Reason: Because water is essential to life and all human activities and access to water and quality of water are fundamental rights for any person. Because water is vital for sustainable development and by its quality of common good, water management becomes a common problem coordinated by different users. Because water is an important resource and constitutes a fragile element whose protection becomes a major objective of environment policies.

Scope :
‐ Improvement of water quality in Upper Tisa
Basin by intensifying cross border cooperation and coordination of efforts at local level to ensure an integrated development at macro‐regional level (border region) in a sustainable perspective.

General objective
‐ The General objective of the project is the improvement of cross border environmental management by promoting water quality in Upper Tisa Basin and by strengthening the environment partnerships in the border region Maramureş‐Zakarpatia‐Ivano‐Frankivsk.

y The results of the project will be taken and continued by Maramures County Council that will assure the functioning of AQUA‐ROUA cross border resources centre by the special departments: Regional Development Department, Technical Department and Territorial Planning Department will assure the management of water system in Upper Tisa Basin. The partners in Ukraine will do the same thing. The proposed project is part of a large range of initiatives of sector cooperation between the three border regions, initiatives that assure the coordination of development efforts at local level with the necessity of assuring an integrated development at the level of Maramureş‐Zkarpatia‐Ivano‐Frankivsk border region and in a sustainable perspective.

y Thus, the project can become an example of good practice that can offer procedures and working methodologies in the sector of common interest problems .
y In this context, there are possibilities of reproduction in another geographical area, expansion possibilities by development in adjacent geographical areas and possibilities of its replication at the level of other cooperation themes.

Today –Postimplementing Period y Today the feasibility studies about interventions in the domain of water and used water on the Romanian part of Upper Tisa Basin
that were achieved through our project AQUA‐
RO‐UA , are being used , by the local communities for which they been made for , in the process of project promoting to be financed by governmental and european founding .
