Bylaw 35-2015 Municipal Historic Resource Designation – Frontiersmen War
Memorial
Report Purpose
To give three readings to a bylaw that proposes to designate the site known as
“Frontiersmen War Memorial” as a Municipal Historic Resource.
Recommendations
1.
THAT Council, for the purposes of the Designation as Municipal Historic Resource
pursuant to the Historical Resources Act, R.S.A. 2000, c.H-9, appoint the Chief
Commissioner as its appointee to issue approvals, refusals or conditions relating to the
Municipal Historic Resource.
2.
THAT Council give first reading to Bylaw 35-2015, a bylaw that proposes to designate
the site known as “Frontiersmen War Memorial” as a Municipal Historic Resource.
3.
THAT Council give second reading to Bylaw 35-2015.
4.
THAT Council unanimously agree to consider third reading of Bylaw 35-2015.
5.
THAT Council give third and final reading to Bylaw 35-2015.
Council History
November 25, 2008 – Council approved the Heritage Resources Management Plan.
December 8, 2009 – Council adopted the Community Heritage Legacy Framework.
May 10, 2011 – Council approved Policy GOV-002-027: History and Heritage.
March 11, 2014 – Council received the Strathcona County Heritage Inventory Report.
March 24, 2015 – Council authorized issuance of a Notice of Intention to Designate
Frontiersmen War Memorial as a Municipal Historic Resource.

Governance: The Alberta Historical Resources Act grants municipalities the ability to
designate Municipal Historic Resources and offers technical and administrative support for
these resources as well as grant opportunities for heritage preservation funding.
Social: Historical resources help to define a community by invoking community character
and a sense of place.
Culture: The identified heritage resource will provide distinct appreciation of Strathcona
County’s history and heritage identity.
Environment: Municipal Historic Designation does not allow for the resource to be
destroyed or removed, ensuring continued preservation of the lands in its current state.

An application to designate Frontiersmen War Memorial as a Municipal Historic Resource was
submitted by the property owner, The Legion of Frontiersmen (Canadian Division), and has
been reviewed by the Heritage Advisory Committee. The Committee has recommended that
this property be designated. In accordance with Section 26 of the Alberta Historic Resources
Act, a Notice of Intent to Designate was issued to the landowner for 60 days.
As outlined in the Statement of Significance, Frontiersmen War Memorial can be considered
municipally significant for its association with the Legion of Frontiersmen, association with
the theme of Military: World War I in Strathcona County, design and construction, and for
its importance as a local landmark. This monument is significant for its commemoration of
the Legion of Frontiersmen contribution and sacrifice during two World Wars. It is an
important physical and symbolic landmark as it is clearly visible from Highway 14 and is
known to travellers and residents throughout the County. It is also the only marker in
Canada representing the history of the Frontiersmen War veterans. The Frontiersman
monument is a symbolic reference to the military contribution of the communities that now
comprise Strathcona County. It is also a place for special events such as Remembrance
Day. The monument includes various character defining elements including cenotaph rustic
fieldstone construction (multi-coloured rough stone with light colour mortar), square
pedestal with corbelled top, and truncated pyramid shape with corbelled top supported on
the square base.

A BYLAW OF STRATHCONA COUNTY IN THE PROVINCE OF ALBERTA, FOR THE
PURPOSE OF DESIGNATING THE SITE KNOWN AS “FRONTIERSMEN WAR MEMORIAL”
AS A MUNICIPAL HISTORIC RESOURCE.
WHEREAS the Historical Resources Act, R.S.A. 2000, c.H-9 provides that a
Municipality, may by bylaw, designate any historic resource whose preservation it
considers to be in the public interest, as a Municipal Historic Resource, and
WHEREAS it is deemed in the public interest to designate the site known as
Frontiersmen War Memorial as a Municipal Historic Resource;
NOW THEREFORE, the Council of Strathcona County, in the Province of Alberta,
duly assembled, hereby enacts as follows:
1. That the site known as “Frontiersmen War Memorial” described in Schedule
“A” and located within the lands legally described as SE 18-51-20-W4 is
hereby designated as a “Municipal Historic Resource”.
2. This bylaw comes into effect after third reading and upon being signed.

Description of the Historic Place
The Frontiersman monument is a fieldstone structure with a square base supporting a
truncated pyramidal column with a white roman cross on top. The monument has
commemorative plaques dedicated to the memory of Frontiersmen who fell in the First
and Second World Wars and plaques recognizing the work of two Dominion
Commandants. Located along Highway 14 near Hastings Lake in the southeast corner
of Strathcona County, the historic place is a cultural landscape which includes the area
identified within the white pyramidal concrete posts and an additional area surrounding
the monument that is normally used for special ceremonies and commemorative events.
This surrounding area is bound by the access road on the north and the highway on the
south.
Heritage Value
This 1935 monument is significant for its association with the Legion of Frontiersmen, for
its association with the theme of Military: World War I in Strathcona County, for its
design and construction, and for its importance as a local landmark.
Constructed in 1935, this monument is significant for its commemoration of the Legion of
Frontiersmen contribution and sacrifice during two World Wars. The Legion was
founded by Roger Ashwell Pocock in 1904. Units were established throughout the
Commonwealth to gather information for the British War Office. The Legion was most
active prior to World War I when it trained and prepared its members for battle.
Canadian Units were established in Victoria, Vancouver, Nelson, Vernon, Asquith,

Edmonton, Calgary, Moose Jaw, Regina, Winnipeg, Hamilton, Toronto, and Montreal.
The Legion contributed significantly to the Princess Patricia’s Canadian Light Infantry,
the 19th Alberta Dragoons, and the 49th Battalion (Loyal Edmonton Regiment). Over
9,000 Frontiersmen lost their lives in WWI. The Legion was revitalized in the 1930s prior
to WWII. This monument commemorates those members of the Legion of Frontiersmen
who made the ultimate sacrifice.
The Frontiersman monument is a symbolic reference to the military contribution of the
communities that now comprise Strathcona County. Many young men from Strathcona
County enlisted, trained and fought overseas during World War I and World War II. In
1930, under the leadership of Colonel Louis Scott, the Frontiersmen procured
approximately 200 acres of land (SE 18-51-20-4, NE 18-51-20-4) at Hastings Lake.
Volunteers cleared the land to build a Field Headquarters which was named Fort Scott.
In 1935 the Frontiersman monument was constructed at the Fort’s entrance and
unveiled by Captain Pocock to commemorate the Frontiersmen’s fallen comrades.
There are five bronze plaques on the monument. The first plaque reads: “Dedicated to
the memory of Frontiersmen who fell in the Great War 1914-1918, erected by their
comrades July 1935.” The second plaque reads: “In memory of those who fell during the
Second World War.” Additional plaques commemorate Dominion Commandants,
Brigadier A. Mack, (Oct. 5 1898-Oct. 9 1990) and Colonel Lewis Scott (died 1965).
The Frontiersman cenotaph design provides a physical representation for daily
recognition as well as a place for special events such as, Remembrance Day, which pay
special homage to the extreme sacrifices made by the Frontiersman. A cenotaph is a
commemorative monument that creates a place of honour for a person or group of
people whose remains lie elsewhere. The cenotaph rustic fieldstone construction uses
multicoloured rough stone with light colour mortar. The base has a slight corbelled top as
does the truncated pyramid which adds a classical distinction to the otherwise rustic
design. The large monument is surrounded by white concrete posts of a similar
pyramidal shape to the monument.
The Frontiersman war memorial is an important physical and symbolic landmark. It is
clearly visible from Provincial Highway #14 and is known to travellers and residents
throughout the county. It is also the only marker in Canada representing the history of
the Frontiersmen War veterans.
Character Defining Elements
The character defining elements as expressed in the form, massing, and materials of the
1935 monument include:






The white roman cross located atop of the monument
The variety of field stone colors and the light colour mortar joints
The fieldstone construction of the square pedestal with corbelled top
The fieldstone construction of the truncated pyramid shape with corbelled top
supported on the square base
The five bronze plaques
The large flag pole with globe shaped finial

concrete posts, the concrete posts themselves, the area immediately around the
