There are several sources for Demographic and Place data, most of which use the same original sources.
One such web site is Sperling’s Best Places, www.bestplaces.net. According to the source, the following
data is current as of 10/07 and 4/09. Going to the web site link is the best way to identify the date for
a specific data set.

In 1985, Bert Sperling developed a software program named “Places, U.S.A.” which allowed
people to enter their personal preferences to find their own best place. BestPlaces.net is a natural
extension of our work over the last fifteen years regarding demographics, preferences, and the
selection of “Best Places” to live, work, or retire.
Sperling’s concepts and methodology have been the basis of numerous studies since 1985. Today,
Fast Forward, Inc. (the producer of BestPlaces.net) is responsible for more “Best Places” studies
and projects than any other single organization.

Zoom Prospector is a GIS based EDC Site Selection web site that can direct prospective businesses to available real
estate in Chaffee County. The service charges a fee to set up the site and an annual management fee. The State of
Colorado uses the service to direct businesses to the State. For more information go to the following link.

Site Selection database and GIS
As part of the research for this Profile, the Chaffee County Planning Department compiled a list of all the Commercial and
Industrial Zone Parcels in the County. A sample of this list is show below. This type of data is useful in identifing sites for
potential businesses. Although this data is in it’s raw form, it could be reformated into a dynamic site selection program,
similar to a multiple listing service used for residential real estate markets. The list is to large to include in this document,
but will be provided to the EDC to be used in preparing a Site Selection data base for business prospects.

The following map was prepared by Chaffee County to illustrate how Commercial and Industrial sites could be Mapped.
Maps for Buena Vista and Poncha Springs were also created. Actual maps would need to include sites within the City and
Towns boundaries. These types of GIS maps could be used in connection with a list of commercial and industrial parcels
to create an interactive Site Selection map where site data would be provide when a parcel was queried.

Incentives and Financial Assistance
Incentives are resources used to attract prospective businesses to Chaffee County. In this market where
prospective businesses are being courted by several other EDC’s, incentives or financial assistance
programs may be the difference between a company choosing Chaffee County over another location.
There are some Federal and State programs that are available and publicly known. One such program
is the Upper Arkansas Enterprise Zone. Local jurisdictions and the EDC will need to determine if there
are any incentives they are able to offer if it would secure a significant business to locate in the area.
Currently, there are no incentives in place as a matter of policy in any of the jurisdictions.
