MESSAGE FROM MR CHARLES CHONG
CHAIRMAN, NPCC COUNCIL
Dear Officers and Cadets of NPCC
1.
Today, we celebrate the founding of the National Police Cadet Corps
(NPCC). It’s my pleasure to share this joyous occasion with all of you. The Corps
has come a long way since its inception in 1959. With a membership of 20,000,
NPCC today remains a popular uniformed group in our schools. Our success did not happen by chance.
It is the result of the efforts of our founders as well as the hard work and dedication of our members,
past and present. Having celebrated its golden jubilee in 2009, NPCC is eager to embark on its journey
to the next milestone.

In a recent announcement, the Ministry of Education revealed its intention to implement a new
framework in order to enhance the development of 21st century competencies in our students. This
move is necessary to better prepare our students to thrive in a fast-changing and highly-connected
world. It aims to nurture every child into a confident person, a self-directed learner, a concerned
citizen and an active contributor. Hence, MOE will be placing greater emphasis on these competencies
through the academic curriculum and Co-Curricular Activities (CCAs).

In this respect, I am confident that NPCC is well-positioned to complement the schools’ effort in
nurturing our students to thrive in the 21st century environment. Many aspects of NPCC programmes
are already geared towards developing the faculties of mind, heart and soul of the cadets as well as to
imbue in them important values such as loyalty, integrity, responsibility, civic consciousness, sense of
righteousness, team spirit and care for others. In addition, its rigorous outdoor adventure training aims
to develop cadets’ physical and mental resilience as well. We instil in our young cadets the importance
of playing our role as the builders of a safe and secure home. Training programmes such as Police
Knowledge, Homefront Security and Total Defence serve to raise the awareness of cadets on matters
relating to safety and security. Such exposure places our cadets an edge above many and they, in turn,
share what they have learnt with their families and friends. All these programmes have provided NPCC
with a strong foundation in developing our youths. NPCC will build on this foundation and work with
MOE to strengthen the development of 21st century skills.

We should not allow ourselves to bask in the glory and successes of our past. Instead, we
should continue to seek new breakthroughs. As NPCC transits to the next milestone, new horizons with
endless possibilities are presented. The years ahead will bring not just exciting opportunities, but also
new challenges. NPCC must continue to innovate and adapt to the changing environment in order to
stay relevant in today’s society. It will continue to strive to deliver programmes with high learning
value. To this end, NPCC will adopt a two-pronged approach – firstly, to consolidate and strengthen its
foundation and secondly, to explore new horizons.

Well-built systems, policies and processes are critical success factors which form the foundation
upon which NPCC builds its future. Past generations of NPCC members have laid a solid foundation. As
our operating environment constantly changes, so too must we evolve in order to keep pace. This is
akin to building a skyscraper. The structure must first have a solid foundation before it can hold the

tons of steel and concrete piled high into the sky. Much effort has been made in recent years to ensure
sound policies and procedures are put in place. Directives in the area of administration, discipline,
human resource and training were promulgated to streamline processes. Members can expect such
efforts to continue as a way to strengthen our foundation.

On the training front, the NPCC 6As Learning Path will continue to be the beacon that guides
the development of its training programmes. Similar effort is also being made to enhance the capacity
of our teacher-officers, youth leaders and cadets. In 2009, NPCC produced its very own corporate video
and the 50th anniversary coffee table book. A Drill Instructional Video and Manual was also made and
distributed to the school units. Feedback on these resources has been encouraging. Members can look
forward to more developments this year such as the introduction of the Cadet Leaders’ Drill Course,
the Cadet’s Handbook and the Facilitator’s Guide. Existing training courses will also be enhanced in
both content as well as training delivery. New overseas training programmes will also be explored with
the aim to widen the horizon of our members.

Apart from ensuring that NPCC training remains relevant and enriching, training activities
should also be fun and interesting. Learning must be engaging regardless of the level of participation.
Fond memories of one’s experience in NPCC will last a lifetime. As teacher-officers, you can ignite the
passion in your cadets. In fact, there are members who have devoted a large part of their lives, growing
up with NPCC as a cadet, volunteering as a Cadet Inspector or Honorary Officer with some taking up
the appointment of NPCC teacher-officers eventually. I am sure NPCC must have struck a chord in the
hearts of these individuals. As such, I would like to challenge NPCC Officers to continue to come up
with creative ways to engage our cadets so that they will enjoy learning and find a fulfilling experience
in their 4 to 5 years journey with the NPCC. For the cadets, I encourage you to seize every opportunity
to learn new skills and foster friendships that will last a lifetime.

Endless possibilities lie ahead. We must dare to dream and try out new initiatives. This is the
attitude that we must adopt in order to remain at the forefront of knowledge, innovation and skills and
to give the best for our cadets. To achieve this outcome, all members of the Corps must work together
as one!
9.
Today, as you renew your pledge of loyalty to serve NPCC with pride and dignity, do think of the
outcome that you want to achieve in your journey with the NPCC. Continue to engage yourself in the
multi-faceted NPCC training programme, acquire the values and skills that will see you through life.
Leverage on opportunities to enrich your experience so that one day you will look back to your days in
NPCC with fond memories of fun and camaraderie.

In conclusion, I would like to take this opportunity to express my sincere appreciation to the
school leaders, Assistant Commandants, teacher-officers, police officers, honorary officers, cadet
inspectors and volunteers for their invaluable contributions, unwavering commitment and dedication
to the Corps. We look forward to your continued support in the development of our cadets in the years
ahead. Finally, I wish to extend my best wishes to all officers and cadets. I am confident that an exciting
and fruitful year awaits you and NPCC.

2. SEA UNIT TRAINING
The Sea Unit Training for the year 2010 includes Basic
Seamanship,
Basic
Coastal
Navigation,
Maritime
Communication and Maritime Policing Operations.
To
enhance training opportunities the units visit Police Coast
Guard on a regular basis.
The training involves both
classroom sessions and practical lessons at sea.

The training was conducted on the 13 Mar 2010 in Loyang
Regional Base- Police Coast Guard. A total of 40 cadets from
Springfield and Raffles Girls’ School successfully completed the
course. The course included practical lessons on life saving
appliances like proper donning of life vest, activating a liferaft,
Water Confidence Jump, boarding a liferaft and using a lifebuoy
to affect rescue.

Navigation Sortie – Eastern Sector
The training was conducted on board a chartered vessel on the 26 May 2010 in the Eastern Johor
Straits leading into Serangoon Harbour and Nenas Channel. A total of 62 cadets participated in the
sortie. Besides plotting exercises and identification of salient landmarks, buoys and beacons the cadets
were involved in a shipwreck exercise conducted in Camp Resilience, Pulau Ubin. The exercises ended
well with cadets achieving the training outcomes which were set for them.
Rafting
The rafting training was conducted on the 17 Sep 10
in Loyang Regional Base- Police Coast Guard. 30
cadets from Springfield and Raffles Girls’ School
successfully completed the course.
They had to
plan, construct and row an improvised raft. During
the construction phase the cadets have to consider
watertight integrity and buoyancy in relation to
weight distribution.
In order to secure the raft
properly the cadets’ ropework skills were an
essential
component. The cadets worked relentlessly and their efforts
were well coordinated. The rafts were well constructed as
none of the rafts came undone while at sea. Great work
from the Secondary II Sea cadets!

Visit to Police Coast Guard – Brani Base
Sea cadets from Secondary III visited the Police Coast Guard,
Brani Base on the 3 Jun 10. 12 cadets from Raffles Girls’
School and 20 cadets from Springfield Secondary School
attended the visit. The visit includes PCG Corporate Video
show. Tour onboard a PH Class Cutter craft, Integrated
Tactical Training Centre and the Boarding and Search Trainer.
The entire visit lasted about 4 hours. The cadets were given
an insight of the role and functions of a Police Coast Guard officer and its training facilities. The cadets
also understood the importance of strict boarder controls at sea.
3. CADET INSPECTORS TRAINING
Cadet Inspector Basic Training Course (CIBTC) was
conducted twice, in June and December every year, of
which 53 and 136 Cadet Inspectors were trained
respectively. The Guest of Honour for the Investiture
Ceremony for 78th CIBTC was Mr Ng Han Ming,
Assistant Director Uniformed Group, Ministry of
Education. A Passing out Parade was held for 79th
CIBTC at the Unity Square in Home Team Academy,
the Guest of Honour for the parade is Commandant
NPCC, Supt Rosalind Khoo.
This course trained these youth leaders to be able to
lead with a strong mind and to be equipped with the
skill and knowledge, as well as to develop character
and instill values in them so that they are able to assist
officers and guide the cadets in their units with their
utmost capabilities.

4. OFFICERS TRAINING
OFFICER BASIC TRAINING COURSE
The 66th NPCC Officers Basic Training Course (OBTC) aims to provide
trainings for teacher officers who are assigned to take up the role of
mentoring the NPCC Unit in their schools. A total of 95 teachers
from
schools
around
Singapore
attended
OBTC
2010
from 01.11.2010 to 16.11.2010 at the Home Team
Academy and Camp Resilience.
Through the course, teachers acquaint themselves
with their role & responsibilities in NPCC and learn
the skill and knowledge related to the trainings of
their cadets.

HONORARY OFFICER BASIC TRAINING COURSE
The 34th NPCC Honorary Officers Basic Training Course (HOBTC)
was conducted from 27.12.2010 to 07.01.2011 at Home Team
Academy and Camp Resilience. 27 Honorary Officers completed
the course and were formally appointed in February 2011. They
were trained in all matters pertaining to NPCC trainings and
were also given
many
opportunities to
accustom
themselves to their roles and responsibilities as Honorary Officers
of the Corps.

4. OVERSEAS EDUCATIONAL VISITS
Overseas Educational Visit to the Royal Malaysia Police (31 May – 4 June 2010)
The Overseas Educational Visit to the Royal Malaysia Police &
Police Cadet Corps (Malaysia) is an annual event organized by
NPCC HQ for Secondary 2 cadets from the various NPCC units.
Our cadets have a chance to interact with the local Police
Cadet Corps (Malaysia) to exchange their experiences and
culture. Bonding and Friendship were established. The
exchange of ideas, knowledge and co-curriculum skills help to
build up the capacity of our cadets as well as the officers.

Overseas Educational Visit to Hong Kong Junior Police Call (JPC) & Macau Flying Eagle Association
(22 – 28 November 2010)
The Overseas Educational Visit to the Hong Kong Junior Police Call (JPC) & Macau Flying Eagle Association is an
annual event organized by NPCC HQ for Secondary 3 cadets from the various NPCC units.
This trip provides officers, Cadet Inspectors and Cadets an invaluable platform to gain more insights to our Hong
Kong and Macau Counterpart’s trainings and operations. Cadets have gained more knowledge of people and
their culture as well as forged good friendship with youths beyond our shores. This unique experience was
indeed a memorable one to each and everyone on board this journey.

Macau Thousand Teens Parade (01 -04 April 2010)
NPCC was invited to take part in Macau Flying Eagles Association Thousand Teens Parade 2010 in
commemoration of the 10th year anniversary of the Association. Students from 5 places: Singapore, Korea, PRC
Zhuhai, Hongkong and Macau gathered to put up cultural and drill performances on 3 April 2010. A round of
selection was conducted in Singapore by NPCC HQ to choose the PDS from Bowen Secondary School to
represent NPCC in this memorable event.

Besides the parade segment, there were also performances put up to enthrall the strong supporting
crowd of 3000. Cadets from Yusof Ishak Secondary School NPCC Band put up a wonderful band display
performance and Ms Juliana Lee from CHIJ St Joseph’s Convent
captures the audience attention with her impressive solo song
performance.

3. Singapore Youth Festival – Opening Ceremony
Singapore Youth Festival (SYF) 2010 was a feast for the senses as more than 10,000 youths from more
than 70 schools came together to showcase their arts talents and celebrate the achievements of
schools’ diverse arts education. The theme this year was “Torch of Friendship” which exemplifies our
youths’ desire to propagate what is best for self and others.
Leading the Singapore Youth Festival Opening Ceremony Parade Segment was the Guard-of-Honour
contingent from NPCC. The four Guard-of-Honour contingents are made up of cadets from NPCC and
NCC. The nine supporting contingents are made up of cadets from all the nine uniformed groups in
Singapore. A total of 122 schools were involved in this parade. The majority of the participants are
around 14-15 years of age. Around 160 cadets from NPCC were involved in this grand opening of the
annual Singapore Youth Festival.
The Guest-of-Honour for the ceremony was Dr Ng Eng Hen and the Parade Commander for SYF 2010
Opening Ceremony is Cadet Inspector Liew Xia Ri Cain from NPCC. Accompanying the 501 cadets on
the parade grounds was another 151 performers from other schools. The parade was indeed a physical
manifestation of the synergy of passion from our youths today!

COMPETITIONS
1. CAMPCRAFT COMPETITION
NPCC Campcraft Competition is held once every 2 years. The
objectives of the competition are:
- Encourage team spirit amongst cadets
- Test & Upgrade campcraft skills
- Promote Efficiency in conducting outdoor activities
- Motivate a competitive spirit amongst cadets
In 2010, the preliminary rounds were held on 20 and 27 February 2011 while the final of the
competition was held on 20 March 2010 at Peirce Secondary School. The Guest-of-Honour is
Commandant NPCC Supt Rosalind Khoo. 155 boys units and 134 girls units participated in this biennial
event.

2. INTER-AREA PROJECT-BASED COMPETITION
The Inter-Area Project-Based Competition is a
biennial event organized by NPCC HQ to
encourage NPCC cadets to undertake a
research project to identify and solve
problems related to the Safety and Security of
Singapore, Singapore Police Force and/ or
National Police Cadet Corps. A total of 17
teams have competed in the preliminary
rounds. The top five finalists competed in the
finals held on 03 September 2010. The Guestof-Honour for the competition is Mrs Wendy Lim, Deputy Director School East, Ministry of Education.

EVENTS & FUNCTIONS
1. ASSISTANT COMMANDANTS’ RETREAT
The AC retreat this year was held at MESRC Lounge at Evans Road. Different from previous years, a
keynote speaker - Mrs Helen Tan, who was previously a Staff Officer with NPCC and also the Assistant
Director of Uniformed Groups, CCAB, was invited to share a vast experience on how to propel NPCC
towards the 21CC. A fresh injection of OCs/ DyOCs per area nominated by respective AC also provided
new ideas and inputs to the retreat.
2. WORKPLAN SEMINAR
This year’s NPCC Workplan Seminar was held at Serangoon Gardens Country Club on 30 October 2010.
The theme for the seminar was Developing 21st Century Competencies in Students through the UG
Experience. The Guest-speaker for the event was Assistant Director Uniformed Group, Co-Curricular
Activities, Mr Ng Han Ming who shared with the officers on the 21 CC Model and how these
competencies can be developed through UG experience. More than 200 officers attended this
purposeful and inspiring seminar.

1. UNIT OVERALL PROFICIENCY AWARD (UOPA)
The National Police Cadet Corps Unit Overall Proficiency Award (UOPA) is conferred annually. It is
awarded to school units for their outstanding performances in the academic year. All NPCC Secondary
School Units will participate in the assessment process. The UOPA 2009 results were announced on 05
February 2011. A total of 44 units attained the Gold Award, 56 and 40 units attained Silver and Bronze
Awards respectively.

2. NPCC PROMOTIONS & AWARDS PRESENTATION CEREMONY
The NPCC Promotions & Awards Presentation Ceremony
was held on 15 October 2010 at Raffles Marina. The event
was graced by Mr Masagos Zulkifli B M M, Senior
Parliamentary Secretary, Ministry of Education & Ministry
of Home Affairs.
Promotion Certificates were presented to 3 officers who
were promoted to the rank of Deputy Superintendent of
Police (NPCC), 23 officers who were promoted to the rank of Assistant Superintendent of Police
(NPCC), 1 officer to the rank of Honorary Deputy Superintendent of Police (NPCC), 3 officers to the rank
of Honorary Assistant Superintendent of Police (NPCC) and 14 Cadet Inspectors (NPCC) to the rank of
Senior Cadet Inspectors (NPCC).
Service Awards were also given out to officers who have served the Corps for 24 years, 12 years and 5
years respectively.

3. SPF-NPCC BADGE PRESENTATION CEREMONY
The SPF-NPCC Badge was launched in 1997 to give recognition to cadets
with outstanding achievements. It is the pinnacle award badge for cadets in
NPCC. The Guest-of-Honour, AC Zuraidah Abdullah, Commander Training
Command, Deputy Chairman NPCC Council, presented this prestigious
award to 155 cadets from units around Singapore. The ceremony was held
in Home Team Academy on 9th April 2010.
