One job that we share is paying winners when they win.
For me, it’s the chance to go down to the Winner’s Room here at lottery headquarters in Raleigh and meet someone who just won $100,000 or more. I once met a
retired fireman from Asheville who had just won $141 million the day before.
For you, it’s scanning that instant or online ticket, hearing the winning tune on the
terminal and paying up to $599 in prizes.
It’s a big job. Paying out prizes is one of the biggest jobs the lottery has. Here are the
numbers.
• $961 million in prizes in our last fiscal year
• $18.5 million on average a week
• $2.6 million on average a day
In a business sense, prizes are the products that the lottery makes and sells. Some
are big wins. But many are the smaller wins that you handle every day as you help
our players have winning experiences.
Our North Carolina games have really been paying off recently.
In August, we paid out a record $7.5 million in prizes in the Carolina Pick 4 game
when the “quads” of 1-1-1-1 came up in the Aug. 11 evening drawing. On the same
day, “trips” of 7-7-7 came up in the afternoon Carolina Pick 3 drawing. Now it was
your turn to pay out some $1.6 million in prizes as folks came into your stores
to collect their $500 top prize. Since then, the Pick 3 game has hit “trips” three
more times.
We finished our first quarter up $19 million in sales over last year. I hope all your
stores had a good first quarter too. If such strong sales continue, we’ll be well on
our way to another record year of raising money for education in North Carolina.

The first Carolina Cash 5 Bonus Bucks drawing will occur on November 14, so make sure
your players remember to keep their entry slips.
Remind your players that in order to get an entry slip for a Bonus Bucks drawing, they
must make a $5 Cash 5 purchase in one of the two following ways:
• Select five sets of numbers for one drawing on a single ticket purchase
• Choose one set of numbers for five drawings on a single ticket purchase
If a winning number drawn matches your player’s Bonus Bucks entry slip, they will win $50,000,
$5,000 or one of three $1,000 prizes. To claim a Bonus Bucks prize, the winning entry slip must be
presented at an NCEL claim center.
On the day of the drawing, the winning numbers can be located a number of ways:
· A printable PDF file of the winning numbers will be posted under the Retailer
Information/Downloads section at nc-educationlottery.org.
· A copy of the winning numbers can be faxed to your location by contacting Retailer Services at 1-877-382-4530.
On Nov. 20, the NCEL will release its
first instant-online crossover game:
Instant Carolina Cash 5.
The $2 scratch ticket features a top prize
of $50,000, just like the online game’s
starting jackpot. To win a prize, players
match their numbers to any of 10 winning numbers.
For the first time ever, players have the
chance to win online tickets on their
scratch-off tickets. Revealing a “Cash 5”
logo wins two $1 Carolina Cash 5 tickets
for the next drawing. The Quick Pick
tickets will be printed automatically by
your terminal at the time of validation.
Instant Carolina Cash 5 features more
than 52,000 prizes between $20 and
$200 and more than $5.3 million in total
prizes. Overall odds of winning a breakeven prize are 1 in 4.42.
Look out for new point-of-sale options
for this exciting game soon.
· If you are unable to obtain a copy of the winning numbers, alert your players that they can
be found at the lottery’s website.
Remember, the Bonus Bucks Promotion can help increase your sales and bring new Cash 5 players
to your location, so be sure to ask for the sale. Don’t forget entries generated after the entry deadline will be entered into the next available drawing. The four remaining Bonus Bucks drawings will
occur on January 16, March 20, May 22 and July 24.

The NCEL is required to provide 1099’s to all
retailers who have earned at least $600 in
commissions during calendar year 2012 (January 1, 2012 – December 29, 2012) and are not
listed as a corporation (LLC are considered a
corporation) with the NCEL.
If your retail location meets the qualifications
for receiving a 1099 from the NCEL and you
have not received your form in the mail by
February 15, 2013, please have an owner contact Retailer Services at 877-382-4530 option
2 then option 1.
My retailer location does not meet the qualifications for receiving a 1099 but I need my
sales history for 2012, how can I request this
information?
After January 31, 2013, an owner or authorized representative can contact Retailer Services at 877-382-4530 option 2 then option 1.

Selling your Business /
Change of Ownership
· Lottery certificates (contracts) are non-transferrable.
(Lottery can only be sold by the business that applied
and was approved by the NCEL.)
· If you are selling your business, you must contact the
lottery a minimum of 30 days prior to the sale/lease
taking place.
· The new owner should apply a minimum of four (4)
weeks prior to the sale date to allow for the processing
of the new application and to minimize any interruptions
in lottery sales at the location.
· The new owner will need to provide one of the following:
a Bill of Sale, Lease Agreement, Purchase Agreement or
Warranty Deed
Note: Report any changes (address, phone numbers, etc)
to Retailer Services at 877-382-4530 option 2 then
option 1.

New Terminal Paper Stock

The NCEL will start distribution of new terminal paper
stock to retailers in late 2012.
The new paper stock adds color, bolder branding and
dedicated space to display the NCEL and Lucke-Zone
Players Club website addresses.
Please Note: Continue to use all current terminal paper
stock you have in inventory. Paper supplies are automatically shipped to you based on sales, so the arrival of the new
stock will vary by location. Most retailers can expect to receive
it later this year or early 2013. This change to paper does not
affect the wager in any way. Tickets printed on either type of
NCEL stock will be accepted at NCEL claim centers.
How lottery funds
benefit education
As a lottery retailer, it makes sense that customers – as well
as employees – would want to know how lottery funds benefit
education in the state. After all, making a difference for schools,
students, and teachers is good for all of us in North Carolina.

•The state legislature has directed lottery funds to pay for
teachers’ salaries in grades K-3 to keep class size as small as
possible, school construction, prekindergarten programs for
at-risk four-year-olds, and college scholarships and financial
aid based on need.
•Four times a year, the lottery makes a quarterly transfer to
the state. For fiscal year 2012 which ended on June 30, 2012
the lottery transferred a total of $456.7 million, bringing the
total since inception to more than $2.45 billion.
•Last year’s lottery funds for education were equal to about
5% of the total state education budget. So, while lottery funds
make a difference for specific education programs and have
increased each year since the lottery began, lottery funds
can’t cover every education need.

North Carolina General Statute 18C-131(d)
prohibits the sale of lottery tickets to a
person under 18 years of age.
Always check proper identification and look
for the red border around the photo, which flags
a license as belonging to someone under 18.
Proper checking of ID is each retailer’s
responsibility, so please be sure that all of your
store’s personnel are aware of this requirement.

In just six years, North Carolina has been lucky enough to see five of its lottery players
win jackpots in the two national jackpot games, Powerball and Mega Millions. That’s not
a bad streak of luck. Some state lotteries have had the two games longer than us, but so
far have not had any players hit a jackpot.
