2014 – 2015 Annual Report Looking Forward… Looking Back….. 1 Message To Our Community OUR MISSON The John McGivney Children’s Centre provides rehabilitative services to the Windsor and Essex County community, enriching the lives of children and youth with disabilities and special needs by helping them reach their full potential. OUR VISION The Centre of hope, support and inspiration for children with disabilities and their families. Working together toward a future of participation, acceptance and opportunities. BOARD OF DIRECTORS President: Ray Stanczak Past President: Carolyn Tavolieri Vice President: Nancy Gignac Treasurer: Cindy Tracey Secretary: Elaine Whitmore by Ray Stanczak, Board President and Elaine Whitmore, Chief Executive Officer “It always seems impossible until it is done” – Nelson Mandela, is a quote that has at times reflected the feelings that have accompanied a number of the very large initiatives mandated by our funding Ministries or undertaken as a key deliverable of the Centre’s strategic plan during the 2014/15 fiscal year. Knowing that in addition to delivering high quality specialized services on a daily basis, we were required to also bring large strategic and operational initiatives to successful completion, was at times a daunting target to visualize as achievable. Key among these initiatives is the provincial government’s Special Needs Strategy that is focused on transforming how children and youth with special needs and their families receive services. Four ministries have come together to work with parents, youth, service providers and communities to improve outcomes for children with special needs. These are Children and Youth Services, Health and Long-Term Care, Education, and Community and Social Services. The goal is a system that is accessible, coordinated and centred on the needs of children, youth and their families. The John McGivney Children’s Centre has been identified by the provincial government as a key signatory agency in the two mandated initiatives, Coordinated Service Planning and Integrated Delivery of Rehabilitation Services. We look forward to continuing to plan with our families and community partners to ensure comprehensive community proposals will be submitted to the Ministry for approval. The Board of Directors also continued to focus their attention on the 2012-16 key strategic priorities as reported on in previous years. This year saw the successful achievement of the Centre’s first formal accreditation process through CARF, the Commission on the Accreditation of Rehabilitation Facilities. The surveyors were very pleased with the level of preparation undertaken by the Board and staff in advance of the survey and with the Centre’s plans to continue its focus on maintaining and improving the quality of services during the interim 3 years until the next accreditation survey. Community partnerships continue to be a key strategic priority that enhances both services for children and families, in addition to providing educational experiences for our next generation of skilled employees. Partnerships in the field of technology are of particular importance given the tremendous benefit that technological advances can have on the quality of life for children with disabilities. In addition to our current broad based partnerships with post-secondary educational programs, it is timely that we have grown to now include the Biomedical Engineering Technology Program at St. Clair College under the direction of Dr. Peter Wawrow, WE Tech Alliance & First Robotics with Dr. Irek Kusmiercyk and the University of Windsor, School of Electrical Engineering with Dr. Xiang Chen. Finally, advocacy continues as an important role for the Centre’s Board. When services that our children and youth require are not readily available to them, their quality of life and that of their family is compromised. From participating in Ministry of Finance pre-budget consultations to attending information events at Queen’s Park as well as highlighting the unique child care needs of children with complex medical needs, advocacy continues to be a key corner stone of the Board’s strategic plan in order to ensure each child, youth and family that require our support can achieve their full potential. “To accomplish great things we must not only act, but also dream; not only plan, but also believe”. An outside consulting firm, CHIM Consulting Inc., was contracted to assist us with health records management in keeping with our mission to convert to a fully electronic system. We anticipate remote access for clinicians working in the community and the launch of a family portal that will allow access to clinical reports and allow secure communication with therapists. This will reduce administrative workload and will empower families to better manage their child’s care. In pursuit of successful CARF accreditation, we reviewed, revised and developed new client service related policies, procedures and processes with the goal of enhancing accountability, efficiency and communication. As quality improvement is an ongoing process, we expect this work to continue to guide us toward positive change, ultimately to support meaningful engagement with families and community partners. We have adopted a ‘Lead Clinician’ model which allows for more effective communication, collaboration and responsiveness between our clinicians and families. Training related to a Solution Focused approach to care continues to be provided to clinical staff through formal and informal training. “Solution-Focused Coaching in Paediatric Rehabilitation provides strategies that incorporate family-centered principles and facilitates movement from an impairment focus to one of capacity building in ways that are goal-oriented and respectful of client hopes.” Patricia Baldwin, 2010. The Autism Services IBI (Intensive Behaviour Intervention) Program went through a major service transformation this past year. In partnership with the Thames Valley Children's Centre, the program provides IBI treatment to children with autism in Windsor/Essex. In November 2014, the service delivery model changed from that of providing support to children in their homes and in community day care settings to a centre based program. The new location at 262 Lauzon Road, (a former City of Windsor daycare location) provides treatment to 23 children within a classroom setting. Through the continued partnership between JMCC and Hotel Dieu-Grace Healthcare, new opportunities for therapy and recreation utilizing a fully accessible pool located at Regional Children’s Centre have become reality. To get us started, pool sessions arranged by clinicians from Occupational and Physiotherapy were designed to meet individual needs, both physical and sensory, as well as offer instruction in swimming skills to support progression to community swim programs. We anticipate a steady increase in the variety and scope of pool activities including use by the Teen Group, JMCC Summer Camp and by the JMCC school. JMCC School partnered with the JMCC Augmentative Communication Clinic in a “Communication Initiative” this year. The initiative included extra CDA & SLP (Communication Disorder Assistants and Speech Language Pathologists) direct support to each classroom, specific community school support per school board, the provision of parent learning opportunities, augmentative resource creation, and additional monthly professional development opportunities for school staff focused on core vocabulary and augmentative strategies in the classroom context. Outcomes measures collected thus far indicate that it has been an extremely productive endeavor for children and staff, not only in JMCC school, but in community schools as well. This level of success has been possible due to the commitment, flexibility and dedication of all of the partners involved. In partnership with the Erie St. Clair CCAC, the Occupational Therapy ‘Classroom Consultation Program’ was expanded this school year to include 69 community schools. While continuing to provide the traditional model of 1:1 service to students with significant needs, the Classroom Consultation Model sees OTs working directly in kindergarten and grade 1 classrooms, supporting teachers and all students. Feedback has been extremely positive with 98% of school staff rating the new service as very good or excellent. We thank the Canchild Centre for Childhood Disability Research P4C (Partnering for Change) Research Team for ongoing support for this approach to school health support services. Participation in research related to paediatric rehabilitation remains a high priority. We are pleased to enter into the final stages of a 5 year, multi-centre study aimed at understanding factors related to ”Quality of Life’ for youth with chronic conditions. More than 390 youth and their families participated in this project. Data is now being collated, analyzed and prepared for publication and dissemination. Huge thanks to Louise Henry and Dawn Mulder for working on behalf of JMCC to make this project a success. As the pace of change accelerates, we are committed to supporting children, families, our employees and partners to ensure the best outcomes for all.
