Dear Californians:
Once again, I am pleased to report that
the California Lottery has achieved
record-breaking sales, which resulted in
over $1 billion in contributions to public
education. This accomplishment was
made possible due to the outstanding
efforts of our retailers, vendors and staff,
as well as your response to our products.
The more than $1 billion raised for our
state’s public schools marks the second
highest annual amount generated in
the Lottery’s 17-year history. This past
year’s sales reached nearly $2.9 billion,
built on the strong purchases of
Scratchers® and SuperLotto Plus products. Last February, we reached a SuperLotto
Plus jackpot of $193 million, which ranked as the largest single state jackpot in
U. S. lottery history. This jackpot was split among three lucky tickets, each
worth $64.3 million.
Dear Friends:
Welcome to the California Lottery’s annual report. This report details the
Lottery’s financial highlights relating to sales, educational revenues, and
administrative expenses.
I encourage you to read this Report to the Public and learn just where funds
raised by the Lottery actually go. The money generated is transferred to the
education fund and is subsequently distributed among the state’s kindergarten
through twelfth grade schools as well as public colleges and public universities.
While Lottery funds make up only a very small piece of the overall money needed
to run our education system, your locally elected school officials make the specific
decisions on how to use the Lottery funds. In addition, Proposition 20 (passed
by California voters in March 2000) mandated that $114 million of this year’s
revenues be used for the purchase of textbooks and other learning tools.
Since its inception in 1985, the California Lottery has played a valuable role by
providing more than $14 billion of supplemental funding to California’s K-12
schools, colleges, and universities and by bringing additional revenue to
California businesses.
I am proud of the accomplishments made by the California Lottery and its
ongoing support of public education. Recently, I was pleased to announce
that the Lottery’s 2001-2002 contribution to public education totaled over
$1.06 billion, the second highest annual amount in the Lottery’s 17-year history.
While we are proud of our accomplishments thus far, we know just how important
it is to plan for future implementation of programs designed to maintain the level
of funds being raised for education. Our business plan for the coming year includes
the installation of new state-of-the-art equipment, including more cost-efficient
wireless communications and improved retailer capabilities, which translate to
better service and efficiencies for you — our customers.
Through its ongoing programs, the Lottery has worked to make a positive
difference in both education and business communities throughout the
Golden State.
On behalf of the people of the State of California, I encourage you to explore
this report and discover the many ways we are working to respond to the
needs of California’s schools, businesses and Lottery customers.
Our goal is to continue to give our players fun and entertaining products. We have
recently seen big successes with entertainment-themed Scratchers® such as the
Elvis game, the California Treasures game, and the upcoming Top Dog tickets
featuring real California dogs. During the coming fiscal year, we are planning to
introduce Bingo and NBA-themed Scratchers® games.

COMMISSIONERS
Hal Barker
Vice Chairman, California Lottery Commission
Hal Barker is the retired Sheriff of El Dorado County. Appointed by Governor Gray
Davis in March 2000, Barker is a 41-year veteran of law enforcement in California and
former President of the California Peace Officers’ Association. He has also served as
Chief of Police at San Francisco International Airport and began his career in Santa
Paula, California rising to the rank of captain. Barker retired from his law enforcement
duties in January of 2003 but plans to continue to serve on the Lottery Commission.
Michael Brockman
California Lottery Commissioner
Michael Brockman was appointed as Commissioner to the California Lottery by Governor
Gray Davis in June 2001. He is President of M. Brockman Broadcast, Inc. and in that
capacity, serves as a television consultant/producer. Brockman has worked or been
responsible for almost every soap opera and most game shows currently in existence, and
has been an executive with all major television networks.

Chairman, California Lottery Commission
Stacy Faierman-Marks
David Rosenberg is serving his third consecutive term as Chair of the California Lottery
Commission. He has served as Chair since 2000. Governor Gray Davis appointed him
to the Commission in March 1999 to a term that expired in November 2001.
Rosenberg was reappointed to another term on the Lottery Commission by
Governor Davis, which expires in
November 2006. He also serves in
the dual role of Director of Operations
in the Governor’s Office as well as
Director of Community and
Intergovernmental Relations and
Senior Advisor to Governor Gray
Davis. Rosenberg serves as a
member of the California Victim
Compensation and Government
Claims Board. Currently he’s a
member of the Yolo County
Board of Supervisors.
California Lottery Commissioner
Stacy Faierman-Marks was appointed to the Commission in August 2001 by Governor Gray
Davis. Marks is CEO and founder of TheElites.com which offers free e-mail newsletters
on hot topics written by the top experts in their field, and MCLE credit for lawyers. Marks
is also a member of the State Bar of California. She also serves on the City of Beverly
Hills Planning Commission, the Board of Maple Counseling Center, and is a National
Ambassador for the Weizmann Institute of Science.
California Lottery Commissioners are responsible for assuring the integrity, security, honesty
and fairness of the Lottery and for effectuating the purposes of the Lottery Act. Commissioners
approve the Lottery’s budget, business plan, games and contracts. Commissioners are appointed
by the Governor and are compensated at the rate of $100 for each day they are engaged in
Commission business. Public meetings of the Lottery Commission are held throughout the year.

IN THE LIFE OF THE LOTTERY
A chance to win millions of dollars with jackpots
from $7 million to $100 million and up. Pick five
numbers from 1 to 47 and one MEGA number
from 1 to 27. Nine ways to win. Drawings are held
each Wednesday and Saturday.
Players can choose from a variety of different
Scratchers ® games with different themes, playstyles
and prize amounts.
The better odds lotto game. Players match 5 out
of 39 numbers for a top prize ranging from
$50,000 to $500,000 or more. Winning numbers
are drawn daily.
Players choose the prizes and odds they want to
play for, by picking 2, 3, 4, 5, or 8 numbers from
a field of 80. Draws occur every five minutes.
Players pick their favorite horses and the winning
race time, for a chance to win a Grand Prize worth
thousands of dollars. Draws are held daily.
HOW YOUR LOTTERY DOLLAR IS SPENT
Players select three numbers from a field of 0
to 9, then choose a playstyle: Straight, Box or
Straight/Box.Winning numbers are drawn daily
and prizes are parimutuel.
