Message From Chairman

oday, we commemorate
the founding of the
National Police Cadet
Corps (NPCC). As the
new Chairman of the 14th
NPCC Council, it is my
pleasure to address you as
the Corps celebrates its
52nd Anniversary. Since its
inception in 1959, NPCC has
come a long way in playing a
significant role to nurture our youth to be builders
of a Safe and Secure Home.
The NPCC Headquarters constantly reviews the
NPCC programme by taking direction from the
Singapore Police Force (SPF) and Ministry of
Education (MOE), as well as incorporating inputs
and feedback from the NPCC members. Moving
forward, you will be happy to note that a number
of new initiatives and enhanced programmes will
be implemented, with the aim of making learning
more engaging and enriching for our cadets.
This year, with the positive feedback received for
the pilot launch of the mutli-media courseware
on drills, we will be developing more selfdirected and interactive courseware in the
areas of campcraft skills and road safety. This
courseware will complement the training that will
be provided by the teachers and volunteers and
also enable cadets to take greater responsibility
for their learning.

As the only uniformed youth group to enjoy close
affiliation with the SPF, NPCC cadets can look
forward to greater collaboration with the SPF,
especially on the community engagement front. The Police Youth Ambassador Programme, since
it’s launched in 2007, has allowed NPCC cadets to
take on the role as Police Ambassadors to spread
the community safety and security messages in
schools, at home and in the local community. In this regard, I must commend each and every
member of the Corps for your contributions in
building a safe community and nation. To further
enhance the existing Police-NPCC partnership,
the SPF will be collaborating with the NPCC to
introduce an ‘Adopt-a-Block’ concept, in which
the cadets will engage the residents on a regular
basis on crime prevention and security initiatives. Through such close collaboration, we hope to
instil a greater sense of leadership and social
responsibility among our cadets. This is in line
with our vision to develop our cadets into future
leaders imbued with sound values.

With the merger of Chai Chee Secondary School and Bedok Town Secondary School, and Telok Kurau Secondary School
and Broadrick Secondary School, Bedok Town Secondary School and Broadrick Secondary School NPCC units were
formed respectively. This brought the total number of NPCC units to 152 units. The number of Open Units remains at

The National Police Cadet Corps always strives to enhance and revamp training programmes in order to stay abreast
and to ensure that cadets have ample opportunities to cultivate their creativity and nurture their innovations as well as develop their leadership skills, resilience, physical and mental strength.
Cadet Training
Law Enforcement
Law enforcement has always been a crucial component in the NPCC Training Framework. We have always played a
significant role in enhancing safety in school and instilling greater crime prevention awareness amongst the school
population. The training and courses designed equipped the cadets with the necessary skills and knowledge to be
responsible and caring builders of a safe and secure home.
The Police Knowledge course was first introduced to Secondary 3 cadets only. In year 2011, the course was reviewed to
equip cadets with relevant knowledge on crime cases which most teenagers are likely to encounter. Police Knowledge
1 (PK1) for Secondary 1 cadets and Police Knowledge 2 (PK2) for Secondary 2 cadets were introduced. Cadets will be
equipped with the relevant knowledge as follow:

National Education aims to develop national cohesion, cultivate
the instinct for survival as a nation and instil in our students,
confidence in our nations’s future. NPCC provides a platform
for our cadets to cultivate a sense of belonging and emotional
rootedness to Singapore by facilitation project work on Total
Defence, in addition to Civil Defence Courses conducted at NPCC
HQ level.

Resilience
NPCC provides a variety of activities such as outdoor camping, kayaking, rafting, high rope challeges and etc, with the
aim to allow our cadets to step out of their comfort zone. The activities or programs complement classrooms lessons
with life-skills that help cadets to adapt and thrive in a rapidly changing environment.

Sea Unit Training
The Sea Unit Training for the year 2011 includes Basic Seamanship, Basic Coastal Navigation, Maritime Communication
and Maritime Policing Operations. Land based training includes: .22 Shooting, Camp-Craft Competition, SANA, CD,
PK 1 & 2, CSI, ATC & HRC. To enhance training opportunities the units visits Police Coast Guard on a regular basis for
marksmanship shoot in the simulator. The training involves both classroom and practical lessons at sea.

Sea Survival Training
The training was conducted on the 5 Mar 2011 in Loyang Regional Base- Police Coast Guard. A total of 95 cadets
from Springfield, Raffles Girls’ School and Edgefield Secondary School successfully completed the course. The course
included practical lessons on life saving appliances like proper donning of life vest, activating a liferaft, Water Confidence
Jump, boarding a liferaft and using a lifebuoy to affect rescue.
Navigation Sortie – Western Sector
The training was conducted on board a chartered vessel on the 26 May 2011 in the Western Straits of Singapore. A
total of 56 cadets participated in the sortie. Besides plotting exercises and identification of salient landmarks, buoys
and beacons the cadets were involved in fixing the ship’s position using plotting aids. As part of the National Education
programme on waste management the cadets also visited the Semakau Landfill. The exercises ended well. Rafting
Visit to Police Coast Guard – Brani Base
The rafting training was conducted on the 3 Sep 2011 in
Loyang Regional Base- Police Coast Guard. 28 cadets
from Springfield and Raffles Girls’ School successfully
completed the course. They had to plan, construct and row
an improvised a raft. During the construction phase the
cadets have to consider watertight integrity and buoyancy
in relation to weight distribution. In order to secure the
raft properly the cadets’ ropework skills were an essential
component. The cadets worked relentlessly and their
efforts were well coordinated. The rafts were finally very
well constructed as none of the rafts dismantled will at
sea.
Sea cadets from Secondary III visited the Police Coast
Guard, Brani Base on the 31 May 2011. 12 cadets from
Raffles Girls’ School and 20 cadets from Springfield
Secondary School attended the visit. The visit included
PCG Corporate Video show, Tour onboard a PH Class
Cutter craft, Integrated Tactical Training Centre and the
Boarding and Search Trainer. The entire visit lasted about
4 hours. The cadets were given an insight of the role and
functions of a Police Coast Guard officer and its training
facilities. The cadets also understood the importance of
strict boarder controls at sea. Annual Report 2011

CADET INSPECTORS BASIC TRAINING COURSE
Cadet Inspectors Basic Training Course (CIBTC) was conducted twice, in June and December every year. In 2011, a
total of 211 Cadet Inspectors were trained – 62 during June and 149 during December. The Guest-of-Honour for the 80th
CIBTC Investiture Ceremony was Mr Koh Kok Khai, Principal of Greenview Secondary School. The Guest-of-Honour for
the 81st CIBTC Investiture Ceremony was Commandant NPCC, Supt Mohamed Redhza.
This course trained these youth leaders to be able to lead with a strong mind and to be equipped with the skill and
knowledge, as well as to develop character and instill values in them so that they are able to assist officers and guide
the cadets in their units with their utmost capabilities

Officers Basic Training Course
The 67th NPCC Officers Basic Training Course (OBTC) aims to
provide training for teacher officers who are assinged to take
up the role of mentoring the NPCC Unit in their schools.
A total of 112 teachers from schools around Singapore
attended OBTC 2011 from 31.10.2011 to 15.11.2011 at the
Home Team Academy and Camp Resilience.
Through the course, teachers acquaint themselves
with their role & responsibilities in NPCC and learn the skill
and knowledge related to the trainings of their cadets. All
trainees received their appointment certificates at the end
of the course.

Honorary Officers Basic Training Course
The 35th NPCC Honorary Officers Basic Training Course
(HOBTC) was conducted from 05.12.2011 to 21.12.2011
at Home Team Academy and Camp Resilience. A total of
26 university undergraduates successfully completed the
course. They were trained in subject matters pertaining to
NPCC trainings and were also given many opportunities
to accustom themselves to their roles and responsibilities
as they assist the teacher officers in carrying out duties
during NPCC trainings.

Overseas Educational Visit to the Brunei Police Cadet Corps
Brunei Police Cadet Corps was held from 23 to 27 May 2011. The delegation comprised 30 Secondary 2 cadets who were
accompanied by 2 Cadet Inspectors, 2 Officers and Head Operations of NPCC HQ. The delegation was led by Commandant
NPCC, Supt Rosalind Khoo and hosted by Royal Brunei Police Force and Ministry of Education, Brunei Darussalam.
Beijing Municipal Public Security Bureau
Beijing Municipal Public Security Bureau was held
from 7 to 12 June 2011. The delegation comprised 15
Secondary 3 cadets who were accompanied by 1 Cadet
Inspector, Assistant Commandant of Area 13 and Head
Human Resource of NPCC HQ. The delegation was led by
Commandant NPCC, Supt Rosalind Khoo.
Overseas Educational Visit to Hong Kong Junior Police Call (JPC)
Hong Kong Junior Police Call was held from 8 to 12 November 2011. The delegation comprised 22 Secondary 3 cadets
who were accompanied by 1 Cadet Inspector, Assistant Commandant of Area 3 and Head Admin & Finance of NPCC HQ. The delegation was led by Head Corporate Service, DSP Ben Chua.

Parades
Htcc Farewell Parade
A combined parade by National Police Cadet Corps and National Civil Defence
Corps was held on 8 January 2011 at Home Team Academy to bid farewell
to Mr Charles Chong, our Chairman of the 13th NPCC Council. Mr Charles
Chong was the Chairman for NPCC Council since 2002. His outstanding
leadership has spurred both organisations to greater heights of attainment
and be ever ready for the challenges ahead. Mr Charles Chong’s contribution
to both organisations will always be remembered.
National Police Cadet Corps Annual Parade
The NPCC Annual Parade was held at the Home Team Academy on 16 April 2011. Mr Michael Palmer, Chariman NPCC
Council, MP for Pasir Ris-Punggol GRC was the Reviewing Officer. The Guard-of-Honour Contingents were formed by
cadets from 55 UOPA Gold Award units. They were accompanied by cadets from 97 units in the Supporting and Flag
Contingents.
After the parade segment, 96 cadets from 19 Secondary Schools performed a Fancy Drill using dummy rifles. Elements
like precision drills and basic drills have been combined skillfully by the cadets in this segment. The guests were also
enthralled by a song item by one of our Cadet Inspector attached to New Town Secondary School.

EVENTS & FUNCTIONS
14th NPCC COUNCIL INAUGURATION CEREMONY
The 14th NPCC Council Inauguration Ceremony was held on 21 March 2011 at Changkat Changi Secondary School to
inaugurate the new Chairman, Mr Michael Palmer, and the members of the 14th NPCC Council. The ceremony was
officiated by Mr Masagos Zulkifil Bin Masagos Mohamad, Minister of State for Ministry of Education & Ministry of Home
Affairs.
ASSISTANT COMMANDANTS’ RETREAT
The AC retreat this year was held on 24 September 2011 at Dignity Kitchen at 411 Balestier Road. The group was divided
into different teams for various team building and activities. A fresh injection of OCs/DyOCs per area nominated by
respective AC also provided new ideas and inputs to the retreat.
WORKPLAN SEMINAR
The Annual NPCC Workplan Seminar was held on 29 October 2011 at the Harmony Hall, Home Team Academy. The
theme for the seminar was “Climbing The Next P.E.A.K- Passion For Life, Enthusiasm For Learning, Adaptability For
Survival, Kindness For Fellowman”. A total of 340 officers from all 152 NPCC school units and NPCC HQ attended the
seminar. Commandant NPCC, Supt Mohamed Redhza shared on the new directions he has chartered for NPCC in 2012.
AWARDS & ACHIEVEMENTS
UNIT OVERALL PROFICIENCY AWARD (UOPA)
The Unit Overall Proficiency Award (UOPA) is conferred annually. It is awarded to school units for their outstanding
performances in the academic year. The UOPA 2010 results were announced on 7 February 2011. A total of 55 units
attained the Gold Award, 53 units the Silver Award and 38 units the Bronze Award. The following units attained the Outstanding Achievement Award for having sustained the Gold Award for 5 consecutive

NPCC PROMOTIONS & AWARDS PRESENTATION
CEREMONY
The NPCC Promotions & Awards Presentation Ceremony was held on 5 October 2011 at Holiday Inn Singapore, Orchard
City Centre. The event was graced by Mr Michael Palmer, Chairman of NPCC Council and Member of Parliament for
Punggol East. Promotion Certificates were presented to 4 officers who were promoted to the rank of Deputy Superintendent of Police
(NPCC), 25 officers who were promoted to the rank of Assistant Superintendent of Police (NPCC), 5 officers who were
promoted to the rank of Hononary Deputy Superintendent of Police (NPCC) and 21 Cadet Inspectors (NPCC) who were
promoted to the rank of Senior Cadet Inspectors (NPCC).
The NPCC Long Service Medals – 3rd Clasp and NPCC Service Medals were presented to Officers who had served the
Corps for 30 years, 12 years and 5 years respectively.
The Commissioner of Police (CP) Awards were presented to deserving NPCC Officers and Cadet Inspectors for their
outstanding performance and contributions to the Corps. A total of 4 CP Individual Commendation certificates, 4 CP
Individual Testimonial certificates, 4 CP Team Commendation certificates and 9 CP Team Testimonial certificates were
presented to the award recipients.
