For LEASING OUT OF LAND at Digha
Digha Sankarpur Development Authoriy envisages to develop a 3 star hotel at Digha on a land parcel of 3acres.
Digha is one of the major tourist attractions in India and a major tourist hub of Eastern India. It is blessed with
beautiful sea beach.
Digha Sankarpur Development Authority invites applications from single entities, joint ventures having technical
expertise, financial capability and operational experience in related sector for development of a 3 star hotel on 3
acres of prime land close to the sea beach. Digha Sankarpur Development Authority shall facilitate the developer on
best effort basis for obtaining necessary clearances and approval for the project implementation and operation. The
developer shall be responsible for obtaining all the necessary/ statutory approvals required for the project.
Eligibility Criteria:
Interested Applicants are requested to submit their EOI providing following details at the address mentioned below
before 09.11. 2012, 3.00 P.M.
 Details of technical expertise and operational experience in the 3star hotel giving details of year of
establishment, cost of the project, layout plan, infrastructure facilities provided, commercial activities
undertaken, etc.

1. Background :
The Digha Sankarpur Area is one of the most popular destinations in the State. The region has
attracted over 30 lac tourists’ in 2012 and is showing a growing trend. The Government of West
Bengal aims at developing Digha as a World Class Leisure and Week End Destination and is in the
process of taking up several projects in the region.
In this connection, Digha Sankarpur Development Authority (DSDA) wants to develop a 3 star hotel.
2. Introduction to Digha :
Digha is West Bengal’s most popular sea resort and tourist spot located south west of Calcutta. It is
187 km from Calcutta and described as the Brighton of the East. Digha has a low gradient with a
shallow sand beach and gentle waves. The beach extends 7 kms in length.
The scenic beauty of this place is charming and luring. The beach is complemented with casuarinas
plantations along the coast enhancing the beauty of this place. These trees apart from beautifying the
sands also aid in reducing the erosion on the dunes. One can view both sunrise and sunset at Digha
sea beach. The sea at Digha is calm and shallow for about a mile from the beach making it quite safe
for swimming. The sunsets and sunrises reflecting off the salty waters of the Bay of Bengal are
something straight off an artist’s easel
Recently several unique activities, particularly water sports have been introduced gained popularity
also amongst the tourists.

Note: The minimum facilities requirement may be changed/modified after the EOI.
All concepts and activities proposed should be in accordance with Coastal Regulation Zone (CRZ)
Rules of Ministry of Environment & Forests, Government of India and any other relevant rules
framed by Government of West Bengal from time to time.
4. Project Concept and Brief :
The Digha Shankarpur Development Authority (DSDA) a statutory authority of the Government
of West Bengal proposes to allot land measuring 3 Acres at Beach side of Dattapur Mouza at New
Digha, Purba Medinipur, West Bengal for the setting up of 3 star hotel.
The Digha Shankarpur Development Authority (DSDA), invites Expression of Interest (EOI) from
national Companies/firms with adequate experience in development and sound technical and
financial background to design, construct, develop, operate and maintain a 3 star hotel on the
Leased Land.
5. Deadline for Submission :
The response to this EOI shall be received, not later than 09.11.2012 up to 3.00 P.M in sealed
covers clearly subscribing “EOI for leasing out of land for setting up a 3 star hotel ”.
6. Brief scope of work and services :
1. The DSDA will provide an area of 3 acres of land to the selected vendor on long term lease
basis and the vendor shall establish a 3 star hotel. Construction should be started within
06(six) months of contract date and completed latest by 2 years.
7. Eligibility Criteria :
a. Be a company registered under the companies act 1956
b. Be a registered firm.
c. Construction/development in the last 5 financial years immediately preceding the application
due date, of atleast 01(one) similar project.
8. Period of Lease :
The Lease period of the land will be for 99 years.
9. Selection Procedure :
DSDA will constitute committee for making technical evaluation on the above mentioned
parameters in the respective eligibility criteria.
10. Technical Evaluation :
The process of evaluation is detailed hereunder:
a. All the EOI (applications) will be evaluated based on ―Eligibility Criteria‖ mentioned
above. DSDA will short-list those companies / firms which are satisfying the eligibility
criteria in all respects.
b. The aspects that will be considered are:
i) Company profile — promoters, industry experience, revenue, profits, offices, human
resources, etc.
ii) Existing works of the similar nature.

Financial Bids will be opened of those applicants who are eligible as per eligibility criteria.
c. Among those whose financial bids are opened, the bidder offering the highest Lease
Premium will be awarded the contract.
11. Reserve Price of the plot of Land :
a) There shall be a Reserve Price of Rs. 2,93,54,850/- as one time lease premium of the plot of
land offered. All offers below the reserve price are likely to be rejected.
b) 0.25% of the lease premium quoted shall be payable as rent every year, to be paid in
advance before each year commences.
12. Earnest Money Deposit :
An Earnest Money amounting Rs. 2 lakh (Rs. Two Lakh Only) for the plot of land shall have to be
deposited only through Demand Draft in favour of Executive Officer Digha Sankarpur
Development Authority, payable at S.B.I, Digha Branch along with the application. Offers
without EMD will be rejected outright and will not be considered. EMD (without interest) of
unsuccessful bidders shall be refunded after final selection while that of successful bidders shall
be adjusted against the offered lease premium. If the successful bidders in any case fails to
comply any term or condition expressed in this EOI, his EMD will be forfeited.
13. Condition of Allotment :
All development envisaged by the bidders must be started within 6 months of delivery of the
possession of the land plot and must be completed within two years there from. Allotted
land/area not utilized by the allottee shall be liable to forfeiture.
14. Mode of Application :
The Expression of Interest must be submitted in two separate sealed packets as PACKET-A &
PACKET-B which must be placed in a larger packet mentioning the name and address of the
applicant super scribing “ Application for Selection of company / firm for the land allotment
to be used in establishing 3 star hotel— EOI Application”.

PACKET-A must contain (a) Earnest Money amounting Rs. 2 lakh (Rs. Two Lakh Only)
in the form of Demand Draft, (b) Application fees amounting to Rs. 5000/- (Rs. five
thousand only) in the form of Demand Draft.(c) All Annexures ( A to G) with
documents as the technical qualification of the applicant.

Annual Report (with audited accounts) for the last three financial years.
Signed statement of average annual turnover of the last three financial years ending on 31 st
march 2012.

Without fulfilling the technical qualifications the PACKET-B will not be opened. If any
information furnished by the applicant is found to be incorrect/ misrepresentative, the
application will be treated as cancelled.
PACKET –B must contain an application for quoting the total amount which the
applicant may like to offer, with time bound plans and programme for the project
against the given terms and conditions in the prescribed proforma as per Annex-I.
15. Payments Terms :
25% of the lease premium will be payable within 30 days of selection, another 25% within 90 days
of selection, another 25% with 150 days of selection and balance 25% before possession. Failure to
meet aforesaid payment terms would lead to cancellation of the offer of allotment and forfeiture
of the deposit, if any.

Applications received after due date & time shall not be entertained. DSDA shall at its discretion,
extend this deadline for submission of applications by amending the application documents, in
which case all rights and obligations of DSDA and company / firm previously subject to the
deadline will thereafter be subjected to the deadline as extended. Any application received by
DSDA after the deadline for submission of applications shall be rejected outright.
18. Modification and withdrawal of applications :
The company / firm may modify or withdraw their application after submission provided that
the written notice of the modification or withdrawal is received by the DSDA before the deadline
prescribed for submission of applications. Modification or withdrawal notice shall be prepared,
sealed, marked and dispatched by the company / firm. A withdrawal notice may also be sent by
FAX but followed by the signed confirmation copy by post or courier, not later than the deadline
for submission of applications. No application shall be modified subsequent to the deadline for
submission of applications.
19. Clarification of applications by DSDA :
To assist in the examination, evaluation and comparison of applications, DSDA may, at its own
discretion ask the company / firm for the clarification of its application.
The request for the clarification and the response shall be in writing. However, no post
application clarification at the initiative of the company / firm shall be entertained.
20. Amendments in documents :




At any time, prior to the date of submission of Applications, DSDA may, for any reason,
whether at its own initiative or in response to a clarification requested by a prospective
companies / firms, modify application documents by amendments.
The amendments shall be notified in DSDA’s website or informed by email and these
amendments will be binding on the firms / companies.
In order to afford prospective firms / companies a reasonable time to take the amendment into
account in preparing their applications, DSDA may, at its discretion, extend the deadline for
the submission of applications suitably.
EOI conditions may be modified after discussion and uploaded on DSDA’s web-site. The
modifications will be deemed to be part of the original conditions.
21. Right to accept any application and to reject any or all applications :
DSDA reserves the right to accept or reject any application, and to annul the application process
and reject all applications, at any time prior to award of contract without assigning any reason
whatsoever and without thereby incurring any liability to the affected firms / companies on the
grounds of DSDA’s action.
22. General Conditions :


The general condition shall apply in contracts made by the DSDA for leasing the land to the
appointed company / firm.
The bids must be submitted with all the pages numbered serially, along with an index of
submission. In the event any instructions mentioned herein have not been adhered to, the bid
is liable to be rejected.





Non –refundable application fee @ 5000/-(five thousand only) would be payable at the time of
submission of bid in the manner prescribed in section 14.
The currency for the purpose of the bid shall be the Indian Rupee (INR).
If there is single bid, such bid will not be opened and a special 15 days time extension will be
granted with website advertisement to get more response, if any.
No interest will be payable on the EMD.
The appointed company / firm shall abide by all relevant rules and regulations of the
Government as issued from time to time and must obtain all licenses, consents and permits, as
may be required for the delivery / performance of the services from time to time. Company /
firm shall be responsible for adhering to the norms of Environmental regulations. Company /
firm shall keep DSDA duly informed about any change in the status of the company / firm.
