The Heart Group, a 5-physician Cardiology
practice, has maintained a sizable presence in
the “Healthcare Referral Book” since its
inception in 1996. Why? Because it greatly
simplifies healthcare office life, and provides a
concise, cost-effective way for communicating
who we are to the regions’ health care
community.
For our office staff, and others in the area, it
is known as our “Health Care Bible” AKA our
“Referral Bible.” It is used daily for referrals to
and from other offices, and contacting other
members of the healthcare field. The healthcare
referral book has obsoleted other cumbersome
“yellow page” telephone books for intercommunication between healthcare offices—
anymore, we simply do not pick up the phone
book to call another provider, instead, we
exclusively pick up the healthcare referral book.
You’ll see why I say this as you thumb through
your book. It’s handy and concise, but
comprehensive. It puts all the information we
need at our
fingertips without
having to dodge all
the other types of
advertising found
in other publications.
Since a large part of our business is generated
through the referrals of other offices, the
healthcare referral book has allowed us to
“downsize” our spending in other media which
is not nearly as targeted nor comes anywhere
close to the shelf-life, retention, and daily usage
the referral book delivers—we feel the money
we save in the yellow pages, magazines, and
television exceeds by far our modest investment
in the referral book (actually generating a costsavings for us).
The healthcare referral book is a useful tool
and prudent investment for us at the Heart
Group. When our marketing efforts are
evaluated each year — the Health Care Referral
Book is the one publication that NEVER is
questioned as to whether to continue to
participate or not! Our modest investment lasts
for an entire year in a publication that is used
by providers and staff members throughout the
healthcare community over-and-over on a daily
basis — thus, the name “Health Care Bible.”
You will soon experience what we have
experienced…this book is beloved and
guarded—in our office and other offices I pass
through I see a book on nearly every desk—
frequently I see these “Bibles” with “DO NOT
TOUCH” or “DO NOT REMOVE” inscribed
upon them—I see books tattered and torn from
daily usage. My recommendation…when you
receive your copies, once you have provided
them to your staff, be stingy with your spare
copies—set them aside because these books
have a mysterious way of walking out of your
office plus you’ll want to have “back-ups” to
replace books worn out from the daily wear &
tear.

New Study Shows Limited Use Of Electronic Medical Records
“Electronic medical records and computerized
systems offer opportunities to improve the quality
of medical care in all settings as health care
providers learn the potential of these systems and
how to use them,” said Catharine W. Burt, Ed.D.,
lead author of the study. “The majority of
ambulatory care in this country is provided in
physicians’ offices but less than one in five doctors
is using electronic medical records.”
The survey measured the use of systems to
improve the accuracy and safety of prescription
drug use. About 8 percent of physicians use a
computerized physician order entry system
(CPOE), in which orders for drugs and diagnostic
tests are entered electronically rather than on
prescription pads. In these electronic systems, the
computer compares the order against standards for
dosing, checks for allergies or drug interactions,
and warns of potential patient problems.
The study found younger physicians, those under
50 years of age, were twice as likely as physicians
age 50 or over to use this computerized system for
ordering prescriptions.
“While national adoption rates for health
information technology are slowly climbing, we are
seeing a widening gap between larger hospitals and
physician groups and their smaller counterparts,”
said Dr. David Brailer, National Coordinator for
Health Information Technology. “Physicians and
providers face many barriers to adopting health

information tools. We need to create incentives for
providers to adopt electronic medical records and
ensure the products they buy will do the job.”

Practice, an Electronic Medical Record (EMR)

Less than a third of the nation’s hospital
emergency and outpatient departments use
electronic medical records, and even fewer doctors’
offices do, according to a report released today by
the Centers for Disease Control and Prevention
(CDC).
About 31 percent of hospital emergency
departments, 29 percent of outpatient departments,
and 17 percent of doctors’ offices have electronic
medical records to support patient care, as reported
in CDC’s ambulatory medical care surveys,
conducted from 2001 to 2003.
The use of electronic records in health care lags
far behind the computerization of information in
other sectors of the economy. In health care, billing
applications were the first to be computerized.
Electronic billing systems are used in three-quarters
of physician office practices, but computerization
of clinical records has been much slower.

Leavitt recently issued a report citing
investment in information technology (IT) as an
essential, high priority for the American health
care system and the U.S. economy.
“Information technology is a pivotal part of
transforming our health care system,” Secretary
Leavitt said. “We are at a critical juncture.
Working in close collaboration, the federal
government and private sector can drive
changes that will lead to fewer medical errors,
lower costs, less hassle and better care.”
The report, “Health Information Technology
Leadership Panel: Final Report,” was released
at the Business Rountable’s Chief Executive
Officer (CEO) Health Care Summit where
Secretary Leavitt and Treasury Secretary John
Snow discussed the burden of rising health care
costs on the U.S.
economy and global
competitiveness and the
role of health IT in
managing these costs.
The meeting was chaired
by Michael B.
McCallister, CEO of
Humana, Chairman of
the Roundtable’s Health
and Retirement Task Force, and leader of the
Roundtable’s efforts to improve the health care
system.
In April 2004, President Bush called for
personal electronic health records for most
Americans within 10 years and nationwide
adoption of health IT. Answering this call, HHS
issued the Framework for Strategic Action in
July 2004. The Lewin Group, a health care
policy consulting firm, which was the HHS
contractor, convened the Health Information
Technology Leadership Panel. The report was
prepared by the Lewin Group.
In the report, the Leadership Panel stated the
widespread adoption of interoperable health IT
should be a top priority for the U.S. health care
system. The investment in health IT is urgent
and vital to rising health care demands, business
interests and the broader US economy. Despite
the initial costs, health IT will become an
essential means — among others — for
managing health care costs. The panel asserted
the potential benefits of health IT far outweigh
manageable costs.
“The Leadership Panel asked the Federal
government to approach health care in a new
way — as a catalyst for change and as a
collaborator,” said National Coordinator for
Health Information Technology, David J.
Brailer, M.D., Ph.D. “The panelists’

recommendations verify the need for shared
public and private investment and ongoing
collaboration to achieve the President’s vision
for widespread health information technology
adoption.”
Panelists specifically suggested several actions
the government could take to help lead the
adoption of health IT. Specific recommendations
included: making changes to policies and
programs that would take the form of incentives
and rewards for health IT adoption in the private
industry; continue to strengthen efforts to
coordinate the adoption and use of interoperable
health IT across the federal enterprise; take
savings from streamlining investments and
reinvest them back into additional health IT
implementation; continue to promote the
adoption of harmonized standards; and, finally,
continue funding demonstrations and
evaluations of interoperable health IT.
