Welcome to your guide to sheltered
housing in Wandsworth.
This handbook tells you everything you need
to know about council sheltered housing in
the borough. It may help you decide whether
it is right for you as it tells you what services
are available and what you can expect as a
resident.
We have included information about all the
council-run sheltered housing schemes in the
borough, as well as sections on the council’s
alarm services, extra care housing schemes
and a list of housing association schemes.

All you need to know about council
sheltered housing
What is sheltered housing?
Sheltered housing is a purpose built scheme
or group of properties designed with the
needs of older people in mind. It provides
residents with independence in their own
home but with a degree of security.
Typically apartments are unfurnished
properties with access to a communal lounge,
laundry and gardens.
Like your existing home, this comfortable
accommodation offers the privacy of your
own front door – so you can come and go
as you please, with the added security of an
alarm service and sheltered housing officer
for help and support. Sheltered housing also
offers the choice of sharing a wider social life
through a range of social events and the use
of communal facilities.
Scheme brochures
All the schemes are listed in this handbook
and individual scheme brochures are available
on request from the housing registration team
with details about the sheltered scheme, its
size and type of accommodation. Each
brochure gives a map of its location and
shows nearby shops and local amenities such
as hospitals, supermarkets, doctors’ surgeries
and libraries.
All apartments feature an alarm service and
have a sheltered housing officer for support
and assistance.
The apartments are designed for either one or
two people. There are more than 1,000
apartments managed by the housing
department, the majority of which are either
one-bedroom apartments or studio
apartments, with a few two-bedroom homes
available. All apartments have self-contained
facilities, (i.e. their own kitchen and
bathroom).
A great benefit is that each apartment is
connected to the emergency alarm system to
ensure that help is at hand 24-hours a day,
365 days a year. Other personal safety
features may include smoke alarms, a door
entry system and CCTV.
However, we believe having the support of
experienced sheltered housing officers offers
the greatest peace of mind to our residents.
What sort of accommodation
is available?
We offer a wide range of pleasant apartments
and studios often set in attractive gardens
close to shops and local amenities.

A comfortable and suitable home is crucial to
residents’ well being and council sheltered
housing schemes are planned and designed to
meet the needs of older people whilst
maintaining independence and freedom.
Doors are wide enough to accommodate a
walking frame and some apartments have been
specially adapted for wheelchair access or for
people with mobility problems. Most schemes
are conveniently located near local shops,
transport routes or parks and commons.
Why move into sheltered housing?
Sheltered housing is designed to help you
maintain an independent and active lifestyle
in a secure and friendly environment.

It provides a community where you can live
with the security of an alarm service and staff
on hand to offer you support and assistance.
You may also benefit from the companionship
of neighbours, whilst enjoying the privacy of
your own apartment.
People move in to sheltered housing for a
number of reasons, for example, you may wish
to move from a larger family home to a smaller
property that is easier to maintain but still
offers a high level of independence.
Or you may feel isolated and alone in your
own home. Sheltered housing offers you the
chance to live in a community environment
with facilities that suit your needs, whilst
retaining your own home and privacy.
How much does it cost?
Can I get additional support?
As a resident in council sheltered housing
you will be a council tenant and pay a
weekly rent. Financial assistance such as
housing benefit is available for people on
low incomes. You can discuss this when you
apply for sheltered housing.
Everybody has individual support needs.
In order to help you settle in and to maintain
your independence, your sheltered housing
officer will discuss your personal needs within
a ‘support plan’. This is a confidential
agreement which will be regularly updated as
your circumstances change.
Incentive payments
If you are a council tenant moving from a
large property into a sheltered apartment
with less bedrooms you may be entitled to a
cash payment of up to £1,500 per bedroom
vacated. Please speak to the rehousing advice
team for further information.

Applying for sheltered housing
Who can apply?
How do I apply?
Anyone who is 55 years or over can apply to
be considered for council sheltered housing.
To request an application form contact the
housing registration team (see page 24) or
complete the request form (on page 25).
Generally, you must be able to live fairly
independently. However, if you are a little less
mobile then the council can help arrange
support services, such as a carer.
Sheltered housing is also provided by housing
associations who manage almost 1,000
apartments in the borough.

We can carry out home visits if requested
to discuss or help complete the application
form. Once you have been assessed and
accepted on to the Older Persons Housing
Queue it’s simply a matter of waiting for
an offer.
Will I be able to choose
exactly where I live?
We will try to find you accommodation in
your preferred area, but it’s better not to limit
yourself to one part of the borough, as this
may affect the offer we can make to you.
The more areas that you are prepared to
consider, then the sooner we will be able to
rehouse you.
You may already be familiar with some
schemes, but it’s a good idea to find out
about other sheltered schemes and what’s on
offer. You can also ask to visit one or more of
our sheltered schemes to get a feel for what
they are like.

Facilities available in
sheltered schemes
Our sheltered housing schemes have been
designed with older residents in mind and
have a range of features, which might
include; sockets fitted at waist height, wider
doorways and corridors for wheelchair access,
grab rails and in many schemes lifts to
each floor.

• a sheltered housing officer for advice
and support
These facilities and services are for the
convenience and comfort of our residents.

Support from sheltered
housing officers
Each sheltered housing scheme has the
advantage of a trained and experienced
sheltered housing officer. Generally, officers
work Monday to Friday and are responsible
for the management and security of the
building, as well as your safety and welfare.
Sheltered housing officers are trained to
advise residents on a range of problems or
issues. They provide information and advice
on services that are available and are familiar
with the concerns of older people.
You will find them helpful in many ways,
from answering queries and looking after
your well-being to helping organise
additional care or social events.
Security and alarm facilities
As security is very important to older
residents our schemes offer a range of security
features. Typically this includes,
a 24-hour alarm system and mobile
emergency warden service, door entry
systems, security cameras (CCTV) and
smoke alarms.
The modern alarm system fitted in each
apartment allows you to speak directly to a
sheltered housing officer during an
emergency such as a fall. It’s a simple pull
cord system that provides peace of mind to
both you and your family. In addition, all
communal rooms have emergency call points.
When your sheltered housing officer is not
available the alarm system ensures that
assistance is always on hand.
Emergency wardens
Emergency wardens can be contacted
through Wandsworth Emergency Control
when sheltered housing officers are not
on duty.
Emergency wardens provide a 24-hour a day,
365 days a year responsive service. In the
event of an emergency they will respond
rapidly.
They are trained to give emergency first aid
and will contact your relatives, doctors, the
emergency services or other professional
help, if necessary.

Communal lounge and
social activities
In most schemes a residents’ communal
lounge is available for social and recreational
activities. It is an ideal place to meet new
friends, organise social events, have a chat or
simply read.
You can arrange activities on your own or in
co-ordination with your residents’ association
or sheltered housing officer, who is always on
hand to help with arrangements or to suggest
ideas such as afternoon tea and day trips.
Residents’ groups
We believe in creating an inclusive
environment - residents are encouraged to
take an active role in decisions affecting their

scheme, such as joining a residents’ association.
A residents’ association provides a means for
organising social events, discussing or being
involved in the management of your home
and scheme services.
Guest room
Friends and family are welcome to stay in the
guest rooms for a very reasonable nightly rate,
where available. Please book guest rooms in
advance with your sheltered housing officer.
Laundry
Several schemes have free laundry rooms
available for your convenience. If you are
unable to do your own laundry, then a home
carer can be arranged.
Television licence
Many of our sheltered schemes benefit from a
concessionary licence. Your sheltered housing
officer will tell you more about how the
scheme works. Currently, if you are over
75-years old you don’t have to pay for a
TV licence.
Visiting library
If you’re less mobile and can’t get to your
local library, there is a visiting library service
that can be arranged for books or audiobooks. Your sheltered housing officer will tell
you about the library service available at your
scheme.
Parking
Parking is available at some schemes.
You may want to book the guest room and
parking for relatives and friends. Please speak
to your sheltered housing officer for further
details about parking and visitors’ permits.
Gardens
Some sheltered schemes have
communal gardens, which the council
maintains for you to relax in and enjoy.
So, if your existing garden is becoming too
much to handle, you may benefit from
moving to sheltered housing and having
access to a communal garden instead.
You are welcomed and encouraged to help
with gardening. Over the years, some of our
existing residents have entered and won
various community gardening competitions.

Money matters
Payment of rent
• using the telephone payment system
Wandsworth operates a swipe card rent
payment system throughout the borough to
make it easier to pay your rent. You can pay
using your swipe card at any PayPoint outlet
or Post Office. You also have the option to
pay your rent:
• online www.wandsworth.gov.uk/payments
• by Direct Debit through your bank or
building society
• by standing order through either the Post
Office, your bank or building society

The rules on income support and welfare
rights change frequently, so if your sheltered
housing officer is unable to help you, you
may want to contact the local Citizens’
Advice Bureau for advice.
Support charge
A support charge funds the costs of providing
a dedicated sheltered housing officer as well
as other services that are not covered by your
basic rent.
If you are entitled to housing benefit, you will
be exempt from this charge. If you do not
qualify for housing benefit you are entitled to
apply for a financial ‘Fairer Charging
Assessment’ by adult social services. This may
mean you only have to pay a proportion of
the support charge.

If you wish to make enquiries about benefits
or your income without involving the
sheltered housing officer and your only
income is your state pension, you should
contact the Department for Work and
Pensions (DWP). If you have other sources
of income and savings you should contact the
council’s benefit section (see page 24).

Moving in
Your rights and responsibilities
Fire safety
If you choose to move into a council
sheltered housing scheme, you will be given a
tenancy conditions booklet before you sign
your tenancy agreement. The booklet will
explain your rights and responsibilities as a
council tenant.
All sheltered housing schemes in the borough
meet the strict requirements of the fire
brigade, such as installing fire retardant doors
and smoke alarms.
Unless you had a secure or assured tenancy at
your previous address your new tenancy will
be an introductory tenancy. After 12 months
it will normally then become a secure
tenancy. Please contact the housing
registration team for more details.

Where appropriate, there is a fire alarm panel
and equipment provided for emergency fire
fighting.
The council’s safety officer regularly inspects
all schemes to ensure that there are no safety
hazards and that fire safety equipment and
alarms are working properly.
Can I keep a pet?
We recognise the importance of having a
pet for companionship and your health,
well-being and overall quality of life.
Residents living in council managed sheltered
housing schemes are permitted to have a pet.
We encourage responsible pet ownership
and will include details as part of your
individual support plan identifying
alternative care arrangements for your pet
should the need arise.
Residents are required as part of their tenancy
agreement to have their dog micro-chipped.
Your sheltered housing officer can assist with
arranging this, if required.
Insurance
The council insures the building, fixtures and
fittings. You are strongly urged to take out a
contents insurance policy to cover furniture,
carpets and personal possessions against loss,
theft, fire, flood and other damage.
Your sheltered housing officer will be able
to advise you where you can get information
about insurance policies designed for older
householders.

Sheltered and extra care housing schemes
Extra care housing
If you need a bit more care and support extra
care housing may be the answer. Extra care
housing is similar to sheltered housing but with
flexible, individually, tailored packages of care
and support provided on site 24 hours a day.
To qualify for extra care housing in
Wandsworth you must be eligible for housing
and help from adult social services (see page
24). However, if you want to apply for extra
care housing contact the housing registration
team (see page 24).

If you are unsure about your next step,
call the housing department for further
information. You might decide that sheltered
housing is not right for you at the moment
but would like the added security of an
alarm service.
Wandsworth Council offers the WATCH
lifeline service to all residents in
the borough for a reasonable weekly fee.

WATCH lifeline
This is an emergency alarm service that is
installed in your home. It’s a touch button
pendant/personal alarm that you can activate
when you need assistance. So, if you want
help at any time of the day or night, you can
summon assistance and speak directly to an
emergency warden in the council’s control
centre. An emergency warden will visit your
home to help you, if required, or contact a
relative, friend or the emergency services on
your behalf.
WATCH lifeline provides a vital link between
older, vulnerable or disabled residents and
the council and could put your mind at ease,
particularly if you suffer from ill health or are
prone to falls.
The service is available to older, vulnerable
or disabled people living in the borough.

TELECARE alarm service
Telecare can improve your safety and
independence at home, enabling you to
remain at home for longer, whilst providing
support and reassurance to you, your family
and carer.
If a sensor is activated an emergency warden
will contact a designated family member,
carer, friend or the emergency services, if
necessary.
Sensors include fall detectors, gas sensors in
case a cooker or heater is left on and water
sensors which detect baths overflowing
amongst others.
This service is available to older, vulnerable or
disabled people through adult social services
following an assessment. For contact
information (see page 24).
It is an alarm system that includes a variety of
sensors which, when activated, sends an alert
to the council’s 24-hour control centre.
This sensor alarm service may benefit a
number of people with a variety of different
conditions. For example people with;
memory impairment or confusion, a physical
disability, sensory impairment or disability.
