Associate Executive Director’s Message

Season’s Greetings everyone, another year is quickly
coming to a close. My time here has been quite busy but
enjoyable. There have been many items that have come
across my desk, but the one that I have received the most
comments and questions on is the We-tum Road (winter road south). There is a separate update that has been
issued but to summarize, we have received notice from
Ministry of Environment that no Environmental Assessment is required. Our work permits have been issued by
MNR. We are addressing the funding issues and continue
to work towards construction of the road as mandated
by membership. Updates will continue to be provided as
they are received. You can check for the latest updates on
our website or Facebook page.
My main message is to wish everyone a safe and enjoyable Christmas Holiday Season and to wish you a safe and
prosperous new year.

UPDATE
On Friday December 3, 2010, MCFN received written notice from MOE that the requests for “bump up” were denied, however MOE has instructed MNR to issue the work
permit with conditions.
On Friday December 10, MNR issued the work permits
to MCFN with conditions. A majority of these conditions
have already been addressed in our work permit submission (mitigation factors).
NEXT STEPS
We have reapplied to Northern Ontario Heritage Fund
Corporation for the construction costs of this project. We
had previously received conditional funding pending the
outcome of the permitting process. Our application was
withdrawn at March 31, 2010 to coincide with the fiscal
year end.
Update on We-tum (Winter) Road South
Our funding application for the balance of funding from
INAC is still in place. This was also conditional upon approval of the necessary permits.
Moose Cree First Nation has been working diligently on
the Winter Road South to Otter Rapids. Through our own
consultation process we received direction by 67% of our
membership to proceed with this project beginning winter 2010.
We have yet to receive a response from either funder on
our request. Contact with both funders has been and continues to be made on the status of our applications.
We have been working closely with the MNR officers in
the Cochrane District Office to ensure all technical requirements are addressed.
On March 16, 2010, there were two requests for “bump
up” to the Ministry of Environment (MOE). Upon their re-

Treaty Land Entitlement Workshop
January 11-13, 2011, EPR Centre
As a result of the Band Council Resolution (BCR) regarding Treaty Land Entitlement Claims, Moose Cree First
Nation, in conjunction with the Nishnawbe Aski Nation
Land Rights and Treaty Research Unit, has submitted
to the Government of Canada and to the Government
of Ontario a Treaty Land Entitlement (TLE) Claim for an
additional reserve land base, pursuant to the terms of
Treaty No. 9, on the basis that at the time of the band
list, several MCFN members were not acknowledged or
recorded.
Christine Dernoi, Researcher, Ian Martyn, Research
Technician, Joe Wheesk and Luke Hunter from the Nishnawbe Aski Nation Land Rights and Treaty Research
Department will be facilitating the workshop. A draft
agenda is under development and will be available before January 2011.
The main theme of the workshop is to outline the statement of claim, the treaty land entitlement process and
to identify the members listed as undetermined or if
they need to be included in the Treaty List that was established in 1905.
In July 2010, a notice of interest was made to the MCFN
membership, and on July 26th, 2010, Chief and Council
approved the working group of Caroline Chum, Cheryl
Moore, Eva Lazarus and Lucy Morrison. The Council
also wished that several more elders be approached
for their interest in participating in the working group
and for the upcoming workshop in January.
All MCFN Elders are encouraged to attend to provide
their historic information and to confirm the research
that has been done so far in the Treaty Land Entitlement Claim.

A portion of this workshop will be devoted to introducing the Moose Cree First Nation to the ‘NAN First
Nations’ genealogy project’. Over the last few years
NAN has developed a genealogy database for all First
Nations in NAN. The long term goal of this project is to
allow First Nations to take over and control their own
genealogical information. This project was authorized
under NAN resolution 09/20.

Christmas Greetings to everyone out in “Winter Wonderland”.
Annual Christmas Dinner and Awards
Well, the snow and freezing temperatures have arrived
so we are all set for a “White Christmas”. The children are
getting excited and counting down the number of sleeps
before their big day and the older ones are looking forward to their school break.
On Friday, December 10, 2010 the Moose Cree First Nation hosted its annual Christmas dinner at the TCJMC
community hall. Close to 200 employees, Council members and invited guests enjoyed the delicious dinner turkey, ham and all the trimmings. Master of Ceremonies
for the evening was Brenda Iserhoff, Resource Protection
staff member who was replacing Jack Williams.

Christmas and a happy holiday season.
By-Election
A by-election was held on November 5, 2010 to fill a
vacancy on Council due to the resignation of Doreen
Blackned. The nominated candidates were: Cheryl A.
Cheechoo, Eva Lazarus and Douglas Wesley. Cheryl was
the successful candidate.
Another By-election will be held in January 2011 to fill another vacancy due to the recent resignation of Mildred
Alisappi. Watch for more information to be posted on the
bulletin boards and the MCFN website.
Ratification Voting on the Detour Gold Mine Agreement
The administration staff have been very busy these past
few weeks with the ratification voting process for the Detour Gold Mine Agreement. Council passed a Band Council Resolution on November 10, 2010 to appoint Electoral
Officers and set the date of the ratification vote to be held
on December 21, 2010. The vote is conducted in accordance with the Moose Cree First Nation General Rules for
Ratification Votes approved by MCFN members on May
17, 2007.
On behalf of Chief and Council, Jean Sayers, A/Chief welcomed everyone to this festive occasion and congratulated the staff for their hard work, dedication and commitment throughout the past year.
The highlight of the evening was the presentation of the
employee awards for 2010. Unfortunately, the recipients
of the “Employee of the Year” and “Attendance Award”
were both out of town. Therefore, we take this opportunity to congratulate them for their outstanding achievements in 2010. The “Years of Service” awards were presented by Stan Louttit, Deputy Grand Chief and Jean
Sayers, A/Chief. Recipients of the awards were:

Communications Update from Paul Chakasim, Communications and I.T. Officer
Merry Christmas all! I wish everyone the very best during this time of year. There has been a lot going on in the
Administration Department lately, and I have been very
busy preparing to implement some exciting new projects.
The first is the new website. Work is progressing well, and
the website should be up and running in the early new
year. The new site will feature a modern and clean design.
Since there is so much material to create, the site will be
released in stages, and content will be updated as time
progresses. The new site will feature a band member area
and will contain exclusive content for Moose Cree members only. Are there specific features you would like to see
on the new website? If so, please send your suggestions
to me. I will let everyone know when the site is up.
Our Facebook page went down a few
weeks ago, but is now back up and functional. You can join our page to quickly and
easily receive the latest news from Moose
Cree. Just type “Moose Cree First Nation”
on Facebook, or visit our website at www.moosecree.
com for a link to the page. Please invite others to join.
Unfortunately, the user list was lost during the crash, so if
you already joined our page, you must do so again.

Economic Development
Resource Development
Employment & Training Update
With increases in resource development in the Moose
Cree Homeland, more and more members are finding jobs
outside the community. This is a good thing, but it does
present challenges in filling local jobs. Project Readiness
through the Moose Cree Education Authority, Sibi Board
(located at the brown building beside the complex), and
our own Employment & Training unit at the Moose Cree
First Nation office have all been very busy developing and
offering training opportunities for the membership to
meet training needs.
October: Received METS approval for individual training
up to March 25, 2010. Trainees are employed with various organizations within the community of Moose Factory and Moosonee.
Youth Entrepreneurship Program
December: First Aid/CRP Training sponsored by Northern
College was completed December 4th and 5th.
The Youth Entrepreneurship Program (YEP) offered at the
John R. Delaney Youth Centre is offering training for youth
who want to start a business. This is a regional initiative
that includes youth from our neighbouring communities
in the Mushkegowuk region so the training is done via
webinars online. Youth who wish to take part in this training should contact Brian Hendrick or Jay Monture at the
Youth Centre at 658-2056. See the Youth Centre section
in this newsletter for more information.
Tourism
Moose Cree First Nation along with Mocreebec and the
Town of Moosonee have joined forces to develop strategies to promote tourism in the James Bay region. With
the recent completion of Washow we will be able to offer
travellers a wilderness experience Moose Cree style. Recently, Double M country was used as the launch off point
for a National Geographic film crew that were headed farther north to Fort Severn to film polar bears. Thanks to all
of the organizers who welcomed our guests to our unique
part of the region.
Ongoing: Mobility and pre-employment start up is granted to those who are eligible.
November: Construction Health & Safety Training was
conducted November 8th to November 12th, 2010.
Plans are in the initial stages to offer a Construction Supervisory Basic Workshop. Look for notices in community.
The Employment and Training Officer position is currently
vacant and will be filled soon but in the meantime, I am
looking after the Employment & Training unit.

Lately, harvesters have been coming forward with complaints about how
they are affected by the JBWR

and what we are
doing to mitigate/

fish for age and genetic analysis. It was difficult to travel
to the selected netting areas due to the low water levels
this past summer and fall.
MCFN/Health Canada Nemao (Sturgeon) Project
This project involved the sampling of five rivers in MCFN
homelands. The rivers tested were the North French,
Moose, Harricana, Missinabi, and Cheepash. A minimum
of six 100 gram water samples were needed from each

It is worth mentioning that the North French River is a
very healthy watershed with exceptionally healthy fish.
Water quality samples were tested and returned with a
result of 7.14 on the Ph scale, which is very close to being
neutral. As for the fish samples, they have been submitted to a lab and we will be getting the data back in the
New Year. Alex Litvinov, PhD, Fisheries Biologist, Mushkegowuk Environmental Research Centre, was present
on this trip.
As a part of this project, we will be conducting interviews
in the new year with 20 selected harvesters.

Public Works Department

Community Winter Road
Landfill Issues
Wachay, and Merry Christmas to everyone on the Island
and our neighbours across the river. We at the Public
Works Department are preparing for these busy winter
months with the Community Winter Road, which will
be managed by the Public Works, working alongside our
Local Contractors. The Town of Moosonee will again be
looking after the two ramps located in Moosonee. Last
year we had a short season, let’s hope that doesn’t happen again this year! Work on the road began on Monday,
December 13th, starting with measuring ice thickness
and initializing the construction of the primary road from
McLeod’s Hill through the gut-way to McCauley’s Hill. The
secondary and by-pass roads will be constructed at a later
date. Please be patient and be safe, and be aware of the
crews working on the river. They are trying their best to
get the road open as soon as possible.
The dump is an issue for us, as we still have people dumping their garbage and debris along the roads and in the
middle of the road. There is a fire pit on the east side
of the landfill, and this is the proper location for garbage
disposal. Let’s work together to ensure garbage is placed
in its proper location.
Beautification Program
Earlier this year, Public Works’ Beautification Program
went well as expected. I’d like to say thank you to Robert
Katapaytuk and his crew: Paul Rickard, David Rickard and
Chris Keesic, for the great work they’ve done. I will soon
be focusing on next year’s Beautification Program. In
prior years, we had made some picnic tables and placed
them along the riverside so people could enjoy a scenic
view of the river and rest for a while. However, this did
not work out as well as we would have liked. Some tables
were vandalized, burnt and thrown over the bank. One
possible solution is to make concrete pads and bolt the
tables on.
Upcoming Maintenance
The public docks will require some upgrades for next summer and the surrounding area will be cleaned. Streetlights
throughout the island will be replaced and repaired. Covered garbage cans will also be placed in various locations.

Upcoming Projects
INAC has been notified and is working on demolishing
and cleaning areas such as the Missawaynikan Hall and
other burned warehouse buildings.
The landfill expansion site is also an ongoing issue and we
are waiting for the MNR’s feedback on the MOE’s report.
Optimization and upgrades to the lagoon system also
needs to be addressed. We are currently planning out a
drainage system for the Island and LSB, WAHA, and MCFN
are entering a partnership to plan this system. The project will also hopefully lead to us proposing another project for paved road development on the Island. We don’t
have an approximate dollar value as yet for this project,
but as soon as we do we will begin lobbying to funding
agencies.
We are continuing to develop plans for a new building.
One third of this building will be for a soon to be created Shipping and Receiving Department, and the rest will
consist of office spaces, conference rooms, and storage
space for various departments.

Holiday Fire Safety
Safe Winter Heating
Keep your family as warm and comfortable as possible with your choice of heating. Keep in mind the fire safety precautions should be taken into consideration before heating your home. Below are some simple steps to prevent any fires
from occurring in your home.
- Clean your chimney, piping and stove before lighting the appliance.
- Ensure that the piping and chimney is intact and free from corrosion or deterioration.
- Clean the chimney regularly and prevent creosote build up, which can cause a major fire that can be prevented.
- Clean out the ashes from your wood stove regularly.
- Ensure that your Burning Appliance (wood stove, wood furnace, etc.) has the clearance it needs from all combustible
materials.
- For other heating sources such as furnace or gas-fired appliances, make sure the appliance is clean and have it inspected
by a certified technician.
- When using space heaters, keep it at least 3m away from all combustible materials and remember to turn it off before
leaving your home or going to bed. Remember to only use space heaters that are designed for residential use and certified by the ULC or CSA, be sure to check your label and read its instructions.
-Make sure to have a Carbon Monoxide Detector when using such appliances during the winter months. Carbon Monoxide is an invisible, odorless gas and the detector can notify you when the deadly gas is present before its too late.

Candle Fire Safety
There’s nothing cozier than the warm glow of candlelight, but did you
know that candles are one of the leading causes of fire? Moose Factory
Island Fire & Rescue asks you to please take care when using candles in
your home.
Keep lit candles in sturdy holders on level surfaces and if possible, place
a glass chimney over it for protection. NEVER LEAVE CANDLES UNATTENDED. Candles can easily be knocked over, so keep them out of the
reach of children and pets, and away from anything that can burn.
Try to avoid walking with a lit candle or taking into a closet to look for
things. Use a flashlight. Be sure to extinguish candles before leaving the
room or going to bed.
Cooking While Drinking
It’s a fact that many fire deaths are caused by people attempting to
cook or smoke while under the influence of alcohol. Unfortunately,
their families are often victims as well. Alcohol and fire are a dangerous
mix. A lit cigarette dropped on the couch or a forgotten pan of grease
on the stove could mean disaster for you and your family. If someone in
your household cooks or smokes while intoxicated, you must be aware
of the risk. Keep a watchful eye on drinker(s) and make sure you have
a working smoke alarm on every level of your home.There’s more to
responsible drinking than taking a cab. Don’t put yourself or your family
at risk to fire.

Tips to keep you and your family safe:
Ensure all electrical lights, connections and cords are
in good working order and please avoid turning your
electrical cords into spaghetti.
Fire Safety/Prevention/Escape plans for
your home:
Turn off all the decorative lights, and unplug all extension cords before going to bed.
Never use lighted candles on or near a Christmas tree.
Keep your tree away from all heating sources such as
furnace ducts, space heaters, television sets, woodstoves and baseboard heaters.
Avoid letting the natural trees dry out, keep it moist by
adding water to the base.
Install smoke alarms on every level of your home and
make sure they are operational.
If you would like to invite the Fire Department in your
home to assist you in developing a fire escape plan, to
conduct a Fire Safety Inspection, or just want Fire Safety Information in general for you and your family, feel
free to contact the Fire Department office at 658-4643.

Lighters / Matches and the Youth
Lighters and matches can be lethal weapons in the
hands of the youth and very young children. The youth/
children are naturally curious about fire, so parents
and caregivers must keep all fire-starting materials out
of their sight and reach. If you smoke, have only one
lighter or box of matches and keep it with you at all
times to prevent fires in your homes or property.
Every year in Ontario, youth/young children either get
injured or lose their lives or a family member in fires
that they have started themselves. So let’s be smart
parents/caregivers and not be careless with our lighters and matches.

Seasons Greetings from the
John R. Delaney Youth Centre
Arrival of New Staff Members
We are pleased to announce that we have secured
some funding to hire additional staff for Youth Programming here at the Youth Centre. A new supervisor
and 2 assistants will be kicking off the New Year with a
fresh start. Youth ages 12-29 will be able to enjoy many
different activities including the most popular “drop in
nights”.
Restarting the Youth Council
We are happy to announce that we are restarting the
Moose Cree Youth Council. Under the guidance and
support of the J.R.D.Y.C. staff. 12 youth will be selected
and have an opportunity to help themselves and their
community by planning activities and theme nights for
all youth, they can plan & host an annual youth conference, they can participate in various training opportunities, they can also voice their concerns on the many
issues they face. For more information please call the

Just a brief note to bring the membership up to date on what is going on with the Finance Department at MCFN:
1. We are currently working on updating all our Finance Policies to reflect our current constantly evolving demands.
2. Our accounting is all up to date and our Auditors BDO will be in to do preliminary work in late January 2011 as to
reduce the time in completing our Audit.
I would like to take this time to wish everyone a great and joyful Christmas and a Happy New Year from the Finance
and the Timmins Office Staff.
