Marilyn Mosby
visits Fells
to discuss
long-term
crime solutions
BY GIANNA DECARLO
[email protected]
Baltimore City State’s Attorney, Marilyn
Mosby spoke at the Fells Prospect
Community Association meeting on
Wednesday, June 10 to discuss her upcoming
programs that she believes will target the
problems that led to last month’s unrest.
First, Mosby spoke about a push to end
the “stop snitching” mentality that is
prevalent in the city which can prevent
crimes from being solved. She said she is
creating victim witness services within the
community affairs division that would
ensure the safety of those who come forward
with knowledge of a crime.
“We gotta do better by our victims and
witnesses, provide the protection for them,”
she said.

Last week, the Department of Transportation
released a notice of changes to the Charm City
Circulator routes which will take affect on
July 20th.
The free bus route accumulated a deficit of
over 11 million dollar as of November of last
year.
“Funding for the CCC program was
achieved by restructuring the City’s parking
tax. While the CCC’s operating expenses have
increased over the years, the revenue derived
from the parking tax adjustment has remained
stagnant. In addition, issues with the supplier
of the initial CCC fleet have necessitated
significant unforeseen and unfunded
expenditures. Subsequently, the CCC is
operating at a deficit and will be for the near
future,” said the public notice.
The Banner route, which traverses from
downtown to Locust Point to Fort McHenry,
will no longer run due to the federal grant
funding running out after the Star-Spangled
Centennial celebration.
Many were upset over the announcement
and sent a letter to Mayor Stephanie RawlingsBlake to try and save the Banner route. It
contained 29 signatures, including those from
Under Armour CFO Brad Dickerson, and the
presidents of the Locust Point, Riverside, Key
Highway Community Associations, and
Rebecca Hoffberger, the director and founder
of the American Visionary Arts Museum.
“As residents, families, investors, and other
stakeholders in South Baltimore, we are
gravely concerned by the proposal to eliminate
the Charm City Circulator’s Banner Rout. The
Banner Route is crucial for connecting city
residents and tourists to the Inner Harbor,
South Baltimore businesses, sporting events,
cultural attractions, and historic sites...”Its loss
would have a profound impact on important
quality of life factors for our residents, and
stands in direct opposition to the stated goal of
bringing 10,000 new families into Baltimore.”
the letter read
The new plan includes limiting the hours
when the orange and green route will run.
The revised hours are as follows:
Monday-Thursday: 7:00 a.m. – 8:00 p.m.
Friday: 7:00 a.m. – 12:00 midnight
Saturday: 9:00 a.m. – 12:00 midnight
Sunday: 9:00 a.m. – 8:00 p.m.
Despite the limited hours, the Circulator will
have more stop at these two routes.
The Orange routes will have new stops at
Fayette Street at Poppleton Street, Fayette
Street at Fremont Avenue, Fleet Street at
Exeter Street, and Central Avenue at Bank
Street.
The new stops on the Green route are
Fayette Street at Colvin Street, Fayette Street at
Holliday Street, Fayette Street at St. Paul
Street, Baltimore Street at Calvert Street, Fleet
Street at Exeter Street, Fleet Street at Caroline
Street, Fayette Street at Wolfe Street
(eastbound), Washington Street at Jefferson
Street, and Madison Street at Wolfe Street.
The DOT is also increasing their Purple
route stops to extend to Charles Village and
33rd street, with stops in Station North and the
Homewood campus of Johns Hopkins
University.
The DOT believes these changes will save
the program over 3 million dollars a year.
The restructured Charm City Circulator

“Interested members of the public are
encouraged to provide feedback and comments
on the proposed changes,” said the DOT. They
will also hold public meeting throughout the
month of July.

rehabilitating non-violent first-time drug
offenders. The offenders will go through a
probationary period where they will learn
job training and life skills and be given a job
at the end of the program. Also, their felony
charges would be wiped from their records.
They must complete 150 hours of community
service before entering the program and it
will begin on July 7, she said.
She then welcomed questions.
Before the Q&A, the room was reminded
that they could not ask questions about the
Freddie Gray case.
There were a few grumbles from the
audience at this announcement. Still, they
proceeded with the meeting, with questions
pertaining to short-terms solutions to the
city’s crime wave.

Mosby then spoke about the necessity of
community liaisons that connect citizens
with their police forces. She said that the
city’s former States attorney, Gregg
Bernstein, fired these liaisons during his
term and that she re-implemented this
program when she took office.
It will be implemented on July 1st and will
increase the number of liaisons per police
districts.
“The importance of that is not only are
they the voice of the State’s Attorney office,
but they are also the ears for the community
to bring that back to the State’s Attorney
because it’s not just about violent offenders,
we also know it’s about quality of life. We
have to break down these barriers of
distrust.”
The next program discussed was the
Community Day at Court, a day when the
courthouse will be open to the public to help
them understand the criminal justice system.
“The first time you enter a courtroom
shouldn’t be when you have jury duty, you
need to understand the intricacies of the
criminal justice system,” said Mosby. The
first meeting focused on sexual assault and
the importance of DNA evidence in a case.
The next Day at Court date is July 25th
and will focus on felons reentering society
and recidivism rates.
Next was her office’s Aim to BMore
program. Aim to BMore is partnered with
the Center for Urban Families and the
Thrive program and will focus on

BALTIMORE GUIDE 9
Baltimore-based thriller inhabits
criminal underground
What do you do when
you’re caught between
warring crime
families and ruthless
federal agents?
In Baltimore,
crime is not new to us.
We turn on the news and see
it everywhere, violence taking hold,
people being hurt, people acting out of anger
and pain. But what is new is delving into this
world and seeing how people can get tangled in
a web they didn’t plan to weave.
“You’re As Good As Dead” is the second
novel of a trilogy by Ed Aymar, a sequel to his
debut “I’ll Sleep When You’re Dead”. The
novels explore the desperate lengths one man
will go to survive after his plans for revenge go
astray, even if it means betraying those around
him.
The reader follows Tom Starks, a professor
at a community college who is sucked into the
labyrinth of the criminal underground
following the murder of his wife. He believes
he left the events of the first novel in the past
and yearns to return to normalcy.
However, Starks is thrown back into this
dangerous world after he witnesses the murder
of highly-ranked crime boss. He is used by the
FBI as an informant to the crime all while a
murderer know as the Judge, and his pack of
ruthless killers, reek havoc across Baltimore
“You’re As Good As Dead” asks the
question: “What do you do when you’re caught
between warring crime families and ruthless
federal agents?”
Starks must quadruple-cross and think a
dozen steps ahead of his enemies if he is to stay
alive during this predicament.
The “Dead Trilogy” has garnered praise
from critics who laud Aymar on his
unexpected plot twists and emotionally
complex characters.
Many of these emotional moments are seen
through the eyes of Starks in a familiar
location.
Aymar said that in both his books, Starks
has an epiphany, a moment of clarity, in
Patterson Park, which marks the turning point
of the plot.
This a testament to Aymar’s overall respect
for Baltimore which is sprinkled throughout
the story.
For example, Starks himself is a hometown
boy. He was born in Dundalk, lives in Federal
Hill, and has roots in Highlandtown.
For Aymar, setting the adventures in
Baltimore was obvious.
“Baltimore was the automatic setting.
I never even thought twice about it,” he said.
Aymar lives in Washington D.C. but has
always had a fascination with Baltimore. He
was born in a military family so he never had
a permanent place he could call home, but
found immense inspiration in Baltimore during
his visits.
“I kind of fell in love with Baltimore,” he
said, joking that Fell’s Point was a great place
to take people on dates. “It just made a perfect
setting for a great match. There’s loneliness but
a real warmth. I look at Baltimore as this little
city that’s big enough to have tons of voices.”
This book is a bit of a departure stylistically,
Aymar said, a change he called “cool, but
scary.” He said that as a writer you have to
challenge yourself and break out of what you’re
used to doing. He said that if he feels himself
getting bored with his writing, then his readers
would be even more bored.
“It was a bit different because the first book
was all from one’s characters perspective and
he was talking in past-tense and had a
traditional way of looking at the world. With
this one, I felt sort of free to write something a
little different, with different perspectives and
points of view and I tried to make a point of
surprising myself. It was cool to a have moment
and you’re like ‘wow, I can’t believe that
character did this, and then you’re like, ‘oh, I
wrote it.’”
He described Baltimore as having a “gothic
sense of romanticism” which fits with Starks’
lamentations over his lost wife. Starks’
emotional depth is what propels the story, said
Aymar. While his novels feature the common
tropes of the crime/thriller genre, he believes
its important to develop characters that the
audience can see themselves in. We relate to
Starks and in that, get at least some
understanding into the minds of criminals and
what pushes them to such acts.
“You’re as Good as Dead” was released by
Black Opal Books on Saturday, June 13 and is
available through all major online retailers and
regional bookstores.
For more information on Aymar’s work,
visit www.eaymar.com.
“You’re As Good As Dead’ is the
sequel to Ed Aymar’s first novel, “I’ll Sleep When You’re Dead”
which follows a man seeking revenge after his wife is murdered.

Overdue library book
gets returned after 34 years
We’ve all had experience with overdue
library books. But none of those books
were as probably as late at Michele
Wojciechowski’s copy of Frankenstein
which she checked out in 1981 from the
Highlandtown Library. After 34 years,
the book was returned to the Enoch Pratt
Southeast Anchor Library.
“I completely panicked and freaked
out,” she said.
She found the book while cleaning her
childhood home in Brewer’s Hill.
After doing the math, she figured out
her overdue fine would’ve been around
$2500, the cost of 8000 bags of potato
chip bags, she adds. Luckily, the library
caps fines at $6 for adults.
Wojciechowski herself is a writer and
credits her love of reading for helping
her find her passion
She donated 50 copies of her humor
book, “Next Time I Move, They’ll Carry
Me Out in a Box” to the library. “I was
raised Catholic so I feel guilty about the
whole thing,” she said with a laugh.

Dear Baltimore Orioles fans,
This past Saturday I was hanging out with 38,908 other baseball fans at Camden Yards as
the Orioles squared off against the New York Yankees. I say baseball fans because there was
quite a mix of Oriole and Yankee fans.
While I don’t mind fans of the opposing team coming to Camden Yards (let’s be honest, it’s
one of the best stadiums in all of baseball, if not the best), I do get a little concerned when the
opposing team scores and if you were not watching the game, you would think the Orioles had
scored, which was what happened all Saturday night.
To make matters worse, when the Yankees scored their first run in the top of the first inning,
that run was courtesy of a Mark Teixeira single that drove in Chase Headley. The very next
batter was Brian McCann who doubled to drive in Teixeira for the second run.
A quick history lesson…. If you know the Orioles and Baltimore, you know about Mark
Teixeira. Teixeira is a Maryland native who was born in Annapolis and went to Mount St.
Joseph’s High School in Baltimore. When Teixeira was a free agent before the 2009 season,
the Orioles were a potential suitor, mostly because the Orioles would be his home team that he
grew up rooting for as a kid. Instead of coming to Baltimore, he joined the hated Yankees
where he signed an eight year deal worth $180 million. Sure, Peter Angelos wasn’t going to
pony up that kind of dough, but it would have been nice to see a Maryland native come play
for his home team. Anyway…now back to the game….
When Headley scored on Teixeira’s single and when Teixeira scored on McCann’s double,
the crowd was cheering very loudly. Honestly, that bugged me a bit. I could MAYBE
understand if this was 6 years ago when the O’s were terrible, but these are the reigning 2014
AL East Champion Baltimore Orioles who just swept the Boston Red Sox and took the first
game of the New York series and are right in the thick of the AL East race again this year.
There should be a stronger Baltimore presence.
Luckily, things turned around a bit in the bottom of the third inning when Nolan Reimold
hit a two-run homer to tie the game, there was a definite pro-Baltimore roar which only got
louder in the bottom of the fifth inning when Manny Machado hit a two-run shot of his own
to put the O’s up by two.
Unfortunately, in the top of the sixth inning history was made, and not very good history as
Alex Rodriguez hit a two-run homer to tie the game which set off another loud Yankee cheer.
The fact that anyone cheers for A-Rod at all makes me throw up in my mouth a little, but here
in Baltimore? The worst. Granted his home run gave him 2,000 runs batted in for his career,
becoming only the second player in MLB history to do so (along with Hank Aaron), but this
is A-Rod we’re talking about here. If he did that in New York, maybe I’d be ok with the fans
cheering then, but in Baltimore? Brutal.
Thank goodness the bottom half of the sixth inning changed things for good. J.J. Hardy
drove in Matt Wieters before Machado drove in Hardy and Ryan Flaherty to put the O’s up for
good, and the crowd definitely let everyone know that. Baltimore would get two more runs in
the seventh thanks to a David Lough solo shot and a Steve Pearce double which would end the
scoring at 9 to 4 which gave us O’s fans more reason to cheer.
With that being said, the O’s fans definitely outnumbered the New York fans, but it was
pretty darn close, or at least closer than it should have been. It is pretty upsetting to have a team
that is a good team being almost outnumbered by the opposing team’s fans. Those types of
things are usually reserved for the Miami Marlins as their fans are constantly outnumbered by
opposing team’s fans. The only thing is that they are terrible.
So this letter goes out to all of the Orioles’ fans. Let’s keep those New York and Boston fans
out of our stadium. Let’s make sure we all show up and support our O’s and make them feel
like the reigning AL East champs that they are. Let’s support them as they fight for yet another
playoff appearance which right now has them sitting three games back of first place.
Get out there and support your O’s!

the impact
these crimes on neighborhoods as a whole.
“I cannot emphasize enough how
important it is for the communities to show
up in court, whether it’s robbery, or quality
of life crimes, thefts, burglary, things that
judges might not otherwise think are a
priority in Baltimore. When you show up
with a group of 20 people, let me tell you,
the judges take note.”
She said that judges can often get
desensitized to these types of crimes,
especially when there is so much else going
on, and a community impact statement can
humanize a crime and garner sympathy.
Next, Mosby made reference to the hostile

from many generations of police officers.
“I get how much officers that live in our
community are vested in our community,”
she said.
Mosby then circled back to the prevalence
of “stop snitching” in Baltimore and how
this slows the justice system. She references
the case of McKenzie Elliott, a three year
old who was killed by a stray bullet last year
in Waverly. The case has reached a standstill because of alleged witnesses who will
not tell the police what they know.
Another similar case was Darryl
Anderson, a serial murderer who was
considered “public enemy #1” who is now
facing life in prison. Mosby headed the case.
