TOPIC:
Consideration & Action on a Resolution Providing for the Issue of a
Working Cash Bond
BACKGROUND INFORMATION:
In December of 2011, the District followed the appropriate procedures to be able to acquire $2
million in Working Cash Bonds due to the uncertainty of the State of Illinois to appropriately
fund Mahomet-Seymour Schools. The District has since held off on taking action on this process
in order to develop an effective three year plan. The District proposes the issuance of $1.5
million dollars of the working cash bond to be used to maintain the three year projected targeted
fund balances in the four operational funds. The remainder of the cash bond will be used to
furnish and equip the new Early Childhood Center, and to address future technology needs
across the district.
SUPERINTENDENT'S RECOMMENDATION:
The Superintendent recommends the Board approve the Consideration and action on a
Resolution providing for the issue of $500,000 School Bonds, Series 2013A and $1,500,000
Taxable School Bonds, Series 2013B, of Community Unit School District Number 3, Champaign
and Piatt Counties, Illinois, for the purpose of increasing the Working Cash Fund of said School
District, and providing for the levy of a direct annual tax sufficient to pay the principal and
interest on said bonds.

ACTION
TOPIC:
Treasurer’s Surety Bond
BACKGROUND INFORMATION:
When the District issues securities for “new money,” a Treasurer’s Surety Bond for 25% of the
security proceeds is required to be purchased. Therefore, the District must purchase a
Treasurer’s Surety Bond for 25% of the proceeds to be received from the issuance of the
$500,000 School Bonds, Series 2013A and $1,500,000 Taxable School Bonds, Series
2013B. This Treasurer’s Surety Bond will cost the District $500.
SUPERINTENDENT'S RECOMMENDATION:
The Superintendent recommends the Board of Education authorize the purchase of a Treasurer’s
Surety Bond for 25% of the proceeds to be received from the issuance of the $500,000 School
Bonds, Series 2013A and $1,500,000 Taxable School Bonds, Series 2013B, at a cost of $500 as
presented.

Catastrophic Student Accident Insurance to Comply with Public Act 098-0166
BACKGROUND INFORMATION:
Public Act 098-0166 was signed into law on August 5th, 2013. It requires School Districts to
provide catastrophic accident insurance coverage for students in grades 9-12 who participate in
IHSA sports, at a minimum. To comply with this newly enacted law, the District worked with
Bushue HR to receive quotes for this coverage. Coverage to comply with the minimum
requirements of the new law would cost $1,195, while coverage to cover all students would cost
$4,170.
SUPERINTENDENT’S RECOMMENDATION:
The Superintendent recommends the Board approve the purchase of Catastrophic Student
Accident Insurance for all students at a cost of $4,170 as presented.
