RHB Newsletter
Welcome to the first Rights
Holding Broadcasters Newsletter
for the 28th SEA Games. This
publication will serve as a conduit
for important broadcast and
operational information.
A second edition will be issued in
April. The frequency will increase
as we approach the 28th SEA
Games.
Update on coverage plan
Live feeds of a total of 17 sports, as
well as the Opening and Closing
Ceremonies, will now be made
available to all RHBs at the IBC
following amendments to the
coverage plan.
The 17 sports are Athletics,
Aquatics, Badminton, Basketball,
9-Ball Pool, Bowling (step-ladder
finals), Boxing, Football, Gymnastics
(Artistic), Hockey, Netball, Pencak
Silat, Sepaktakraw, Table Tennis,
Tennis, Volleyball and Wushu.
Details of the distribution of the live
feeds will be relayed in due course.
Power standards at the IBC
BTP will be backed up with 2N
redundancy, designed to be
uninterruptible. Therefore, there is
no longer a necessity for RHBs to
install their own uninterruptible
power supply at the IBC.
RHBs are also reminded to
familiarise themselves with the
power standards at the IBC before
arrival in Singapore. Details on
both these topic are available in
the Broadcast Technical Power
leaflet available on the 28th SEA
Games Downloads platform.
Find 28th SEA Games broadcast information online
RHBs are reminded that they can access all the relevant documents related
to the broadcast of the 28th SEA Games online via the 28th SEA Games
Downloads platform.
To access the platform, RHBs must log in using the unique user ID and
password which has been circulated previously. The entry portal is located
at the following link: http://www.hbs.tv/sea-games-downloads/login-page.
html
Access to the information available on the 28th SEA Games Downloads
platform is subject to signing a Non-Disclosure Agreement (NDA). Any RHB
wishing to access the platform who has not yet signed the NDA can do so
by contacting the Singapore SEA Games Organising Committee (SINGSOC)
at [email protected]. Once confirmation is received the relevant
access credentials will be circulated.
Booking deadline reminder

RHBs are reminded that the
deadline for requesting venue
services and International
Broadcast Centre (IBC) furniture
is 6 April 2015. Time slot
related services (such as venue
transmissions and transmissions
from the IBC) may be booked
at a later stage, depending on
the competition schedule and
availability.
2. VENUE SERVICES
The following services can only be booked at venues with live TV coverage.
A formal booking request submitted by the relevant deadline is necessary for
all services, including free of charge facilities.
Availability of services will be confirmed on a venue by venue basis.
Dedicated Venue Stand Up Position
Non-equipped Stand up Position, no athletes in this position. Venue in background.
2110 - Dedicated Venue Stand Up Position .................................................................. Free of charge
Dedicated Mixed Zone Position
This service allows broadcasters to conduct interviews of athletes with sponsors or field of
play background. No equipment provided.
2120 - Dedicated Mixed Zone Position .......................................................................... Free of charge
Camera Position
Broadcasters can book camera positions at venues in nominated locations.

Venue Injection Point With Transmission To IBC
Unilateral transmission for play out - per 10 minutes. The end user equipment is provided by

Booking Order Form (BOF). The IBC
Furniture Rate Card can be found
on the 28th SEA Games Downloads
platform for any RHB who has yet
to make their order.

Host Broadcaster’s Preliminary Rate Card
The deadline for venue services is 6 April
Furthermore, the Telecom Services Rate Card – provided by Singtel
– has been released and is also located on the 28th SEA Games
Downloads platform. To place bookings, RHBs must return their
completed form to [email protected] and copy the email to
the following addresses: [email protected]; [email protected].
sg and [email protected]. The deadline for these services is 15 May 2015.
As we have passed the IBC Services booking deadline on 27 February
2015, the IBC is now fully booked and any request for additional IBC
permanent facilities will be subject to feasibility and a special quotation.
Amendments to the IBC
Construction Timeline
The next edition of the 28th SEA
Games RHB Newsletter will focus
on the latest developments in the
construction of the IBC.
However, since the distribution
of the Broadcaster Meeting
Information Manual, there have
been several amendments and
updates to the timeline for the
construction process. These
amendments are detailed in the
adjoining table.

construction of multilateral and
unilateral areas will begin on 27
April 2015.

Construction work on the IBC will commence in April
Introducing Nila!
RHBs who attended the 28th SEA
Games Broadcaster Meeting in
January would have met the
official mascot of the Games –
Nila.
The name Nila finds it roots from
Sang Nila Utama, the founder of
Singapura. Nila embodies three
positive characteristics – courage,
passion and friendship – and
these are the core values of the
28th SEA Games.
