Nonetheless, thanks to the determination and rigour
of elected officials and City employees, I am pleased
to announce that the increase in the tax rate for DeuxMontagnes residents will be below 2%.

City Council members and myself have been in office
for several weeks only and yet we already share a
common vision for the next five years on how to get
the city’s financial house in order. After extensive
reviews and analysis we managed to reduce the
City’s operating expenses by almost $500,000
without compromising the quality of services
provided to citizens. This represents a reduction of
1.7% in comparison with the 2013 budget.
However, core expenditures have gone up. For
example, we have to pay $40,000 in financing costs
and an additional amount of $80,000 to the Régie de
traitement des eaux usées de Deux-Montagnes.
Moreover, let’s not forget that the Quebec
government in 2013 decided to change the way it
calculates its sales tax rebate for municipalities. The
new method creates a shortfall of approximately
$450,000 for the 2014 budget. These intangible costs
With respect to debt, note that the capital payment
will increase to $3.6 million in 2014 while capital
acquisitions will be approximately $2.4 million. In
other words, we will be paying back more money
than we will be spending. Our plan is to reduce debt
by $10 million over the next five years without
compromising the necessary investments to our
infrastructure.
With the assistance and support of City employees,
we will provide better customer service and we will
continue to help community organizations because
of the vital role they play in our city.
Elected officials and City employees have worked
very hard to present a balanced budget that respects
citizens and reflects sound economic governance.

The 2014 budget is balanced and respectful of citizens’ ability
to pay. Thanks to the efforts and dedication of elected officials
and City employees, the average increase in the tax rate for City
of Deux-Montagnes taxpayers is below 2 %, as a result of a
savings of $500,000 in operating expenses. The impact on the
average tax bill has resulted in a 1.92% increase for an average
homeowner.

With respect to servicing the debt, note that repayment of the

Every winter, tragic events occur on bodies of water during ice activities. Your Police Department is calling for vigilance on the ice. The
thickness of the ice must be measured before venturing onto it. These measurements should be taken at different places to ensure
that the ice can support your weight, your fishing gear and your means of transport.
According to the Lifesaving Society, ice should be at least 10 cm (4 inches) thick for a person to walk on, go fishing or go cross-country
skiing. Before heading out on a body of water, make sure it is sufficiently frozen. The Lynx Deux-Montagnes Snowmobile Club reports
that almost a quarter of snowmobile deaths each season are caused by drowning.
It is important to note that according to the Regulation respecting offhighway vehicles, no person may operate an off-highway vehicle on a
trail between the hours of 10:00 p.m. and 6:00 a.m. Police
operations will take place during the winter season to ensure
compliance with this new provision.
Ice is generally classified according to its colour. Clear
blue ice is the strongest. That is why we ask that onice activities be conducted in designated areas where
ice thickness is checked by qualified people.

and elsewhere, I turn
off my engine!
In 2009 the City of Deux-Montagnes passed an
anti-idling bylaw. Motorists in town must comply
with the bylaw that prohibits vehicles from idling
unnecessarily for more than three minutes.
Specific examples of idling include warming up the
car in winter, leaving the engine on to keep the
air conditioner running, or waiting to pick up a
passenger with the engine running.

important that we be made aware of any people living in your home
who have mobility issues or other impairments (deafness, intellectual
disability, etc.). The information collected will be used to update our
records so we can respond appropriately in the event your home needs

the information will remain confidential and will only be used by

It’s all part of the vast Green Revolution Campaign
undertaken by the City, and it’s also in line with the
Quebec government's goal of reducing greenhouse
gas emissions.
Idling produces more than 5 million kg of
greenhouse gas emissions every day in Canada and
wastes 2.2 million litres of fuel.
Idling causes unnecessary wear and tear on the
spark plugs, engine and exhaust system while also
contaminating the vehicle’s oil.
The City is proud to participate in this collective
effort and join the few municipalities already
involved in the project. Let’s all turn off our engines
in Deux-Montagnes starting today!

Technical Services in action!
Since 2011, repairs made to Deux-Montagnes’ municipal infrastructures have reflected the collective will to ensure the
sustainability of our networks and the various subsidies we have received. Government-funded programs have played a key
role in rebuilding our infrastructures, such as the Gas Tax Fund Transfer Payment Program to municipalities and a contribution
from the Government of Quebec (TECQ) as well as the Programme d’infrastructures Québec-Municipalité (PIQM).
The year 2013 was no exception. Various work projects have been undertaken throughout the town of Deux-Montagnes, not
only to extend the useful life of our infrastructures, but also to comply with current standards, secure existing structures and
increase the level of service of our facilities.

The rehabilitation of the drinking water
system by structural lining has helped
extend the useful life of our networks over
a distance of five kilometres. In addition to
eliminating leaks in our drinking water
system and lowering production costs, the
work carried out has improved the quality of
water supplied to homes on Sunny-Side,
Henri Dunant and Gagnon streets as well as
on 3rd Avenue, 5th Avenue, 7th Avenue,
9th Avenue, 10th Avenue, 11th Avenue and
12th Avenue.

Work planned for 2014
As part of the continuing efforts to ensure the sustainability of our infrastructures, the City of
Deux-Montagnes will continue to invest in its networks in 2014 to extend their useful life,
supported by grants such as the Quebec Municipal Infrastructure Program (PIQM).
Water and sewage mains will be upgraded. Improperly connected sumps will also
be taken out of service in an effort to reduce the inflow of water into the sanitary sewer
system and to achieve the ultimate goal of eliminating overflows
into Lac-des-Deux-Montagnes.
Upgrades to the filtration plant should also be completed later this year.
Street right-of-ways
must be kept clear

Did you know that City by-laws prohibit home owners from placing trees, shrubs, walls and
fences within their street’s right-of-way? This is to ensure the safety of pedestrians and
cyclists traveling through our city by providing adequate visibility for all road users at
intersections and adjacent private driveways.

you find a lost pet, or a stray or
abandoned animal, you should
contact the Public Works

If it is an emergency and the
municipal offices are closed,

Note also that in the event an intervention is necessary, including repairs to your sanitary
sewer or water inlet, the City will not replace any unauthorized elements located within the
street right-of-way.
This space belongs to the City and it must remain clear and accessible
at all times.
If it is a native animal (squirrel,
skunk, raccoon, groundhog, etc.),
with a $20 deposit, we can lend
you a capture cage trap. Please
note, however, that you will have
to dispose of the animal yourself.

Downy Mildew (Plasmodora obdecens in Latin) is a disease that has become increasingly prevalent in recent years due to wet springs.
Developing on plants produced both from seeds and greenhouse cuttings, the first symptoms of the disease are yellowing leaves, leaf
edges that curl inward and the appearance of whitish mold on the underside of the leaves.
The leaves and flowers will then wither prematurely and fall off. The oospores responsible for the survival of this fungal pathogen can
survive in the soil for years, so it is important not to replant impatiens in infested areas for a period of about 5 to 10 years. All cultivars
of impatiens walleriana and balsamina with single or double flowers are affected.
Here are some suggestions of plants that can replace impatiens walleriana in your shaded flower beds until a cultivar resistant to this
disease is developed:

We have lots of fun at the Heure de Conte with Biboche. It's a bit because
Biboche also likes to choose books to play with! So why not drop by and visit
the friends of our little library rat to laugh, read, have fun, count and learn lots
of crazy stuff! But beware, you might meet a giraffe in a swimsuit, end up
with a butterfly under your hat or have to deal with a real funny Martian! After
all, that’s also what books are for!
There are those who migrate and those who stay behind
throughout the winter. Are you sure you know these little
winged critters? They also serve as inspiration for my lovely
craft.
