Life can take some very unpredictable twists and turns – the flight plan is not always clear cut. Since
1969, Robins’ Nest has worked diligently to smooth the path and help children and families steer
clear of the obstacles that confront them – abuse, neglect, and distress. Robins’ Nest has tackled
each problem head-on, providing guidance and developing creative services that keep children safe,
promote healing, ensure healthy child development and teach effective parenting. Through
dedicated and compassionate partnering with staff, Board members, contributors and volunteers,
Robins’ Nest has served as a life link for 2,634 children in the seven-county Southern Region of
New Jersey.
Because each child is unique and each life path different, our agency tailors its services to meet the
individual needs of each child. Robins’ Nest provides solutions to the complex problems of families.
Our agency’s broad array of services include: early intervention programs for first-time parents
designed to prevent child abuse; intensive home-based services for troubled children and their
families aimed at avoiding out-of-home placement; services for foster children that help them
flourish and secure a permanent home of their own; clinical services to help foster and adoptive
children adjust to their new homes; and outpatient therapy for children and adults.
Robins’ Nest works with children in their own homes, in foster and adoptive homes, and in our
agency’s group home. Our treatment staff supplements clinical treatment with services that address
the underlying social problems of poverty, domestic violence and mental illness. Partnering with our
agency’s many volunteers provides children with the companionship, emotional support and
recreational experiences necessary to ensure quality of life and empower each child to fulfill his or
her potential.

Highlights of 2004
During 2004, Robins’ Nest experienced a modest seven percent (7%) budget increase due to development and
expansion of services. This growth was paralleled by a six percent (6%) increase in agency assets.
New Programs and Services
Robins’ Nest is committed to creating innovative solutions that will end pain and suffering for children. In 2004,
the following new programs and services were added to improve the well-being of children.
■ The Transition to Adoption program helps foster parents who are willing to consider adopting to make an
informed and early decision about adopting their foster child. After families commit to adopting, Master’s-level
clinicians with specialized training in adoption issues provide individual and family treatment,
education and support to facilitate a healthy transition to adoption.
■ Crisis Intervention Services provide crisis intervention and case management for youth and families facing a
crisis. After addressing the immediate crisis, the Crisis Intervention Services counselor develops a plan of services
and supports that links families with long-term care.
■ In response to the crisis in the public child-welfare system, the agency conducted safety assessment of the State
of New Jersey’s foster homes to assess the safety and well-being of children, and ensure foster parents were
meeting the children’s physical and emotional needs.

ROBINS’ NEST SOARING…
Service Expansion
With the receipt of several one-time grants, we increased the number of foster children who received consistent
weekly supervised visitation with their parents and siblings, and also increased the number of families receiving
intensive in-home family preservation services.
Re-accreditation
During the year, agency staff completed the year-long self-study process to prepare for the October site visit by the
Council on Accreditation and Healthy Families America, the agency’s two nationally recognized accrediting bodies.
Accreditation provides assurance to clients, donors and the community that the agency strives for
excellence, that all services comply with the standards of best practice, and that the organization is managed
efficiently and is fiscally sound.
Leadership as a Child Welfare Service Provider
The agency’s expertise in child welfare is recognized on the statewide level. The Executive Director Angela Estes
continues to chair the Staffing and Outcomes Review Panel, which is one of three Child Abuse Prevention and
Treatment Act (CAPTA) Citizen Review Panels. The CAPTA Panels, which are required by federal law, are charged
with examining the policies and procedures of the public child welfare system and determining the extent to which
the system effectively meets its responsibility to protect children. In 2004, Angela Estes was appointed by the
Commissioner of Human Services to serve on the Department’s Community Provider Task Force charged with
addressing the issues of non-profit providers upon which the child welfare system relies for delivery of quality
services for children.

In 2004, Life Link and On My Own provided independent living programs for 77 young people
aging out of foster care. These programs provide the following services: life-skills training, crisis
intervention; individual and group counseling; independent living supervision; assistance with
completion of their education; help in securing meaningful employment, medical care and safe
housing; and most importantly, planning for the future. By the time these young people complete
the program, they possess the skills and self-confidence that are critical for successful transition
to adulthood.

In 2004, 627 foster children experienced healing and stability through three services that are
dedicated to ensuring that foster children do not languish in the foster-care system or get
shuffled from one foster home to another.
■ Family Ties and Creative Visitation maintain the familial bond through weekly
therapeutic visitation services. During the visit, professional staff address the issues that caused the
child’s removal from the home, teach appropriate parenting skills, and promote healthy child-parent interaction. Creative Visitation also provides sibling visits in those situations where parents are
no longer involved in their children’s lives.
■ Parent Support Services helps families resolve problems that caused their child’s removal so they
can be reunited with their children. After the child is returned, staff support the child and parents
to ensure successful family reunification.
■ Family Group Conferencing is a planning process by which agency staff work with the family to
identify everyone who cares about the child (such as extended family members, neighbors, friends,
teachers, professionals involved with the family, and clergy) and then bring them all together to
develop a plan so that the children can be returned safety to their family of origin.
■ Behavioral Supports for Foster Children provides intensive home-based treatment which
incorporates the foster parents into their foster child’s treatment.
These innovative programs address the problems of children in foster care by achieving timely
permanency and preventing the trauma of multiple placements. As a result, children have a
family to call their own – either by being reunified with their families or being placed in a loving,
adoptive family.

In 2004, Robins’ Nest services helped 562 children and their families who were struggling with
economic hardship, mental illness, substance abuse and domestic violence. By combining clinical
services with appropriate supports, the agency empowers parents so they can care for their children
in their own homes. Services are individualized to meet the individual needs of the child and
family, including individual and family therapy, around-the-clock crisis intervention, training in
parenting skills and positive discipline, communication and problem-solving, skills-building, play
therapy, and connecting families with other services.
■ Family Outreach utilizes licensed clinicians to provide weekly in-home psycho-therapy for children
and their families to address issues of abuse and neglect or emotional, mental health and behavioral
problems.
■ Family Connections provides intensive in-home services utilizing a team approach.
A Master’s-level clinician provides individual and family therapy while a bachelor’s-level counselor
provides parenting skills, links to address issues related to poverty, and other concrete services.
■ Family Preservation Services is an intensive, short-term crisis intervention program for children at
imminent risk of removal. The four-week model infuses a high level of services to address the
immediate crisis, stabilize the family, develop a plan for long-term services, as appropriate, and
prevent out-of-home placement.
■ Child Family Team provides on-going case management services and brings together on an
on-going basis everyone who cares about the child and family to develop plans which ensure
children with serious emotional problems can remain in their own communities.

TAKING THE LEAP...
Transitions from Foster Care to Adoption
“John and I wanted to adopt our foster child, but we weren’t sure we had what it takes to care
for a child with so many problems. Our therapist from Robins’ Nest helped us to understand
Kevin’s pain and helped us learn the skills we needed to handle him. Now that we know we
can do it, we have decided to make Kevin a permanent member of our family.”

In 2004, Robins’ Nest adoption services helped 96 foster children successfully transition into a
loving, adoptive home.
■ Behavioral Supports for Adoptive Families provides intensive home-based treatment for children in
adoptive families whose behavioral and emotional problems may lead to a failed adoption.
Therapists, who have completed specialized training in dealing with adoption issues, help adoptive
parents to understand bonding issues as well as their child’s grief from loss and separation.
■ Transition to Adoption helps foster parents who are willing to consider adopting their foster
children to make a timely and informed decision. After a decision is made, the therapist helps the
family address the myriad of issues relating to adoption to ensure the child bonds with his or her
new family.
■ Fost-Adopt works with families who have applied to become foster parents with the intent to
adopt their child, after parental rights are terminated. While they await the placement of their child,
the program helps them deal with their anxieties and guides them through the pre-placement
process. After they receive the child, the program provides on-going support to ensure the child
adjusts to his or her new home.
In addition, home studies and safety assessments were conducted on 266 prospective and active
foster homes to ensure the well-being of children in the State of New Jersey’s foster care system.

GUARDING THE NEST…
Robins’ Nest Parenting Initiatives
“I was alone, had no family support, and worried that my minimum-wage job would not
enable me to meet my baby’s needs. But then the hospital told me about Healthy Families. My
home visitor helped me get into a program so I could qualify for a better job, helped me get a
driver’s license, taught me how to meet all of my baby’s needs. Now I have a decent paying
job and know Jennie and I are off to a good start.”

In 2004, Healthy Families home-visiting services helped 389 high-risk first-time parents and their
babies. By providing support and education which emphasizes positive relations between the
parents and child and promotes the family’s well-being, home visitors establish a trusting
relationship with families, making certain that parents can meet their baby’s basic needs, attain
vocational skills needed for viable employment, and acquire safe housing. Not only do home
visitors ensure that the baby’s medical needs are met, but they teach parents how to foster their
baby’s emotional and intellectual development.

“ I was taken from my home when I was six because my parents abused me and my brother.
My first foster home was pretty good, but when my foster dad died, my brother and I had to
leave. My brother and I went to separate foster homes, and I was angry because I didn’t get to
see Billy. I guess I gave them a pretty hard time. When they kicked me out, I kept bombing
out of one foster home after another. That’s when I finally came to Robins’ Nest group home,
and for the first time, I found a real home where I felt I really belonged.”

For children growing up without parents, life can be traumatic and painful. As a result, many of
these children develop self-destructive behaviors making it difficult to function at home, in school
and in the community. For such children, the group home for girls and the specialized foster care
program provide a community-based environment in a family-type setting which blends
psycho-therapeutic clinical services with the nurturing and structure to help them turn their lives
around and become contributing members of the community.
Staff in the agency’s two residential programs, which cared for 22 children in 2004, recognize that
each child is unique; thus, the treatment team develops an individualized service plan based upon
each child’s history, strengths, emotional and behavioral problems, cultural background, and
personal hopes and dreams. Individual, group and family therapy helps resolve family conflict
and promote healing. Counselors supplement clinical treatment through daily counseling and
goal-setting, skills-building, and modeling to ensure that each resident’s physical, emotional, social,
intellectual, vocational and spiritual needs are met.
The program helps each resident develop a sense of self-esteem, which is important for children
whose past experience was not affirming. Staff utilize each resident’s creative or athletic interests to
build a sense of self, and guide each resident to give back to the community by becoming a
volunteer for another organization that helps children, the elderly, and other vulnerable members of
the community.

NAVIGATING ROUGH TERRAIN…

“Our marriage was in real trouble, and I know our constant bickering was really hurting the
children. Fortunately, a neighbor told me how Danellie had helped them when their daughter
was suicidal, so we decided to call. Our therapist taught us new ways to communicate without
being hurtful, and things are so much better now.”

In 2004, 606 children and adults received out-patient services at the Danellie Counseling Center.
The Center’s therapists are experienced, fully licensed clinicians who share the agency’s commitment
to compassionate and competent services. The Center accepts third-party payment and is
credentialed by the major health insurance carriers serving the South Jersey region.
The Center offers individual, group and family therapy for children and adults as well as marital
counseling. In addition, the Center’s Lean on Me program provides specialized services for children
who are suicidal, suffer from eating disorders, or have been sexually abused.

children and families by contacting the Danellie Counseling Center.

SAFETY NET…
We’ll Catch You When You Fall – Robins’ Nest
“Danny has always been a handful, but when he got into that bad crowd, he got himself in
trouble with the law. He might have ended up getting locked up in detention, which would
have made things worse. But instead, the Judge put him in the Grounded program. The staff
helped us set limits, made sure Danny abided by his home detention contract, and spent time
talking to him about turning his life around. For the first time in years, my husband and I are
hopeful that our son will turn his life around.”

In 2004, the agency’s programs, which serve court-involved youth, helped to redirect the lives of
174 adolescents. Unlike most programs working with this population, Robins’ Nest services incorporate a counseling component to help youth set realistic goals and develop a plan to meet them.
■ Grounded is a home-detention program which provides an alternative to locking up non-violent
juvenile offenders in detention facilities. Youth are required to follow a strict home-detention
contract which requires they remain at home except during those hours when they are to attend
school. Grounded counselors monitor at all hours of the day to ensure the youth are in full
compliance with the home-detention contract. In addition, they spend time in counseling sessions
to help the youth make better choices which will lead to a more productive life.
■ Connect Two and Crisis Intervention Services provide in-home counseling services to youth
identified by the court system as “at-risk.” In-home counselors work with parents to improve
parenting skills, set age-appropriate limits, and create a structure which meet their child’s needs.
During individual counseling sessions, youth are encouraged to talk about their hopes and dreams
and set realistic goals to achieve them.
■ The Educational Advocate program helps youth who are struggling in school either academically
or behaviorally by working with the family and school to develop an academic program which meets
the youth’s individual needs.
Robins’ Nest programs for court-involved youth are designed to keep at-risk youth from entering the
court system and youth with minor charges from becoming repeat offenders. By receiving early
intervention with a strong counseling component, youth are making the changes necessary to
redirect their lives, become accountable for their behavior, and make positive and productive
choices for their future.

THE SKY’S THE LIMIT...
Looking to the Future
Although the agency’s On My Own and Life Link programs are valuable resources for young people who turn
18 and have to leave foster care, the lack of a housing component has been a barrier for many of these young
adults. It is evident that without a safe environment where they can live until they are ready to become fully
independent, many of them will experience the plight of so many foster children who have become part of the
homeless population.
It is our vision to develop supportive housing to enable children leaving foster care to live in a safe home where
they receive life-skills training, an appropriate level of supervision, and the emotional and clinical supports they need
to fulfill their potential and become productive and contributing members of the community. The goal is to
complete the first building for ten young people by fall 2005, with the remaining two buildings to house an
additional twenty youth in subsequent years as funding becomes available.
