Salinas Valley Memorial Healthcare System (SVMHS) was created by local voters in 1948. SVMHS is governed by a publicly-elected Board of Directors. A portion of SVMHS’s budget is supported by local property taxes. Salinas Valley Memorial Hospital was opened in 1953. SVMHS’s boundaries run from Moss Landing to Gonzales. Today, SVMHS owns, leases, and operates healthcare facilities throughout Monterey County. Secretary – Patrick Egan Treasurer – Harry Wardwell Assistant Treasurer – Nathan Olivas Purpose of Community Meetings Community Concerns Members of community groups have expressed concern over how SVMHS Board Members are elected. These groups have asked SVMHS to look at “zonedbased elections.” The SVMHS Board formed the Electoral Advisory Committee made up of Board and community members to review the concerns. The purpose of the Committee is to determine whether the current “at-large” system serves the voters of the district well. Committee was also charged with reviewing whether District should have 7 Board Members instead of 5. At-Large vs. District-Based “At-Large” Elections: Where all of the voters in a jurisdiction elect the members of the governing body. This is the default imposed by state law for healthcare district boards of directors. This is SVMHS’s current system. “Zoned-Based” Elections: Where each candidate for the governing body must reside in a divisible zone within a District boundaries. Examples: Salinas City Council, Hartnell College Electoral Advisory Committee Members: Patrick Egan, Chair Harry Wardwell, Vice Chair Tom Bryan Lourdes Escoulta, R.N. Albert Fong Christine Ponzio, M.D. Sally Pruneda Electoral Advisory Committee Purpose: To study whether SVMHS’s Board of Directors’ current at-large election system properly serves the needs of the people of the healthcare district, or if it would be better to transition to zoned-based elections. Also, to study whether the size of the Board of Directors should be increased from 5 Directors to 7 Directors. Electoral Advisory Committee Issues: Can voters elect the Director of their choice to the Board using an at-large system? Are healthcare districts different because they are operating healthcare businesses and should then operate with different electoral systems? Would this healthcare district benefit from Directors from different geographical areas or does it not matter? Electoral Advisory Committee Expansion to the Board of Directors In accordance with State Law, there are currently five (5) Board Members. Upon Petition, the number of Board Members may be expanded from 5 to 7 Has the District grown in population so that it could be better served by two additional Board Members? Electoral Advisory Committee Regular and publicly noticed meetings and hearings occur approximately twice per month: Public comment is encouraged. Recommendation about SVMHS’s election system will be provided to Board of Directors in the next two to three months. Answer: SVMH is a public entity and is required to conduct its meetings in public, and must comply with laws pertaining to public entities. However, unlike cities or school districts, it operates a business in a competitive environment and therefore is provided certain rights that other public entities are not. How are individual board members elected to the Board of Directors? Answer: Members of the Board are elected to four year terms and are elected by residents of the healthcare district in an “at-large system.” FAQ’s (continued) If SVMH creates a “profit” where does the money go? Answer: The “profit” is used to purchase new equipment and provide new services. In this manner it is similar to a “non-profit” hospital. Are SVMH Board Members compensated for their service? Answer: Under State law, they are each paid $100 per meeting they attend, up to a maximum of $500 per month. Board Members typically attend at least one Board Meeting and several Committee meetings each month. FAQ’s (continued) If someone has a complaint or a comment to make about the hospital, who do they contact? Answer: There are several ways: • 1. Come to a Meeting of the Board of Directors and speak at public comment. Meetings are regularly held on the third Thursday of each month at the hospital starting at 2:00 p.m. All meetings are noticed to the public. • 2.
