About the MCC
The Medical Council of Canada (MCC) was born out of concerns for patient safety and
developing a credential to enable physician mobility. Established by an act of Parliament
in 1912, the MCC has a legislated national mandate to assure patients that their doctors,
wherever they are in Canada and whatever their medical specialty, meet the same
demanding, consistent standards.
At the heart of the organization is Council, a unique forum that brings together members
from each of the medical regulatory authorities and the faculties of medicine, as well as
members of the public and representatives of student and resident associations.
Every year, the MCC assesses the essential knowledge, skills and attitudes of more than
11,000 medical students and graduates. In addition to assessing every Canadian medical
graduate, the MCC is responsible for assessing foreign-trained physicians seeking to
practise here. It offers the Medical Council of Canada Evaluating Examination to these
physicians, also known as international medical graduates or IMGs, in 80 countries
worldwide.
Upon successful completion of the Council’s examinations, physicians are awarded the
Licentiate of the Medical Council of Canada (LMCC) and their name is inscribed in the
Canadian Medical Register. To date, the Register contains more than 118,000 names.
The MCC also maintains a centralized repository for physicians’ core medical credentials.
This service is designed to reduce duplication of effort by gathering, verifying and
permanently storing credentials in a centralized repository.
In addition, Council initiates and promotes rigorous research and development on the
most advanced methods of physician assessment.

Exams
MCCEE
The Medical Council of Canada Evaluating Examination (MCCEE) is a four-hour computerbased screening examination that assesses the basic medical knowledge and problem solving of
a candidate at a level comparable to a minimally competent Canadian medical student about to
enter supervised practice. International medical graduates, international medical students in their
final clinical year and U.S. osteopaths must pass the MCCEE before they are eligible for the MCC
Qualifying Examinations.
It is offered in both English and French in more than 500 locations in 80 countries worldwide. In
2011, 3,359 candidates attempted the MCCEE.
MCCQE PART I
The Medical Council of Canada Qualifying Examination Part I (MCCQE Part I) is a computerbased test that includes multiple-choice questions and a clinical decision making component.
The MCCQE Part I is a summative examination that assesses the critical medical knowledge and
clinical decision-making ability of a candidate at a level expected of a medical student who is
completing his or her medical degree in Canada.
Candidates must pass the MCCQE Part I before they are eligible to take the MCCQE Part II
examination.
The MCCQE Part I is offered at more than 24 sites throughout Canada in both English and
French. In 2011, 5,361 candidates took the examination.

MCCQE PART II
The Medical Council of Canada Qualifying Examination Part II (MCCQE Part II) is a clinical
examination that assesses a candidate’s core abilities to apply medical knowledge, demonstrate
clinical skills, develop investigational and therapeutic clinical plans, as well as demonstrate
professional behaviours and attitudes at a level of a physician in independent practice in
Canada.
The MCCQE Part II is an objective structured clinical examination (OSCE) consisting of a
series of short clinical stations. At each station, a brief written statement introduces a clinical
problem and directs the candidate to appropriately examine a standardized (simulated) patient
as well as perform activities such as obtaining a focused history, conducting a focused physical
examination, or assessing and addressing the patient’s issues.
The MCCQE Part II is offered in Canada at 11 examination sites for the spring session and
19 examination sites for the fall session. The MCCQE Part II is offered in either French or
English in designated examination sites. In 2011, 4,215 candidates took the examination.
Upon successful completion of the MCCQE Part I and MCCQE Part II, the candidate is
awarded the Licentiate of the Medical Council of Canada (LMCC) and is included in the
Canadian Medical Register.

This past year marked the beginning
of an important phase in the Medical
Council of Canada’s continuing
tradition of excellence in assessing
physicians. In October, Council
approved Recalibrating for the 21st
century, the report of the Assessment
Review Task Force (ARTF). The report
details the future vision of the Medical
Council of Canada (MCC) and its
exams. As Council President for 2011,
I had the honour of serving on the
ARTF and helping to conduct this
comprehensive and strategic review
of the role and purpose of Council’s
examinations.
Over the past two years, we consulted
extensively with our regulatory
and education partners to examine
their assessment needs. We also
explored additional opportunities
for collaboration to fulfill common
objectives. These insights laid the
foundation for the Task Force’s
recommendations.
Now that Council unanimously
approved the report, the MCC
can undertake the exciting task of
implementing these recommendations.
The next steps include striking an
ARTF implementation committee,
which will oversee progress towards
fulfilling the vision outlined in the
report.
I would like to take the
opportunity to specially thank
Dr. Oscar Casiro, Chair of the Task
Force, as well as my fellow ARTF
members. Not only did they take
on such an important assignment,
but they also approached this
undertaking with full commitment
and dedication. Their thorough
and thoughtful contributions, and
the expert knowledge they brought
to the Task Force, have created a
solid vision that will build on the
MCC’s century-long tradition of
excellence.
As we move towards the MCC’s
100th anniversary in 2012, we
fully expect that the achievement
of these recommendations through
the contributions of the MCC’s
Council members, test committee
members, staff and partners from
around the medical community
will keep the organization at the
vanguard of assessment for many
more years to come.

As we stand on the cusp of the Medical
Council of Canada’s centennial year,
it is interesting to reflect on the
accomplishments of our founder,
Sir Thomas Roddick. His quest to form
the Medical Council of Canada (MCC)
spanned close to two decades. He
travelled to all corners of this country to
convince provincial medical councils and
legislatures of the need for the Canada
Medical Act.

suggests that the LMCC be granted
after a candidate has attained all the
current components of the Canadian
registration standard for full licence.
This recommendation aligns with
the Licentiate’s original purpose, and
will require working through the
medical regulatory authorities for
implementation.
The Canada Medical Act led to the
creation of the MCC in November 1912.
The issues discussed by the first Council
are still relevant today: examination
credibility and universal acceptance,
responsible financial stewardship, ease of
access to the examination for candidates
and physician mobility.
Other recommendations focus on
collaboration across the medical
community to address important
issues such as physician revalidation,
integration of international medical
graduates in addition to working
with the certifying colleges to
develop a national assessment
strategy for physicians in training.
The publication this past year of
the Assessment Review Task Force’s
recommendations is very significant to
the MCC’s future. The recommendations
remain true to Sir Thomas’ vision while
also positioning the Council as a leadingedge centre of testing excellence for the
medical profession.

Council closer to its roots. The MCC’s
original mission was to grant a national
qualification in medicine acceptable to all

made my involvement with Council
for the past 28 years very interesting

Sir Thomas, champion of
collaboration across Canada to
create the Medical Council, would
feel much the same.

Dr. Ramses Wassef, the Chair of the Medical Council of Canada’s
Central Examination Committee (CEC) — the committee that
oversees the organization’s assessment processes from putting together
the exams to determining the pass standard — brought an “intimate
knowledge” of how the exams are currently created and conducted
to the Assessment Review Task Force (ARTF). As a member of the
ARTF, he developed a clear understanding of “how [assessments]
should be done in the future,” an understanding that he will now
bring back to the CEC.
When the ARTF’s report, Recalibrating for the 21st century, was
unanimously approved by Council, it marked “a culmination of two
years of meetings, teleconferences, and numerous readings and writing.
It was a very happy and proud moment!” he said.
As Council begins implementing the recommendations, Dr. Wassef
predicts that recommendation 2, which proposes expanding
examination content, will have the largest impact on the role of the
CEC. “From understanding the competence of the physician about
to enter independent practice by defining the relevant knowledge
and behaviours in the CanMEDS roles, to reviewing the adequacy
of content and skill coverage through blueprinting, to exploring the
development of new assessment tools: all these will significantly and
directly impact our examinations and our efforts.”

Dr. Wassef qualified his involvement on the ARTF as a “definite
highlight” of his more than decade-long efforts in support of Council.
In particular, his experience working with fellow Task Force members
and stakeholders was for him “one of the most enlightening and
educational experiences. It is always very enriching to work with
colleagues who are knowledgeable in their fields and passionate about
their task,” he said. “In addition, the collegiality that developed within
the group made it all the more pleasant.”

Fee changes
Council reaffirmed the fees for 2012 that were
proposed at the 2010 Annual Meeting. As such, the
2012 fee for the MCCQE Part I is C$900 and the fee
for the MCCQE Part II is C$2,150.
It was moved by Dr. Dan Small and seconded by
Dr. Theresa Farrell that the 2013 MCCQE Part I fee
be set at $920 and that the 2013 MCCQE Part II fee
be set at $2,190 as presented.

Bylaw changes
A RT I C L E 1 0 Section 10.03
In article 10, most references to the Examination Board have been changed to the Central
Examination Committee.
Section 10.03 has been modified to clarify that Council will appoint the members of the
MCCQE Part I and Part II test committees. It now reads:
The Council shall appoint test committees for each domain or area in which
candidates for the Part I and Part II examinations are to be assessed.
Section 10.07
Section 10.07 has been amended to clarify that the test committees will meet at the call of
the Chair of the committee. It now reads:
Test committees shall meet at times and places at the call of the Chair.
Section 10.12
Section 10.12.01(b) has been amended to reflect the wording used in section 10.12.01(a). It
now reads:
The Central Examination Committee shall be responsible for:
The overall content and quality of the examinations, including:
a determination of the Pass or Fail standard to be applied to candidates who
have attempted each administration of the Medical Council of Canada’s
Qualifying Examination Part II (“MCCQE Part II”) and who are to be
awarded a Standing.

Section 10.13
Sections 10.12.02(a) and 10.12.02(b) relating to awarding a candidate a Denied Standing or
No Standing are now included under section 10.13. They have been modified to clarify the
conditions related to awarding a Denied Standing or No Standing. These sections now reads:
The Central Examination Committee shall:
10.13.04 give a Denied Standing to a candidate who is considered to
have committed an infraction during the conduct of the examination and
determine whether such candidate should be denied entry to one or more
future examinations, including such terms and conditions precedent as
may apply to any entry to future examinations;
10.13.05 give a No Standing to a candidate where procedural irregularities
in the examination process may have affected the performance of the candidate
and may have prevented a reliable assessment of the candidate’s demonstrated
knowledge and abilities.
A RT I C L E 1 3 Article 13 has been modified to clarify the role of the Executive Board with respect to entry to
future examinations. It now reads:
ARTICLE 13.0 ENTRY TO FUTURE EXAMINATIONS
Section 13.01 The Executive Board shall have the authority to deny
entry to future examinations any candidate who has committed an
infraction relevant to the examination application process.
Section 13.02 The Executive Board may specify terms and conditions
precedent as may apply to any entry to future examinations.
Section 13.03 Candidates denied entry to future examinations for any

reason may, having satisfied such terms and conditions prescribed or on
the basis of new information, petition the Executive Board to be granted
permission to again be allowed to have access to future examinations.
Section 13.04 The decisions of the Executive Board shall be final.
Section 14.01.01 has been modified to include acceptable equivalency to postgraduate
training for candidates who took the Qualifying Examination prior to Jan. 1, 1992. It now
reads:
Any person who graduates in medicine can be registered in the Canadian
Medical Register only if and once he or she has successfully completed:
the Qualifying Examination prior to 1 January 1992, and upon
submitting evidence in the form determined by the Executive Director
that the candidate has satisfactorily completed at least 12 months of
acceptable postgraduate training or an acceptable equivalent; or
Section 16.02
In section 16.02, the deadline by which candidates or persons wishing to appeal must
provide the necessary documents to the Executive Director prior to the hearing has been
changed from 21 days to 10 business days. It now reads:
The candidate or person wishing to appeal must also provide the Executive
Director, at least 10 business days before the hearing of any appeal, a written
statement or opinion of any person intended to give evidence and copies of
all documents intended to be relied upon at the hearing, together with notice
whether the appellant intends to appear in person, or be represented by
counsel, or both.

For Dr. Claire Touchie, Vice-Chair of the Medical Council of Canada’s
Central Examination Committee, the strategic review she helped
conduct as a member of the Assessment Review Task Force (ARTF)
and the recommendations that resulted from this exercise send a “very
positive message that there’s a will to move forward.”

The ARTF’s recommendations will bring about a significant shift in the
way the Medical Council of Canada (MCC) conducts its business. “It
gives the organization power to make changes,” she said. “I think that in
medicine, many organizations have a hard time changing. What really
impressed me is that the document passed unanimously,” she added.
The report was the product of two years of consultations focusing on the
assessment needs of the Council’s key stakeholders. It addresses many
of the themes and issues raised by interested parties, in particular, the
medical regulatory authorities and representatives of Canada’s faculties
of medicine. “We had a lot of great discussions and it gave us a chance
to look from as many angles as we could,” said Dr. Touchie. She added
that she was also struck by the level of enthusiasm of stakeholders who
were involved in this review process. “Approaching stakeholders was
easy,” she said. “They wanted their voices heard as well.”
For her part, Dr. Touchie viewed her involvement with the ARTF as an
opportunity to speak to the systems and processes already in place and
suggest ways to build on them. “It allowed me to be a voice to make
sure we didn’t destroy what was good,” she said. “We faced the challenge
of keeping everything in perspective. It’s easy to look at what’s lacking
but sometimes we need to step back to make sure we’re not losing sight
of what’s working.”

Highlights
Assessment Review Task Force
On Oct. 25, 2011, the MCC’s Assessment Review Task Force
(ARTF) released a comprehensive report detailing the proposed
vision for the organization. The report, Recalibrating for the 21st
century, contains a series of recommendations on the future of MCC
examinations and assessments.
The recommendations include increasing the timing and flexibility
of MCC exams, continuing to develop a streamlined process for
the assessment of international medical graduates and exploring
revalidation of physicians who are out in practice.
The ARTF was established in the fall of 2009. Its goal was to
undertake a reflective and strategic review of the MCC’s assessment
processes, with a clear focus on their purposes and objectives, their
structure and their alignment with the requirements of the MCC’s
major stakeholder.
The Task Force was chaired by Dr. Oscar Casiro, Professor of
Pediatrics and Regional Associate Dean, Vancouver Island, Faculty
of Medicine, University of British Columbia, and Head, Division
of Medical Sciences, University of Victoria. The ARTF was also
composed of the following members: Dr. Trevor Theman, Registrar
of the College of Physicians and Surgeons of Alberta; Ms. Nancy
MacBeth, public member of Council; Dr. Donald Studney, Chair
of the MCC’s Evaluating Examination Composite Committee;
Dr. Ramses Wassef, Chair of the MCC’s Central Examination
Committee (CEC); and Dr. Claire Touchie, Vice-Chair of the
CEC.
The committee’s work was supported by MCC staff, with special
contributions by Dr. Ian Bowmer, Executive Director and CEO;
Robert Lee, Director, Evaluation Bureau; Krista Breithaupt, Ph.D,
Director, Research and Development; and Andrée Fortin-Bélanger,
Executive Secretary to the Board.
In the fall of 2011, the Assessment Review Task Force (ARTF)

successfully completed the challenge it had taken on two years
earlier. Dr. Oscar Casiro, the Chair of the Task Force, submitted the
committee’s report, Recalibrating for the 21st Century, a document with
“great transformative potential”, that is also “true to its core mandate,
and yet that all [Council members and stakeholders alike] could
support.” The tabling of the report was the final step of a thorough
process including extensive consultation with key stakeholders, as well as
the review of invited papers and expert presentations.

“I was proud of the results achieved through a very collaborative effort
and amazed by the possibilities open to us through implementation
of the recommendations,” Dr. Casiro commented on the report’s
unanimous approval by Council. “I was also amazed by the willingness
of a large, established organization such as the Council to cast a critical
eye on itself, to search for gaps in its strategies and delivery of services to
the profession and the public, and to embrace substantial changes.”
“Spearheading change of this magnitude is difficult,” he added. “But the
ARTF artfully identified the core concerns shared by our stakeholders,
matched them with key opportunities for change and crystallized them
into a succinct set of recommendations.”
In addition to fulfilling a sizeable mandate, the scope of the ARTF’s
undertaking was amplified by many considerations. “We had to strike
the right balance between inclusiveness and effectiveness in order to
ensure the recommendations would be relevant, practical and feasible to
implement in a timely manner,” he said. “In the end, I was very satisfied
with the outcome.”
With the implementation of its recommendations, the final report will
guide the vision of the Medical Council of Canada for the future. “The
MCC is determined to go through with the recommended changes and
this is very commendable and highly empowering for the organization,”
added Dr. Casiro.

Highlights
Application for Medical Registration in Canada
Human Resources and Skills Development Canada, the Federation
of Medical Regulatory Authorities of Canada (FMRAC) and the
Medical Council of Canada (MCC) are collaborating to create a
single application process that will allow physicians to apply for a
medical licence to multiple medical regulatory authorities at the
same time. This new system, called the Application for Medical
Registration in Canada (AMRC), is expected to launch in 2013.
Currently, physicians who apply to more than one jurisdiction have
to use different systems and meet different sets of requirements.
The medical regulatory authorities are working together to
harmonize licensing requirements across jurisdictions to support the
new application process. The AMRC system will be designed around
these requirements. It will allow a physician to apply to multiple
jurisdictions from a central web portal. A name for the new web
portal will be chosen in 2012.
The Application for Medical Registration in Canada will also
build on the MCC’s Physician Credentials Repository (PCRC)
infrastructure. Once the AMRC process launches, physicians’
applications to medical regulatory authorities will be prepopulated based on information contained in their PCRC
accounts.
A demo of the application system was presented in June to
the regulatory authorities. They have approved the demo in
principle.
This project is funded by the Government of Canada’s Foreign
Credential Recognition Program.

Highlights
New Certification Examination in Family Medicine and the MCCQE Part II
The College of Family Physicians of Canada (CFPC) and the
MCC announced that they are working together to develop a new
and enhanced format for the Certification Examination in Family
Medicine that will be launched in spring 2013.
The enhanced examination will provide family medicine candidates
an alternative pathway to complete the MCC Qualifying
Examination Part II (MCCQE Part II) requirements for the LMCC.
When meeting all other requirements of both organizations, family
medicine candidates who pass the enhanced examination will be
awarded two credentials: Certification in Family Medicine (CCFP)
from the College of Family Physicians of Canada and the Licentiate
of the Medical Council of Canada (LMCC).
This will reduce the testing burden on family medicine candidates.
Residents in this specialty will be able to prepare for one clinical
exam instead of two. They will also benefit by having less travel time
and related expenses.
The MCC will continue to offer the MCCQE Part II in the spring
and fall for candidates in other disciplines.

Highlights
Update on the National Assessment Collaboration
The National Assessment Collaboration (NAC) is composed of
organizations from across the medical community as well as the
federal and provincial governments. The NAC is streamlining the
evaluation process through which international medical graduates
(IMGs) seek training and assessments to practise in Canada.
The NAC is currently focusing on offering a national clinical
exam for IMGs called the NAC Objective Structured Clinical
Examination (OSCE). By taking the NAC OSCE, IMGs can
be more competitive when applying for residency positions and
to provincial IMG assessment programs. In 2011, 683 IMGs
attempted the exam in five different provinces: Alberta, British
Columbia, Manitoba, Ontario and Quebec.
Now with three years of OSCE experience, including the proof-ofconcept in 2009 and transitional development in 2010 and 2011,
the OSCE program is considered operational.
The National Assessment Collaboration receives funding from
Health Canada.

Throughout her participation on the Medical Council of Canada
(MCC), Nancy MacBeth has always “looked forward to a national
assessment strategy and a national registry for all physicians”. Through
her membership on the Assessment Review Task Force (ARTF), she had
the opportunity to contribute to a report that “points the way clear for
that to happen.”

Her unique background as a public member of Council since 2004 and
as the former Minister of Health of Alberta lent a very different point of
view to the ARTF. She provided first-hand knowledge of the “perspective
of the governance of our federal/provincial dynamic” acquired through
her political experience. As a representative of the Canadian public,
Ms. MacBeth also showed a particularly strong interest in the Council’s
“primary role in promoting and preserving the health and well-being of
Canadians.”
She expressed having had mild reservations when she was first
approached to join the Task Force. “I was excited and somewhat daunted
by the task at hand,” she said. “I was familiar with the issues around
registering and credentialing, having chaired the [Physician Credentials
Registry of Canada] exercise, but the assessment issues were new to me.”
At the same time, she said this very challenge was part of her draw to the
ARTF. “The excitement and the complexities of researching world-wide
practices and comparing our own to search for improvement made the
task all the more attractive.”
Ms. MacBeth was further “delighted” with the outcome of the Task
Force. She felt that “the recommendations clearly focus the future
framework for the Council’s work. They ensure the relevance of the
MCC in the years to come and refocus our activities on our primary
purpose of assessing competence, in all its forms.” She attributed success
to “the Task Force members but also to the staff and stakeholder groups
who worked so hard to ensure we hit the mark.”

Dr. Dauphinee was first appointed
to Council by McGill University in
1971. His contributions at the service
of the MCC, in various capacities,
span more than 35 years.
From 1993 to 2006, he was the
Executive Director of the MCC
where he established its first in-house
research program and external research
grant program, directed its pioneering
move to adaptive online assessment
methods, and created the national
physician identifier and physician
credential verification services.
During that time, he received many
awards for distinguished service,
including the John Hubbard Award
from the National Board of Medical
Examiners for significant and sustained
contribution to medical assessment
and evaluation. He also held a number
of senior leadership roles.
He sits on several editorial and
international advisory boards. He
continues to conduct research into
workforce production, developing
informatics infrastructure and
assessment outcome strategies. He
also provides consulting and advisory
services to universities, national
professional bodies, governments and
health sciences educational programs
internationally.

statement of financial position as at December 31, 2011,
the statements of operations, changes in net assets and
cash flows for the year then ended, and notes, comprising
a summary of significant accounting policies and other
explanatory information.
Management’s Responsibility for the
Financial Statements
Management is responsible for the preparation and fair
presentation of these financial statements in accordance
with Canadian generally accepted accounting principles,
and for such internal control as management determines is
necessary to enable the preparation of financial statements
that are free from material misstatement, whether due to
fraud or error.
Auditors’ Responsibility
Our responsibility is to express an opinion on these
financial statements based on our audit. We conducted
our audit in accordance with Canadian generally accepted
auditing standards. Those standards require that we
comply with ethical requirements and plan and perform
the audit to obtain reasonable assurance about whether the
financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence
about the amounts and disclosures in the financial statements.
The procedures selected depend on our judgment, including the
assessment of the risks of material misstatement of the financial
statements, whether due to fraud or error. In making those risk
assessments, we consider internal control relevant to the Council’s
preparation and fair presentation of the financial statements
in order to design audit procedures that are appropriate in the
circumstances, but not for the purpose of expressing an opinion
on the effectiveness of the Council’s internal control. An audit
also includes evaluating the appropriateness of accounting policies
used and the reasonableness of accounting estimates made by
management, as well as evaluating the overall presentation of the
financial statements.

and appropriate to provide a basis for our audit opinion.

In our opinion, the financial statements present fairly, in all material
respects, the financial position of Medical Council of Canada
as at December 31, 2011, and its results of operations and its
cash flows for the year then ended in accordance with Canadian

have been applied on a basis consistent with that of the preceding

2. Significant accounting policies:
The Medical Council of Canada (the “Council”) was
established in 1912 under the Canada Medical Act. The
Council was subsequently incorporated without share capital
under the Canada Corporations Act as the Medical Council
of Canada (the “Council”). The Council is a registered charity
under subsection 149(1) of the Income Tax Act.
These financial statements have been prepared
in accordance with Canadian generally accepted
accounting principles and include the following
significant accounting policies:
The Council’s original purpose was to establish and promote
a qualification in medicine, known as the Licentiate of the
Medical Council of Canada, such that holders thereof are
acceptable to provincial licensing authorities for the issuance
of a licence to practice medicine. At the time of incorporation,
its role expanded to include the initiation and promotion
of research and development in the evaluation of medical
knowledge and competence of undergraduate and graduate
medical students and practitioners of medicine and of other
health sciences.
These financial statements reflect the operations of the
Council. These financial statements do not include the
revenue, expenses, assets and liabilities of the Council’s
related entities: The Medical Identification Number for
Canada Inc. and Carleton Condominium Corporation
No. 517. Related parties are disclosed in notes 7 and 8.
Striving for the highest level of medical care for Canadians
through excellence in evaluation of physicians.
With the key stakeholders, the Council:
• Develops, validates and implements tools and strategies
to evaluate physicians’ competence; and
• Maintains a national registry of physicians and their
qualifications throughout their professional careers.

Investments are designated as available for sale
and are recorded at fair value. Realized gains and
losses and investment income calculated using
the effective interest rate method are recorded in
the statement of operations. Realized gains and
losses on sale of investments are the difference
between the proceeds and the average cost of the
investments. Unrealized gains or losses from the
change in fair value are recorded in the statement
of changes in net assets. Fair value is determined
at quoted market prices. Sales and purchases of
investments are recorded on the settlement date.
Transaction costs related to the acquisition of
investments are expensed.

(d) Employee future benefits:
The Council has classified accounts receivable as loans and
receivables and accounts payable and accrued liabilities as
other liabilities.
The Council participates in a defined benefit pension
plan (the Canadian Medical Association Pension Plan)
and also provides supplemental pension arrangements
to certain employees. Pension benefits are based on
length of service and final average earnings.
Upon initial recognition, these financial assets and
liabilities are measured at fair value. Subsequent to initial
recognition, these financial assets and liabilities are
measured at amortized cost using the effective interest
method of amortization.
(c) Capital assets:
The cost of pension benefits earned by employees is
actuarially determined using the projected benefit
method pro-rated on service and management’s best
estimate of expected return on plan assets, salary
escalation and retirement ages of employees.
Capital assets are initially recorded at cost and are amortized on
a straight-line basis over their estimated useful lives as follows:

plan assets, those assets are recorded at fair market value.

A full year’s amortization is taken in the year of acquisition.
The excess of the net actuarial gain (loss) over 10% of
the greater of the benefit obligation and the fair value
of the plan assets is amortized over the average
remaining service period of active employees of the
plan of 13 years.
The Council amortizes the transitional asset, which
occurred when new accounting policies were adopted,
on a straight-line basis over the average remaining
service period of active employees expected to receive
benefits under the plan.
The cumulative excess of pension fund contributions
over the amount recorded as expense is recorded as a
pension asset on the statement of financial position.
The cumulative excess of the amount recorded as
expense over supplemental benefits paid is recorded as
a pension liability.

(e) Expenses:
In the statement of operations, the Council presents its
expenses by function with the exception of salaries and
consulting services, loss on disposal of investments and
amortization of capital assets, which are presented separately.
Expenses are recognized in the year incurred and are recorded
in the function to which they are directly related. The Council
does not allocate expenses between functions after initial
recognition.
Expenses are disclosed by object for each function in the
schedule of expenses.
(f ) Revenue recognition:
The Council follows the deferral method of accounting
contributions for not-for-profit organizations. Restricted
contributions are deferred and are recognized as revenue in
the year in which related expenses are incurred. Examination
fees are recognized as revenue when the examination takes
place. All other revenue is recognized as revenue when received
or receivable if the amount to be received can be reasonably
estimated and collection is reasonably assured.
Evaluating Examination fees that are inactive for a period
of four years are forfeited by candidates and are recorded as
revenue.
(g) Use of estimates:
The preparation of financial statements in conformity with
Canadian generally accepted accounting principles requires
management to make estimates and assumptions that affect
the reported amounts of assets and liabilities and
disclosure of contingent assets and liabilities at the
date of the financial statements and the reported
amounts of revenue and expenses during the year.
Actual results could differ from these estimates.
These estimates are reviewed periodically, and, as
adjustments become necessary, they are reported in
earnings in the year in which they become known.
Significant management estimates include the
assumptions used in determining the pension asset
and pension liability.
(h) Budget figures:
Budget figures have been provided for information
purposes and are derived from the Council’s budget
approved by the Members of Council. Budget figures
have not been audited.

Investments are managed by investment managers in accordance
with an investment policy approved by the Members of
Council. The Council’s investment policy limits investments
to fixed income securities with a rating of BBB or better, shortterm investments with a rating of R-1 or better and equity
investments that are reasonably liquid. Except for federal
and provincial bonds, not more than 10% of the manager’s
portfolio can be invested in bonds or shares of a single issuer.
Furthermore, no more than 15% of the bond portfolio can be
invested in bonds rated BBB. The Council’s bonds have effective
interest rates of 3.35% to 6.15% and maturity dates ranging
from 2012 to 2022.

The Council regularly reviews investments to determine whether
unrealized losses represent temporary changes in fair value or are
a result of other than temporary impairments. The consideration
of whether an investment is other than temporarily impaired is
based on a number of factors which include, but are not limited
to, the financial condition of the issuer and the length and
magnitude of the unrealized loss and specific credit events. The
Council also considers its intent and ability to hold an investment
for a sufficient period of time for the value of the unrealized loss
to recover. Based on the evaluation as of December 31, 2011,
unrealized losses are considered to be temporary.

5. Capital management:
The Council considers its capital to consist of its net assets.
The Council’s overall objective with respect to its capital is to
fund capital assets, future projects and ongoing operations. The
Council manages its capital by establishing restricted funds and
appropriating amounts to the restricted funds for anticipated
future projects, contingencies and other capital requirements.
These allocations are disclosed in the statement of changes in
net assets.
Internally restricted net assets:
Net assets are internally restricted to promote research and
development as authorized by Council at the 1992 Annual
General Meeting. On an annual basis, an amount equivalent
to the revenue from evaluating examination fees forfeited is
internally restricted.
Net assets are also internally restricted to develop new and/or
alternative methods of assessment as authorized by the Finance
Committee in 1996, for the centennial project to provide for
the 100th year anniversary of the Council, set to occur in 2012,
for an insurance reserve to provide for self-insurance in the
event of a loss and, for the appeals reserve to provide for a legal
court appeal.
6. Employee future benefits:
The Council is a participating employer in the
Canadian Medical Association (CMA) Pension Plan.
The CMA Pension Plan is funded by contributions
from participating employers and from plan members.
The Supplemental Executive Retirement Plans (SERPs)
are unfunded arrangements, sponsored by the Council.
The CMA Pension Plan and SERPs are defined benefit
pension plans.
The Council has adopted an annual measurement date
of December 31 for estimating the accounting surplus
or deficit and establishing benefit costs for the fiscal
year.

(e) Defined benefit plan:
The latest actuarial valuation of the pension plan for funding
purposes was performed as at January 1, 2011. The next
actuarial valuation is required to be completed as at
January 1, 2014, in accordance with the requirements of the
Pension Benefits Act (Ontario).
As part of the regulations governing provincially regulated
pension plans in Ontario, pension plans must meet
certain solvency requirements, which assume the plans,
are wound up/liquidated as of the valuation date. The
actuarial valuation performed as at January 1, 2011 reported
a solvency deficiency of $999,990 (2010 - $Nil) and a
going concern deficit of $909,000 (2010 - $Nil), based on
economic assumptions applicable at January 1, 2011. The
Medical Council of Canada is required to make additional
contributions of $230,028 per annum in future years
to eliminate the solvency deficiency and going concern
unfunded liability under the Pension Benefits Act (Ontario).
Additional contributions have not been required in past
years.

The Council exercises significant influence over The
Medical Identification Number for Canada Corporation
(MINC) by virtue of its ability to appoint 50% of
their Board of Directors. The Executive Director of the
Council also sits on the Board of Directors of MINC
as a Director. MINC is incorporated under the Canada
Corporations Act and is a non-profit organization under
subsection 149(1)(l) of the Income Tax Act. MINC was
created to establish and maintain a unique physician
identifier for every individual in the Canadian medical
education and practice systems. The Council recorded a
$60,000 expense for funding to MINC during the year.

8. Control over a non-consolidated entity:
The Council controls Carleton Condominium Corporation No. 517 (the
“Corporation”), a non-profit organization under subsection 149(1)(l) of the Income
Tax Act, incorporated under the Condominium Act of Ontario. The Corporation
maintains the common elements of the building in which the Council operates.
The Corporation has not been consolidated in the Council’s financial statements.

The Corporation, as required by the Condominium Act, has established a
reserve fund for financing future major repairs and replacements of the common
elements. Contributions to the reserve fund must be at least 10% of the amount
required for contributions to the common expenses exclusive of the reserve fund.
Only major repairs and replacements are charged directly to this fund.
Included in the Council’s statement of operations are condominium fees of
$305,821 (2010 - $279,939) charged by and paid to the Corporation.

9. Financial instruments and risk
management:
(a) Fair value:
The Council’s financial instruments consist of cash, accounts
receivable, investments and accounts payable and accrued
liabilities. The carrying values of these instruments approximate
their fair values due to their immediate or short terms to
maturity. Investments are carried at fair value, as disclosed in
note 3.
(b) Credit risk:
The Council is exposed to credit-related losses in the event of
non-performance by counterparties to financial instruments.
Credit exposure is minimized by dealing mostly with
creditworthy counterparties such as governments and public
companies.
(c) Interest rate risk:
The Council is exposed to interest rate risk with respect to its
interest-bearing investments as disclosed in note 3.
(d) Currency risk:
The Council believes that it is not exposed to significant
currency risks arising from its financial instruments.

Certain 2010 comparative figures have been reclassified
to conform with the financial statement presentation
adopted for the current year.
