continued in this position for 25 years’ worth of
issues. He also served as the Wisconsin Federation of Stamp
Clubs Across the Fence Post interim editor. At that time, he had
access to an Apple 2E, making the switch from typewriter to
word processor. His expertise was further used to proofread the
WFSC’s 1986 “Wisconsin on Stamps” publication.
Clete’s interest in collecting authors and literature on stamps
lead him to the American Topical Association’s Journalists, Authors, and Poets On Stamps Study Group. He began contributing
articles to the group’s bulletin and became editor in the year
2000. Clete additionally has served as the study group’s vice
president and president.
Over the years, Clete has contributed numerous articles
on literary topics to a variety of publications, including
Topical Times, Global Stamp News, Stamp Collector Magazine,
Linn’s Stamp News, Across the Fence Post, and the
American Philatelist.
Clete was nominated by the Green Bay Philatelic Society
with seconds from the Northwoods Philatelic Society, Bay de
Noc Stamp and Coin Club, and Oshkosh Philatelic Society.
We welcome Clete as a well-deserving member of the Wisconsin Philatelic Hall of Fame.

Benjamin K. Miller (1857-1928) (photo
from Wikipedia) was the son of a Milwaukee
lawyer and grandson of one of the first federal
judges in Wisconsin. He joined his father’s
firm in 1877 and later became a partner,
retiring in 1906 to pursue personal interests.
He started stamp collecting seriously on a
large scale only after 1918, when he bought one
of the famous Inverted Jenny’s at age 61. Later,
he intensified his collecting by writing articles in stamp journals
and purchasing from up to 30 dealers.
He assembled the first complete collection of U.S. stamps of
his time and it is known as the “crown jewels” of U.S. stamp
collecting for its rare holdings, depth, and variety. It includes
color shade varieties, frauds and forgeries, fresh unused stamps
and varied cancellations. It furthermore includes the 1¢ Z Grill,
of which only two copies are known to exist. This philatelist
also enjoyed plating stamps, seeking one copy for each position
on a printing plate.
His unique collection was donated to The New York Public
Library in 1925 and was displayed at the library for more than
50 years. It was, however, locked away in 1977 after a theft of
153 of its rarest items. Even though 81 of these stamps were
later recovered – some of them mutilated to disguise their provenance – the library did not put the collection back on display.
But, it did return to public view when the National Postal
Museum put it on display in two parts during the years 2006 to
2009.
Miller was posthumously nominated by the Waukesha
County Philatelic Society with seconds from the American Topical Association Chapter 5, Janesville Stamp Club and the Milwaukee Philatelic Society
WFSC Hall of Fame Nominations
The WFSC recognizes up to three prominent Wisconsin philatelists
per year for their contributions to the hobby. Nominations for 2017
candidates for the Wisconsin Philatelic Hall of Fame are due
December 31, 2016. Qualifications required of nominees are:
 Contributions of a purely local club nature shall not be the sole
reason for selection to the Hall of Fame.
 A deceased philatelist may not be nominated or considered for
selection until three years after his/her death.
Only WFSC member clubs may submit nominations, each
nomination must be seconded by two other member clubs. The
nominating club is responsible for making arrangements with the
seconding clubs to provide those seconds. The nomination and seconds
should be sent together to the chairman of the Hall of Fame Committee.
A nomination should include a statement identifying the nominee, a
short philatelic biography, and the reasons why that person should be
selected for the Wisconsin Philatelic Hall of Fame. Send the nomination

The Editor’s Turn

Welcome to summer. It is time to sit back
and enjoy a little fishing, outdoor time with
family, food on the grill, and of course some
time with your stamp collection. There are a
couple of stamp shows within the Federation’s
member clubs to help you add to that
collection. The first one, THE BAY DE NOC
STAMP AND COIN SHOW is in Escanaba,
MI on July 9. The second one, LAKELAND
COIN & STAMP CLUB SUMMER SHOW is in Woodruff, WI
on July 30. Both are in the north country, a great opportunity to
spend time with stamps and then enjoy some time at a lake or
state park. As we move into September we have MILCOPEX
2016 from September 16-18. I know that I have jumped right
through summer into early fall, but I want to remind everyone
that the Milwaukee Club is encouraging everyone (young and
old) to participate in their non-competitive fun exhibit activity.
Put together a 4-page or 8-page exhibit on the letter “F.” If you
are interested, the details and application are on the Milcopex

There are a few changes coming in “Across the Fence Post”
that I want to share with you. First, Maurice Wozniak has
expressed a desire to end his column “Clubs are Trump.” We
will miss Maurice’s well written update on various club activities
around the Federation. I know that I got some good ideas for
club activities from Maurice’s column and much appreciated his
willingness to put the column together month in and month out.
A big thanks to Maurice for his efforts. It is not all bad news
though as MaryAnn Bowman has agreed to put together a similar
column in the future. Look forward to seeing MaryAnn’s first
column in the September issue of ATFP. You can send MaryAnn
information from your club (newsletter, activity, and other news)
via e-mail at: [email protected]. Thanks to MaryAnn for
agreeing to take on this responsibility. I am looking forward to
seeing the new column.
I have several other ideas for additional columns for the
future. I think it would be good to have a column for youth. One
for topicals might be nice as well. I do not yet have editors for
these columns, but am working on it. If you have any interest,

This issue of ATFP is full of memories, pictures, thank yous,
and awards from WISCOPEX 2016. I would like to add a couple
of my own. First, I want to echo Karen’s thanks to Jeff Bigalke
for agreeing to staff a USPS booth at the show. Not only that, but
he had a very nice selection of material for sale. I am working on
a collection of Wisconsin postmarks and was looking for a cancel
from Readsville, WI where Jeff is postmaster relief. I asked him
how I could get a circular date stamp cancel from Readsville and
he said he could do it right there! He brought his hand canceler
with him and I got my Readsville cancel on the spot. I was even
able to get it on an advertising cover from the Holiday Inn that

hosted the show franked with a Paul Newman stamp. A picture
of the cover is shown below.
The second item I want to share with you is a post card. I
have been looking for an advertising cover from the J.J.
Badenoch Company, a former grain elevator and feed company
located in Chicago, IL. The founder of the company was my
great great grandfather. It was in the family for three generations
before shutting down in the late 40’s to early 50’s. I have not had
much luck finding an advertising cover from the company, but
always take a look at Illinois or Chicago covers. I was talking
with one of the dealers about my search and he explained how to
set up a targeted search on e-bay. A day or two later I set up the
search and right away a post card showing the buildings of the
company showed up for a reasonable price. I was able to acquire
the card and pictures of both sides of the card are shown below.
As you can see, not much of a message on the address side of the
card, but a nice “Air Mail SavesTime” cancel from 1928. I am
thrilled to add the card to my collection. I will continue to be on
the lookout for a J.J. Badenoch Company advertising cover.
With the September issue we will get started with our
celebration of the Federation’s 85th anniversary. This theme will
continue on into next year and will involve articles on
“happenings” from 1932. Until then have a great summer, enjoy
your time with family, at the lake, fishing, or just getting outside.
By all means spend the rainy days with your stamp collection.

Did You Know
According to the American Philatelic
Society many animals have been used to deliver the mail. Among them are camels, reindeer, horses, dogs, pigeons, even cats. It
seems that in Liege, Belgium 37 cats were
acquired to deliver the mail in the form of
letters in bundles. The service did not last
long as the cats were reportedly too undisciplined. SURPRISE!
Also, according to APS the smallest and
largest post offices in the world are located in
the U.S. The smallest is in Ochopee, FL and
the largest is in Chicago, IL.

Clete Gives Thanks in Print
At the April 30 Awards Banquet of the Wisconsin
Federation of Stamp Clubs, I was inducted into the WFSC
Hall of Fame. What an honor that was! I want to repeat the
thanks I gave in my short acceptance speech.
I thank the members of the Green Bay Philatelic Society
for nominating me for this award. I thank the WFSC selection
committee for bestowing this award on me. Finally, I thank
my wife for putting up with the clutter (glassines, stockboods,
three-ring binder, shoeboxes, etc.) of my collecting habit.

meeting to order at 1:05 p.m.
INVOCATION (Weigt): Karen Weigt read Bob Voss’
invocation.
ROLL CALL OF CLUBS (Grant): Ken Grant read the
roll call of Wisconsin Federation of Stamp Club
members. Karen Weigt welcomed the Tri State
Stamp Club to the membership rolls.
MEMBERSHIP TOTALS (Vick): Al Vick reported that
the WFSC currently has 694 paid members.
APPROVAL OF MINUTES – Saturday, May 16, 2015
Annual Business Meeting: Wauwatosa Philatelic
Society moved and Kettle Moraine Coin and Stamp
Club seconded a motion to approve the May 16,
2015 minutes. Passed unanimously.
REPORTS OF OFFICERS
President (Weigt) Karen Weigt made the following report:
I have presided over all Executive Board meetings.
I have been in contact with all WFSC officers, committees and appointees.
I have had contact with almost all WFSC clubs in
one way or another.
I staffed the WFSC table at MILCOPEX 2015.
I was instrumental in recruiting our new Tri-State
Stamp Club member.
I served as consultant for the Fond du Lac Stamp
Club’s WISCOPEX 2016 Planning Committee
and provided direct assistance in several
aspects of the event.
I produced all the graphical items involved with
WISCOPEX 2016.
I have regularly contributed to Across the Fence Post
and assisted with its production.
I coordinated the WFSC’s show calendar and
produced the annual show/bourse/club meeting
info flier.
I will continue to try to sustain the WFSC’s standing
as a premiere organization.

Secretary (Grant) Ken Grant submitted the
following report:
During the past year, as WFSC Secretary I have:
prepared and distributed agendas for WFSC
meetings

taken minutes of Executive Board Meetings and circulated
them to board members and interested parties
e-mailed club contacts as necessary with WFSC information
collected delegate information and documents for the Annual
Business Meeting
Treasurer (Vick): Al Vick reported that he maintained the
finances of the WFSC. The Federation does audits every
two years. The last audit was conducted on the financial
records of 2014 and 2015. The last audit indicated that
there were no irregularities with the Federation’s
accounts. Al Vick reported that he filed all federal and
state reports. Our opening balance in checking was
$2346.68 and a closing balance of $4355.98 with a money
market account balance of $6304.90 yielding a total
balance of $10660.88. Fond du Lac moves and
Northwoods seconds a motion to accept the treasurer’s
report. Passed unanimously.
Vice President, Youth Division (Bowman) MaryAnn Bowman
presented the following report:
Continued local promotion of stamps with youth and
beginners.
Wrote bi-monthly columns for the ATA and AFDCS with
ideas and suggestions for youth club programming.
Active involvement with the chairman of the Youth/Beginner
area for the World Stamp Show - New York 2016, the
international show, planning and implementing activities
for various age groups.
Serving on the newly formed APS Collector and Student
Education Committee
Northeast Region VP (Wozniak ): Maurice Wozniak reported
that he had not visited any of the clubs in the Northeast
Region, but has kept in touch with the clubs by telephone
and e-mail. Ray Perry, one of the members of the Green
Bay Club has accepted the role as editor of ATFP.
East Central Region VP (Kurki): VP Don Kurki provided a
report on the health of the clubs in the East Central
Region. He attended the Kettle Moraine Coin & Stamp

summary of his activities:
I assumed editor responsibilities for ATFP.
Many thanks to Aimee Devine for her efforts as
editor over the past several years.
Trained with Aimee for about 6 hours of face to
face time, many e-mails, and countless
phone calls.
May/June, 2016 issue of ATFP was my first as
editor. It was delivered to the publisher on
time.
Theme for the coming year will be our 85th
anniversary with articles focusing on
events and stamps from 1932.
Met with Aimée Devine to train on planning
ATFP issues.
Communicated with rest of Editorial
Committee on plans for 2016/17 ATFP
issues.
Editorial Committee agreed on a broad theme
for the year and individual themes for the
monthly issues.
Began lining up authors for future articles.
Southeast Region 1 VP (Schmitz) Art Schmitz

Since our spring Board Meeting I have visited
the following clubs; Wauwatosa, ATA #5,
the German and Milwaukee clubs. The
ATA, Milwaukee, and Waukesha Clubs
are outstanding, each with good
attendance. Unfortunately, there’s a
question as to the future status of the
Northwestern Mutual and North Shore
clubs.
I’ve also spoken to non-philatelic organizations
about stamp collecting and the role of the
federation in Wisconsin.

Plans for the future include finishing up the
plans for each month’s issue, identifying authors

American Philatelic Society Rep. (Vick): The biggest thing taking place right now is the APS
election.
American Topical Association Rep. (Graffenius):
Bob Mather reported that the ATA is doing
well. They will not have an annual show as
they do not have their show in years with an
international show such as NY2016. In 2017,
the ATA will meet in Milwaukee at the Crown
Plaza.
Awards Chairman (Fagan): No report
Webmaster (Kluskens):
In 2015, website traffic dropped for a second
year, now to 75,000 page views, but not
not out of average for the previous five
years.
The site continues to land on Google's first
page when searching in Wisconsin for
"stamp clubs".
Central Wisconsin Stamp Club is the latest
club to take an interest in keeping their
page up-to-date.
Questions are always welcome; my address is
at the bottom of the home page.

Announcements for the good of the order: Al Schmitz asked
how the boundaries of the various regions of the WFSC
determined. Racine and Kenosha are located in the
South Central region and he believes that they should be
located in the Southeast region. This will be addressed
by the Executive board. Bob Mather as a member of the
Milwaukee Philatelic Society reported that the Society is
not happy with the timing of the delivery of ATFP,
many of the issues arriving after the events it promotes.
Karen Weigt will refer this to the ATFP Editorial
Committee.
ADJOURNMENT: Moved by Wauwatosa Philatelic Society

Alliance Française was created during
La Belle Époque

As a part of the MILCOPEX '16
celebration of the philately of La Belle
Époque, Alliance Française de
Milwaukee, a non-profit society
promoting French language and
culture, will be participating, along
with the France and Colonies Philatelic
Society.
Alliance Française was founded in
Paris on July 21, 1883, during the French
Belle Époque, the beautiful, peaceful years
between two horrible european conflicts,
the Franco-Prussian War, and the First
World War. The Belle Époque was a
time of economic growth, technological
development and cultural change, and was
considered to be a “golden age” in both
Europe and in North America.
The vision of the AF founders,
including the scientist Louis Pasteur,
author Jules Verne, and other notable
French leaders, was to promote peace
and cooperation between countries by
fostering mutual respect, love of beauty
and friendship through the propagation
of the French Language and culture.
After over 130 years, Alliance Française
still promotes the learning of French as
a second language, and has about 850
centers in 137 countries. In the U.S. there
are 111 chapters in 45 states.
Today, Alliance Française de
Milwaukee continues with a full calendar
of various French language classes,
and cultural events. The largest annual
event is the participation in the French
ethnic heritage festival, Bastille Days,
held in Cathedral Square in downtown
Milwaukee, this year from July 14
through 17.
Alliance Française de Milwaukee
will also be at the Milwaukee Philatelic
Society's MILCOPEX '16 postage stamp
show from September 16 through 18, this
year Celebrating the Philately of Le Belle
Époque.

On February 12, 1983, the French Post
Office celebrated the 100th anniversary
of the founding of Alliance Française
by issuing a commemorative stamp,
Scott #1860. The Milwaukee AF center,
Alliance Française de Milwaukee was
founded in 1918 so will be celebrating its
centenary in two years.

BADGER STAMP CLUB WINS THE
WISCOPEX ’16 CLUB AWARD
The Badger Stamp Club won the
WISCOPEX Club Award by earning
the most points for exhibits entered at
WISCOPEX ’16.
The purpose of this award is to encourage
WFSC clubs to promote exhibiting. Points
are credited to each club for which the
exhibitor holds membership. The point
system is as follows: Champion of
Champions – 5, Best of Show – 4, any
1st Place – 3, any 2nd Place – 2, any 3rd
Place and non-competitive four- or eightpage exhibits – 1.

A poem about something I like to do
It’s not like a thing with a roar

From a young boys naked caper
To what scientists have discovered

According to the American Philatelic Society
there actually was an undersea post office. It
was part of a scientific facility on a seabed off
the Bahamas. It was established in 1939. The
oval postmark read SEA FLOOR/BAHAMAS.
This post office was depicted on a 5 shilling
Bahamian stamp issued in 1965 (Scott #216)
and pictured below.
