President’s Message November 2012
My thoughts keep returning to the rapid demise of our Pine trees. Our Austrian (about 85) and our Scotch (around 190)
Pines are suffering from diseases that require removal. Now we are experiencing the demise of our White Pines. Dennis
Patton, Johnson County’s K-State Research and Extension Horticulture Agent, believes the condition of the White Pines is
related to the drought we have suffered this year. Last month we removed 12 White Pines and 48 remain.
We have added one more month for yard waste pick up – this will be Tuesday, November 6th. This is the last pickup
until May 2013.
When conducting the Pride in Property survey in September, the condition of detached carports and garages was noted
by our volunteer surveyors. We have a detailed description of areas of concern, which will be shared with their owners.
Some confusion exists regarding who is responsible for repairs. A detached carport or garage is the responsibility of all
owners of that structure. If you own one carport within a structure that contains four carports, you are responsible for
one-fourth of the repair responsibility. Co-owners of a structure in need of repair will be notified by letter as to the need for
the repair and that repair expenses are to be shared equally by all co-owners.
Citizens who live or work in Johnson County will get the benefit of a new countywide Mass Notification System that’s
designed to communicate emergency and non-emergency information through phone, text, and email messages. The
system, ALERT-JOHNSON COUNTY, is free to the public and is designed to provide essential, timely information that
may include the following topics:
Emergency Alerts: Tornado warnings and flood warnings, evacuation notices, hazardous materials incidents, Amber
Alerts and notifications for endangered missing adults or lost children; public health alerts, such as water boil order alerts,
dangerous animal alerts, infectious disease outbreak, extreme heat and cold advisories to vulnerable populations; and other
imminent threats to the health or safety of residents.
Community Alerts: Non-emergency police and fire information; community event information; utility notifications,
such as water restrictions and power outages; public meetings; and public works projects/road closures.
Those wanting to connect to ALERT-JOHNSON COUNTY will be asked to provide contact information in mid-November
at a confidential website. The system is expected to be running by the end of the year. You can obtain more information
about this system at the Johnson County website, www.jocogov.org.
Manager’s Report
We have met with Mid America Pool Renovation, Inc. to make plans for the final phase of Pool 3 renovation. Because of the
tight fit of the new equipment inside the pump house, Mid America has agreed to move the equipment when staff has
completed walling in the niche where the pool cover has been stored in the past. Staff will build the walls in October, Mid
America will move the equipment in November and return in
March to complete the plastering and test all equipment. The pool has been winterized and covered for the winter.
In the meantime, staff will complete painting the wrought iron fence. The security gate will need to have some minimal wiring
installed to complete its setup. Door Control has the system on line and will install the wiring.
The strapped pool furniture is being restrapped over the winter.
The 2013 budget will be presented at the October 15 meeting. It includes the 3% increase. Emphasis is being given to pay
down the roof loan and building reserve funds for future needs. After approval by the board, a copy will be mailed to all
homeowners.

Homeowner’s Corner
Question: What’s the policy on real estate signs? Homeowner
Answer: One real estate sign can be displayed from the inside of a window. In the
case of Garden Villas where windows are not visible from the street, one sign may be
attached to the fence. Directional signs may only be displayed when there is an open
house. Any signs that do not meet this policy are removed by staff and taken to the
office.
Question: When do I need to fill out a request for approval? Homeowner
Answer: FCHA requires a homeowner to request approval for any exterior change they
make to their property. When a project or change can be seen from the outside, whether
it is on a structure or the ground, it needs approval by the Architectural/Common
Grounds Committees.

Changes To Pet Licensing Take Effect
If you have a pet, be on the lookout for a pet license
renewal notice from PetData.
As of Oct. 26, the City of Lenexa will no longer be
processing animal licenses at City Hall. The City has
partnered with national pet licensing company
PetData to provide residents with animal licensing.
Beginning Dec. 1, residents will receive renewal
notices in the mail from PetData informing them of
the new process. Anyone needing to license an
animal after Oct. 26, will need to do so online at
www.petdata.com or by mailing your application, documentation, and
payment to PetData following the instructions on their website.
Once PetData receives an application and documentation of rabies
vaccination for each pet, the company will send residents their licenses
and pet tags. Each year, the tag will change (This year, it is shaped like
the Lenexa star), allowing Animal Control Officers and shelter employees
to easily identify pets who are lost.
For 2013, license fees are $12 for altered and $22 for unaltered animals.
The online system is scheduled to operational during the first week in
November; there is a $1.95 transaction fee for online processing.
Issuance of a license does not constitute approval for any household to
maintain more than 2 cats and/or dogs without approval of a special pet
permit. Residents needing a Special Pet Permit will also need to apply for
their permits by visiting City Hall or calling 913.477.7500. City codes
require that owners of more than two dogs or more than two cats obtain a
Special Pet Permit at an additional $100 charge over and above the
normal licensing fee, and an annual special renewal fee of $20.

Leaf removal will be ongoing in Four Colonies. Top Care will be on the property
sporadically trying to keep ahead of the huge amount of falling leaves generated by our
many trees. The yellow ash leaves are always the first to drop. The oak leaves are usually
the last to drop. This is also the time of the season to make sure you add cleaning your
gutters and downspouts to your must do fall schedule.

the sale will be donated to the local charity – Through Our Children‟s Lives.

The Homeowner’s Forum started at 5:45 p.m. There were no homeowners present.
President Helen Lightle called the Regular Board Meeting of October 15, 2012 to order at 5:50 p.m. A quorum was present.
Mr. Shields made the motion to accept September 17, 2012, Regular Board Meeting minutes as written. Ms. Redhair
seconded and the motion passed. (Vote #1)
COMMITTEE REPORTS:
Architectural Review – Ms. Arnott reported three requests were reviewed: One for replacement of a front door and one for
repair and refurbishing of a deck area were approved. The third, for installing solar panels on a storage shed, was denied.
Common Area Facilities – There was no report.
Finance- The Board received copies of the financial reports. Discussion followed. Mr. Shields reported the roof loan
balance is $780,659.14. Mr. Shields made the motion to make an extra principal payment in the amount of $30,000.00. Ms.
Redhair seconded. The motion passed. (Vote #2)
Grounds- Ms. Lightle reported a request to install an irrigation system along the street sides of 8068 Monrovia and a request
to install an irrigation system on all sides of 8078 Monrovia were received. Both requests were approved based on the
conditions that the system is the homeowner’s responsibility, Four Colonies is not responsible for any damages, and lawn
maintenance remains the same as services provided to non-irrigated homes. An additional condition that “…adjacent
homeowners were in agreement with the irrigation plan…” was added to the 8078 Monrovia request because of the
possibility of impacting neighbors.
On October 20th, volunteers will start to back check properties that received a Pride In Property door hangar. The 2012 survey
showed improvement. In 2011, 44 percent of the homeowners surveyed received door hangars to improve their property and
in September 2012, only 31 percent needed door hangers. Thanks to all for your good work!
The lawn maintenance company verti-cut and seeded all lawn areas along the perimeter streets and Monrovia. These areas
are irrigated by Four Colonies.
Paint Report - Mr. Shields reported all painting for 2012 is complete.
Social Report Ms. Khan-Lynch reported on the Fashion Night planned for November 15, 2012
Long Range Planning Report There was no report.
Roofing Committee Report Ms. Powell read the following report for Mr. Karpinski. Roof repair expenses have amounted
to $200 in the current fiscal year. The roof replacement project, though expensive has proven to be a worthy investment. Prior
to the roof replacement project, thousands of dollars had been spent on roof repairs.
The annual inspection of roofs approaching the ten year mark and base line management of roof conditions will require
professional advice. The proposed 2013 budget includes allowances deemed adequate to cover the professional services and
repairs to roofs which may be needed in 2013. The roof loan repayment is a high priority in the 2013. Debt reduction has
been approached aggressively, but in balance with other priority items.
Manager’s Report – Ms. Powell read her report. Discussion followed.

New Business- The Board received copies of a bid from McGill Construction to replace 31 feet of concrete common area
sidewalk in the area of 8101 Monrovia in the amount of $1,550.00. The existing sidewalk is a trip hazard as it has sunk and is
lower than the curb. Discussion followed. Ms. Lightle made the motion to accept McGill Construction bid in the amount of
$1,550.00 for sidewalk repair. Ms. Arnott seconded. The motion passed. (Vote #3)
The Board received copies of a bid from McGill Construction in the amount of $8,137.50 to construct a common area
concrete retaining wall 2½ feet high and 93 feet long behind the carport that contains the Four Colonies wood shed near 8101
Monrovia. The existing railroad tie retaining wall has deteriorated and collapsed. Ms. Lightle made the motion to accept
McGill Construction bid in the amount of $8,137.50 for constructing a common area concrete wall near 8101Monrovia. Ms.
Harmon seconded. The motion passed. (Vote #4)
The Board discussed Pool 3. Pool 3 was winterized. Mid-America’s engineer reviewed the pump requirements and verified
in a letter that the 7.5hp pump met the requirements of the main pool, but the 2 hp pump was too large for the kiddy pool and
needed to be replaced with a ½ hp pump. Four Colonies received an email from David Kateusz, Mid-America comptroller,
requesting payment on the amount due for the new plumbing and lights in the amount of $33,800.00. Ms. Lightle made the
motion to pay Mid-America Pool Renovation $30,402.00 for installation of new plumbing and lights. Four Colonies will
retain 10% ($3,380.00) for relocation of equipment in pump house and testing of all equipment. Payment is dependent upon
receipt of a notarized conditional lien waiver from Mid America Pool Renovation. Four Colonies will retain 100%
($9,812.00) for installing white plaster to main pool and wading pool. Ms. Arnott seconded. The motion passed. (Vote #5)
The Board received copies of 2 bids; one from Burge Fence & Iron Inc. and one from Guier Fence to install 36”of hand rail
on the retaining wall at the Pool 3. Discussion followed. Ms. Redhair made the motion to accept Burge Fence & Iron, Inc.
bid in the amount of $2,995.00 to install an iron railing on the retaining wall at Pool 3. Ms. Funk seconded. The motion
passed. (Vote #6)
Mr. Shields presented the Board with the association’s budget for 2013. Discussion followed. Ms. Lightle made the motion
to approve the budget for 2013 as written. Ms. Arnott seconded. The motion passed. (Vote #7)
The Board received copies of a bid from H&R Lawn and Landscaping, Inc. in the amount of $1,957.10 to install 20 tons of
rubble rock to fill in two areas of the intermittent stream where the stream bed is lower than the outfall (north end) and the
bank is eroding (west of 12380 82nd Place).
Ms. Lightle made the motion to accept H&R Lawn and Landscaping, Inc. bid in the amount of $1,957.10 to install 20 tons of
rubble rock to fill in two areas of the intermittent stream. The motion passed. (Vote #8)
Ms. Arnott made the motion to adjourn, seconded by Ms. Harmon. The meeting adjourned at 7:20 p.m.
