BINH DUONG WATER SUPPLY SEWERAGE ENVIRONMENT CO., LTD (BIWASE) BIWASE's success in Binh Duong and opportunities for potential water projects Presented by: M.E.Nguyen Van Thien President and General Director 1 MAP OF BINH DUONG PROVINCE 2 GENERAL ON BINH DUONG PROVINCE • Area: 2,694.43km2. • Population: 1,748,001people (649people/km2), comprising 1 city, 4 towns and 4 districts; • Located in the Southern key economic area of Viet Nam; • Political – economic - cultural center : Thu Dau Mot city • GDP growth: 14%/year • Economic structure: industry-construction, service, forestry-agriculture with correlative portion 60.4%-36.4%-3.2% • Population growth : 7%/year • There are 29 industrial parks+ 7 centralized industrial groups with area of over 8,700ha General on Thu Dau Mot city • • • • • Is the political – economic – cultural center of Binh Duong; Area: 118.67km2, Population : 264,642 people, Population density : 2,230 people/ km2 14 ward administrative units 3 GENERAL ON BIWASE Functions: -Produce, provide clean water; -Sewerage, waste water treatment; -Waste collection and treatment; -Irrigation, watering for agriculture; BIWASE’S WATER SUPPLY SYSTEM • Before 1995: Capacity 4,000m3/day, customers ≤4,000, underground water source, water loss rate ~50% • In 2000: Capacity 21,600 m3/day, underground water source, water loss rate 60% (old pipelines which could not bear high pressure from new WTP) • At present : Capacity ~ 220,000m3/day, water loss rate < 8.5%, high automatic, many technologies and advanced equipments. • Coverage rate:100% urban area in the province and 50% rural area. • Rate of residents using clean water provided by BIWASE : 77% • Water source: mainly from Dong Nai river. 4 SOME BIG CAPACITY WTPs OF BIWASE TAN HIEP WTPWTP-CAPACITY:60.000M3/DAY 5 DI AN WTPWTP- CAPACITY:90.000M3/DAY BIWASE’S WASTE WATER TREATMENT SYSTEM • Capacity: 70,000m3/day; • Phase 1: 17,600 m3/day has already been taken into operation; • Treatment technology : Advanced Sequence Batch Reactor (ASBR), time to keep waste water in tank just little bad smell cannot be formed, it is safe for urban environment. • Equipments: new generation, high quality; • Waste water after treatment: class A in compliance with Vietnamese standard. 6 BIWASE’S WASTE WATER TREATMENT SYSTEM • Water after treatment process can be reused; • Separate with rain water salvage; • Domestic waste water separately collected minimize environmental pollution (land, water); • Canals, ditches do not receive waster water without treating; • Thu Dau Mot WWTP is equipped with advanced machines and equipments, high automatic technology; • Collection pipelines and WWTP are controlled by SCADA system; • Low operation cost. Note: • In Binh Duong, thanks to good waste collection and treatment, there is no pollution in water source. ASBR TANK AT THU DAU MOT WWTP 7 Treated waste water going through U.V tank BIWASE’S WASTE COLLECTION AND TREATMENT SERVICE • South Binh Duong waste treatment complex under BIWASE daily treat more than 900 tons of waste, in which comprising 800 tons of municipal waste and 100 tons of industrial waste; • This is a waste treatment complex with area nearly 100ha; • Industrial/Hazardous waste: after being transferred to the complex, they will be classified and treated by scientific solutions. Most of them are burnt and ground to make construction material; 8 BIWASE’S WASTE COLLECTION AND TREATMENT SERVICE • Ash residue after burning process will be also to make construction material, non-baked material, nonbaked brick/pavement brick; • Organic waste sludge is used to make fertilizer; • Inorganic waste sludge is used to make baked-brick. USD (WB + counterpart) 12 PROJECT 2 EXPANSION OF SOUTH THU DAU MOT WATER SUPPLY SYSTEM CAPACITY:45,000 M3/DAY • Objectives - Supplement clean water to South Thu Dau Mot area to increase rate of water supplied to 60% →75%; - Supply water for daily activities + production in industrial parks; - Improve community’s health; - Attract to investors, develop economy and society in the region; - Develop network to suburb of Binh Duong; - Investment cost: 46.9 Mil. USD (from ADB, private and other funds) 13 PROJECT 3 SOUTHERN BINH DUONG PROVINCE WATER ENVIRONMENT IMPROVEMENT-PHASE 2 CAPACITY:51,000 M3/DAY Mục tiêu • Collect and treat domestic waste water from Thuan An town. This is an adjacent area to Ho Chi Minh city; • Increase waste water connection in Thu Dau Mot city-Binh Duong. 14 Feature • Binh Duong has a policy that all waste water collection system should be a separate one, quite separated with rain water to maximum reuse available water source; • Household do not need septick tank, waste water directly discharged into collecting pipe; • Total length of pipelines is 550km. PROJECTS CALL FOR INVESTMENT Employer: BIWASE 15 PROJECT 1 WATER SUPPLY SYSTEM OF NORTHERN BINH DUONG INDUSTRIAL INDUSTRIAL-URBAN PARK CAPACITY: 300,000M3/DAY Investment cost estimated : $ 200.000.000 Objectives:: Objectives -Provide clean water for Southern Industrial Park, Binh Duong New City, IndustrialIndustrial-ServiceService-Urban Complex with about 16,000 ha; -Speed up a sustainable development in the region; -Provide clean water for Industrial Park and Southern Binh Duong Urban Park with population of 600,000 people and Industrial Park with 2,000ha, it is expected to provide water after 2020. -Water source: raw water from Phuoc Hoa lake -Investment type : BOT/PPP 16 PROJECT 2 EXPANSION OF SOUTH THU DAU MOT WATER SUPPLY SYSTEM CAPACITY: 100.000M3/DAY INVESTMENT COST ESTIMATED : $50,000,000 Objectives - Increase capacity of the existing WTP to meet local water demand up to 2020; - Increase amount of clean water connection from 75% to 95%; - Investment type: BOT/PPP - Schedule to implement: in 2015; - Scope of service: center of Binh Duong New City and adjacent area. 17 PROJECT 3 SOUTHERN BINH DUONG PROVINCE WATER ENVIRONMENT IMPROVEMENT-PHASE 3 CAPACITY: 51.000M3/DAY INVESTMENT COST ESTIMATED: $100.000.000 Objectives - Collect & treat domestic waste water from 03 towns namely Di An, Thuan An and Tan Uyen; - Protect water source of Dong Nai river; - Solve issue of environmental pollution caused by waste water. - Budget source expected : ODA + PPP/BOT - Investment type : basing on actual situation. - Implementing period: in 2015 18 PROJECT 4 POWER GENERATING INCINERATOR CAPACITY: 200 TON/DAY INVESTMENT COST : $90,000,000 Objectives - Burn municipal waste + industrial waste combining to generate power • Capacity: 100 ton/day/1 incinerator x2 • Capacity of power generated: 1 MW x2 • Technology: high tech., minimize impacts to the environment. • Investment type : PPP/BOT • Implementing period: in 2020 19 IN CONCLUSION Vietnam Government is now actively implementing budget restructuring process, especially incomeincomeinfrastructure, encourage to mobilize private budget.
