31st Annual Buena Park Mayor’s
Prayer Breakfast
Community leader and scientific analyst Captain Joshua J. Jewett will be
the keynote speaker at the 31st annual
Buena Park Mayor’s Prayer Breakfast
on Thursday, Nov.19. Veteran broadcast
personality and Buena Park’s “Honorary
Mayor” Ed Arnold returns as Master of
Ceremonies for the event that also features non-denominational services and
a musical program.
Always a sell-out, the Mayor’s Prayer
Breakfast will be held at the Knott’s
Berry Farm Resort Hotel, 7675 Crescent
Avenue, beginning at 7 a.m. The cost is
$10 per person and $100 for a table of
10. Tickets will be available beginning
Oct. 1 at the Ehlers Recreation Center,
8150 Knott Avenue. Tickets will not be
sold at the door.
Inspire
A native Southern Californian, Jewett
is an inspired, dedicated, accomplished
person who has achieved much in his
short lifetime, including completing the
“Ironman Distance Triathlon,”
raising more than $10,500 for
the Leukemia and Lymphoma
Society in honor of his late father, James Jewett.
Born in Whittier with a deformed leg, there was a possibility he would never walk.
However, several years ago,
he decided he wanted “to do
something incredible, unimaginable in honor of my father. I
needed to find something that
would leave a mark on my
life and those close to me. So
I signed up for the ‘Ironman’
and to raise money for cancer
research,” Jewett says.
“I can admit that I officially lost my marbles that day. I was working full-time,
going to grad school at night and on
the weekends and working on my thesis project,” he continues. “At first I had
a difficult time juggling everything as I
missed most of our team practices due
to my schedule. In time, I figured it out. I
spent four weeks in South America and
Dubai for school and vacation during
which I had the extreme pleasure of
training on the beach, in the mountains
and desert.”
Jewett spent his youth in Orange
County, graduating from La Habra High
School in 2001 where he was Valedictorian and a “John Wooden Scholar
Athlete.” He then attended the United
States Air Force Academy serving in
various leadership roles and earning
the distinction of three-time “NCAA
Academic All-American.”
In 2005, he earned a Bachelor of Science
Degree from the U.S. Air Force Academy. Commissioned a 2nd Lieutenant,
he was assigned to the Los Angeles Air
Force Base in El Segundo, CA, where
he excelled as a scientist and program
manager working on the country’s latest premier missile warning satellites.

Wing (ISSW) as a program manager,
System Integration and Test. He also

year received a Masters Degree in Business Administration.
A passionate community leader, Jewett
currently serves as president of the Los
Angeles Company Grade Officer Council and as a member of the USAF Academy Nomination Advisory Board for the
40th Congressional District. Selected
by the L. A. Chamber of Commerce and
the Southern California Leadership Network as a “Leadership Los Angeles Fellow” for the Class of 2009, he also finds
time to mentor students at college and
career days and to organize the fitness
program for his 80-member unit.

City Council Passes Water Conservation Ordinance
Updated Water Conservation Program outlines usage requirements for residents and
City establishments
Living in Southern California definitely
has its benefits – temperate climate,
vast recreational opportunities, and the
ocean, desert, and mountains all within
a short drive. One of the few drawbacks
is the state’s serious and continual state
of drought which doesn’t go away, even
when it rains.
California is a semi-arid region, which
means it is largely dependent on imported water supplies and will always
be susceptible to water shortages and
regulation. In efforts to address the
current shortage, and at the request of
Southern California’s main water importer, the Metropolitan Water District
(MWD), the City has enacted a newly revised Water Conservation Program. As
of July 14, 2009, the City began enforcing Program requirements for all those
who live and work in Buena Park.
“The City’s Conservation Program is
essential,” said Public Works Associate
Engineer Joan Lyle. “We all need to cut
back because our imported water supplies may not always be available. The
City’s Conservation Program is designed
to raise awareness of the State’s severe
water shortage so that we all change
our attitudes on how we use water.”
To help ensure it maintains a reliable water supply, the City is enforcing the following water conservation requirements:
•
New limits on lawn irrigation include watering your lawn or landscape areas for no more than 15 minutes each cycle between the hours of 10 a.m.
and 4 p.m.
•
No excessive water flow or runoff onto sidewalks, driveways, or gutters is
allowed
•
No washing down hard or paved surfaces with a water hose
•
All water leaks, breaks or malfunctions must be repaired
•
Re-circulating water is required for water fountains and decorative water
features
•
Vehicle washing must be conducted with a bucket or hand-held hose
equipped with a self-closing water shut-off device
Residents may also notice that drinking water in eating or drinking establishments
will be served only upon request. Additional requirements apply to business establishments in the City.

In fact, according to Lyle, we now have
limits on the amount of water we can
purchase from our main sources, the
Colorado River and the Sacramento
River Delta. The Colorado River Watershed, from which Buena Park currently
receives most of its imported water, is
experiencing its own drought conditions. In California, ongoing drought
conditions and decreased snow pack
have created some of the lowest river
and reservoir water levels in history.
A growing population, climate, environmental concerns, and other factors
in parts of the Western United States
make the region highly susceptible to
water supply reliability issues. There is
also a regulatory shortage due to environmental judgments in the Delta.

Entire Beach Boulevard Overcrossing
Re-Opens in Late September
After almost 19 months of construction, motorists will be happy to know that work
on the new Beach Boulevard overcrossing is nearing completion. Even though the
overcrossing remained open during most of the reconstruction activities due to a
unique method of rebuilding the bridge in halves, traffic has been limited to two
lanes in each direction.
As the west half of the bridge was rebuilt from March 2008 until January 2009,
motorists were able to drive on the old east half of the bridge. Once the west half
was complete, traffic was switched over to the new side so the old east half the
bridge could be demolished and rebuilt.
Beach Boulevard will fully reopen with three lanes in each direction by the end of
September.

Construction activities are currently focused on completing the southbound I-5
Artesia intersection, building retaining walls along the sides of the freeway, and
pouring new concrete lanes for the freeway mainline. The entire project is scheduled to be finished by Summer 2010.
Fall 2009 closure information:
•
Southbound I-5 Artesia Blvd. off-ramp to close August 19 for two weeks
•
Southbound I-5 to eastbound SR-91 HOV/carpool lanes connector closed
in May for seven months and is scheduled to reopen in late 2009
•
Northbound I-5 Orangethorpe Ave. on-ramp closed in late July for four
months and is scheduled to reopen in November 2009
•
Southbound I-5 Beach Blvd. on-ramp will be closed through Fall 2009
•
Nighttime northbound and southbound I-5 full closures from the SR-91 to
Artesia Blvd will continue through mid-2010.
•
Nighttime full closures of Beach Blvd. and Artesia Blvd. will continue
through the end of 2009

Imagine the Future
General Plan Update Focuses on City’s New 20-Year Vision
It won’t be long before the City embraces a new 20-year vision to better address
current challenges, community priorities, and changing conditions. To accomplish
this, the City is updating its General Plan, a process that takes place in four phases
over a period of approximately 18 months. Once the update is complete, the new
Plan will act as the City’s official blueprint for long-range planning and development on issues such as transportation, public services, and parks.
The General Plan was initially created in 1994, and is currently being updated, as required by the State of California. First, city staff sought to take stock of existing conditions in the City, and to arrive at a community-based vision of Buena Park’s future.
With the help of the community, all those involved in the process – City Council,
Planning Commission, City Staff, and RBF Consulting – worked together to create a
new vision that will guide the City’s development over the next few decades.
Working with RBF, the City recently
completed Phase 1 of the update and is
now in Phase 2. The next objective is to
create a Draft General Plan. In order to
accomplish this, RBF collected and analyzed background data from the City to
prepare an Existing Conditions Report
that documents the current status of
the City. RBF and City staff are developing future land use scenarios, which will
be available for review and comment at
a Land Use Futures Workshop tentatively scheduled for late October.
Once formalized, the land use scenarios
will be presented to the City Council and
the Planning Commission for confirmation, resulting in development of a Draft
General Plan featuring the preferred
land use map, goals, and policies. The
update process also includes preparation of the Program Environmental Impact Report (PEIR) which analyzes the
environmental impacts associated with
the Updated General Plan. The update
process concludes with a public hearing in order to adopt the General Plan
and PEIR documents.

Walter D. Ehlers Community Center Opens to Public
The Center now sports a new
9,582 square-foot multipurpose
building, an updated entry
area at the existing Senior
Center, and an outdoor
Services
Veterans Memorial Wall.
The newly redeveloped
Walters D. Ehlers Community Center will open
to the public in late September after completion
of a year-long, capital
improvement
expansion project. The Center
now sports a new 9,582
square-foot multi-purpose building, an updated entry area at the
existing Senior Center Building, and an
outdoor Veterans Memorial Wall.
“The City is proud to announce the
opening of this new state-of-the-art
complex,” said Steve Hunt, Director of
the Recreation, Parks, and Community
Services Department. “Significant additions to the site now make it one of
the most attractive and functional complexes in the City. We are already taking
reservations for public use of the new
Heritage Building.”
The Heritage Building, which Hunt calls
“the jewel of the City,” is designed for
various activities such as stage presentations, seminars, meetings, clinics, and
other events. It has a clerestory ceiling
allowing natural lighting to illuminate
the building interior, state-of-the-art
audio/visual technology, a beautifully
crafted performance stage, and a multipurpose room featuring a retractable
wall to increase program flexibility.
The lobby area of the existing Senior
Center is now more accessible with
a new access drive, canopy, and upgraded reception area at the southeast entrance. The improvements
make pick-up and drop-offs comfortable and easy.
Another addition to the Center is the
Veterans Memorial Wall located in
the complex’s outdoor area. The decorated Wall honors the five branches
of the United States military, giving
thanks for the ultimate sacrifice of
women and men who have served
in the Air Force, Army, Marines, Navy,
and Coast Guard.

Entertainment Zone Action Plan Begins to
Take Shape
Enhancing local major attractions is part of the City’s
big plan to create a popular destination district
The City’s plan to transform the entertainment corridor into one of the most
vibrant and resourceful tourist attractions in Southern California is well underway. Following established goals
and objectives outlined in the Entertainment Zone Action Plan, the Buena
Park Redevelopment Agency recently
contracted with several outside specialists in the areas of parking, streetscape,
and branding to assist with the Plan’s
implementation.
Adopted in 2008, the Entertainment
Zone Action Plan acts as a guide for
long-term development of additional
attractions, hotels, restaurants, and
parking solutions for the entertainment
corridor located along Beach Boulevard
and surrounding areas. Powerful branding and marketing strategies are also on
the agenda to ensure the redeveloped
area becomes a regional, pedestrianfriendly destination.
The Zone features Knott’s Berry Farm,
Soak City Water Park, Medieval Times
Dinner and Tournament, Pirate’s Dinner
Adventure, Krikorian 18-screen theatre,
15 hotels, and 25 restaurants. Currently,
the Zone attracts approximately 6.4
million visitors per year. Once the Plan
is complete, the Agency believes it may
attract up to 10.7 million visitors per
year.
The Buena Park Redevelopment Agency,
along with several specialized contractors, will focus on the following projects
over the next seven to nine months to
help take the Zone to the next level:
•
Develop a Parking Demand and Vehicular Circulation Study to determine parking needs and locations
within the Zone.
•
Create an Entertainment Zone
Public Amenity Master Plan and
Streetscape Design to unify the District with destination elements such
as enhanced landscaping, transit
stops, iconic gateways, kiosks, pedestrian overpasses, and public
spaces.
•
Implement a Branding and Identification Study yielding a compelling
brand and identity making it an integral player in the competitive entertainment marketplace.
Three new consultants – International
Parking Design, EDAW, and Agency
51 – are now important
members of the overall
Entertainment Zone Action Plan Team which also
includes City staff from
Economic Development,
Community
Development and Public Works, as
well as Idletime Network.
Future improvements include more hospitality
options and a Buena Park
Mall update. The Entertainment Zone planning
process is expected to be
completed in 2010.

City Updates Strategic Plan
New projects address transportation, recreation, and city services
Four key projects were recently added to the City’s Strategic Plan in an ongoing effort to keep Buena Park looking good and running smoothly. Council approved adding the four projects to the existing twelve that represent the core of the Plan.
The new projects have been prioritized based on need as well as other issues such as
safety, function, and growth in the community. The projects include:
1.
Researching and creating transportation options from areas such as bus
stops or the Metrolink Station to the City’s entertainment corridor
2.
Investigating the development of special assessment districts to generate
revenue for improvements such as lighting in specific areas in the community
3.
Making repairs and improvements at several City parks and recreation
areas
4.
Coordinating shared services with neighboring cities to help reduce costs
Created three years ago, the Strategic Plan establishes priority projects for the City.
Acting as a guide, it assists in allocating City resources and helps ensure projects are
completed according to a designated timeline.

at Beach and Orangethorpe, and redevelopment of the former Movieland
property.

nurture working relationships and partnerships between artists,
presenters, arts organizations, and the greater Buena Park community.
Join us each month as the Buena Park Cultural/Fine Arts
Division embarks on a Cultural Excursion. Transportation is
provided and included in the price of all excursions. All times
listed are based upon departure and arrival times to and
from Ehlers Community Recreation Center. All excursions,

Buena Park Community Chorus
This highly original and theatrical Caribbean adaptation of the
popular fairy tale "The Little Mermaid" garnered eight Tony nominations for its Broadway run, including Best Musical, Book and
Score. In almost non-stop song and dance, the show tells the story
of Ti Moune, a peasant girl who rescues and falls in love with Daniel, a wealthy boy from the other side of her island. When Daniel
is returned to his people, the fantastical gods who rule the island
guide Ti Moune on a quest to test the strength of her love against
the powerful forces of prejudice, hatred and death.
The Buena Park Community Chorus was formed more than 30 years
ago to foster interest in community choral singing. The chorus has
since built a strong group that brings music to City-sponsored
events and hosts annual free concerts for the community. For

A short dance routine will be taught on the day of auditions, so

The Christmas holidays would not be the same in Buena Park
without our chorus singing their annual holiday concert. This
event is free, but the Community Chorus, in collaboration with the

Meals On Wheels
The City of Buena Park is proactive in preparing for the exploding
baby boomer population by expanding and renovating the current senior center. Classes are only one aspect of our programs as
we also have monthly medical testing, engaging and informative
lectures such as “Trust and Will Planning”, “Senior Scams” etc. We
alsooffer practical services. Free legal assistance (Legal Aid) and
tax preparation, Medical/Medicare Counseling ( HICAP), computer lab and instruction, Meals on Wheels, Adult Day Care and hot
lunches.
Meals are delivered to home bound individuals who are unable
to prepare meals for themselves. This service is available to Buena

Outreach Services
This program is available to help you find assistance with life challenges you may be facing. Social Worker, Rosemary Nielsen, is in
the Outreach Office Monday through Friday mornings. **Appointments are required.
Fantastic and pleasurable trips & tours can be had with the “Happy
Wanderers”, Big Band Saturday Night dances with live music gives
you an opportunity to dance the night away. The center offers a
remarkable variety of classes: yoga, ballroom dancing, longevity
stick and much more.
PHCA-Preventive Health Care For Adults
Nurse Jane Hannah offers free health assessments and health
information to seniors 50 years and older. Assessments offered
include blood pressure, height, weight, pulse, hearing, vision,
blood glucose, hemoglobin, and diet. Jane will be in the Center
on scheduled days. This service is a State and County funded program. **Appointments are required.
