Introduction
Skate Australia (SA) is the national peak body for all (roller) skating activities, as recognised by the
Australian Sports Commission, and exists to facilitate the administration, promotion and growth of skating
in Australia. In a sporting environment, skating encompasses Inline Hockey, Artistic Skating, Skateboarding
(SbA), Speed Skating, Roller Hockey and Roller Derby. Skate Australia provides pathways and governance
for this diverse collection of disciplines, while also working to achieve increases in the profile and
participation levels of skating as a general recreation activity.
Skate Australia is recognised by the Australian Olympic Committee (AOC) and is also one of more than one
hundred national federations affiliated to the international governing body (FIRS).
Skating is an inclusive, multi-discipline, family recreational pastime & competitive sport, catering for
individual and collective male and females of all ages and abilities. Each discipline in the skating family
possesses unique qualities; the thrill of inline hockey, the explosiveness of speed, the grace and poise of
Artistic, the unstructured expressiveness of skateboarding, the fluidity of rolling & inline skating & the
liberation of Roller Derby.
Collectively, this diversity provides an eclectic mix of opportunities from young children to mature adults,
fast twitch sprinters to endurance athletes, self-motivated individuals to the team oriented player.
Participants engage at varying levels from social, recreational and competitive, through to the elite
echelon, including representing Australia at World Championships Events.
While many participants are involved in unstructured recreational/social activities, Skate Australia has a
database of over twenty thousand individual members. All members have the opportunity to participate in
levels of competition that represents their ability, with representative pathways, from club through to
World Championships level contested annually in four disciplines (Inline Hockey, Artistic, Roller Hockey &
Speed Skating).
This document will give a guide to these sports while also providing sport specific facility requirements, a
list of all current skate facilities in each state (with contact details) and also letters of support from hired
facilities which may provide a clear insight into how harmless skate sports are to flooring and relay the
confidence of some of Australia’s best indoor facilities.
As an existing rink/venue or a new venue looking at hosting skating events or sessions, this document will
act as a useful tool and resource to access this information for your use.

Overview of Skate Sports
Inline Hockey is a fast and exciting team sport, played by
people of all ages and skill levels, from inter-club games
through to World championships. Inline hockey can be played
both indoors and outdoors. A game involves two teams, with a
minimum of five players per team including a goalie, who
attempts to obtain possession of the puck and score in the
opponent’s goal. Equipment includes “L” shaped inline hockey
sticks, inline skates and protective gear. It's fun, fast and
competitive!
Artistic Skating has many facets that include Dance Pairs, Solo
Dance, Figures, Free-skating, Pairs, Precision and Show Skate.
These disciplines are all very unique as their skills and
technical requirements have different athletic and technical
demands and are judged accordingly for artistic and technical
merit. Of all the roller sports disciplines, artistic skating is the
most graceful and colourful. Artistic skating is safe and fun
and combines the grace of a ballerina and the stamina of a
disco dancer. Artistic skating attracts competitors from club
levels through to World Championships to suit all athletic and
skill levels.
Skateboarding has a unique culture that Skateboarding Australia aims
to nurture with distinct branding and management that reflects the
needs of Australia's skateboarding community by increasing
participation in Australia through the delivery of regular, high quality
and professional managed events and development programs such as
‘Streetwise’, ‘Break & Enter’ and the SbA Summer Series. More

Speed Skating is fun, fast and exciting. Research has
shown that speed skating provided more aerobic
benefits than cycling and impacts 50% less on joints
than running. Speed Skating involves races over short
and long distances on various track and road surfaces.
Competitors wear advanced inline skates designed to
maximise speed however beginner skaters can start
learning the fundamentals of speed skating using an
economically designed speed skate. Skate Australia has
clubs all over Australia where you can join and train for
fun, fitness and competitive racing. Competitions vary
from club level through to World Championship level.
Roller Hockey is a fast exciting, non-contact sport,
Played by two (2) teams of five (5) to ten (10) players,
all manoeuvring on quad roller skates. Roller Hockey
was included in the 1992 Barcelona Summer Olympics
as a demonstration sport. Boys, girls, men and women
of all ages can play the game. Roller hockey can be
played indoors or outdoors, on hard surfaced rinks,
ranging in size up to the area of an Olympic sized
swimming pool.The team who scores most goals wins!
Roller Derby is a contact sport played predominantly
by women, where competitions are referred to as
‘bouts’. Bouts involve two opposing teams each with
blockers and jammers and the aim of the game is to
score more points than the opposing team's jammer
by lapping the other team on the track. With fast
paced action, physical exchanges and a unique culture
of colour and theatrics it is great fun and a very
exciting spectator sport!

Participation
Skating activities in Australia have always boasted some of the highest participation rates in all categories
of active recreation. The fact that literally millions of Australians have participated in skating activities in
both structured and non-structured skating formats proves that this is a very popular pastime and
highlights the huge demand for suitable facilities and venues to host this desire.
The following information was extracted from an Australian Bureau of Statistics Study; it shows that the
Prevalence of skating is very high, particularly amongst young children (5-14 years). See below information
and comparisons on children's participation in a range of other selected activities outside of school hours!
This data is represented over a two week period:
The information collected also indicated that over 1.3 Million or 49% children aged between 5-14, have
been skating in that two week period. Secondly it reports that Children spent on average (outside of school
hours), 6 hours riding skateboards, rollerblades & scooters. Research provided by the 2007 Exercise,
Recreation and Sport Survey report also tells us that an additional 80,000 ‘adult’ participants over the age
of 15 also participate in roller sport activities on a regular basis.

Members & non-members
Although most participants involved in skate activities is in an
‘unstructured environment’, Skate Australia has a national
database of over 20,000 members.
These ‘Members’ are a subset of participants and represent a
group who are regularly engaged in skating events and
competitions through a club and/or affiliated association. These
skaters make up the majority of the specific skate sports and
follow the pathways to achieve at all levels.
The member category excludes other enthusiastic user groups
who also exisit, these include the following:
Unaffiliated (U): those who play socially and/or competitively in
unaffiliated local leagues run autonomously by some rinks,
recreation centers and skate parks.

One-off participants (O): those who pay an entry fee (involving a
waiver & excluding personal accident insurance) to participate in
a one-off sanctioned event.
Rrecreational (R): those who skate recreationally in general
skating sessions, rinks and skate parts (recent ABS Report
indicated this to be 49% of 5-14 year olds or 1.3 million).
Web (W): those who have registered online to receive skating
news updates who are considered interested ‘observers’ or
‘consumers’ of the sport rather than ‘participants’.

Surface Recommendations
Skating and skate sports can be conducted on wide range of suitable surfaces and flooring systems. Below
is a list of the various floor types and designs. This section will provide the reader with a better
understanding of the range of surfaces available and benefits they provide. These different surface types
include:
Timber Flooring
Timber is one of the most widely used materials in the
construction of sports floor surfaces. It is available in a
variety of ‘area elastic’ systems with hardwood strips,
veneers on engineered softwood boards, or composite
tiles bedded on composite sheets all suspended on
various forms of resilient pads.
Timber also acts as a versatile material for the
supporting system or undercarriage of ‘combined
elastic floors’: using plywood sheets, joists or battens,
with or without a resilient layer or pads attached to the
underside of the battens to create energy absorption.
Such supporting systems may have other sheet or in
situ finishes laid on top.
Timber can be laid over a cellular plastic sheet in the form of a floating floor. It can be laid in an unfinished
state, be supplied from the factory with a surface finish or be sealed on-site. Hardwood should be of
'selected' quality to achieve uniformity of colour and stability. Commonly, species such as beech, maple
and oak are chosen for their light colour and hardness.
Timber is durable but not naturally water resistant. When laid over a sub-floor, directly or suspended,
timber floors must be protected from moisture in the sub-floor by a damp-proof membrane (DPM)
additional to that required by the building regulations. Lateral movement in the timber floor arising from
varying humidity levels must be addressed by provision of a perimeter expansion gap, even at positions
such as doorways.
Advice must be obtained from flooring companies regarding the need for ventilation to any under-floor
space and recommendations for cleaning the floor must also be fully understood. Some authorities claim
water penetration to be the most common cause of all sports floor failures. Hardwood veneers on plywood
or alternative undercarriage systems can also be used to give appropriate force reduction and surface
deformation characteristics.
Polymeric and Sheet Flooring
Vinyl, linoleum, rubber and composites are widely used
materials for sports floor surfaces. They are usually in sheet form
with a foam backing that achieves a ‘point elastic’ or ‘mixed
elastic’ floor. Alternatively, sheet materials can provide the top
wearing surface in a ‘combined elastic’ system. Without a foam
backing or supporting system they rely heavily on the quality of
the undercarriage on which they are laid and care must be taken
to avoid showing irregularities in the underlying surface.

The foam backing can enhance the feeling of softness which may be an advantage where close contact is
required, such as barefoot activities, lying on the floor or involving young children. However such floors can
limit opportunities for activities such as roller skating that need a stiff surface without drag.
Alternatively, there are a group of polymeric materials that can be mixed on-site and form a continuous
playing surface without joints. The underlay can be a cellular plastic, prefabricated sheet or in situ resinbonded material. The polymeric coatings are then applied as a 'wet poured' application in various
thicknesses to build up the final surface.

Designed for high-speed, high-impact sports, such as in-line hockey, basketball, volleyball, soccer,
badminton, and aerobics, Orbcourt flooring system features patented Thermishock Tile Interconnection
Technology. The unique tile configuration and expansion control connectors promote uniform ball bounce,
footing and puck glide. These features allow athletes to safely jump, turn, stop and go, helping to reduce
the risk of lower back injuries and skeletal trauma.
The tough standard metric 500mm tiles are larger than other sports tiles on the market, and are easy to lay
and retrofit over existing floors. With many colours to choose from, the flooring system offers costeffective surfacing solutions for Schools and Universities, Community Centers, Fitness Centres and
Recreation Facilities. The final surface, which can range from 1-4mm thick, usually has a matt finish and is
available in a wide range of colours. Surfaces with a thickness of 4mm may be suitable for use with spiked
shoes.
This type of surface is usually considered ‘point elastic’ but synthetic mesh material can be integrated into
the under layers to achieve a measure of 'mixed elastic' performance. There is a range of thin polymeric
finishes available in sheet or acrylic spray paint forms that are used for tennis. The other approach, as with
sheet materials, is to use an in-situ polymeric surface layer as the surface over an undercarriage to give a

Textile Flooring
Textile floor surfaces are available in a range of material including heavy woven fabric, felt, flock, velour,
fibre-bonded, needle-punched and fine pile carpet and knitted, woven or tufted carpet. The characteristics
of textile surfaces vary considerably dependent on the material and construction used. Particular durability
and friction qualities such as slip-resistance and ball roll are also considered. Textiles tend to be used more
as specialist than multi-sport surfaces and lend themselves to use as temporary surfaces. Additionally, their
warmth and tactile qualities make them suitable for activities such as gymnastics and aerobics and for
weight training areas, whilst the sound absorption qualities are an advantage in teaching situations, such
as beginner skaters!

Concrete Surface
Concrete surfaces with an epoxy coating are one of the most popular types of flooring used in Roller
Skating Rinks in Australia. If utilising an existing concrete surface it should be remembered that the
levelness and condition of the concrete will play an important role in the finish and will contribute to the
success or failure of the final epoxy coating surface. When considering the construction of a new concrete
surface it is imperative that you consult with professionals.
Floor Coatings
Suppliers of urethane, polyurethane, and other floor coatings suitable for roller skating rink floors, can also
provide coating materials for concrete, particle board, asphalt, and wooden skating floors. The following
products are USA Brands, however a number of Australian Companies produce and distribute similar
products. These coating products provide a smooth and gripping surface for skate wheels and deliver a low
maintenance but highly presentable finish to enhance the look of all skate facilities.
Dura Seal
Polyurethane and other sports surface finishing products often include Dura Seal Gym-thane, Dura Seal
Penetrating Gym Finish, and Dura Seal Gym-thane Finish 450
Nova Play
This is an acrylic emulsion, non-skid, heavy duty, pavement coating product for asphalt, concrete, skating
surfaces and other heavy use paved areas. Also makes a sports surface coating product known as
Novacrylic.
Roll-On
Roll-On is a liquid floor coating that can be used to provide a better skating surface on asphalt, concrete,
particle board, and hard wood skating floors. Roll-On also markets and sells other skating floor coating
products including a water-based epoxy floor coating called Ultra-Clear, a product called Roll-On 2000 that
will pass Volatile Organic Compound (VOC) requirements, two binding products (Super Base and Constant
Shield), and a circle and line paint that comes in several colours.

Unfortunately there is a common misperception that roller skating causes damage and extra wear on
timber flooring within sports stadiums and centres. This wrong assumption has previously been an issue
for skating clubs and events gaining access to suitable venues for both trainings and competitions. This
section will give you a clear explanation of the design and special manufacturing of skates, which along
with the facility references found at the end of this document, should go a long way to dispelling some of
the myths and presumptions that surround skate sports. The reality is that because of this perception and
possibility to cause damage the design of all skates manufactured recently has been done to ensure that
they cause no damage at all to any flooring surface, including timber sports courts. In many cases the
skater is more worried about the wear that the surface will have on their expensive wheels!
Wheels
Wheels for all specific disciplines (including inline hockey, artistic skating and speed skating) are made of
soft non marking rubbers and polyurethane. Polyurethane is a type of durable plastic that is often softer
than the surface it is being used on. It is this softness that allows grip for turning and stopping manoeuvres
in the same way that a sports shoe provides these actions.
Brake Pads
Brake pads are designed to be non-marking and made of almost the exact materials of a sports shoe sole.
Bearings
Any moving bearing parts are all hidden within the cover of the soft wheel plastics & rubbers. They are
designed to be encased within the wheel and do not protrude anywhere near the outside of the wheel
edge, therefore not touching the floor surface at any time.
Axles
Again all hard axles are well designed to be non-protruding from the skate and therefore at no time do
they become a point of contact to the flooring surface, instead the soft wheels, brake pads and boot act as
a cushion around the hard axles to avoid this part touching or making any contact with the floor,
equipment or other players. This design features is also done to ensure the safety to other skaters.
Boot
As per all sports shoes and boots the body/shoe of the skate is made of traditional materials including
leather, fabric and rubber. Although this material is firm and designed to support the ankle it has no
different impact on the flooring surface than any other type of sports shoe. For all events and competitions
skates and equipment are inspected by officials to ensure they are safe to both the surface and other
players. In particular events sanctioned by Skate Australia and the State Associations will ensure that the
skates at this level meet these quality standards.

As requested, I have provided below my personal "without prejudice" observations of the Speed Dome's utilisation for the
conduct of the sport of In-Line Hockey over the past 6 years whilst I have been in the position of Centre Manager of the
Speed Dome.
The Speed Dome has a concrete skating surface coated with "Supergrip" epoxy coating material, which has recently been
recoated with the same product after approximately 13 years of life the latter 5 of those years enduring significant use for In Line Hockey. The extent of this use has diversified from competition at club level for approximately 8 hours per day for
approximately 38 days of the year, state championship competition for approximately 12 hours per day for approximately
8 days of the year and for national competition levels on two occasions (once on the old surface and last year on the new
surface) for approximately 16 hours per day for approximately 8 days respectively plus sporadic use for training.
Throughout this total average of approximately 450 hours per year, I have experienced no problems with floor damage
directly as a result of use of the venue for In-line Hockey.
On all occasions of use a License Agreement has been executed by the parties, the Terms and Conditions of which
incorporate the following clause:
"The Licensee will restore, at its own expense, the Premises to the same condition as prior to any alterations or
damages caused by its guests. Ordinary wear and tear (and damage by the elements, fire, "Acts of God", or by other cause
beyond the control of the Licensee) is accepted."
This clause has been required to be enforced on only one occasion; however this was not associated with damage to the
floor surface and was satisfactorily resolved through Skate Australia's Insurers.

Re: Inline Hockey Usage in our Stadium
The Springers Leisure Centre is a 5 court multi-purpose venue located in the south-eastern suburbs of Melbourne. It is
used for a variety of sports such as basketball, netball, badminton, soccer, and volleyball. We are currently the home
of Volleyball Victoria for their State League and we are also used as a training venue for Basketball Victoria for their
representative sides.
Roller Sports Victoria fixture their State League Inline Hockey seasons at Springers throughout the year on Sundays.
Although the skaters leave many rubber scuffmarks on the courts, with good maintenance (washing and burnishing
the courts) we can have the courts back to normal within a minimal amount of time.
We have had problems in the past with scuffmarks caused by the sticks, which can damage the seal on a floor, but as
long as the organising body ensures that all sticks are taped then the damage is also minimal.
So I have no problems recommending inline hockey to any other stadium looking to allow them to hire the facility. As
we have a number of other elite level user groups who utilise the facility we require our courts to be in excellent
condition all year, and hockey does not stop us from ensuring this.

Re: Roller Skating usage and events within the Morphett Vale Basketball Stadium
12th August, 2011
Morphett Vale Basketball Stadium is a four court facility featuring sprung timber floorboards laid brand
new in January 2010. The facility management had recently undergone renovations to the flooring surfaces
costing over $400,000 and as a result was extremely cautious and protective of the new floors. Within 8
weeks of these courts being laid the stadium hosted the 2010 South Australian State Championships for
Artistic Skating featuring hundreds of performances by skaters across a three day event. Following this
event and other similar events including training sessions for various state teams/skaters prior to the
National Championships, conducted later in the year, we had witnessed no signs or evidence of any
damage or permanent marks left on the flooring as a result of the skates touching the surface.
As a venue we would be happy to host skating events on our surface at any time and in fact have taken a
booking for the 2012 Speed Skating Nationals in January next year. We can also confirm that the event was
conducted in a safe and controlled manner and that the equipment and skates used were in no way a risk
to the timber floor boards or the varnish finish.
