PRESIDENT’S MESSAGE
Friends;
Welcome to an exciting 2007 year with CREW Jacksonville! I
am honored to be your Chapter President and pledge to focus
on YOU, our members. With that stated, you will understand
why I selected as my theme “Member Investment”; CREW is
only as strong and successful as its members! To fulfill this
pledge, I will be working closely with an incredible group of
women serving as our Board of Directors; our focus will be on
YOU. Your 2007 Board will be investing their time, ideas and energy for its
members.
We began outlining and preparing for this year’s mission at our Board Transition Retreat which took place November 10th and 11th. The retreat took
place at the Marriott Jacksonville and began with wine and a limo ride to
Maggiano’s – need I say more. Retiring and incoming board members were
in attendance as well as our Past Presidents who will continue to participate
and advise our chapter with the establishment of a “Past Presidents Council.”
During our dinner, they were recognized for their
commitment by designating them as Past President
Princesses and each were given tiaras. Next, each
shared a very unique/unusual fact about ourselves
to begin our 2007 relationship with some humor; we
learned that one of our board members was caught
streaking as a teenager, another played the trumpet
in the marching band and another has unusual talents with chocolate dessert balls. The out-going board members shared their experiences, lessons
learned and future vision for our Chapter. The night was definitely one of
comedy, comradeship, and commitment!
Saturday morning we rolled up our sleeves and began implementation of
our Leadership Manuals once Laura Head delivered everyone’s necessary
Starbucks. Roles and responsibilities were discussed as well as our chapter’s
strengths and weaknesses. We collectively developed an action plan outline
for 2007 to ensure that members receive the full value of their membership.
We will be investing in you, delivering benefits of strong luncheon programs,
increased networking activities, after hour’s mixers, and continued professional development events to make YOU SUCCESSFUL!
In closing, I would like to encourage you to invest in your membership; getting involved with a committee or becoming a sponsor will afford you more
exposure, business opportunities, and friendships. I am looking forward to
serving you this year.

In December we held our annual holiday social. This year we
held an art auction with proceeds going to PACE. We had
very active bidding but only a fortunate few were the winners. We made nearly $500 for PACE.
“I wanted to say that I was so impressed with the girls creativity
and imagination. They really did a good job on their paintings
given the fact that they have never really had the opportunity to
take any type of art classes. It is my hope that CREW Jax philanthropic can continue to make a difference in the lives of these girls
who work so hard to succeed in the PACE program.”

Dave Colangelo, one of the teachers/advisors at PACE shared
with us the importance of the girls’ artwork. The girls that
participated in the Art for Auction program volunteered their
time to produce these masterpieces.
Volunteering their time may seem like a simple thing to you
and I, but imagine how it is in the eyes of these girls. It meant
staying after school which in turn meant alot of different
things to different girls. For some it meant missing public
transportation, for others it meant no sleep because their
responsibilities at a home, with siblings to take care of and
other obligations ordinarily reserved for adults.
For me, the piece I purchased was going to be mine no
matter how many people tried to outbid me. I fell in love
with the message the minute I saw it. When I read Tasha’s
description I was hooked. I’d like to share it with you;
Let Your Light Shine, by Tasha. “I was inspired by my Dad. He told
me never let the strike keep you from playing the game. That
means never let anyone or anything get in your way of doing
what you want to in life. It’s your thing, so if you believe in yourself
everyone else will too - remember what I say because it might help
you in life too.”
For all of the young women, it was the first time they had
picked up a paint brush. We all know how hard it is to be
creative, now imagine that you have to create something
that people will purchase at an auction. Dave Colangelo said
these girls put their heart and souls into these masterpieces.
He was very emotional when he shared with us the young
womens appreciation for the opportunity to paint. It was
very cathartic and allowed them an avenue for expression
that has not previously been available to them.
Here’s this girl, not even fifteen, she’s been in a bad situation
from early childhood and she still has a phenominal attitude. Some of these girls, given the right opportunities and
support, will be future leaders. Supporting PACE is one small
way that we, as a group, can support women.
All of our CREW bidders have a special connection to the

We had a very busy fall volunteering for PACE.

proud to announce that
Chris Flett of
Flett Ventures
will speak to our membership in a highly
informative and entertaining presentation entitled, ‘What
Men Don’t Tell Women About Business.’ Chris, a successful
entrepreneur, advisor and business coach has worked with
over 1,800 business owners and entrepreneurs (75% women) across North America and spoken to tens of thousands
of women from 2,500 people at the National Museum in
Washington, D.C. and Harvard University to intimate settings of 20 in local coffee houses. In this lively, interactive
and sometimes suprising keynote, he will tell us what really
drives business men, how women undermine themselves
with male colleagues, and steps female professionals can
use to take back all their power and control in business
settings. Don’t miss this chance to see a real alpha male in
captivity with a room full of women.
We provided Kitchen Helping Hands serving Thanksgiving
lunch to the girls during their Fall Festival. (Thanks to Beverly Henderson for heading up the event.)
The Adopt An Angel program was a huge success as we
provided gifts for 33 of the girls at Christmastime. (Kudos to
Darden Yerkes and Pam Ricard in coordinating the effort.)
And finally we served lunch at their Holiday celebration
(again thanks to Pam Ricard for coordinating).
Opportunities to be involved this spring include the
Quarterly Family Night on March 1st and Prom on Saturday, April 14th.

This is one of our key events for this year. Lynn
Reaser, Ph.D., is chief economist and managing
director for the Investment Strategies Group at
Bank of America will be our keynote speaker.
In her current role, Dr. Reaser is responsible for
tracking and forecasting economic trends and
evaluating their effects on financial markets.
She follows international, national, and regional developments, and plays a key role in helping shape the bank’s
investment strategy. She is thus an advisor to both the
Private Bank, which offers a full range of financial services
to high-net-worth individuals and families, and other units
of Global Wealth Investment Management, which furnishes
investment and brokerage services throughout the country.
Dr. Reaser conducts about 300 interviews a year with newspapers, magazines, radio, and television stations located
in the United States and other parts of the world. She
currently serves on the Board of Directors of the National
Association for Business Economics. She also has served in
a number of government advisory positions and chaired the
American Bankers Association’s Economic Advisory Council.

InNovember the CREW Jacksonville 2006 and 2007 Board
Members had a retreat at the Marriott Southpoint. A great
time was had by all, plus the past presidents at dinner at
Maggiano’s. Want to get a good laugh? Ask Jennifer Harkleroad about the dessert! We did settle down the next day
for an intensive strategy session for 2007.
4. If your friends described you with 5 words, what would they say?
Committed, dedicated, caring, dependable and forward.
5. Have you done any volunteer work? Which organizations or
groups?
Karen is a financial matters mentor for the Jacksonville
Women’s Business Center. She also is serving in her second
year as Board Chair and is a volunteer counselor for the Crisis
Pregnancy Center of First Coast Women’s Services. Karen is
also active in her church (Hillcrest Baptist).
6. What brought you to CREW and what do you hope to gain from
the organization?
NOVEMBER - In November, Michelle McManoman from
Selling Solutions enlighten us all on the in’s and out’s of Networking vs. Not Working. Her energetic
and informative training gave everyone a
new perspective on what works and what
doesn’t work. I know I’ve revamped my
30 second commercial based on her great
selling advice! Great Event!

Karen learned about our Chapter from member Cathy Disbrow Courson of RS&H. She joined soon after being recruited at EverBank. Through CREW, Karen hopes to enhance her
professional development, enlarge her centers of influence
in Jacksonville and increase cross-referral opportunities.
We are pleased to introduce Karen Farah, a
commercial banker with EverBank, who joined
CREW Jacksonville in June, 2006. We are all so
lucky to have her as a member of this great
organization.
1. Where are you from? If not from Jacksonville, how did you arrive
here?
New Members
On behalf of the entire CREW Jacksonville organization, we
would like to welcome our newest members:
Karen hails originally from Buffalo, NY, but has long made
Jacksonville her home. During the famous Buffalo, NY blizzard of 1977, Karen was vacationing in Florida. Two weeks
later, she packed her bags and moved to Florida. Jacksonville was the first city she arrived in while traveling south
from New York, and with its strong banking industry, it was
a good fit.
2. What made you choose the profession you are in?
Karen’s mother and brother were bankers, and influenced
her decision to go into banking. Both retired from Marine
Midland Bank. Karen began as a teller for Florida National
Bank over 32 years ago, and has enjoyed a successful career
in the industry ever since. She has risen through the ranks,
serving in all branch positions, including 13 years as Branch
Manager for the Normandy branch of Southtrust Bank. She
started working in business banking for Southtrust in 2002
and was recruited as a Commercial Banker for EverBank in
2005. In September, 2006, she relocated to EverBank’s new
branch on Normandy Road..
3.. What do you enjoy most about your current position?

The Result
Direct Democracy Proposal Will Adversely Impact Our
State
Florida Hometown Democracy, Inc. (“Florida Hometown”)
has proposed a Florida Constitutional Ballot Initiative (“Initiative”) that we will likely see on the ballot in the 2008 general election. The Initiative would require all local government comprehensive plan amendments to be approved by
a vote of the electorate. If you are thinking this all sounds
familiar, you are absolutely right. Florida Hometown has
been trying to get the Initiative on the ballot for several
years, and they are now only signatures away from getting
their wish. The Initiative is billed by Florida Hometown
as a way for the people to “take back” control of government which it contends has been taken over by politicians
beholden to developers. Instead, it will have the opposite
result by negating effective public comment, reducing
the ability of local governments to adapt to change, and
turning the comprehensive plan amendment process into
a media contest. Most Florida constitutional ballot initiatives pass, so while the 2008 election may seem far away,
it is important for those of us in commercial real estate to
get up to speed on the impacts of the Initiative now and, in
turn, educate our communities.
Background
Every local government in Florida is required to adopt a
comprehensive plan. Comprehensive plans are detailed,
long-range plans which cover a variety of topics including
location of future development; roads, water and sewer
services; and even public schools. Comprehensive plan
amendments may be initiated by local governments or
individuals, and they are a natural and expected occurrence
to a long-range plan when there are changed conditions,
priorities or market conditions. Amendments to comprehensive plans are governed by extensive statutory and
regulatory provisions that require detailed analysis, public
comment and serious consideration by local governments.
The Initiative
The Initiative would require that, after a local government
has voted to approve any comprehensive plan amendment, the amendment would then need to be approved
in a general or special election. The Initiative has already
been approved, from a procedural perspective, by the Florida Supreme Court. Florida Hometown still has signatures
to collect, but it is anticipated that it will accomplish this in
time to be placed on the 2008 general election ballot.
The Initiative will inject another
layer of uncertainty and cost
into development in Florida. In
addition, public comment will
actually be less effective if the Initiative is adopted. Currently, there are opportunities for oral and written public
comment during the comprehensive plan amendment
adoption process. With the Initiative, this public comment
will be rendered moot, and the cost to take comments to
the general electorate would be prohibitive. The Initiative
would also require all comprehensive plan amendments
to be approved by the electorate, without regard to size or
subject matter, thus adding another layer of bureaucracy
before local governments could respond to our communities’ needs.
School Boards will also be an unwitting victim of the Initiative. As of 2008, local governments must work with school
boards to adopt a “public school facilities” element to their
comprehensive plans. Imagine what will happen if such
an element, after being adopted by the School Board, and
the local governments in an entire county, is then rejected
in a referendum. These elements, and the accompanying
interlocal agreements, are tied to school funding and also to
school concurrency, which must be met in order for residential developments to be approved.
Ironically, local governments already have the ability to
enact provisions requiring land use decisions to be approved by referenda. However, few have taken this step.
The Initiative would impose this requirement on a statewide
basis, without regard to the specific circumstances in each
community.
The City of St. Petersburg Beach voters just adopted a charter amendment similar to the Initiative, and their experience
is a window into the future for the entire State if the Initiative passes. The City’s latest comprehensive plan amendment is nearly thirty pages long. It is just not practical to
expect that all the voters will review these types of amendments in their entirety in order to make an informed decision on voting day.
Conclusion
While the allure of direct democracy in the Initiative may
seem appealing on its face, it is not the answer to frustrations about growth in our state. Florida Hometown contends that the comprehensive plan amendment system is
broken, and that the Initiative is the way to fix the problem.

What is a CREW Network Delegate? A delegate must serve
as the primary liaison between CREW Network, CREW Jacksonville and the chapter’s individual members. Delegates
serve as the voting representatives for CREW Jacksonville on
all issues posed by the CREW Network Council. Delegates
attend three council meetings; the Winter meeting typically in February, the Spring Meeting typically in June and
the annual Network convention typically held in October
(see 2007 dates below). Delegates are also responsible for
conveying all information from CREW Network to the Board
of Directors and the chapter.
