A Civil Enforcement Officer may inspect a Blue Badge
at any time in order to confirm its authenticity.
Misuse of your Blue Badge may constitute a criminal
offence with a penalty of up to £1000.
Who checks Blue Badges?
Other people are not entitled to use your Blue
Badge on your behalf, or to benefit from the
concessions. This includes people running your
errands, family or friends, or visitors parking
outside your home.

person only.

Most car parks in Winchester have disabled
parking bays. However, Blue Badge holders can
use any standard bays in Pay and Display car parks
without having to pay.
Short stay
Blue Badge holders using Short Stay car parks must
display a Blue Badge clock and should not exceed
the maximum permitted stay indicated by the signs.
Pay on foot
Disabled bays are available for use in Pay on Foot
car parks. However, Blue Badge holders are
required to pay.
Season ticket only
Season Ticket Only car parks are not available for
use by Blue Badge holders. Bays in these car parks
are assigned to allocated private permit holders.
On-street parking in the following places is free for
Blue Badge holders:

resident permit holder bays

pay and display bays.
There is no time restriction unless specified by
signs at the location. If a time limit is notified, you
must display your accompanying Blue Badge clock
to show your time of arrival at the parked location.
Please do not park on yellow lines if there are
parking bays available nearby.
All customers must park wholly within a marked
parking bay and may not park in any restricted or
reserved parking bays.
Blue Badge holders can park on single or double
yellow lines for up to three hours, except where
loading restrictions are indicated by signs and
markings at the location.

There are many locations in Winchester City where
loading restrictions apply from Monday to Saturday
between 7:30am – 9:30am and 4:30pm – 6:00pm.
General parking rules
Your Blue Badge should always be displayed on
your vehicle dashboard so that the expiry date and
serial number are clearly legible from outside your
vehicle.
No vehicle is permitted to access or wait on Silver
Hill at any time. Buses, HGV’s and taxis only are
authorised to use this ‘pedestrian’ zone.
Pay and display
Certain areas of the High Street operate as
‘pedestrian only’ zones from Monday to Saturday
between 10:00am – 4:00pm. No unauthorised
vehicles may drive or park within these areas
during these times.
You must not park in bays that are reserved for
goods vehicle loading, taxis, coaches and
motorcycles. You must not park across dropped
kerbs, pedestrian crossings or across cycle lanes.
If you park where it may cause an obstruction or
danger to pedestrians and other road users, your
vehicle may be removed by the police and you could
be prosecuted or have your badge withdrawn.
