Wading Pool Rules
Wading pools have a maximum depth of 45–60 cm (18–24 in.).
For the safety and enjoyment of all participants, the following
rules will apply at all Community Services Department operated
wading pools:
• Wading pools are for children 12 years of age and under.
• Children under 5 years of age must have a parent/guardian
or caregiver 12 years of age or older actively supervising them
at the pool.
• Appropriate swimwear is required (i.e. swimsuit, shorts).
Note: Young children must wear tight-fitting rubber pants
over disposable or cloth diapers and bathing suits to ensure
fecal matter is contained. “Little Swimmers” with a bathing
suit are also acceptable.
• Children under 5 must be actively supervised when using
the slide.
• Children must slide feet first.
• One child permitted on the slide at a time.
• The bottom of the slide must be clear prior to the next child
descending.
• Persons infected with a communicable disease or having
open sores cannot enter the water.
• Do not drink water from the spray features.
The following are not permitted at a wading pool site:
• Glass containers or food in or around the pool area.
• Play that may be deemed hazardous to other persons in and
around the pool facility (e.g. no running, diving, spitting/
spouting water, etc.)
• Pets.
• Smoking.
• Alcohol/drugs.
• Bicycles/skateboards/scooters/in-line skates, etc.
• Sand, due to its effect on water quality.
• Abusive/profane language.
Every effort will be made to help participants/groups
understand the importance of safety at the wading pool.
The Community Services Department reserves the right to
restrict participation for a designated time period in the
event behaviour becomes a safety concern.
We understand the importance for families and friends
to capture precious moments in a picture. To ensure it is a
positive experience for all patrons, specific procedures are
required when using video and photographic equipment
such as cameras, video cameras, camera phones, etc. For
more details, please consult the Wading Pool Attendant.
Age Restrictions at Wading Pools - Rules
Regarding Underage Children
Due to the level of risk involved in all water environments and
to ensure the safety of all participants, the City of Winnipeg Community Services Department has established the following rules
for children using the wading pool:
• Children under 5 years of age must have a parent/guardian
or caregiver 12 years of age or older in attendance with them
at the pool.
• Children arriving onsite without suitable supervision will be
asked to leave the wading pool area until they can return
with an appropriate parent/guardian/caregiver.
• The parent/guardian/caregiver must be actively supervising
the children at all times.
• Active supervision includes being in the water with the children within arm’s reach.
• The Wading Pool Attendant has the right to allow or prevent
access to any part of the pool or the pool in its entirety should
there be any safety concerns regarding the patron’s use of the
facility.
• Wading Pool Attendants have complete authority.
Role of the Parent/Guardian
Appropriate parent/guardian supervision is recommended
at all times. The safest place for parents/guardians to be is in
the water, within arm’s reach of their child at all times. Young
children may be in lifejackets or personal flotation devices
but they must always be within arm’s reach and in full sight
of the parent/guardian. Additionally, it is recommended that
older children should be supervised even if they are strong
swimmers and never left unattended or out of the parent/
guardian’s sight while in the water. When parents entrust
the supervisory responsibilities to a guardian they should
ensure that the guardian understands and accepts the
responsibility they are given. Wading Pool Attendants are a
trained and skilled supplement to the recommended parent/
guardian supervision of children in the water. By following
this simple advice, parents/guardians also play a role in
keeping children safe so they can get the most enjoyment
while at our aquatics facilities.

Closing Procedures
Draining of the wading pool is coordinated with the time the
pool closes. Staff will begin draining the pool prior to closing and
as a result, there will not be a full basin of water at closing time.
Children will be permitted to stay in the wading pool while it is
draining under the following conditions:
• Children do not play near or sit on the drain.
• There is no whirlpool present.
• The attendant does not have to leave the wading pool area to
attend to other facility requirements.
If, for any reason, the attendant must leave the pool area,
the attendant will clear the wading pool of all patrons until
he/she has resumed visual contact of the pool.

Wading Pool Closures
All wading pools are closed on days when Environment Canada
forecasts either:
• a projected high of 21˚C or lower
or
• a probability of precipitation of 70% or greater.
A wading pool may be closed throughout the day if any of the
following conditions arise:
• The weather turns to thundershowers.
• Lightning and/or thunder are present.
• Water, electricity, access to a phone for emergencies, first aid
kit or washroom facilities are not available.
• Foreign material is found in the wading pool water such as
glass, fecal matter, vomit, animals or blood, which can affect
pool water clarity and quality.
• Maintenance problems (e.g. pump damage, no drain cover).
• The chlorine level is above or below the standards set by the
Manitoba Public Health Act.
• The wading pool has not met Manitoba Public Health
requirements.
All wading pool closures will be listed on the web at
Winnipeg.ca or call 311 after 10:30 am each day.
Bathing Capacity at Wading Pools
• For the safety of all patrons on site, the bathing load will be
enforced by the Wading Pool Attendant.
• Bathing loads are established by the Manitoba Public Health
Act.
•“Maximum bathing load” means the total number of persons
permitted in a swimming pool or other water recreational
facility at any one time.
• If a person arrives on site and the wading pool is at bathing
capacity, they will be required to wait until space becomes
available.
Rules for Groups
Wading Pool Rules apply to all patrons. However, additional
rules specific to group use are in place when groups are utilizing
wading pools.
Group Responsibilities
1. Group Leader-Child ratios must be adhered to when the children are in the water and surrounding area. Group leaders
must be actively supervising their group. Where two or more
leaders are present, one leader must be in the water and the
other supervising from the deck (unless ratios determine
otherwise).

Mixed ratios do not apply at wading pools due to the serious
safety concerns present in an aquatic setting. For example,
two leaders are required for a group of 8 children where
seven are 8 years of age and one is 4 years of age.
2.If a group arrives onsite and the wading pool is at bathing
capacity, groups will be required to wait until space becomes
available.
3.Groups will be limited to a stay of 2 hours should other
patrons be waiting for entrance.
4.Group leaders are responsible for the behaviour of the children they bring to the wading pool, including any disciplinary
actions. The Wading Pool Attendant does have the authority
to speak to the children directly if necessary.
5.Groups are welcome at wading pools city-wide.
6.Groups failing to comply with the Rules for Groups will not be
permitted to use any city wading pools until the appropriate
safety provisions are in place. Every effort will be made to
work with groups to ensure a safe environment for all patrons.
Spray Pad Rules
Stand-alone spray pads are unsupervised.
• Children under 12 years of age must be accompanied by a
parent/guardian.
• Footwear is strongly recommended.
• Bicycles, skateboards, scooters and in-line skates are not
permitted in the area.
• For safety reasons, glass is not permitted.
• Please, no pets.
• People with a communicable disease shall not use the spray pad.
• Do not drink water from the spray features.

Y
our summer wonderland awaits — there really is something for everyone!
Situated in the heart of Kildonan Park, our 50-meter pool features a beach
entry, three 1-metre diving boards and two flume slides. We offer 21 spray
features and a wading pool. There are two specialty change rooms, indoor and
outdoor showers and 25¢ coin-refundable lockers. Payment is required for each
person entering the pool area, for all caregivers going into the water as well as
those that will be supervising on deck. Bring snacks and beverages or maybe even
a picnic lunch and spend the day with us. No glass is allowed in the pool compound so be sure to pack plastic dishes and other non-breakable picnic refreshments and supplies.
Due to the popularity of this facility, pool capacity is often met early in the day;
come early to avoid line-ups.
Please enjoy the new outdoor playground before or after your swim.
Please note that anyone leaving the pool compound will have to line up and pay to
be re-admitted.
Groups of 9 or more people or any organized program/event attending an aquatic/
active living facility during public swim or for rentals must book 10 days in advance
and adhere to public/group/school admission requirements. Group bookings at
Kildonan Park Pool are available 10:00 am–Noon or after 5:00 pm. Please call 311 to
book your safe and enjoyable aquatic experience at this great facility.

Please … Practice Healthy Swimming Behaviours:
• Do not go swimming if you are feeling unwell, especially if you have an upset stomach.
• Shower with soap before swimming; wash your hands after using the toilet or changing diapers.

• Take children for frequent bathroom breaks.
• Change diapers in the change rooms and not at the pool side. Dispose of diapers properly and clean up the diaper
changing area.
• Avoid swallowing the pool water or getting water in your mouth.

Outdoor passes can be used at outdoor pools only.
Facility admission passes can be used at both indoor and outdoor pools.
Outdoor Pool Closures
All outdoor pools are closed on days when Environment Canada forecasts either:
• a projected high of 20˚C or lower
or
• a probability of precipitation of 70% or greater.
Check Winnipeg.ca after 10:30 am each day for most current outdoor pool information.
An outdoor pool may be closed throughout the day if any of the following conditions arise:
• The weather turns to thundershowers.
• Lightning and/or thunder are present.
• Water, electricity, access to a phone for emergencies, first aid kit or washroom facilities are not available.
• Foreign material is found in the wading pool water such as glass, fecal matter, vomit, animals or blood, which can affect pool
water clarity and quality.
