study was to reveal the environmental condition 0/ the site.
The property is currently used partly as crop land and is partly vacant and wet land. The

Official Plan shows that the property has a De/erred Prestige/Mixed
Employment zoning, and likely has an Agricultural and Open Space zoning. Adjoining
properties include crop land and vacant land in the north, an auto dealership and vacant
land in the south, a golf course in the east, and vacant land in the west.
There are wet areas on the southern and western areas

property which are
designated as stream corridor in the Official Plan. Based on clause 41 (1) (d)
0/ Ontario
Regulation 153/04, the portions ofthe site within 30 metres ofa water body are considered
to be environmentally sensitive.
There are no landfill or hazardous materials on site and there is no evidence ofdumping.
Contamination from offsite sources is not suspected However, pesticides may have been
used in the cultivated areas in the past, While the risk ofthis is relatively low, it would be
necessary to conduct a Phase II Environmental Assessment to verify that there is no
contamination.
The Phase 11 assessment would include a subsurface investigation,
including the collection ofsoil samples for laboratory analysis.

INTRODUCTION
VA. Wood Associates was retained by Runnymede Development Corporation Limited to
conduct a Phase I Environmental Site Assessment ofa property located on Church Street
South and on the south side ofKellino Street in the City ofPickering, Ontario. The
purpose ofthe Phase I study is to identify any potential sources and locations of
environmental contamination based on past and present use ofthe property and adjacent
properties.
The Phase J Site Assessment was conducted in accordance with the procedures set out in
the Canadian Standards Association Document 2768-01. Conclusions regarding
environmental conditions are based on the information gathered by 1) visual inspection
ofthe property, 2) land use history ofthe property from municipal records, 3)
compliance records from regulatory agencies and, 4) interviews from third parties.

2.0
SITE DESCRIPTION
2.1
Location and Legal Description
The location ofthe property is shown on the Location Plan in Enclosure 1 and Site Plan
in Enclosure 2. The property is comprised oftwo lots jointly described (legally) as being
Parcel Concession 1-15-2 Sec Pickering; Part Lots 15 and 16, Concession 1, Township
ofPickering, County ofOntario, Parts 1, 23 and 4, Plan 40R5623. The plan and
complete description ofthe two lots are shown on the property index map and parcel
register sheets shown in Appendix A. The property does not yet have a street address.
Geographically the subject property is located between Church Street South and Squires
Beach Road, and between Bayly Street and Kellino Street. The property has a total area
of 44± hectares (11 O± acres) and has a frontage of630± metres on the west side of
Church Street, 760± metres on the south side ofKellino Street, 380± metres on the east
side ofSquires Beach Road, and 600± metres on the north side ofBayly Street.
2.2
Current and Past Usage
The property is currently used partly as crop land and is partly vacant and wet land. It
is unlikely that the property had been occupied in the past.

Adjoining Property Usage
The adjacent properties include crop land, vacant and wet land in the north, a church, a
hydro substation and vacant land in west, a golfcourse in the east, and commercial
properties and vacant land in the south. Details ofthe surrounding land use, topography
and occupants ofthe adjacent properties are given on the Phase I Site Assessment
Checklist, Appendix B, and the more significant features are summarised below.
Immediately to the north is Kellino Street, a broken asphalt paved road with Hydro
poles. Across the road is crop land, and vacant and wet land.
Immediately to the south is Bayly Street, a four lane paved road with full utilities. Across the road to is Annandale Fine Cars auto dealership and service centre and vacant and wet land. Further south is a large industrial building occupied by Aspect Retail Logistics. Across Bayly Street to the southwest is Pickering Flea market. Immediately to the east is Church Street South, a 2 lane paved road with open ditches and Hydro poles. Across the road is Annandale Golfand Country Club.
Immediately to the west is Squires Beach Road, a gravel road with Hydro poles. Across
the road is vacant land. Immediately to the southwest is a Hydro sub-station and
Pickering Pentecostal Church..

Geological Setting
Available Quaternary and bedrock geological maps afthe Ontario Department ofMines
have been reviewed.
Map 2254 (Paleozoic Geology ofSouthern Ontario) shows the bedrock geology in the
area to be comprised ofgrey and black shale ofthe Whitby Formation ofUpper
Ordovician age.
Map 2124 (Markham-Newmarket Area, Industrial Minerals Resources Sheet) shows that
the surficial native soil deposits in the area are comprised ofclay till and/or sand till
with possible clay veneer on the till.

3.1
Municipal

The Ojficial Plan ofthe City ofPickering has been accessed on-line. Schedule 1, Land
Use Structure, shows that the property has a Deferred Prestige Employment and Mixed
Employment land use. The deferral remains unresolved as ofthe 6/11 edition ofthe
Official Plan which was consolidated in February 2010. For lands affected by a
deferral, the provisions ofthe City's previous official plan, the Pickering District Plan,
remain in effect, and it is likely that the site zoning is partly Agricultural (for the present
agricultural uses) and partly Open Space (for the wet land and immediately adjacent
areas). Schedule III (Resource Management) and Map 2 (Watersheds, Streams and
Valleys) show portions ofthe site located within the 'stream corridor '. Relevant maps
and pages afthe Official Plan are shown in Appendix B.
3.2
Provincial
The Ministry ofEnvironment and Energy (MOE) registries ofPCB storage sites, active
and closed landfills, and former coal gasification sites have been accessed These
databases have no records for the subject property or within 500m ofthe property.
Ontario Regulation 153104 clause 41 (1) (d) defines properties that include a water body
or are within 30 metres ofa water body as "environmentally sensitive sites ", The

purpose ofthe clause is to allow sufficient ground wacer dispersion. protecting the
ground water to surface water pathway. Areas mapped as 'stream corridor' in Map 2
and Schedule III ofthe Official Plan are considered to be within the sensitive area.
Records ofSite Condition submitted to the MOE should demonstrate that the
environmentally sensitive areas meet Table 1 ofthe Soil, Ground Water and Sediment
Standards (or property specific standards set out in a risk assessment accepted by the
Director).
3.3

SITE VISITIREPQRT OF FINDINGS
An inspection afthe property was carried out on September 22, 2011 and the
observations are given on the checklist in Appendix 'B', Photographs ofthe site are
shown on Enclosures 3 an 4.
4.1
Topography and Soils
The topography ofthe site and the general area is generally undulating. The eastern
halfand part ofthe northern and wester portions ofthe property are presently planted
with corn (Enclosure 3), The middle and southern areas are covered with tress. brush
and wetland grass (Enclosure 4). These wet areas are shown on the Schedule III and
Map 2 as 'stream corridor areas,

No subsurface investigation was carried out, The Ontario Department ofMines map
indicates that the surficial native soil deposits in the area are comprised ofclay till
and/or sand till with possible clay veneer on the till.
Geotechnical investigations carried out in 2008 on Squires Beach Road and on the
adjacent property to the west encountered thin layers ofclay and silt within the top 4 to
7 metres, followed by glacial deposits ofclayey silt till and silty sand till.

4.2
Building
The site is currently vacant. It is unlikely that the property had been occupied by any
building in the past.
4.3
Environmental Issues
4.3.1 Environmelltally Sensitive Area
The property includes 'stream corridor' areas which are considered to be
environmentally sensitive. Based on clause 41 (1) (d) ofOntario Regulation 153104,
there are two options that may be used when filing the Record ofSite Conditions (RSC)
for the property.
Under Option 1, the RSC should demonstrate that the property meets either Table 1 of
the Soil, Ground Water and Sediment Standards or property specific standards set out in
an accepted risk assessment.
Under Option 2, two RSC's may be filed for the site. One RSC for a surveyed portion of
the environmentally sensitive areas applying Table 1 ofthe Standards or property
specific standards set out in a risk assessment. A second RSC may be filed for the
remainder ofthe property applying Table 2 ofthe Standards or property specific
standards from an accepted risk assessment.

4.3.2

Hazardous Materials Storage and Wastes
Hazardous materials are not stored on site, and hazardous wastes are not suspected A
large portion a/the property had been usedjor agriculture and it is likely that pesticides
had been used within the present corn lands in the past.
4.3.3
Above Ground and Underground Storage Tanks
There are no aboveground or underground storage tanks on site.
4.3.4
Liquid Effluent and Site Run-Off
There is no sanitary effluent leaving the site. Storm water is collected through the
general environment.
4.3.5
Dumps and Landfills
There are no dumps or landfill on site. Dumping a/waste or hazardous materials into
the site is not suspected. Only very minor trash and construction/demolition debris,
including a piece ofboard with shingle roofing (Enclosure 4) were observed at the
northern property boundary (at the side ofKellino Street). These should be removed

Offsite Contamination
Soil contamination into the property coming from the immediately adjacent properties
that would exceed the site condition standard is not suspected.

CONCLUSION$.
Based on the findings, we conclude that the potential for contamination on this property
is low. However, pesticides may have been used in the past on the cultivated areas, and
to verifo that this has not contaminated the lands, it would be necessary to conduct a
Phase II Environmental Assessment. This Phase II Assessment would include a
subsurface investigation to collect soil samples for laboratory analysis.

The CouDcll of t~e Region of Durham, as the approval authority for the City's
Official Plan, deferred certain policies :md designations of the Pickering Official Plan, for a
decision at ~ later dare. The deferr:lls are noted in the text and on the schedules of the Plan,
find are listed on the chart that follows for reference. The deferred portions of the Plan are
not In effect. Thus, for those lands or policy matters affected by a deferral, the provisions of
the City's previous official plan, the Plckermg District Plan, remain in effect.
l"Ian\' of the remaining deferrals require review of broad interrel:lted land use and
transportatlon issues. particularlv related to Seaton and the federal lands, and a few are
site speCIfic issues requirmg revIew. One new deferral (D54) has been added in recognition
of the decision of the f\.1ims~ry of TvIunlcipal Affalrs and Housing to defer approval of the
northern pomon of existing Heather Glen Golf and Country Club within the Oak Ridges
Moraine l'iatural Linkage Areas designation.
The process to resolve specific deferrals will vary, as will the riming. depending on the
reason for the deferral ..As deferrals are resolved, notice of a decision will be given. The notice
will be subject to a 20-day appeal period dunng which appeals to the Ontario Municipal Board
may be made. A copy of the decision will be sent to any person or agency who has requested
that the Regional Clerk send a copy of the notice of the decislon on a specific issue. For
