Rochester City Council received a
presentation from Oakland County on
its assessing duties at the most recent
July 11 meeting.
It comes following a review by
city administration of the current
agreement with the county to perform assessor duties. In turn, Oakland
County
Equalization
Division
Manager David Hieber appeared in
front of council to discuss a number
of relevant issues.
Hieber broke down the two
reviews the division is currently performing. One, which has been executed each of the past eight years, is a
standard review. A major part of that
is the annual assessment, as well as
the appraisal, of real and personal
property, and description changes
thereof. He explained that the number
of communities the county performs
assessment for has grown significantly over the past several decades, now
up to 32.

Some parents dream of getting
their kids away from the video games
or iPad and outside of the house in the
summer to enjoy the weather and stay
healthy, but Nintendo's latest creation
has made for the best of both worlds.
Pokémon Go has become a craze
in cities within over 30 countries
worldwide since it launched at the
beginning of the month. The game for
mobile phones and tablets based off
the popular franchise -- one that's
grossed $46.2 billion since its inception in the mid-1990s -- seemed immediately destined for stardom. The
games for Nintendo's handheld systems combine simple gameplay elements with a basic premise that
makes for friendly competition to collect the creatures between users'
friends and other players, enabling it
to be enjoyed with ease by players of
all ages.
Many of those elements translate
to "Go," an app that's tough on battery
but relatively light on data usage.
Users are catching them with
Pokéballs in backyards, but more commonly in front of landmarks -- determined before the app launched by
data that included crowd-sourcing -- at
places like the Chomp mural in
Downtown Rochester, or any number
of churches throughout the area. After
leveling Pokémon and evolving them,
users can battle for supremacy at
gyms at various locales, like at the
brick sign for Rochester College.
Pokéstops are more common in
areas with plenty of businesses like
Rochester's Main Street, so it's easy to

Tax Values Presented by County Division

Rochester, including real residential
(4,540), real commercial (361) and real
industrial (52) parcels, as well as personal property (890). In 2015, the division reviewed 318 property transfers
and 169 residential permits.
"There could have been more
[residential permits] issued, but
depending on the last time one of our
appraisers visited a property, if there
is a replacement of a hot water heater
because it broke, we would look at the
records and see if it was accurate and
decide to not go visit it," Hieber said.
"We don't need to knock on someone's
door and say, 'You changed your hot
water heater and we need to look at it.'
There's other examples of permits we
may not go out on."
Some of the additional field work
performed also includes sale reviews
and inquiries, 61 of which were performed within the city for 2015. Hieber
explained this can take place when
sales are reviewed to set values for the
following year, and if a sale falls above
a bell curve, the division may go and
take a look at a given sold property to
make sure that said values for a given
entire area are accurately reflected.
Residential tax values in
Rochester jumped from this year from
2015 by 8.1 percent, while commercial
values increased by 5.74 percent, and
industrial values increased 6.46 percent. The overall taxable value went
up by just .58 percent, with one member of council requesting further information after seeing that number and
how it was reached, recognizing it as
seemingly low.
The other review explained was a
state-mandated audit, with a letter
from the state indicating that 43
households in Rochester will be contacted by a contractor hired by the
State Tax Commission to conduct an
Audit of Minimum Assessing
Requirements. Tax Management
Associates staff members won't be
required to enter homes, but may
interview homeowners during inspections of they are present.
‘Go’ Gets Players to Downtown Streets

to quantify what kind of impact it may
have on local businesses -- Nintendo's
business has boomed, its shares nearly doubling -- but while it may just be
sidewalks surrounding them getting
crowded, restaurant and store owners
may get keen to the idea of using
"lures" to reel in crowds -- creating
temporary hot spots -- and reel in
potential customers.
For anyone looking to get
involved with others, there's a
Facebook group called the Rochester
PokeClub that has already generated
over 300 likes and has been information-savvy.

PokeCrew.com or the Poke Radar App
are out there to show where stops are
or where you can find certain
Pokémon.
Pokémon Go has a warning when
the app is first started to keep aware of
your surroundings, and it's encouraged to use common sense with where
it takes you, but the benefit is about
more than just dollars and cents. It's a
game that gives users young and old
something in common, see new local
sites, and enjoy some healthy fun in
the sun.

On July 17, the Rochester Hills Fire
Department will be hosting several live
burn demonstrations to educate members of the community on the importance of kitchen fire safety and the benefits of sleeping with your bedroom door
closed.
According to the National Fire
Protection Association, cooking fires are
the number one cause of home fires. This
live demonstration will include a fully
constructed kitchen complete with a
stove, counter tops and cabinets. We will
discuss kitchen fire safety and then
demonstrate the proper way to extinguish a fire on the stove.
The Fire Department will also
demonstrate basic fire behavior in a simulated residential dwelling with a living
room and two bedrooms. This will show
guests how quickly smoke and fire can
spread in a residential dwelling.
Firefighters will also discuss the impor-
tance of working smoke alarms, having
an escape plan and other household fire
safety tips.
The demonstrations are scheduled
between 12:30 p.m. and 3:30 p.m. at the
Oakland County Fair in Davisburg at
12451 Andersonville Rd, Davisburg, MI
48350. The cooking fire demonstration
will occur hourly, and the living
room/bedroom fire demonstration will
occur at 2 p.m.

when a facade hanging over the bar caused a collapse, trapping one person and

Patrons at a local bar got an unwelcome surprise Tuesday night when a
portion of the overhead came crashing
down on them.
A call came in to the Oakland
County Sheriff's Office not long after 8
p.m. that a "decorative facade" above
had collapsed at Muldoon's, a tavern
located at 3982 W. Auburn Road, just
east of Adams Road. According to
reports, four people were transported
to a hospital for treatment of head
injuries and cuts, while several suffered
less severe injuries.
A crowd of roughly 25 were inside
at the time of the incident, most gathered to watch the Tigers game. That's
when the collapse occurred, pinning at
least one person. Customer John
Naglick told the Metro Times that
Muldoon's staff members and patrons
freed the person pinned down, then
called 911.
According to a report early
Wednesday morning on WXYZ,
Rochester Hills firefighters said that a
cable popped, sending a portion of the
facade crashing down and causing one
patron to start "bleeding profusely
[while] another gentleman was
knocked out cold," according to a witness.
Those firefighters say that the quartet taken to the hospital were "alert and
talking."
Police responded to assist
Rochester Hills firefighters, who shut
off the power inside. An Oakland
County officer available for comment
said that the incident was not deemed
as a structural collapse, but precautions were being taken by contacting an
engineer regardless.
Muldoon's in Rochester Hills, occupied in the building that at one time
housed Norm's Bulldog Tavern, hasn't
experienced any similar issues in the
20-plus years they've been in business.

Local Meningitis Scare Had Kidz1st Pediatrics on Alert
It was all over the news - a summer
camp counselor at Rochester Lifetime
Fitness died from meningitis. Our community felt both the sadness and fear.

Immediately, parents sought to assure
the safety and protection of their own
children from falling as the next victim.
Bacterial meningitis is a very serious and sometimes deadly infection.
This disease infects the membranes
surrounding the brain and spinal cord.
Complications include permanent
brain damage, hearing loss, learning
disabilities and death. The disease is
spread through the exchange or sharing of body fluids (saliva or spit)
through coughing, sharing food, or
kissing, as well as with lengthy contact
with the person infected (household
members, child care participants).
Several different strains of bacteria
can cause meningitis. The American
Academy of Pediatrics recommends
the Menactra vaccine to be given at 11
and 16 years of age, and Men B vaccine
during the last year of high school.
Serious communicable diseases
must be reported to the County Health
Department.
As stated within the
Michigan Public Health Code –“physicians, laboratories, and primary care
providers are required to report suspected or confirmed communicable
disease illness to the local health
department. Schools and daycare
providers also report communicable
disease illness in their facilities to the
local health department.” The Health
Department partners with local, state
and national organizations to communicate with individuals, schools, communities and businesses regarding the
details of the outbreak and procedures
for prevention and care.
Dr. Silvia Operti-Considine, pediatrician at Kidz1st Pediatrics, noted
there was a frenzy of immediate concern in the community regarding the
contagious nature of the disease. She
explained, “Parents had a sense of
urgency to determine if their child’s
exposure called for receiving antibiotics to assure prevention. The need
for accurate information was of utmost
importance. That first night a Facebook
post and an email was sent to our families through our constant contact system-Kidz Konnect. This allowed our
families to have firsthand accurate
information. As more news was
obtained, families were updated.
Between both systems of communication more than 10,000 families were
reached.”

Bruxism and Clenching: The Enamel

Enamel is by far
the hardest substance
in the human body. It's
stronger than bone
and breaks down food
with the force of a few hundred pounds
of pressure. When unnatural forces are
placed upon teeth, at several hundred
pounds of pressure and with nothing
sandwiched in-between the upper and
lower teeth, enamel will develop excessive wear and/or fracture. Not only that,
muscles which balance the lower jaw
and facilitate closure will become sore.
The results of ongoing clenching and
bruxism (grinding teeth) can lead to
tooth loss, chronic head and neck pain,
and severe TMJ disorders.
Clenching occurs when the major
muscles that close the jaw are activated
when they are not required to - when we
aren't breaking down food. Clenching is
involuntary and often occurs during
sleep, which is far more damaging than
day clenching; at night, when we are in
dream sleep, up to 1,000 pounds of pressure can be exerted. People who clench
will often find chipped teeth at the gum
line, resembling a hatchet mark in a tree
trunk. This can cause cold sensitivity
because the thin layers of enamel near
the gums are fractured off the teeth like
eggshells from excess force; basically,
the force causes a flexion of the tooth
right above the gum line. People often
confuse these abfractions with toothbrush wear, but why wouldn't the enamel wear down in other areas of a tooth?
And why is the gum tissue, many times
softer than enamel, smooth and un-
aggravated?
Bruxing, or grinding, is the forward
and sideways movement of the lower jaw
against the upper jaw. Although bruxing
applies less force than clenching, the
sheer forces against the teeth, front ones,
can create fractured and shortened incisors. Patients who don't believe they
grind their teeth are always surprised
when I have them bring their lower jaw
forward and have their front teeth touch.
They know they don't do it during the
day. What they find is a perfect fit in the
edge to edge position of their incisors,
indicating they are grinding each other
away.

and muscles.

Beaumont Recommends Education on Opioid Use
Certain medical procedures are
associated with increased risk of chronic
opioid use one-year after surgery,
according to a new study by Stanford
University School of Medicine
researchers published in the July 11
issue of the Journal of the American
Medical Association.
These include simple mastectomy,
Cesarean delivery, open appendectomy,
open gallbladder removal, laparoscopic
gall bladder removal, total hip replacement and total knee arthroplasty.
But pre-surgery preparation and
education can make all the difference,
said Beaumont Hospital, Royal Oak anesthesiologist, Roy Soto, M.D., physician
lead for Michigan Hospital Association’s
pain management task force.
“As a society, we are spending a lot
of money on treating addiction, but not
very much on preventing it in the first
place,” Dr. Soto said. “People in the
United States expect to experience no
pain after surgery. And when they have
pain, they expect narcotics.
“In Europe, less narcotics are administered and patients also report having
less pain,” Dr. Soto continued. “The problem in the United States is patient expectations.”
By asking their surgeon questions
before surgery, such as “How much pain
will I experience”, “When will it be at its
worst?” and “What kind of pain, cutting
or throbbing?” they can take the uncertainty out of the equation and be better
prepared.
Aching pain, for example, as occurs
following sinus surgery, does not
respond well to narcotic treatment, but
cutting pain does, Dr. Soto said. Pain following tonsillectomy often occurs two
days after surgery; a surprise to many
patients and a cause of unnecessary
Emergency Center visits.
With these things in mind, surgeons
must do a better job of educating their
patients and managing patient expectations, Dr. Soto said, while also making
non-narcotic pain killers, the first-line of
treatment after surgery.
“In the United States, narcotics are
the standard of treatment after surgery,
with alternative pain killers such as
Tylenol and Ibuprofen as back-ups. It’s
the other way around in Europe, and
that’s the approach, we now believe, that
makes more sense.”
Dr. Soto also recommends that
patients who come to the Emergency
Center suffering from head or back aches
should not expect to be treated with narcotics.
Authors’ of the Stanford study
defined chronic opioid use as having
filled 10 or more prescriptions or more
than 120 days’ supply within the first
year after surgery, excluding the first 90
postoperative days because some opioid
use is likely expected during that period.
Opioid sales in the United States
have increased dramatically over the last
decade, especially to relieve non-cancer
pain. This trend has resulted in increased
opioid-related overdoses and deaths
with previous research suggesting surgery as a risk factor.
Patient factors associated with
increased risk included being male,
older than 50, and having a preoperative
history of drug abuse, alcohol abuse,
depression, benzodiazepine use or antidepressant use.

are
crazy. I say this not
because it is an
epiphany that struck out of the blue
like some errant lightning bolt, but
because after years and years of
observing the human condition, I have
come to the inescapable conclusion
that not all people are suited to live
among the rest of us.
At least not without medication
and/or intense therapy, that is.
I am not talking about those
moments when we get angry at something or someone and take a momentary leave of our senses. No, I am talking about crazy, the type that is easily
recognized, permanent, and difficult
to convince the sufferer.
I was waiting patiently in line one
morning last week at a McDonald’s
drive-thru. I was going to my daughter’s home early to visit and help out
with my grandsons while she baked
some desserts for a cookout that
evening, so I decided to surprise her
three boys with some breakfast treats.

the morning, and I had only one cup of
coffee, we’ll blame my uncharacteristic lack of attention to detail on an
equal lack of caffeine.
This drama went on for another
minute or so, by which time the people in the cars behind me grew impatient and used their horns and yelling
to express their dissatisfaction at the
slow pace of the line.
By this time, a manager came out
the side door and tried to calm the
woman down. She handed the irate
customer another drink carrier,
loaded with four drinks this time. If
the manager’s intent was to pacify the
woman, she failed miserably.
Eventually, after another thirty
seconds of yelling and gesturing,
accompanied by a growing cacophony
of horns and yelling from the horde of
impatient customers behind me, the
woman finally got back into the rusting hulk of a minivan, which roared off
in a cloud of blue, oil-tinged smoke.
I turned my car on, drove up to
the pick-up window, where a visiblyshaken employee stood with my order.
I thanked her, and asked, begging her
pardon, if she could tell me what had
just happened?
It seems the woman was irate
because they had mistakenly given
her large orange juices for the kids
instead of small orange juices.
Like I said, people are crazy.

ahead, which was at the next window
picking up their order. Moments later,
the gray minivan took off, only to slam
on its brake seconds later.
Fortunately, I am never in a big hurry
in a drive-thru lane, so I was easily
able to avoid hitting the van, which
had parked in a way that made it
impossible for me to get to the window.
Perplexed, as was everybody
else in line behind me, it didn’t take
long for us to witness the front-seat
passenger jump out of her side of the
minivan and run around the back of
the vehicle to the window of the drivethru.
What transpired next was something that would have been worthy of
a Rod Serling Twilight Zone episode.
The woman was standing outside the
window, screaming in a strange language, part English and part whatever
her native language was.
After thirty seconds or so of
yelling and gesturing, along with finger-pointing, the woman ran back to
her side of the car, quickly returning
with a drink carrier and several
drinks. Again the yelling, wild gesturing, and strange mix of English and
native language.
I turned off my engine, content to
watch this drama unfold, and also so I
could hear better. Had I been thinking
more clearly, I would have taken out
my phone and recorded what would
have undoubtedly been a viral upload

HOUSE MIGHT

attempted to show an Auburn Rd.
home to a potential buyer. She
knocked at the front door (as instructed by the broker) and the tenant
answered with her pit-bull in hand.
Victim says tenant continued to allow
the dog to inch forward in an aggressive manner while telling her that the
dog wasn’t nice and they better move
away from her front door. Victim says
she became nervous and began fumbling in her purse for a business card.
A couple of hours later she was notified by PayPal that her card was used
at Target and Home Depot in the total
amount of $546.79. Victim believes she
might have dropped the card while
attempting to show the Auburn Rd.
property, which was her only showing
that day.
■ SURPRISE! ON THE SECOND
MORNING THEY WERE GONE.
Complainant stated she let her
nephew and a friend borrow two
mountain bikes to go to Borden Park to
watch fireworks. The boys parked the
bikes in the CVS bike rack and chained
them together. The boys were picked
up after the fireworks and left the bikes
at the CVS. Complainant said she saw
the bikes the next day when she went
to dinner. The bikes lasted another
night, but when complainant went to
get them the next morning they were
gone. Complainant says the value of
the bikes was about $850.

SHE WAS DEFINITELY
UNDER THE INFLUENCE. Officer was
dispatched to report of property damage accident in Rochester Hills. Officer
observed a Black Jeep had hit a mailbox. Car was still running with driver
in front seat and a 5 year-old passenger
in the rear. Driver’s speech was slurred
and she fumbled for identification.
Driver said she had taken 5mg. Norco
(generic for Vicodin) earlier to combat
pain from a back injury. She was
unable to walk straight and required
help to keep from falling. Her eyes
were glassy and pupils constricted.
Granddaughter was turned over to her
grandfather. Driver informed officers
she was under a doctor’s care for back
pain. She was unable to perform basic
mental and manual dexterity tests.
Driver’s Jeep was impounded and
report submitted.
■ SHE DID WHAT? Deputies dispatched to Kroger on a report of a larceny from an automobile. Victim stated she parked her car and went into
the store for about 20 minutes about 3
p.m. When she returned to her car, her
wallet with $30.00 in cash, a blank
check, a credit card and her driver’s
license was missing. She stated that
she did leave her windows down while
she went in the store.
■ ANOTHER VARIETY OF IDENTITY THEFT. Complainant received a
debt collection letter regarding a
Verizon bill for $1856.88. She called the
agency and explained the bill was not
hers. A call to Verizon verified that her
phone account was in good standing.
When they ran her Social Security
number, a second phone account
appeared opened in Nashville, TN,
under her name and address, over a
year ago. Verizon advised that they
would need a police report to do a further investigation. Wonder why she
never got a bill?
