I-ACT recommends the use of currently registered FDA equipment and only disposable speculums, rectal
tubes, or rectal nozzles. However, should the Therapist use reusable speculums, these speculums should, at a
minimum, be autoclaved for sanitation and cleanliness (30 minutes). Additionally, the autoclave unit must be
tested and inspected by competent authority at least four times per year- maintain documentation. (Under NO
conditions should a disposable speculum or rectal tube be reused).
I-ACT recognizes the FDA classifies equipment used to instill water into the colon through a nozzle inserted
into the rectum to evacuate the contents of the colon into three distinct classes; Class I (Enema Kits), Class II
and Class III are (Colon Irrigation Systems). Follow the guidelines of your manufacturer, as approved by the
FDA for the type of equipment (devices) you are using. Make no claims as to the use of your device other
than those approved by the FDA.
The main differences between Class I and Class II devices:
•
Class 1 devices do not have any safety features and manufacturers of Class I devices may not
have any third party oversight as they do not have to comply with the good manufacturing
practices that are required of Class II manufacturers.
•
More specifically, the code of federal regulations CFR 876.5210 & 876.5220 describe the differences between the Class I and the Class II devices. From that regulation, a Class I device
does not include “colonic irrigation devices”. A “colon irrigation device” is a Class II device
which in part is described as: “The system is designed to allow evacuation of the contents of
the colon during the administration of the colonic irrigation.
•
The FDA requires Class II devices to be sold on or at the order of a physician or health care
practitioner. This may be different in each state.
Additionally there are two areas of concern with the use of a Class I device:
•
The first area of concern is the safety of the consumers, your clients. Since the Class I device
does not have to comply with good manufacturing practices there are no safeguards during
the manufacturing of your equipment. The Class I manufacturer does not have to maintain
records, nor are they inspected as thoroughly or as rigorously as a Class II manufacturer
which also reduces the safeguard for the consumer. By definition, the Class I device is an enema kit and cannot have any safety features that might protect the consumer. Class I devices
consist “of a container for fluid connected to the nozzle” and does not allow for the container
to be hard plumbed to the city water system. There are no back flow prevention systems to
preclude the back flow of the effluent into the tubing. Additionally, without the requirement
to follow the good manufacturing practices there are no guarantees that the equipment can be
cleaned, disinfected and sanitized in a manner that can guarantee there is no transmission of
disease to the client. Remember, our Code of Ethics states, “the health, welfare, and comfort
of our clients is our primary concern”.
•
The second area of concern is the potential for inappropriate advertising. If you are using a
Class I device, you may not market that as a colonic irrigation device as it clearly is an enema
kit.
Although I-ACT is not aware of any laws that preclude you from assisting an individual with an enema,
I-ACT does want you to consider upgrading your equipment to the equipment that provides the greatest safeguards to the public. In this profession, that would be equipment marketed as Class II devices.
Remember that I-ACT strongly recommends that all I-ACT members use FDA registered Class II devices or
devices equivalent to Class II devices regulated by the appropriate agency in your country. Purchase equipment at your own risk. Ensure you are in compliance with your local, state, federal and country guidelines.
Ensure that equipment you purchase is cleared for use in your country.
I-ACT recognizes there are two distinct types of colon irrigation systems; open and closed systems. However,
it is I-ACT policy that the colon hydrotherapist / technician is always in attendance / or is immediately
available to the client throughout the session. The degree of assistance is to be in compliance with the
instructions of the manufacturer of the equipment as registered with the FDA, and/or as directed by a
physician.
The policy on insertion is to follow the instruction of the referring physician; the guidelines of the
manufacturer as approved by the FDA; or the directives from the authority of your city, county, state, or
country ordinances.
I-ACT recommends that you do not put the initials (CT) for colon hydrotherapist after your name, write it out
in full. According to most state laws, putting initials after your name is not allowed unless you are licensed or
have a degree from an accredited professional school.
Advertising copy which states or implies that colon hydrotherapy can treat any disease, promise cure for any
disease, or that makes unsubstantiated medical claims SHALL NOT be used.

Note of Thank You and Appreciation for a Job Well Done
Letter to the Members from the I-ACT President:
Dear I-ACT Members,
Wow! What a great Convention we have just
completed. Some described it as our Best
Convention yet. There were so many new
initiatives that were shared with the members at
the Convention, that I am almost overwhelmed at
trying to find a place to start.
First, I-ACT has recently joined the National
Health Freedom Coalition, and I attended
their 2012 US Health Freedom Congress. This
Congress represents 60 organizations focused
on protecting consumer access to natural health
products, services and practitioners. It was
amazing to watch their deliberations. By working
closely with the NHFC Director of Law and
Public Policy, Attorney Diane Miller, I-ACT was
able to get a Resolution passed that will add colon
hydrotherapy into their effort to ensure ‘freedom
of choice” in health care. As a result of this
action, we have now formed a new Legislative
Committee. Read about it on page 16 and you
can read the resolution that was approved on
page 15.
The next important effort was perhaps the most
difficult that this Board has been involved in.
Recent actions have caused the Board to seek
guidance from our Attorney, Potts & Reilly;
and our CPA, Darrel Whitehead. As a result
of their guidance, we have deliberated on, and
have approved a new Conflict of Interest and
Disclosure Notice Policy for all Board Members
and staff.
This policy will ensure that all Board
deliberations are absolutely ethical and neutral
to all outside influences from colon hydrotherapy
manufacturers and suppliers of colon
hydrotherapy equipment. We had input from all
I-ACT members that attended our three Board
meetings during the Convention. We believe this
helps strengthen the current By-Laws (Article
IV, Section Three), and will help to ensure that
we are compliant with IRS requirements for nonprofit corporations.
This effort was so important that the National
Board for Colon Hydrotherapy (NBCHT) also
implemented this policy for their Board.
You can see the new Conflict of Interest and
Disclosure Notice Policy on page 17.

Our next initiative was
to try to fill a void for
our membership by
providing a relatively
inexpensive way for our
members to have ready
access to legal advice.
Some members may have
existing relationships
with attorneys for
your business and
personal affairs, many
of us do not. After Board
deliberations, I-ACT
has entered into a corporate relationship
with Legal Shield, a company providing legal
insurance. I-ACT will receive a small “finders
fee” if our members make this company their
choice for affordable legal support. If you do
not have a corporate or individual attorney,
Legal Shield may be an option for you. You will
find a letter from them on page 9.
Regretably, your I-ACT Board accepted the
resignation of Dr. Sylvester Yong. Dr. Yong
chose to resign for personal reasons. His
work drafting a procedure manual for colon
hydrotherapy, acting as chairperson for the
Scientific Review Committee, The Medical
Health Advisory Committee and the Financial
Review Committee have furthered the actions
of this association. Additionally, Dr. Yong has
been our Regional Rep in Asia. The I-ACT
Board and its membership is grateful to Dr.
Yong for his contributions to our profession
and our association. This position will be filled
during our next election in 2013.
Lastly, look through this Quarterly to find out
who were the winners of the President’s Award,
the first Annual Connie Allred Award, the
Colon Hydrotherapist of the Year Award; and,
our Educator of the Year Award.
The members appreciated the Convention and
recognized the efforts of the Board to further
our Profession and Association. See page 38 for
the signatures.

On Saturday, June 9th, 2012, a group “small but mighty” came together at the Pan Pacific Hotel in Perth, Western
Australia.

Our goal of the meeting was introducing fellow members.
In attendance from the back left was Diane Kennedy, formally from Cairns Queensland, she recently moved to
Perth and is in the process of setting up a new clinic in downtown Perth.
Georgia Sheehan operates Perth Colon Health and Wellness centre, beside her is Karen Johnson who works with
Georgia.

To: All Members of NBCHT
It was so great seeing many of you at the recent Convention. I love having the opportunity to meet the members
of the NBCHT and to get to know each of you. This was a great Convention. There was a lot going on and
many great deliberations and plans put into place for our future.
We sponsored a joint meeting between the National Board and the I-ACT Board. The purpose of this meeting
was to develop an initial plan of action as we work to comply with our By-Laws and separate the NBCHT from
I-ACT. During our membership meeting, we talked with our members about the initial plan and solicited their
input so we can include their ideas into our deliberations. We have formed a separate corporation and have
submitted our non-profit application to the IRS. We will proceed slowly and will have a final plan of action to
present to you all during our membership meeting at the 2013 Convention. We will be changing the Renewal
Dues; this year it is $150.00 for three years. Next year it will be $75.00 for one year, and the renewals after that
will all be at $100.00 per year. The CEUs will remain the same as they are now. This will afford us the ability
to become our own corporation.
Also during our membership meeting, I had the opportunity to provide our members with my vision for the
NBCHT. The corner stone of our Vision for the Future, includes our NBCHT certification exam, that is now
used by Florida to certify their colon hydrotherapists. Our profession gains so much legitimacy that we will be
offering this exam to any state that wishes to legitimize colon hydrotherapy in their state. The fact that we have
a legally defensible exam shows each state / country that we are a real profession with established standards
and guidelines.
During the Convention, we finalized the first evaluation of our Executive Director. This effort provided input to
the ED on what areas he is excelling at and what areas require some improvement. It provided us all with an
increased opportunity to communicate and strengthened the bond between the Board and our ED.
Next, we deliberated on the need for a Conflict of Interest and Disclosure Notice Policy. We reviewed the Draft
from the I-ACT Board and determined that the Policy was absolutely necessary and was voted in unanimously.
All Board members then signed the disclosure notice form.
Finally, we were shown the initial draft of the I-ACT Prep course for our NBCHT Certification exam. They have
done a fantastic job and we cannot wait until it is finalized for the membership... Great Job I-ACT.

The meeting was educational as Trish and Pam addressed legal concerns of Colon Therapists around the world
and provided appropriate actions and valuable knowledge in how to conduct a Colon Therapy business without
prescribing, diagnosing or treating. A lovely Body Ecology- Cleansilicious ( developed by Trish Craig) lunch
was enjoyed by everyone utilizing the principles of Food Combining and Acid Alkaline balance. Notice the
Cultured Veggies on the table as they provided the alkalizing element of the delicious meal. Chef Larry Pilcher
lovingly prepared the food for us. The participants then attended a Cultured Veggie class to learn how to make
them at home, and to utilize this knowledge in their businesses. Everyone left with lots of knowledge and good
nutrition and are proud to be members of I-ACT and are looking forward to attending all Regional Meetings
and I-ACT Conventions in the future.

The Art of Caring - Article about Celia Lapovsky - by Pam Craig
Thanks to Co-Chair Cathy Windland, this committee is on the move! We had a
very successful, busy committee meeting at this year’s convention. Cathy and I
presented the group with the most updated Mission Statement and Objectives, as
well as:

members

Celia B. Lapovsky is true to her colors and
one who exemplifies caring for others in her
place of business, Paces Therapeutic Center,
located on Galleria Parkway in Atlanta, GA.
Celia was born in Argentina and shared that
she had a “wonderful childhood.” She also
created beautiful flower arrangements and was
a real estate investor, and cared for her Mother
during the last 6 years of her life in Argentina.
Celia came to America in 1979.

These press release templates are to be used by members to send to their local
media sources when they join I-ACT and obtain a certification level. The I-ACT
office will email them to the membership upon request, along with instructions about how to send
them to the media.
Additionally, committee member participation forms were utilized during the meeting to gather
information about: who would be willing to write articles, who might have media contacts, and
other ideas to be used for Press Releases. Also collected was information about who is available for
speaking engagements and the topics that they are able to present on.
This is just the start of what we want to accomplish, so that we can have our members benefit from the
promotion and public education of Colon Hydrotherapy!

North East Regional Report
The North East Region held its meeting on
April 20, 2012. Present at this meeting were
Annette Bray (Regional Rep), Wendy Kurtz,
LaDonna Graham, and John Stout.
During the meeting, we discussed numerous
colonic techniques and reviewed information
from the internet. There was a round table
discussion about the requirements for National
Certification through the NBCHT.
Finally, we reviewed a DVD entitled “Cancer
is Curable Now”.

Certified Instructor and Licensed Massage Therapist.
Celia is 77 years young and has been the
owner operator of her Colon Hydrotherapy
and Massage business in Atlanta since 1999.
Celia took her Colon Hydrotherapy training
from I-ACT Instructors Alma and Tammy
Bolden of The Awareness Center School for
Colon Hydrotherapy in Atlanta, and became
an I-ACT member in 2002. She is an I-ACT
I met Celia at several I-ACT South East Regional meetings she has attended in Atlanta over the years, but was
pleasantly surprised when my sister Trish and I visited her beautiful center for the first time in May of 2012.
Her place is impeccably clean, and welcoming as the smell of eucalyptus oil aromatherapy invited us in. The
beautiful original artwork adorning the walls throughout the center was painted by one of her clients. The Colon
Hydrotherapy and Massage Therapy room are beautifully decorated, and are very organized and clean.
We observed and felt Celia’s attention and focus of loving energy for her clients immediately upon entering. She
greeted us with a gentle smile and a twinkle in her eye. Her guidance,
knowledge and experience as a former caretaker for the elderly provides
assurance that she is a true professional in every way. Observing her
stamina, and continual attention to the needs of her clients was touching.
Celia’s pride in her work is displayed as she happily glides through her
day with ease and grace. She attributes this to taking good care of herself
and lives nearby.
As we received our Colon Hydrotherapy with Celia’s guidance and
teaching, we felt safe and secure in her hands. Trish also scheduled
another appointment for Colon Hydrotherapy and Massage with Celia. I
observed Celia as they were finishing the massage. I was amazed by her
focus on the client, and the physical work she performed with energy and
ease. The room felt lovely and yet calming.
Acknowledgement is in order for Celia, as she represents one of many in
our field who shows up everyday so others can release and let go. Celia
personifies her business motto, “ Caring for Others.” Celia is an asset to
our profession, and I’m proud to share our experience with her.

President’s Award
Marlin and Richard Armstrong were recognized by Dorothy Chandler,
RN, I-ACT President for their dedication to I-ACT and support for
Colon Hydrotherapy in the United Kingdom region. Richard and Marlin
developed a collaborative relationship with all colon hydrotherapy
associations and attended numerous meetings to present I-ACT’s
position to ensure that I-ACT remains a leader in the industry.
Marlin and Richard are the UK Regional Representatives and tirelessly
give of their time and energy as they hold meetings a couple times a
year.
Additionally, they were instrumental in making Dorothy’s trip to Europe
possible.
President’s Recognition
Dorothy also provided special recognition to Jessie Brown, Marshall Meggs, Debra Christian, Pia Brixved, and
Lisette Timmermans for effort above and beyond in support of I-ACT over the past year.
First Annual Connie Allred Award
Brenda Watson, CNC, LMT/CT, is among the foremost authorities on natural
digestive care and nutrition.
She is a New York Times best-selling author, media expert and speaker, and
plays a pivotal part in uplifting the professionalism and recognition to the
medical field in educating and building a respect for our profession.
What she has brought to I-ACT over the many years has been amazing. Her
service as a member, a past board member, convention speaker and especially
the inspirational and educational resource are only a few of the areas we are
grateful for.
Her support for I-ACT never ceases, just like our appreciation for her.

Marcia Nedd-Smith
Frances Anne Nelson passed away on Sunday, January
8, 2012 in Anchorage Alaska. Frances was battling
complications from a long-term
illness.
Born: April 11, 1953
Died: June 16, 2012
Marcia joined I-ACT on
4/22/2001, and quickly
moved through the
instructor level, achieving
the instructor level by April
3, 2002.
She was a hard worker and
a respected member of our
association. She will be
missed.
May she and her family be at peace.
Frances was born in Santa Rita,
New Mexico, grew up in Wichita
Falls, Texas and received a
B.Sci. degree in Wildlife Biology
with a minor in Mycology from
University of New Mexico,
Albuquerque. She moved to
Denver, Colorado and was very
proud of her work at the prestigious Children’s
Hospital.

Mid West Region & Convention Report
Greetings from the GREAT Mid West.
Our 2012 Chicago Convention was wonderful. I’ve enjoyed each and every convention I’ve attended (17 over the last
18 years). This one will be especially memorable because I was very surprised to be presented the “Therapist of the Year
Award”. Wow. Thank you.
As you can see from the group photos provided by Renee
Kowalczyk, our Mid West Region was well represented at
the Meet Your Regional Rep Box Lunch.
We had a wonderful variety of speakers from the U.S. and
abroad to expand our educational perspective. It was also
a time to have fun.
Visiting our vendors is always interesting because they
provide a wonderful variety of products and services for us
to improve our profession. This is an important feature of
our yearly conventions. It keeps us up to date on what’s new.
The dinner cruise was popular. It took three busloads to
transport us to Navy Pier in Chicago to enjoy dinner and dancing
on the “Spirit of Chicago”.
Beverly Blass, our Board Member and Fund Raising Chair,
suggested the “Have a Heart for I-ACT” project as a fund
raiser. (Donate $10 or more and create a heart to be added to
the display.) People enjoyed getting in touch with their creative
side, as these photos will attest.
South West Regional Report
We had a great Regional Meeting in Phoenix Arizona, March 18th hosted by Gayle Palms in her beautiful new
facility. We had 15 members, plus Jacinda Aiken brought Gazell Taylor-Johnson, who became a NEW I-ACT
Member; and Gayle brought our second new member from the Casey group, Cherie Rineker, who is doing
her 8 hour course with Gayle. We also had 2 manufactures with us, Dotolo and Specialty brought cases of
Speculums to raffle and Transformation donated a wellness pak, book and Carbo enzymes. Specialty gave us a
sneak peek at their brand new Instrument; we were the first to see it. We sold $250.00 in tickets, the following
were the winners: Gayle Palms our host, Shirley Cho all the way from Los Angeles with her husband, Alan
Murakami, Teresa McConnell and France Robert. Congratulations to all. We want to thank all our wonderful
contributors and members that bought tickets.
The speakers presenting had so much to teach us. Dr. Charlie Schwengel, an Osteopath, helped us understand

Hershey Kiss, how tapping can help to overcome addictions by releasing the negative thoughts & replace them
with positive ones. Rose Jacobson, a colon therapist, explained why we have so much trouble with Gluten and
the role probiotics & enzymes play in minimizing those effects. Jacinda Aiken showed us the emotion that
each digestive organ carries. Kathy Mor-Almeida helped us know the exercise that unlocks certain emotions.
Altogether the day was very educational and well received.
We had a delicious lunch prepared by Lynette’s Kitchen, vegan with a Caribbean flair. She is such a help to
Gayle in so many ways and I just want to say thanks to them both for all their help and support.

Shortly after becoming President, I was introduced to and began a dialogue with the National Health Freedom
Coalition’s (NHFC) Director of Public Policy, Attorney Diane Miller. Attorney Miller has written and been
successful in nine (9) states with the passage of Safe Harbor Bills protecting non-licensed practitioners.

On behalf of our membership and colon hydrotherapists everywhere, I-ACT became a member of the National
Health Freedom Coalition. On June 14, 2012, I-ACT was represented at the Health Freedom Congress meeting in
Chicago by Dorothy M. Chandler, RN & Dr. Milton Chandler, DN. This Congress is comprised of 60 organizations,
with a combined 600,000 members who support freedom of choice in health care. They meet to approve resolutions,
such as the demand for GMO labeling, which will be on the ballot in California come November. I-ACT provided
a resolution #13A. Our resolution was passed and adopted by this body of Health Freedom Activists. Many of the
organizations present expressed their pleasure that our industry would now be represented.
As a result of this action we now have the Legislative Committee, which is co-chaired by Dorothy Chandler-IL
and Marcia McClure Hardy-Louisiana. Current members are Darlene Holloway-NC & Meschell Perkins-GA. This
committee’s purpose will be to begin a working dialogue with the National Health Freedom Coalition in support
of their efforts to protect freedom of choice in health care, access to colon hydrotherapy by the public and the right
of colon hydrotherapists to have autonomy. This committee will work closely with the NHFC to ensure that colon
hydrotherapy is included in all safe harbor legislation proposed. We are looking for more volunteers to join us.

The standard of behavior at the International Association for Colon Hydrotherapy (I-ACT) is that all board
members (including the Executive Director and staff - hereafter referred to as Board) scrupulously avoid
actual or potential conflicts of interest between the interests of I-ACT (the association) and any business that
might reasonably be likely to conflict with the duties or decisions of an I-ACT Board Member, or which would
have a tendency to influence or affect the judgment of any such person with respect to any decision of the
I-ACT Board. This includes relationships of any financial remuneration or benefits with manufacturers of
colon hydrotherapy devices, distributors of colon hydrotherapy equipment, or suppliers of colon hydrotherapy
equipment or supplies for colon hydrotherapy equipment, etc.
The Board should be absolutely neutral to all manufacturers, etc. This means that Board members should not
receive any compensation, equipment, supplies, etc., from any Manufacturer in any manner. This includes
discounts to equipment, supplies, and gifts of any kind, etc.
In the context of the I-ACT Board, this Conflict of Interest would be, but is not limited to, acting as an agent
for any business in any capacity, functioning as a distributor for any manufacturer or supplier; or, collecting
funds for any manufacturer or supplier, etc. This is not meant to imply that this precludes a Board Member
from purchasing equipment or supplies to be used in the normal day to day operations of their center (an arms
length transaction).
I understand that the purpose of this policy is to protect the integrity of the I-ACT Board of Directors, and
our organization’s decision-making process. This enables our members to have confidence in our integrity,
and to protect the integrity and reputations of the staff and board members. Upon or before election, hiring
or appointment, I-ACT will require a full, written disclosure of business interests, and holdings that could
potentially result in a conflict of interest.
This written disclosure will be kept on file and will be updated as appropriate. At a minimum, it will be updated
annually. In the event of any changes, the Board Member is required to immediately declare the changed
condition.
Upon approval of the Board, this policy will go into effect. At that point Board participation requires a signed
disclosure notice.
Should any Board Member become aware of a potential or actual conflict of interest involving a fellow Board
Member that has not been disclosed, he or she shall ask the fellow Board Member to disclose the conflict, and if
the fellow Board Member does not do so, they shall bring the matter to the attention of the Board of Directors
in a timely manner or at the latest, the next scheduled meeting.
In the course of meetings or activities, a Board Member will disclose any interests in a transaction or decision
where the Board Member (including their business or other nonprofit affiliations), their family and/or their
significant other, employer, close associates, business partner, etc., will receive a benefit or gain. After disclosure,
the Board Member will recuse him/herself from voting on the question.
This policy is meant to supplement good judgment.
All Board members will acknowledge by signature that they have read, understand and will comply with this

Mid West Region & Convention Report
Greetings from the GREAT Mid West.
Our 2012 Chicago Convention was wonderful. I’ve enjoyed each and every convention I’ve attended (17 over the last
18 years). This one will be especially memorable because I was very surprised to be presented the “Therapist of the Year
Award”. Wow. Thank you.
As you can see from the group photos provided by Renee
Kowalczyk, our Mid West Region was well represented at
the Meet Your Regional Rep Box Lunch.
We had a wonderful variety of speakers from the U.S. and
abroad to expand our educational perspective. It was also
a time to have fun.
Visiting our vendors is always interesting because they
provide a wonderful variety of products and services for us
to improve our profession. This is an important feature of
our yearly conventions. It keeps us up to date on what’s new.
The dinner cruise was popular. It took three busloads to
transport us to Navy Pier in Chicago to enjoy dinner and dancing
on the “Spirit of Chicago”.
Beverly Blass, our Board Member and Fund Raising Chair,
suggested the “Have a Heart for I-ACT” project as a fund
raiser. (Donate $10 or more and create a heart to be added to
the display.) People enjoyed getting in touch with their creative
side, as these photos will attest.
South West Regional Report
We had a great Regional Meeting in Phoenix Arizona, March 18th hosted by Gayle Palms in her beautiful new
facility. We had 15 members, plus Jacinda Aiken brought Gazell Taylor-Johnson, who became a NEW I-ACT
Member; and Gayle brought our second new member from the Casey group, Cherie Rineker, who is doing
her 8 hour course with Gayle. We also had 2 manufactures with us, Dotolo and Specialty brought cases of
Speculums to raffle and Transformation donated a wellness pak, book and Carbo enzymes. Specialty gave us a
sneak peek at their brand new Instrument; we were the first to see it. We sold $250.00 in tickets, the following
were the winners: Gayle Palms our host, Shirley Cho all the way from Los Angeles with her husband, Alan
Murakami, Teresa McConnell and France Robert. Congratulations to all. We want to thank all our wonderful
contributors and members that bought tickets.

Marcia Nedd-Smith
Frances Anne Nelson passed away on Sunday, January
8, 2012 in Anchorage Alaska. Frances was battling
complications from a long-term
illness.
Born: April 11, 1953
Died: June 16, 2012

4/22/2001, and quickly
moved through the
instructor level, achieving
the instructor level by April
3, 2002.
She was a hard worker and
a respected member of our
association. She will be
missed.
May she and her family be at peace.
Frances was born in Santa Rita,
New Mexico, grew up in Wichita
Falls, Texas and received a
B.Sci. degree in Wildlife Biology
with a minor in Mycology from
University of New Mexico,
Albuquerque. She moved to
Denver, Colorado and was very
proud of her work at the prestigious Children’s
Hospital.

Marlin and Richard Armstrong were recognized by Dorothy Chandler,
RN, I-ACT President for their dedication to I-ACT and support for
Colon Hydrotherapy in the United Kingdom region. Richard and Marlin
developed a collaborative relationship with all colon hydrotherapy
associations and attended numerous meetings to present I-ACT’s
position to ensure that I-ACT remains a leader in the industry.
Marlin and Richard are the UK Regional Representatives and tirelessly
give of their time and energy as they hold meetings a couple times a
year.
Additionally, they were instrumental in making Dorothy’s trip to Europe
possible.

Dorothy also provided special recognition to Jessie Brown, Marshall Meggs, Debra Christian, Pia Brixved, and
Lisette Timmermans for effort above and beyond in support of I-ACT over the past year.
First Annual Connie Allred Award
Brenda Watson, CNC, LMT/CT, is among the foremost authorities on natural
digestive care and nutrition.
She is a New York Times best-selling author, media expert and speaker, and
plays a pivotal part in uplifting the professionalism and recognition to the
medical field in educating and building a respect for our profession.
What she has brought to I-ACT over the many years has been amazing. Her
service as a member, a past board member, convention speaker and especially
the inspirational and educational resource are only a few of the areas we are
grateful for.
Her support for I-ACT never ceases, just like our appreciation for her.

The Art of Caring - Article about Celia Lapovsky - by Pam Craig
Thanks to Co-Chair Cathy Windland, this committee is on the move! We had a
very successful, busy committee meeting at this year’s convention. Cathy and I
presented the group with the most updated Mission Statement and Objectives, as

Celia B. Lapovsky is true to her colors and
one who exemplifies caring for others in her
place of business, Paces Therapeutic Center,
located on Galleria Parkway in Atlanta, GA.
Celia was born in Argentina and shared that
she had a “wonderful childhood.” She also
created beautiful flower arrangements and was
a real estate investor, and cared for her Mother
during the last 6 years of her life in Argentina.
Celia came to America in 1979.

speaking engagements and the topics that they are able to present on.

North East Regional Report
The North East Region held its meeting on
April 20, 2012. Present at this meeting were
Annette Bray (Regional Rep), Wendy Kurtz,
LaDonna Graham, and John Stout.
During the meeting, we discussed numerous
colonic techniques and reviewed information
from the internet. There was a round table
discussion about the requirements for National
Certification through the NBCHT.
Finally, we reviewed a DVD entitled “Cancer
is Curable Now”.

Celia is 77 years young and has been the
owner operator of her Colon Hydrotherapy
and Massage business in Atlanta since 1999.
Celia took her Colon Hydrotherapy training
from I-ACT Instructors Alma and Tammy
Bolden of The Awareness Center School for
Colon Hydrotherapy in Atlanta, and became
an I-ACT member in 2002. She is an I-ACT
I met Celia at several I-ACT South East Regional meetings she has attended in Atlanta over the years, but was
pleasantly surprised when my sister Trish and I visited her beautiful center for the first time in May of 2012.
Her place is impeccably clean, and welcoming as the smell of eucalyptus oil aromatherapy invited us in. The
beautiful original artwork adorning the walls throughout the center was painted by one of her clients. The Colon
Hydrotherapy and Massage Therapy room are beautifully decorated, and are very organized and clean.
We observed and felt Celia’s attention and focus of loving energy for her clients immediately upon entering. She
greeted us with a gentle smile and a twinkle in her eye. Her guidance,
knowledge and experience as a former caretaker for the elderly provides
assurance that she is a true professional in every way. Observing her
stamina, and continual attention to the needs of her clients was touching.
Celia’s pride in her work is displayed as she happily glides through her
day with ease and grace. She attributes this to taking good care of herself
and lives nearby.
As we received our Colon Hydrotherapy with Celia’s guidance and
teaching, we felt safe and secure in her hands. Trish also scheduled
another appointment for Colon Hydrotherapy and Massage with Celia. I
observed Celia as they were finishing the massage. I was amazed by her
focus on the client, and the physical work she performed with energy and
ease. The room felt lovely and yet calming.
Acknowledgement is in order for Celia, as she represents one of many in
our field who shows up everyday so others can release and let go. Celia
personifies her business motto, “ Caring for Others.” Celia is an asset to
our profession, and I’m proud to share our experience with her.

The meeting was educational as Trish and Pam addressed legal concerns of Colon Therapists around the world
and provided appropriate actions and valuable knowledge in how to conduct a Colon Therapy business without

Perth and is in the process of setting up a new clinic in downtown Perth.

To: All Members of NBCHT
It was so great seeing many of you at the recent Convention. I love having the opportunity to meet the members
of the NBCHT and to get to know each of you. This was a great Convention. There was a lot going on and
many great deliberations and plans put into place for our future.
We sponsored a joint meeting between the National Board and the I-ACT Board. The purpose of this meeting
was to develop an initial plan of action as we work to comply with our By-Laws and separate the NBCHT from
I-ACT. During our membership meeting, we talked with our members about the initial plan and solicited their
input so we can include their ideas into our deliberations. We have formed a separate corporation and have
submitted our non-profit application to the IRS. We will proceed slowly and will have a final plan of action to
present to you all during our membership meeting at the 2013 Convention. We will be changing the Renewal
Dues; this year it is $150.00 for three years. Next year it will be $75.00 for one year, and the renewals after that
will all be at $100.00 per year. The CEUs will remain the same as they are now. This will afford us the ability
to become our own corporation.
Also during our membership meeting, I had the opportunity to provide our members with my vision for the
NBCHT. The corner stone of our Vision for the Future, includes our NBCHT certification exam, that is now
used by Florida to certify their colon hydrotherapists. Our profession gains so much legitimacy that we will be
offering this exam to any state that wishes to legitimize colon hydrotherapy in their state. The fact that we have
a legally defensible exam shows each state / country that we are a real profession with established standards
and guidelines.
During the Convention, we finalized the first evaluation of our Executive Director. This effort provided input to
the ED on what areas he is excelling at and what areas require some improvement. It provided us all with an
increased opportunity to communicate and strengthened the bond between the Board and our ED.
Next, we deliberated on the need for a Conflict of Interest and Disclosure Notice Policy. We reviewed the Draft
from the I-ACT Board and determined that the Policy was absolutely necessary and was voted in unanimously.
All Board members then signed the disclosure notice form.
Finally, we were shown the initial draft of the I-ACT Prep course for our NBCHT Certification exam. They have
done a fantastic job and we cannot wait until it is finalized for the membership... Great Job I-ACT.

Note of Thank You and Appreciation for a Job Well Done
Letter to the Members from the I-ACT President:
Dear I-ACT Members,
Wow! What a great Convention we have just
completed. Some described it as our Best
Convention yet. There were so many new
initiatives that were shared with the members at
the Convention, that I am almost overwhelmed at
trying to find a place to start.
First, I-ACT has recently joined the National
Health Freedom Coalition, and I attended
their 2012 US Health Freedom Congress. This
Congress represents 60 organizations focused
on protecting consumer access to natural health
products, services and practitioners. It was
amazing to watch their deliberations. By working
closely with the NHFC Director of Law and
Public Policy, Attorney Diane Miller, I-ACT was
able to get a Resolution passed that will add colon
hydrotherapy into their effort to ensure ‘freedom
of choice” in health care. As a result of this
action, we have now formed a new Legislative
Committee. Read about it on page 16 and you
can read the resolution that was approved on
page 15.
The next important effort was perhaps the most
difficult that this Board has been involved in.
Recent actions have caused the Board to seek
guidance from our Attorney, Potts & Reilly;
and our CPA, Darrel Whitehead. As a result
of their guidance, we have deliberated on, and
have approved a new Conflict of Interest and
Disclosure Notice Policy for all Board Members
and staff.
This policy will ensure that all Board
deliberations are absolutely ethical and neutral
to all outside influences from colon hydrotherapy
manufacturers and suppliers of colon
hydrotherapy equipment. We had input from all
I-ACT members that attended our three Board
meetings during the Convention. We believe this
helps strengthen the current By-Laws (Article
IV, Section Three), and will help to ensure that
we are compliant with IRS requirements for nonprofit corporations.
This effort was so important that the National
Board for Colon Hydrotherapy (NBCHT) also
implemented this policy for their Board.
You can see the new Conflict of Interest and
Disclosure Notice Policy on page 17.

to try to fill a void for
our membership by

members to have ready
access to legal advice.
Some members may have
existing relationships
with attorneys for
your business and
personal affairs, many
of us do not. After Board
deliberations, I-ACT
has entered into a corporate relationship
with Legal Shield, a company providing legal
insurance. I-ACT will receive a small “finders
fee” if our members make this company their
choice for affordable legal support. If you do
not have a corporate or individual attorney,
Legal Shield may be an option for you. You will
find a letter from them on page 9.
Regretably, your I-ACT Board accepted the
resignation of Dr. Sylvester Yong. Dr. Yong
chose to resign for personal reasons. His
work drafting a procedure manual for colon
hydrotherapy, acting as chairperson for the
Scientific Review Committee, The Medical
Health Advisory Committee and the Financial
Review Committee have furthered the actions
of this association. Additionally, Dr. Yong has
been our Regional Rep in Asia. The I-ACT
Board and its membership is grateful to Dr.
Yong for his contributions to our profession
and our association. This position will be filled
during our next election in 2013.
Lastly, look through this Quarterly to find out
who were the winners of the President’s Award,
the first Annual Connie Allred Award, the
Colon Hydrotherapist of the Year Award; and,
our Educator of the Year Award.
The members appreciated the Convention and
recognized the efforts of the Board to further
our Profession and Association. See page 38 for
the signatures.

I-ACT recommends the use of currently registered FDA equipment and only disposable speculums, rectal
tubes, or rectal nozzles. However, should the Therapist use reusable speculums, these speculums should, at a
minimum, be autoclaved for sanitation and cleanliness (30 minutes). Additionally, the autoclave unit must be
tested and inspected by competent authority at least four times per year- maintain documentation. (Under NO
conditions should a disposable speculum or rectal tube be reused).
I-ACT recognizes the FDA classifies equipment used to instill water into the colon through a nozzle inserted
into the rectum to evacuate the contents of the colon into three distinct classes; Class I (Enema Kits), Class II
and Class III are (Colon Irrigation Systems). Follow the guidelines of your manufacturer, as approved by the
FDA for the type of equipment (devices) you are using. Make no claims as to the use of your device other
than those approved by the FDA.
The main differences between Class I and Class II devices:
•
Class 1 devices do not have any safety features and manufacturers of Class I devices may not
have any third party oversight as they do not have to comply with the good manufacturing
practices that are required of Class II manufacturers.
•
More specifically, the code of federal regulations CFR 876.5210 & 876.5220 describe the differences between the Class I and the Class II devices. From that regulation, a Class I device
does not include “colonic irrigation devices”. A “colon irrigation device” is a Class II device
which in part is described as: “The system is designed to allow evacuation of the contents of
the colon during the administration of the colonic irrigation.
•
The FDA requires Class II devices to be sold on or at the order of a physician or health care
practitioner. This may be different in each state.
Additionally there are two areas of concern with the use of a Class I device:
•
The first area of concern is the safety of the consumers, your clients. Since the Class I device
does not have to comply with good manufacturing practices there are no safeguards during
the manufacturing of your equipment. The Class I manufacturer does not have to maintain
records, nor are they inspected as thoroughly or as rigorously as a Class II manufacturer
which also reduces the safeguard for the consumer. By definition, the Class I device is an enema kit and cannot have any safety features that might protect the consumer. Class I devices
consist “of a container for fluid connected to the nozzle” and does not allow for the container
to be hard plumbed to the city water system. There are no back flow prevention systems to
preclude the back flow of the effluent into the tubing. Additionally, without the requirement
to follow the good manufacturing practices there are no guarantees that the equipment can be
cleaned, disinfected and sanitized in a manner that can guarantee there is no transmission of
disease to the client. Remember, our Code of Ethics states, “the health, welfare, and comfort
of our clients is our primary concern”.
•
The second area of concern is the potential for inappropriate advertising. If you are using a
Class I device, you may not market that as a colonic irrigation device as it clearly is an enema
kit.
Although I-ACT is not aware of any laws that preclude you from assisting an individual with an enema,
I-ACT does want you to consider upgrading your equipment to the equipment that provides the greatest safeguards to the public. In this profession, that would be equipment marketed as Class II devices.
Remember that I-ACT strongly recommends that all I-ACT members use FDA registered Class II devices or
devices equivalent to Class II devices regulated by the appropriate agency in your country. Purchase equipment at your own risk. Ensure you are in compliance with your local, state, federal and country guidelines.
Ensure that equipment you purchase is cleared for use in your country.
I-ACT recognizes there are two distinct types of colon irrigation systems; open and closed systems. However,
it is I-ACT policy that the colon hydrotherapist / technician is always in attendance / or is immediately
available to the client throughout the session. The degree of assistance is to be in compliance with the
instructions of the manufacturer of the equipment as registered with the FDA, and/or as directed by a
physician.
The policy on insertion is to follow the instruction of the referring physician; the guidelines of the
manufacturer as approved by the FDA; or the directives from the authority of your city, county, state, or
country ordinances.
I-ACT recommends that you do not put the initials (CT) for colon hydrotherapist after your name, write it out
in full. According to most state laws, putting initials after your name is not allowed unless you are licensed or
have a degree from an accredited professional school.
Advertising copy which states or implies that colon hydrotherapy can treat any disease, promise cure for any
disease, or that makes unsubstantiated medical claims SHALL NOT be used.
