Bill Horan
President, Operation Blessing International
Bill Horan joined Operation Blessing International as
Chief Operating Officer in March, 2002, and in
November of 2002 was appointed OBI President. He
oversees the operations of OBI in the U.S. and around
the world. Horan comes to OBI with more than 30 years of business and international
relations expertise.
Horan leads OBI, a nonprofit organization that has helped millions people across the
globe and in all 50 U.S. states, providing goods and services valued in the billions.
Under his direction, OBI has become one of the top 100 non-governmental
organizations in the country, a multi-million-dollar-a-year humanitarian organization
that strategically provides disaster relief, medical aid, hunger relief, clean water and
community development around the world.
In 2007, Horan was named to 'The NonProfit Times' list of "Power & Influence Top
50," recognizing OBI as one of the top Hurricane Katrina relief agencies whose timely
relief efforts earned them the slogan, "doing the Lord's work...this afternoon."
Each year, OBI provides aid to millions of people around the world, distributing food,
medicine and relief supplies to those in need. Since joining OBI, Horan has been onlocation to oversee projects such as: Hurricane Katrina emergency relief and rebuilding
efforts along the Gulf coast of the U.S.; tsunami relief projects in Indonesia, India, Sri
Lanka and Thailand; launch of national parasite treatment program in Guatemala; fresh
water wells and micro-enterprise development projects in India; medical missions in
countries such as Iraq, Bolivia and the Philippines; orphanage evaluation in North
Korea; relief supply distributions in Romania; and child survival programs in the
Philippines. Horan’s focus is on implementing humanitarian programs that make a
significant, long-term impact and help to break cycles of suffering.
Horan has traveled extensively throughout Asia, Europe and Africa, having business
relationships in all 50 U.S. states and 33 foreign countries. He was raised in both
Guilford, Connecticut, and Northville, Michigan, and graduated from Augusta
Military Academy in Virginia. Horan is also an avid fisherman and is past-president of
the Cayman Islands Angling Club. He and his wife Laura have two grown daughters.

Dear Emergency Managers and Partners,
Operation Blessing is known for our quick response,
compassion, and our ability to meet unique needs of a
community during devastating and catastrophic times of disaster. We have an “ask and
don’t tell policy.” Our goal is to come into a community and ask, “How can we serve
you? What is your greatest need?” Out of these responses world-wide our U.S. &
International Disaster Relief Services have grown tremendously.
In the U.S., we have several areas of core competencies that include:

This directory was designed with you in mind. We wanted to give you a catalog that
showcases our resources and the kinds of equipment we can provide to your community
during times of disaster.
When we come into a community we want you as Emergency Managers to know we are
there to serve with you and your team. In addition to working with local emergency
management, we work alongside of local churches. We feel that the “locals” know the
needs of their people better than we do as outsiders. Our goal is to empower the local
churches to meet the needs of the community through resources, supplies, and
sometimes cash grants. If we have done our job right, your churches and community
will be stronger than they were before we met.

Operation Blessing’s Domestic Disaster Relief Team has responded many of
the major Federally Declared Disasters since 2004 including Midwest Flooding (2009), Winter Ice Storms (2009), Northwest Flooding (2009),
Hurricane Ike (2008), Hurricane Gustav (2008), the Midwest Flooding
(2008), Super Tuesday Tornadoes (2008), Florida Tornadoes (2007),
California Wildfires (2007), Hurricane Katrina (2005), Hurricane Rita
(2005) and Hurricane Ivan (2004). Responses have also been coordinated
with partnering organizations to the Georgia Tornadoes (2008), Iowa Tornadoes (2008), and the Northwest Flooding (2007). Some statistics are noted
on the following page.

containing a brush grapple for debris removal.
Works well in tight spaces with easy operability on controls.
Foam-filled rubber tires make it easy to manuver on hard surfaces, but
not so well on sand or soft ground.
The New Holland is a fast skid steer that can help to maintain a steady
pace while complimenting larger machinery when debris removal is
necessary. This is especially true for highly-concentrated
suburban areas containing driveways and streets.
